Este trabalho objetiva discutir como se estabelece a relação entre as famílias, as crianças e a Política de Assistência Social, no âmbito do Programa Bolsa Família, no que diz respeito ao uso do recurso, isto é, quem gere, como gere e como destina. Para isso, buscamos identificar e analisar o lugar que as crianças ocupam na família e o modo como compreendem a utilidade do benefício, uma vez que são participantes ativos das condicionalidades do Programa. Nesse sentido, o recorte metodológico leva à sério o ponto de vista das crianças, sustentando-se nas “pesquisas sobre/com crianças”. Os resultados apontaram que os adultos se empenham para destinar o recurso como está orientado, contudo, nem sempre assim ocorre, pois as crianças vão impondo outras necessidades. Isso significa que as crianças influenciam no tocante ao gerenciamento, senão todo, parte do recurso recebido, constituindo-se, deste modo, agentes no mercado e na dinâmica da vida familiar. ABSTRACT This paper aims to discuss how the relationship between families, children and Social Assistance Policy is established, in the Bolsa Família program, regarding the use of the resource, that is, who manages it, how it is managed and what is its destination. To do so, we seek to identify and analyze the place children occupy in the family and the way they understand the utility of the benefit, since they are active participants of the conditions the Program imposes. In this sense, the methodological clipping takes their point of view seriously, and is based on “researchs on / with children". The results show out that adults are committed to allocate the resource as it is indicated, however, this is not always the case, as children impose other needs. This means that children have influence over management, if not all, part of the resource received, thus becoming an agent in the market and in the dynamics of family life. Keywords: Social Policy. The paper analyses the protection granted under Article 8 of the European Convention of Human Rights for different immigration cases. The way the European Court of Human Rights determines compliance with Article 8 for settled migrants differs from the way the Court determines compliance for foreign nationals seeking entry or requesting to regularize their irregular migration status. The paper argues that the European Court of Human Rights application of different principles when determining a States’ positive and negative obligations is contradicting its own case law. It also argues that the absence of justification grounds for the refusal of foreign nationals who are seeking entry lacks legitimacy. By treating all immigration cases under Article 8(2) the paper suggests that the differentiation between cases should be based on how a refusal of entry or an expulsion would impact on the family life. The paper also suggests that more consideration should be given towards the insiders interests when balancing the individual rights against the state's interests. These changes would lead to a more consistent and fair case law and generate a more convergent practice by the states which will increase the precedent value of the Court's judgements.

Objetivo: analizar los significados que construyen las madres de personas en condición de hemofilia, sobre ser portadoras de la enfermedad. Materiales y Métodos: Estudio cualitativo con enfoque del interaccionismo simbólico que, a través de una etnografía particularista y el uso de entrevistas semiestructuradas, observaciones y revisión documental, rescató el punto de vista de 17 madres pertenecientes a la Liga Antioqueña de Hemofílicos que participaron de manera voluntaria y residen en diferentes municipios del departamento de Antioquia. Resultados: Las participantes se reconocen a sí mismas como seres potenciales, es decir, no sólo como trasmisoras o cuidadoras de la enfermedad de sus hijos, sino como sujetos cognoscentes de su realidad dispuestas a reflexionar sobre sus aprendizajes e incorporarlos a favor de la relación consigo mismas y con los demás. Los significados más relevantes son: empezar a vivir con hemofilia, asumir la enfermedad, la familia, el cuidado y la crianza, la relación con los servicios de salud, caminando con algo que no se puede desprender y darse cuenta. Conclusiones: La salud colectiva es la posibilidad de tener un acercamiento más comprensivo al proceso salud – enfermedad – atención de los colectivos humanos, tomando en cuenta las condiciones económicas, sociales y culturales en las que estos se inscriben. La pregunta por los significados de estas madres develó el tejido de lo individual y lo colectivo, como un asunto que trasciende el plano biológico de la enfermedad y da cuenta de la construcción social en la que confluyen prácticas, saberes, imaginarios y sentimientos.Palabras Clave: Cuidadores, enfermedad crónica, hemofilia A, madresSignifi cance of being a hemophilia carrierAbstractObjective: Analyzing the meanings that mothers of people with hemophilia, build about being carriers of the disease. Materials and methods: Study based on the qualitative method supported by the approach of symbolic interaction, which through a particularistic ethnography, and the use of semi-structured interviews, observations and document review, rescued the point of view of 17 mothers belonging to the Liga Antioqueña de Hemofílicos. They participated voluntarily and reside in different municipalities of Antioquia. Results: The participants recognize themselves as potential beings, that is, not only as disseminators or carers of the illness of their children, but as cognocentes subject of their reality willing to reflect on their learning and incorporate them in favor of the relationship with herself and others. The most important meanings are: start living with hemophilia, assuming the disease, the family, the care and upbringing, relationships with health services, walking with something that can not be detached and realize. Conclusions: Collective health is the ability to have a more comprehensive approach to process health - disease - care of human groups, taking into account the economic, social and cultural conditions in which they are registered. The question of the meaning of these mothers, unveiled the tissue of the individual and the collective, as a matter that transcends the biological level of the disease and accounts for the social construction that blends practices, knowledge, imaginary and feelings.Key Words: Hemophilia A, chronic disease, mothers, caregivers. Significado de ser portadora de hemofiliaResumo                                   Objetivo: Analisar os significados construídos pelas mães de pessoas com hemofilia, sobre ser portadores da doença. Resultados: Os participantes se reconhecem como seres potenciais, ou seja, não apenas como transmissores ou cuidadores da doença de seus filhos, mas como sujeitos cognitivos de sua realidade que estão dispostos a refletir sobre sua aprendizagem e a incorporá-los em favor do relacionamento com eles mesmos e com os outros. Os significados mais relevantes são: começar a viver com hemofilia, assumir a doença, família, cuidados e educação, relacionar-se com os serviços de saúde, caminhar com algo que você não pode separar e perceber. Conclusões: A saúde coletiva é a possibilidade de ter uma abordagem mais abrangente para o processo saúde-doença-cuidado de grupos humanos, levando em consideração as condições econômicas, sociais e culturais nas quais estão registradas. A questão dos significados dessas mães revela o tecido do indivíduo e o coletivo como um problema que transcende o plano biológico da doença e explica a construção social em que as práticas, o conhecimento, o imaginário e os sentimentos convergem.Palavras-Chave: Cuidadores, doenças crônicas, hemofilia A, mães

