The article discusses the issues of improving the examination system of competitive applications for state support in the form of grants of the President of the Russian Federation on the basis of an integrated information system that includes the information support system of the Grants Council of the President of the Russian Federation and the information system of the Federal Roster of Scientific and Technological Experts and containing information about experts, applications and expert examination results. In order to improve the principles of transparency and openness of support programs and competition winners, to ensure the objectivity of the competitive selection of projects, a number of organizational and technical solutions are proposed in the application examination system based on an integrated information system. The new and proposed new approaches to the organizational and technical support of the examination of competitive applications for state support in the form of grants of the President of the Russian Federation to young Russian scientists made it possible, by attracting a wide range of scientific and technological communities, to conduct examination of more than five thousand applications with high quality and deadlines set by the Ministry of Education and Science of Russia.

Abstract Background Telepathology is the practice of reviewing and exchanging pathological images through telecommunication systems to obtain diagnoses remotely. Studying the factors that make such a system successful and favourable is important to ensure the merits of its implementation in clinical practice. Objective This study aims to evaluate the success of a telepathology system from the users’ perspectives, using specific evaluation criteria, namely: system quality, information quality, technical service quality, user satisfaction, and benefits. Methods A sequential explanatory mixed methods design was adopted in this study, which consists of two phases. Initially, a questionnaire was distributed via WhatsApp to all of the pathologists (total: 45) working at governmental hospitals in Kuwait. Followed by, semi-structured interviews with ten senior pathologists. Results Forty pathologists responded to the questionnaire, giving an 89% response rate. There were 42.5% of the respondents aged between 35–44 years old, and 52.5% were male. The quantitative results reveal that most of the respondents were satisfied with the quality of the telepathology system with a mean of 2.6025 (Standard Deviation (SD) = 0.47176), whereas they were dissatisfied with the quality of the information with a mean of 2.4100 (SD = 1.580) and the technical support services with a mean of 2.2750 (SD = 0.99535). In addition, there was disagreement on the benefits of telepathology in clinical practice among the pathologists with a mean of 2.4667 (SD = 0.77552). The qualitative results indicate that the lack of interest in and little experience with using the system were behind the general dissatisfaction of most of the respondents. All of the interviewees were satisfied with the performance of the telepathology system and considered it successful; however, the quality of the technical support services, including training workshops, was deemed deficient. Conclusion This study concluded that telepathology system in Kuwait is functioning well and has been successful in its implementation; however, pathologists are dissatisfied with it, mainly due to the deficient quality of the technical support services provided. In addition, the successful implementation of such advanced technologies requires careful steps to be taken on multiple levels: technical, organisational, and managerial. Recommendations were suggested.

Степень технологической и технической зависимости отечественных производителей овощных культур от зарубежных производителей с.-х. техники, а также их техническая оснащенность специализированными машинами объясняется высокими затратами на производство овощей, особенно на уборку, что при общем дефиците ручного труда приводит к сокращению площадей, нарушению технологии выращивания и соответственно снижению урожайности. Цель исследований – определить современное состояние технологического и технического обеспечения производства овощных культур в Российской Федерации. Для достижения поставленной цели использовали методологию системного анализа и синтеза, математической статистики, численные методы решения аналитических зависимостей. Статистические исследования современного состояния технического обеспечения производства овощей в России могут служить основой для построения модели и разработки концептуальных принципов модернизации технологического и технического обеспечения работ в овощеводстве. Определена потребность товаропроизводителей в современных высокотехнологичных комплексах машин для производства овощных культур. Проведенные статистические исследования позволили оценить современное состояние с.-х. машиностроения по выпуску необходимого для товаропроизводителей количества машин. Повышение объемов производства овощной продукции неразрывно коррелирует с уровнем технического обеспечения отрасли овощеводства в целом, что подтверждает уровень локализации с.-х. машиностроения РФ, а также Беларуси и Казахстана, где с.-х. машиностроение представлено широкой номенклатурой предприятий, выпускающих комплексы машин от предпосадочной обработки почвы до послеуборочной обработки товарной продукции. Для возрождения с.-х. машиностроения и развития рынка средств механизации аграрного производства определены основные механизмы обновления парка сельхозтехники – преимущественно привлечением кредитных ресурсов коммерческих банков и лизинговых компаний. Кроме того, интенсивность ведения сельского хозяйства в современных условиях производства невозможна без высокого уровня насыщения машинно-технологических комплексов средствами интеллектуализации. Получать качественную конкурентоспособную продукцию можно только при использовании современных высокопроизводительных машин, обеспечивающих совмещение технологических операций, в конструкциях которых заложены системы автоматизированного управления технологическими процессами, учета почвенного плодородия, обеспечения экологической чистоты агроландшафтов. The degree of technological and technical dependence of domestic producers of vegetable crops on foreign producers of agricultural machinery, as well as their technical equipment with specialized machines, is explained by the high costs of vegetable production, especially for harvesting, which, with a general shortage of manual labor, leads to a reduction in area, disruption of cultivation technology and, accordingly, a decrease in yield. The purpose of the research is to determine the current state of technological and technical support for the production of vegetable crops in the Russian Federation. To achieve this purpose, we used the methodology of system analysis and synthesis, mathematical statistics, numerical methods for solving analytical dependencies. Statistical studies of the current state of technical support for vegetable production in Russia can serve as a basis for building a model and developing conceptual principles for modernizing technological and technical support for work in vegetable growing. The need of commodity producers for modern high-tech complexes of machines for the production of vegetable crops is determined. The conducted statistical studies made it possible to assess the current state of agricultural engineering for the production of the number of machines necessary for commodity producers. The increase in the production of vegetable products is inextricably correlated with the level of technical support for the vegetable growing industry as a whole, which confirms the level of localization of agricultural machinery in the Russian Federation, as well as in Belarus and Kazakhstan, where agricultural machinery is represented by a wide range of enterprises that produce complexes of machines from pre-planting tillage to post-harvest processing of commercial products. For the revival of agricultural machinery and the development of the market of agricultural production mechanization tools, the main mechanisms for updating the agricultural machinery fleet are determined-mainly by attracting credit resources from commercial banks and leasing companies. In addition, the intensity of agriculture in modern production conditions is impossible without a high level of saturation of machine-technological complexes with means of intellectualization. It is possible to obtain high-quality competitive products only with the use of modern high-performance machines that ensure the combination of technological operations, in the designs of which there are systems for automated control of technological processes, accounting for soil fertility, ensuring environmental cleanliness of agricultural landscapes. The article deals with the problem of improving the quality of professional training of cadets of military educational institutions of higher professional education of the National Guard troops of the Russian Federation (hereinafter referred to as military universities of the VNG RF), the solution of which determines the level of security of the Russian Federation. In connection with the changes that have occurred in the educational process on the basis of the requirements of the Federal State Educational Standard of Higher Education 3 ++, as well as in the structure of the troops, the need to revise the content of military education, as well as the choice of more effective methods for its implementation, has been identified. After analyzing the current state of affairs, the possibilities of frame methods were studied, the main advantage of which is the intensification of the educational process through the structuring of educational information. The authors have developed frame schemes, the effectiveness of which has been tested experimentally. All this made it possible for the teacher to devote more time to explaining the educational material of a lesson, eliminating the excessive amount of information, and for the cadets - to study the subject in more detail, to comprehend the information received, and then apply these methods in their future professional activities when training the personnel of their unit in the army.

