Abstract. The research deals with the state of the tourism sector of Ukraine under current conditions. The main funding sources for tourism entities have been considered. The financial measures taken by Ukraine and neighboring countries for overcoming the consequences of the pandemic in the tourism sector have been summarized. The importance of effective financial initiative support in the above-mentioned area has been substantiated. Several financial tools that should be used for the development of the tourism sector in terms of the pandemic are presented. The financial instruments of tourist activity stimulation are singled out: direct financing (public funding instruments) and indirect financing (fiscal incentives, state property rent relief, rate of tourist tax, etc.). The main destructive factors of the tourism sector development have been determined, which include: the lack of systematic state support for the tourism entities development under current conditions; a significant level of the tourism sector shadowing; misuse of funds from the land tourist tax; unsatisfactory condition of tourist facilities; worn-out infrastructure in most regions, etc. The following measures are needed to be implemented to improve the effectiveness of financial instruments for tourism development: the creation of an attractive investment climate in tourism; development of tourist infrastructure; intensification of public funding for tourism and the efforts of local governments to identify internal reserves for funding; intended use of funds from the land tourist tax; use of the potential of the public-private partnership mechanism at the local level; intensification of cooperation with non-governmental institutions, including foreign ones, which are interested in the implementation of tourism development programs, etc. The introduction of anti-crisis key factors, systematization, and consistency in the implementation of the above-mentioned measures will help to stabilize the development of tourism entities in the shortest possible time and achieve a level of economic efficiency and balance between security, public health, and economic interests. The tourism sector in Albania has been upheld as a government development priority and a promising window for overall local economic development. Although these ambitions have started to shape the governance of the sector, the inherent challenges on a governance level have meant that most of the tourism development on a local level is being led by local initiatives and the private sector service providers. These initiatives are often fueled by entrepreneurial drive and are sustained by a network of local community actors, giving rise to applied models of sustainable tourism development, as shown by numerous agritourist enterprises emerging across Albania. Through a case study approach, this chapter will focus on the role entrepreneurial eco-systems rooted in local communities can play in the development of sustainable tourism models in Albania.

Resolving issues of tourism development needed to be supporting and resolved with the help of local government. Currently, the problem of regional tourism development did not base on the development of environment and ecosystem. National economic development is neither regional nor local. Nevertheless, the role of community involvement in tourism activities is necessary. In addition, it needed to develop of transportation infrastructure related to regional activities. Coastal ecotourism has proven to be the largest foreign exchange contributor to a region or country. For that reason, applying this concept, it could improve coastal tourism performance. In the long term, this tourism sector can defeat the mining, oil and gas sectors. Furthermore, the Ministry of Tourism states that Indonesia's tourism potential is prospective. This one-year quantitative and qualitative study conducted on the coast of Ora, Maluku, Indonesia. Randomly data obtained and distributed over questionnaires among stakeholders. The data has tabulated by using content analysis. The results of this study indicate that three of the six sub-concept’s attributes are the main priorities. The rest of the attributes show that there are some culinary, fishery, cultural and marine ism potentials. They can contribute economically to local communities and local governments.

This article provides the first legal justification for the thesis that involvement of regional authorities in development of the tourism industry is an international obligation of the Russian Federation in the field of sustainable tourism development. The key to its effective implementation should be a differentiated legal regulation of the powers of state bodies at various levels. In the study of the powers of the Russian Federation and its subjects in the field of sustainable tourism development, analysis and synthesis methods were used, as well as a combination of comparative and formal legal methods. The study revealed legislative separation of competencies and powers between the Russian Federation and its entities in the tourism sector does not fully comply with international obligations of the state. The concentration of “tourist” powers in the hands of the federal authorities will not allow achieving the Sustainable Development Goals in the tourism sector of the economy, and also significantly reduces effectiveness of state tourism policy.

