The article considers the place of figurative and symbolic cultural phenomena in the process of forming the state identity of modern Russian youth. These phenomena are considered from the point of view of the possibility of direct influence on the value consciousness by using the socio-psychological potential of “aesthetic information” (A. Mol). The correlation of the figurative and symbolic aspects of the formation of state identity with the mythological and ideological aspects of this process is shown. The transformation of “national mythologems” into rational ideologems, which is inevitable in the conditions of rationalization and globalization of the modern world implies the autonomization of the value consciousness of the socializing individual, which, in turn, is impossible without using the potential of artistic images symbolizing the cultural unity of society.

The modern world is characterized by an era of modernization, globalization, a large amount of information and increased employment of the economically active population. This article discusses the important aspects of the dialogue between the individual and the state in modern times. The importance of interaction between the government and the society in the modern world is one of the most urgent tasks for young researchers and for the society as a whole. Emphasizing the importance of strengthening and developing a democratic state governed by the rule of law, researchers identify a wide range of factors that have a direct impact on the positive and effective development of interaction between the government and the society. One such factor is the model of individual-state dialogue. The study of such a dialogue from an anthropological point of view will make it possible to highlight the most successful models of interaction between the society authorities to create effective management mechanisms that affect both the quality of citizens’ life and the development of the state as a whole in a positive way. For a more detailed study of the models of building a dialogue between the individual and the state, it is necessary to consider the existing examples of interaction and analyze the historical aspects of the relationship between the society and the state. The modern practice of state and municipal governing strives to make the government more transparent and open to citizens, such a policy contributes to the maximum involvement of citizens in the public and political life of the state. The article also deals with the issues of involving citizens in the social and political life of the society; it discusses the motivational measures and the policy of the state in the field of engaging citizens in interaction and establishment of a meaningful, effective dialogue between the society and the state.

Investigation of conflicts from the point of view of human geography is a relatively new trend requiring an original methodological base. State’s striving to reach a higher geopolitical status is considered to be a regular process resulting in hierarchy organization of political and territorial structure of the modern world. Examples of ascending and descending vertical and structural processes have been provided. Their two major types – internal and external have been discussed. The first pertain the changes of the geopolitical status of states, the second – of some their regions. The change in status is influenced considerably on the ability of the state to solve political and territorial conflicts in its favor as well as the geopolitical activity of separate state regions. This chapter focuses on the executive, the branch of government responsible for initiating and implementing the laws and for acting where necessary to secure the interests of the state. We trace its development out of a medieval model of government structured around the king and his court, to a modern world of offices exercising executive functions, grouped under the legacy term ‘the Crown’. The resulting institutions display a complicated pattern of law and custom, and legal concepts and principles relate to them often in convoluted ways. Our analysis focuses on how executive power is normally understood from the legal point of view—deriving from an authorizing statute via rules made within a government department to eventual application by subordinate officials or agents—and traces some of the ways the courts monitor that process. But we also examine the executive’s non-statutory or ‘prerogative’ powers, the two main compartments of which are treated separately, as the general executive powers and the general administrative powers of the Crown respectively.

В статье дается искусствоведческий анализ графического цикла алтайской художницы Ларисы Пастушковой, который возник после путешествия в Грецию. Алтайский художник постоянно находится в творческом поиске. Внутреннее ощущение своей судьбы как путешественника, а также потребность в публичном высказывании приводят к возникновению циклов произведений на основе пережитых образов и эмоций. Глубоко погружаясь в историю и культуру той или иной страны, она еще спустя годы создает символические композиции, наполненные элементами древней культуры, мироощущением тонко чувствующего автора, тайной образов и знаков. Художник черпает образы из реального мира, но став частью картины, они приобретают более сложное значение. Выявляя и раскрывая многослойную символику композиций, автор статьи интерпретирует созданные Л.Н. Пастушковой художественные образы с точки зрения православного мировоззрения, которое оказало влияние на ментальность и присуще мировосприятию современного русского человека. The article gives an art analysis of the graphic series by the Altai artist Larisa Pastushkova, which appeared after a trip to Greece. The Altai artist is constantly in search of creativity. The inner feeling of her fate as a traveler, as well as the need for public expression lead to the emergence of cycles of works based on the experienced images and emotions. Plunging deeply into the history and culture of a country, years later she creates symbolic compositions filled with elements of ancient culture, the worldview of the author, the mystery of images and signs. The artist draws images from the real world, but becoming part of the picture, they become more complex. Identifying and revealing the multilayered symbolism of her compositions, the author interprets the artistic images created by Pastushkova from the point of view of the Orthodox worldview, which influenced the mentality and the worldview of modern Russian people.

The paper is devoted to the analysis of the state cultural policy in the context of development of socio-cultural space. Scientific research is based on understanding of the basic values, the place and role of culture in the modern world, its true significance for the state, which claims the title of civilized, and therefore understanding of culture as a priority of the state policy. Therefore, the aim of the paper is the generalization of the Ukrainian experience of state cultural policy and identification of the significant achievements in this area. Methodology. The methodology of science of interdisciplinary level is applied in the research. The integration of interdisciplinary knowledge and the unification of disparate characteristics into the system allowed to obtain the new scientific knowledge in part of cultural policy characteristics on different sides and of view of the Ukrainian cultural policy in its entirety. The paper analyzes the main milestones of the Ukrainian cultural policy formation from independence to the present. The main achievements and imperfection of the state cultural policy in the political, cultural, institutional and financial aspects are summarized. Results. It is concluded that despite the failure of systemic cultural reforms in the past, a number of important changes have taken place in the cultural policy of Ukraine. The state cultural policy acquires signs of integrity and system. An organic entry into the context of the European system of values with the preservation and development of the own cultural heritage takes place. Value / originality. Analysis and systematization of the reformist projects and institutional decisions of the cultural policy of Ukraine in 1990-2020 can be used as the theoretical addition to research of the field of state cultural policy of Ukraine. Practical implications. From our point of view, the practical implications of the cultural policy research will help to get closer to understanding the reasons of the many reforms failures, to find the new effective practical solutions and to develop optimal approaches for the future state cultural policy of Ukraine.

The article considers common classifications of measures to reduce environmentaleconomic damage from motor vehicles. Classification from the point of view of control impact is proposed, which allows to take into account relations between the state and citizens in the field of reduction of negative impact of motor vehicles on the environment. The analysis of the classification made it possible to identify areas of activity for improving the efficiency of management impacts, taking into account the incentives of citizens to comply with the requirements of the legislation and to create conditions for their exceeding. Increasing the efficiency of resource allocation in the Territory will allow the released funds to be allocated to the development of industry, agriculture, education and science.

The article is devoted to the study of the party model of Russian parliamentarism in post-soviet period. The focus is on the issues of party representation and its correlation with the distribution of the managerial positions and introduction of collective legislation at State Duma. These issues are examined from the point of view of reaching cross-party consensus and implementation of fair parliament party representation principle. According to the author Russian parliamentarism model aims at reaching full-fledged party consensus that corresponds better to the principles of popular representation than strict parliament polarization along the line of “authority-opposition”. Understanding of those issues by the majority of the players was noted from the very start of the State Duma activities, in spite of the acute conflicts in the 1990-ies.The author draws the conclusion that the equation of party representation continues to grow at the level of managerial positions in the parliament that allows to improve cooperation of the parties and to reduce authority and opposition conflicts. Thereby the Russian parliamentarism model makes an important contribution to the stabilization of socio-political situation of the country.