Each government consists of two dimensions: 1) a sructural dimension that involves policy- and decision-making bodies and, 2) a functional dimension that is a set of government institutions and administrations. Also, national authority in a country is an outcome of three components, including legitimacy, acceptance, and efficiency of its government. The authority of governments is not merely limited to their structural legitimacy and acceptance; but, their functional dimension and the performance of their administrations also play a crucial role in building and strengthening their legitimacy. Therefore, the aim of the present study is to investigate how the administrative system of a government affects its national authority, with an emphasis on the Islamic point of view. To do so, this research has been carried out within the framework of theoretical research with practical purpose. The research method of the current study was descriptive-analytical. In the present study, the relationship between two variables – namely, “administrative system” and “national authority”– has been investigated within the framework of causal research. Due to the theoretical nature of this study, the resources used mostly include documents and library resources. The results of this study indicate that there is a direct and causal relationship between the national authority of governments (effect) and the performance of their administrative system (cause). Also, this relationship reveals how the administrative system affects national authority.

The article examines the relationship between the social policy of the state and the Institute of social work. Some foreign and domestic approaches to defi ning the essence of social work as a specifi c type of activity are presented. It is noted that at a specifi c historical stage, the prevailing directions of social work, models of social assistance and support are determined by the socio-economic situation in the country, the level of social development, and the socio-cultural context. It is emphasized that in the conditions of modern reality, there is a need to develop the Institute of social work and realize its potential.

This chapter examines the interpretation of ‘family life’ under Article 8 and the way that this has evolved throughout the Court’s history. It contrasts the approach of the Court to ‘family life’ between children and mothers, with ‘family life’ between fathers and children, noting the focus of the Court on function over form. It then turns to the establishment of parenthood, both in terms of maternity and paternity, as well as the right of the child to establish information concerning their origins. Finally, the chapter examines the changing face of the family, considering new family forms, including same-sex couples and transgender parents, as well as new methods of reproduction, such as artificial reproductive techniques and surrogacy.

A central cleavage in the war making-state making literature is between advocates of the notion that warfare has been the principal path to developing stronger states and critics who argue that the relationship no longer holds, especially in non-European contexts. It is suggested that the problem is simply one of theoretical specification. Increasingly intensive warfare, as manifested in European combat, made states stronger. Less intensive warfare, particularly common after 1945, is less likely to do so. Empirical analysis of a more representative data set on state capacity (revenues as a proportion of gross domestic product [GDP]), focusing on cases since 1870, strongly supports this point of view. The intensiveness of war is not the only factor at work—regime type and win/loss outcomes matter as well—but the relationship does not appear to be constrained by the level of development.