Abstract. Emergencies that have become an integral part of the lives of different municipalities and the threat of their negative consequences requires an adequate response from local governments. The article outlines the main causes of such situations and substantiates the need to address them by joining efforts both at the national level and at the level of local self-government. The concept of fiscal space is considered by the authors as the presence of a certain budget reserve to achieve the desired goals without violating financial stability. In the context of emergencies, this is a fiscal space to fund certain goals, which can sometimes be actualized in a very short time (as happened with the situation in health care in  2020). The possibility of targeting the fiscal space in the field of health care, social protection, overcoming the effects of natural disasters, combating poverty, achieving the goals of sustainable development, etc. is noted. The article presents the results of a study of the impact of emergencies (eg, the COVID-19 pandemic) on the ability of local authorities to respond to their consequences. The authors analyzed budget expenditures to combat COVID-19 and assessed changes in the financial capacity of municipalities and funding priorities, including funding for pandemic control at the national and subnational levels, the impact of the COVID-19 pandemic on municipal finances in terms of compliance with the principles of the European Charter of Local Self-Government, the impact on funding priorities at the local level and municipality development strategies, the ability of local governments to respond to emergencies and highlighted some already tested effective practices. The article examines the methods of forming fiscal space, which were used to overcome the consequences of emergencies: reprioritization of expenditures, improving the efficiency of available resources, revenues to local budgets, which are additionally obtained due to understatement of initial revenue plans, reserve fund. The development of the tourism sector in Indonesia is happening very rapidly and has had a positive impact on local government, the private sector, and the community, one of which is Binyeri Village, Yendidori District, Biak Numfor Regency. The purpose of this research is to analyze the impact of tourism development on the coastal community economic condition in Binyeri Village. The method used is qualitative method by observation and interview. The result showed that the economic condition of the local community has increased due to the development of tourism. This is evidenced by an increase in the number of business types and an increase in the income community. Before the tourism development, only there were two business types, namely stall and stand with incomes ranging from IDR 4,500,000 – IDR 7,500,000 per month. After the development of tourism, the types of businesses by the community increased to six types, namely, stalls, stands, rental cottage, fishermen group, fish processing business, and parking businesses. Community income also increased to IDR 1,000,000 – IDR 9,040,000 per month. Based on the result, the development of tourism in Binyeri Village can increase the coastal community’s economic condition. Therefore, local governments can provide training to coastal communities by utilizing the potential of the region.

The critical impact of the tourism sector on the development of local communities and economies has now been recognized, both theoretically and in practice, by local governments (OTAs) and other national or supranational policy makers. The OTAs, with their institutional role extending to the areas of shaping and promoting tourist destinations, are creating, in this direction, a network of synergies and actions with other stakeholders in the tourism sector. Therefore, the issue of collaborative marketing is major. At the same time, in addition to the strategy and management of the promotion and promotion of a tourist destination, there is a second level of vision of the action of OTA, that of the marketing facilitation strategy, which pursues the holistic coordinating the tourism sector of an area, ensuring the creation of synergies and the development of tourism development in the desired direction. For this reason, this chapter is going to examine the synergies created and how local authorities can contribute to this.

The Ministry of Commerce, Tourism and Telecommunications, the Tourist Organization of Serbia, tourist organizations at the local level and various business and other associations in the field of tourism play an important role in the development and promotion of the urban tourism offer of the Republic of Serbia. The paper presents the results of an empirical study of the attitudes of respondents employed in the tourism sector on the development of urban tourism in the Republic of Serbia.

Pangandaran is a tourism destination has an important role in regional development at national, regional and local level. This is evident from the various policies, rules, and plans established and organized as a reference in the development of Pangandaran tourism. The development of tourism in this region is not only important for the tourism sector itself but more than that tourism development is expected to improve the welfare of society and reinforce the position of the region as a region and priority can improve the economy of the wider region. Development of tourism, products and tourism market, Pangandaran is well known both national and international levels. The appeal of the beach as the main product area is a pull factor for this region. However, the development of tourism products in the region is still not well managed and potential than the beach has not been fully developed as a supporter of the appeal.

Lampung is one of the provinces that has a considerable tourism potential in which each region has tourism potential with its own unique attraction in South Lampung regency. However, the Tsunami disaster that struck the coastal areas of Banten and South Lampung on 22 Desemeber 2018, impacted the decline in the number of tourists visiting the archipelago and abroad to tourist destinations by the end of year 2018. Based on the problems raised above, the purpose of this research is to describe and analyze the strategy conducted by the Tourism and culture Office of South Lampung Regency in the effort to develop tourism sector in South Lampung district after Tsunami disaster. This type of research is qualitative research with a descriptive approach. The research informant is determined purpossive. Data collection techniques are conducted with observations, interviews and documentation. Data analysis techniques are carried out with data reduction, data presentation, drawing conclusions and data triangulation. Data is presented and in a descriptive analysis. Based on the results of the research is known that the Tourism and culture Department of South Lampung district has a strategy to develop tourism potential in South Lampung regency. In determining a strategy for tourism development in South Lampung District after the Tsunami disaster pay attention to four basic factors. These four factors are strengths, weaknesses, opportunities and threats with some sectors involved in the tourism development process. The conclusion of this research is based on the SWOT anilisis which produces four strategies i.e. SO strategy, WO Strategy, Strategy ST, and WT strategy

AbstractFollowing the completion of the process of decentralisation of public administration in Poland in 2003, a number of tasks implemented previously by the state authorities were transferred to the local level. One of the most significant changes to the financing and management methods of the local authorities was the transfer of tasks related to culture and national heritage to the set of tasks implemented by local governments. As a result of the decentralisation process, the local government units in Poland were given significant autonomy in determining the purposes of their budgetary expenditures on culture. At the same time, they were obliged to cover these expenses from their own revenues.This paper focuses on the analysis of expenditures on culture covered by the voivodship budgets, taking into consideration the structure of cultural institutions by their types, between 2003-2015. The location quotient (LQ) was applied to two selected years (2006 and 2015) to illustrate the diversity of expenditures on culture in individual voivodships.