Problem and purpose. The relevance of the study is due to the specifics of military education, which is characterized by increased requirements for the training of future officers. A special place among these requirements is occupied by professional thinking, the formation of which presupposes both intellectual and certain personal characteristics. The purpose is to determine the prognostic capabilities of personal characteristics for the differentiation of types of professional thinking of cadets of a military educational institution of the National Guard of the Russian Federation. Research methodology and methods. According to the diagnostic results, all cadets (N = 150) were divided into three groups according to the prevalence of a certain level of professional thinking in them; 1) oversituational type of thinking, 2) situational type of thinking, and 3) mixed type of thinking. This variable acted as a response in discriminative analysis, and personality traits of cadets, measured by the 16 PF method, and a number of other questionnaires were chosen as predictors. Research results. The results of direct discriminative analysis indicate a high statistical significance of the empirical model (p = 0.000), having good discrimination (λ = 0.04), consisting of two discriminative functions and 16 predictors. All respondents were absolutely correctly assigned to their «own» groups (100%). At the same time, the highest probability of getting into «their» group is for servicemen with a oversituational type level of professional thinking (82%). Discussion of results and conclusion. The predictive influence of personal qualities on the dominance of cadets of a certain type of professional thinking does not have a separate effect of each quality, but has the character of structural interaction. This research contributes to the psychology of work, contributing to the expansion of scientific knowledge about the professional activities of the military.

Сформулированы общие требования к пожарной технике и оборудованию, аварийно-спасательным средствам, предназначенным для эксплуатации в Арктической зоне Российской Федерации (АЗРФ). Рассмотрены основные факторы, связанные с использованием пожарной техники в условиях экстремально отрицательных температур и затрудняющие тушение пожаров, проведение аварийно-спасательных работ. Основным фактором является неприспособленность к работе при значениях температуры окружающей среды ниже минус 40 °С имеющейся пожарной техники или ее отсутствие. Этот фактор определяет и другие негативные факторы, снижающие эффективность пожарной техники или делающие невозможным ее применение. Указаны основные приоритеты развития системы материально-технического обеспечения сил и средств ФПС ГПС МЧС России в АЗРФ. The main directions of FPS GPS divisions development in the Arctic zone of the Russian Federation (AZRF) are formulated. The paper draws attention to the problem of equipping fire and rescue units operating in the AZRF with special equipment adapted to extreme operating conditions. A number of factors have a negative impact on providing fire and rescue units with the necessary equipment. They include an insufficient number of equipment types designed specifically for operation in AZRF conditions, the lack of a regulatory framework containing the requirements to certain types of fire and rescue equipment of HL climatic performance. In addition, the authorizing departmental documents, defining the order of material and technical support of divisions of FPS GPS EMERCOM of Russia, do not consider the features of material and technical support of divisions in AZRF. There are formulated the following main development priorities for the system of material and technical support of forces and means of the FPS GPS EMERCOM of Russia in AZRF: development and implementation of innovative models of multifunctional mobile fire and rescue vehicles and equipment, improvement of the system of maintenance and repair for fire and rescue equipment and vehicles in the Arctic zone. In addition, it is necessary to build, reconstruct and equip the infrastructure objects for divisions of FPS GPS EMERCOM of Russia including the provision with modern information and communication technologies and life-support systems that allow to monitor the situation effectively and, if necessary, to warn the population.
