In this case, each agency, both the leader and the work device, is obliged to record and report on the use of state finances and their suitability with the applicable rules, but in the implementation there are still several obstacles, namely Human Resources that are less understanding and lacking in coordination between providers and trustee / budget users in the institution so that there are differences in the report documents obtained.

The big potential of Zakah, infaq, and Sadaqah (ZIS) in Central Java is one of the instruments for reducing poverty and improving the welfare of the society. This study aims to assess the effectiveness of management ZIS optimally so as to make a significant contribution to poverty reduction and improved well-being. Regulation No. 23 of 2011 on the management of Zakah has provided the legal basis which is very strong in the management of Zakah, by collecting, distributing, and accountability of it.The unit of analysis in this study is the Bazda in Central Java Province.  The sample is four districts/cities, including: the city and regency of Semarang, Jepara and Demak district. In addition, the study respondents aremanagers of Bazda, muzzaki, and mustahik in four districts/cities.The findings show that all Bazda have already had database on muzaki and mustahik, but still incomplete, so it cannot be done for the sake of collecting and mapping the distribution of ZIS effectively and efficiently. Moreover, the condition of the building, infrastructure and operational funds sourced budgets have not been able to support the operations and performance of the collection, distribution and reporting effectively and efficiently. Distribution and utilization of ZIS is dominated for the fulfillment of consumer needs and focused on the areas of health, education and social, while, empowering productive business activities is still slightly low, so that it is necessary to have a paradigm shift in the management of the ZIS to make mustahikbecome more productive. It is required a coordinated and integrated cooperation between Bazda District/City, Baz Districts, the regency/state, enterprises, SOEs and private agencies in order to collect ZIS effectively and efficiently and not only dominated merely by the civil servants. Reporting and accountability system, so far, has been conducted in a transparent and accountable through a written report to the District / City Government and Parliament, but some Bazdado not provide it to mustahikin detail, either in book form or through the WEB. Only the district of Jepara which has a complete reporting system, regular, detailed and printed in book form to be sent to the Government, Parliament, and the muzaki of related parties.

<p><em>In recent years, with the rapid development of the media, an increasing number of corporations and even government agencies are using the new format known as the micro film as a means of advertising</em><em> and</em><em> marketing. In this study, we </em><em>took</em><em> the micro films produced by the Taipei City Government </em><em>as objects of analysis to</em><em> investigate the image of the city as constructed in and produced by these films. Furthermore, </em><em>in this study, </em><em>the symbol of image in </em><em>three such micro films </em><em>was </em><em>studied: Love@Taipei, My Micro Tour of Taipei, and Happily Ever After. It was found that in these films, the characteristics of the city of Taipei have </em><em>been </em><em>presented accurately and successfully </em><em>by means of</em><em> the [appropriate selection of] celebrity performers, the romance narratives used, and the lively presentation of these films. Therefore, these films have foregrounded </em><em>an</em><em> image of Taipei that is free, friendly, diverse, and progressive; furthermore, they have successfully conveyed the idea that “Taipei is a city that is positive and capable of outstanding achievements”</em><em>.</em><em> These films, designed to attract audiences, have been made with great skill and portray little elements of the government-run campaigns they are actually part of, thus making them even more entertaining for viewers.</em><em></em></p>

Abstract The volume of solid waste in Semarang City reached 1,300 tons per day consisting of 65 percent organic and 35 percent inorganic waste. 77.64 percent of waste was transported and disposed at Jatibarang landfill, 17.65 percent was managed by waste Bank and by temporary landfills (TPS) and 4.71 percent waste remain unmanaged. Jatibarang landfill is predicted to be exceeded its carrying capacity in 2021. To deal with this problem, through a public private partnership scheme, a PLTSa (waste to energy) has been developed. PLTSa would manage 70 percent of waste and produce 20 MW electricity sold to the State Electricity Company (PLN). The government of Semarang City must pay a tipping fee of 780,555 IDR per ton to the PLTSa Management. This paper analyses the development of PLTSa by comparing with another similar project. The research method was descriptive analysis, relied on secondary data, webinars, and informal interviews with relevant persons. This study found that waste to energy project will create dependency on the city government financially and operationally. To create sustainable waste management, it is recommended to utilize appropriated technology enabling the city government to operate by themselves and enjoy the benefit of electricity resulted from the process.

In the city of Langsa, the violation of Islamic sharia qanun (regional bylaws) has shown a declining trend; however, it still accounts for a large proportion. This is a surprising issue since it is believed that the Wilayatul Hisbah (Islamic religious police force) of Langsa has performed its duties and functions properly. To respond to the issue, the study of this thesis formulated several questions, including: what are the da’wah strategies used by the Wilayatul Hisbah in supervising the Islamic sharia in Langsa? and how are the da’wah strategies of the Wilayatul Hisbahin supervising the Islamic sharia against the perspective of manhaj da’wah? The study used field research approach, using qualitative descriptive analysis method. Data were collected by interview and documentation. The results of the study showed that the Wilayatul Hisbah of Langsa employed two types of da’wah strategies: da’wah bi al-lisan (oral da’wah) and da’wah bi al-hal(practical da’wah). Da’wah bi al-lisanincluded speech, Jum’ah sermon, appeal, discussion, and advice/guidance. Da’wah bi al-halinvolved patrol and raid. Further, in the view of the da’wah manhaj, the da’wah strategies used structural and cultural approaches. The structural approaches included (a) the supervision of the Islamic sharia was conducted by an official institution formed by the government, which was the Wilayatul Hisbah, (b) the Wilayatul Hisbah and the Islamic Sharia Office was merged institutionally, (c) the establishment of Islamic sharia supervisors at the village level by the Wilayatul Hisbah and the sharia supervisors by the village officers, and (d) the development of cooperation between the government agencies (e.g. Islamic Sharia Office, Ulama Consultative Assembly, Civil Service Police Unit, Police, Indonesian National Army, Sharia Court, and non-governmental (Islamic) organizations). The cultural approaches involved implementing the strategic da’wah methods and strategies. The da’wah methods of the Wilayatul Hisbah have been in line with the Qur’an chapter An-Nahl verse 125, which describes da’wah bi al-hikmah (wisdom), da’wah bi al-mauidza al-hasanah (good advice), and da’wah al-mujadalah bi al-latihiya ahsan (good dialog).