The aim of the present study is a comparison of family relations in families with an obese adolescent and families with a normal-weight adolescent. Particularly, we studied the parents' and children's perceptions of some crucial areas of their relationship, e.g., communication, support, and some factors of “psychosocial risk” for the adolescents. We compared 30 family triads each with an obese child and 30 family triads each with a normal-weight child. We used a questionnaire aimed to evaluate some crucial variables of family functioning such as communication, family climate, support and satisfaction. A multivariate analysis of variance yielded no difference between obese and nonobese adolescents concerning communication with their mothers and fathers and concerning support given and received from them. In particular, analysis indicated no difference between parents of obese adolescents and parents of normal-weight adolescents regarding openness and problems in communication. As a protective factor against psychosocial risk, in both the samples the relationship with the mother arises as relevant, but, for the nonobese adolescents, both support and communication with this parent were important, whereas for the obese adolescents only support seemed to be really important. The results are discussed with respect to this approach which considered the family as the unit of analysis both from a theoretical and a methodological point of view.

TheHuainanziis a Former Han 前漢 dynasty (202 B.C.E.–9 C.E.) compendium of knowledge written at the court of Huainan and presented to Emperor Wu of the Han 漢武帝 in 139 by Liu An 劉安 (?179–122), the king of Huainan. Liu An was the grandson of the Han “progenitor” Gaozu 高祖 (Liu Bang 劉邦 r. 202–195), and he was the uncle of the reigning emperor Wu (r. 140–87). According to the author(s) of the text’s postface, “Yao lue” 要略 or “A Summary of the Essentials,” the work seeks to provide a comprehensive account or chronicle of thedao道 (conventionally translated as the “Way”), understood broadly to encompass the cosmos (tiandi天地 or “Heaven and Earth”), human beings (ren人) and their affairs (shi事), and the relationship between them. The account of thedaopresented in its chapters is not, however, purely descriptive. TheHuainanziis foremost a political treatise containing instructions worthy of a sage-king (shengwang聖王) to be employed by the ruler as the proper model or standard by which to govern the empire.

Introduction: Couples struggling with infertility, as well as those after experiencing a miscarriage, deal with many types of stressors, in the face of which they react with anxiety, regret and depression, which negatively affects fertility and is associated with an increased risk of miscarriage. The use of different coping strategies seems to have different effects on the stress of infertility and miscarriage experiences. The aim of the study was to investigate the relationship between depression related to infertility and miscarriage and satisfaction with family life, as well as the role of using the reframing in predicting family life satisfaction in the group of depressive infertile couples and after miscarriage. Methods: The study involved 90 couples: 50 couples after miscarriage and 40 couples diagnosed with infertility. The participants completed a questionnaire examining the level of depressiveness (Giessen Test), coping strategies in the family (F-copes) and the family assessment scale (Flexibility and Cohesion Evaluation Scales; SOR). The actor partner interdependence model was used for data analysis. Results: The findings showed that the level of partner depressiveness in both infertile and post-miscarriage couples predicted lower satisfaction with family life in women and men, while husband depressiveness was significant for women's family life satisfaction, but not the other way around. The reframing strategy by partners in both studied groups significantly weakened the relationship between partners’ depressiveness and the level of satisfaction with life. Conclusions: Stress is one of the most important risk factors influencing the results of infertility treatment and spontaneous miscarriage, therefore it is important to identify all factors related to depression symptoms and life satisfaction of infertile and post-miscarriage couples.

El presente artículo establece una discusión teórica sobre la vinculación que existe entre la geopolítica y la seguridad. En este sentido, la discusión se aprecia desde un punto de vista en torno a la evolución que ha tenido la relación entre geopolítica y seguridad, particularmente sobre la forma en que se comprenden tanto los procesos conflictivos y los actores que se ven involucrados. Así, se establece la vinculación desde comienzos del siglo XX hasta la actualidad, donde se percibe la necesidad de comprender tanto a la geopolítica como a la seguridad desde otros puntos de vista en los que incluso sus elementos básicos se ven cuestionados. Se concluye que se requiere una comprensión holística de ambas perspectivas para entender y explicar los nuevos fenómenos conflictivos, sin descartar la totalidad de los postulados clásicos. ABSTRACTThe present article seeks to establish a theoretical discussion about the link between geopolitics and security. In this sense, the discussion is seen from a point of view on the evolution of the relationship between geopolitics and security, particularly on the way in which both conflicting processes and the actors involved are understood. Thus, it is established the linkage from the beginning of the twentieth century to the present, where it is perceived the need to understand both geopolitics and security from other points of view, in which even its basic elements are questioned. It concludes that a holistic understanding of both perspectives is required to understand and explain the new conflicting phenomena, without ruling out the totality of the classical postulates.
