E-learning (web-learning) is a relatively new and actively developing form of education and a field of scientific research. The purpose of the research presented in the article is to describe the advantages of electronic interaction between a teacher and a student. The hypothesis of the research was that web-learning in different directions creates many options for effective interaction between students and teachers. We revealed potentially equal opportunities for web-learning; freedom of access (freedom to choose); flexibility (mobility) of training; ability to develop in tune with the times (cultural conformity); reduction in training fees; the ability to determine the criteria for assessing knowledge (objectivity); individualization of the choice of teaching aids (freedom). We demonstrated direction of electronic interaction: a) active interaction of a student and teachers with content: interaction of students with content; teacher interaction with contents; interaction of content with content; b) personal and social interaction with a teacher, parents and peers: interaction of a student with a teacher; student-student interaction; interaction between a teacher and a teacher; c) interaction with the educational organization in the process of navigation between the interfaces of their interaction: the interaction of a student with an interface; teacher interaction with an interface; interaction with programs, applications and sites; interaction of a student with himself/herself. We propose following indicators for determining the level of interaction efficiency in web-based training programs: availability, feedback, validity of the task. The use of various orientations of web-learning by a teacher in practice will allow to ensure individualization of the choice of teaching tools, objectivity, accessibility, feedback from a student, as well as freedom of access to information, flexibility (mobility) of training, the ability to develop in tune with the times.

The paper considers the challenges in the modern pedagogical environment and in the education system, in connection with the transition to the digital space. It is noted that information technologies and the ability to work with them come to the fore in education. It is established that the student-teacher relationship is changing, and the student-technology relationship is becoming stronger every year. The rationale for the self-organization of teachers and students for effective interaction is given. The main advantages and disadvantages of distance learning and teacher-student interaction in an electronic environment are considered.

In this chapter, we discuss the application of teaching strategies as a vehicle for investigating teacher immediacy in the online environment. Through the presentation of a descriptive case study, the chapter explores the theoretical perspective of strategies that intend to reduce psychological distance in the online environment. Specifically, the issue of effective interaction is investigated, including: (1) the application of formative feedback practices; (2) the application of student self-assessment to encourage deeper learning; and (3) the integration of rubric use in assessment activities. The chapter concludes, recommending that practical application of teaching strategies such as: (1) using rubrics; and (2) encouraging student self-assessment, has the effect of enhancing teacher interaction and improving both the student experience and the student learning outcomes in an online environment. The chapter aims to contribute to the literature associated with online university education by validating best practices which assists in developing more effective online courses.

The article deals with the problem of partnership between the participants of the educational process. The purpose of the article is to consider the theoretical bases of the formation of partnership skills during the educational process. Methods. Analysis, synthesis, comparison are chosen as the main methods of pedagogical experiment. The results. The role of partnership in the formation of teachers’ and students’ unity is shown, together with the interrelations «teacher-teacher», «teacher-student», «student-student». The methodological approaches are considered as the basis for the process of forming partnership relations in the educational process of the institution. Such chosen methodological approaches are: systemic approach, activity approach, acmeological approach, integrative approach, praxeological approach. The role of each approach in the studied process is shown. The considerable attention is paid to general scientific and specific principles. Among the general scientific principles, the emphasis is made on the principles of scientificity, accessibility, consistency and connection of theory with practice. The following are considered as specific principles: mutual respect, friendly attitude to each other, decision-making discretion, and distribution of leadership responsibilities. The attention is also paid to the requirements of partnership in school and family. The authors of the research defined the basic requirements and rules for forming school-family partnership: social and pedagogical partnership; forming life and profession values; professionalism; ensuring the uniform parents’ and teachers’ requirements; humanization of interpersonal relations in any team, showing tolerance, voluntariness, the members’ ability to interact. The importance of regularity in the implementation of community requirements and rules is indicated. Conclusions. Considering the problem of forming partnership relations to be little analysed and studying partnership relations in the form of a pedagogical partnership, the authors made a conclusion that this process should be seen as interconnected through structures: teacher-student-student-parent, which is in line with the Concept of the New Ukrainian School. The authors added that the formation of partnership relations in a teaching staff will contribute to the introduction of new educational technologies, promote to the humanization of the educational process, the establishment of relations on a parity basis.

The article discusses the concept of e-government and justifies its importance for improving the efficiency of the public sector of the economy. The emergence and development of the e-government system is associated with the mass spread of information and communication technologies and their implementation in all spheres of human activity. The public sector contributes to the creation, promotion, and implementation of digital technologies and is a driver of digital transformation of the national economy and society as a whole. The author summarizes the points of view of foreign and domestic scientists. Prerequisites for the emergence of the e-government system and its advantages are presented. Such a system contributes to improving the efficiency of managerial decision-making, the quality of public services, effective interaction of all economic entities, reducing public spending and reducing the corruption component. The author presents the basic principles of the e-government concept. The analysis of modern types of electronic interaction between the state, households, the private sector and non-profit organizations is carried out. Features of functioning of the e-government system in Russia are considered. The basic components of the Russian e-government at the present stage of development are presented. The necessity of transformation of e-government into digital government is proved and the characteristic of its possible elements is given. The transition to digital government in Russia will allow the public sector to effectively use digital technologies and move to a higher level of management.

The article summarizes the theoretical foundations of interaction of local authorities with the public. The prerequisites for building effective interaction between local authorities and the public have been clarified. According to the Constitution of Ukraine the rights of citizens to participate in the management of state affairs are defined. The essence of the concepts is substantiated: interaction, interaction of local self-government bodies with the public, public organizations, public council. The main features of interaction. The types of interaction with the public of the Verkhovna Rada of Ukraine and the Cabinet of Ministers of Ukraine have been identified and substantiated, functions of interaction of local authorities with the public are outlined. The most common forms of interaction of local governments with the public in the implementation of its social purpose: meetings of citizens, local initiatives, participation in public organizations, involvement in the decision-making process of self-organization of the population. An analysis of the activities of public organizations in Ukraine and Poltava region, which showed a significant decrease in Ukraine and increase in Poltava region. The volumes and sources of financing of public organizations are determined. Foreground areas of interaction of local authorities with the public have been formed, including: access to public information and satisfaction of citizens' requests for information, electronic voting, consultations, consideration of appeals,consideration of proposals of public councils. Expected results: increase of openness of activity of authorities, increase of level of transparency of process of their decision-making, strengthening of socially useful activity of territorial community.

Abstract Background In view of the teaching characteristics of the motion system injury course and the actual clinical teaching. The orthopedic teaching team of the Affiliated Hospital of Inner Mongolia Medical University took the lead in proposing the "Hand as Foot teaching method" and applied it in clinical teaching. Through this teaching method, students’ understanding and memorization of key and difficult issues in motion system injuries are strengthened, teacher-student interaction is increased, and teaching effect is improved.  Methods The "Hand as Foot teaching method" was used to teach the key and difficult problems to the clinical undergraduate medical students of Inner Mongolia Medical University, and the teaching process was complemented by PPT + model teaching aids. Results The "Hand as Foot teaching method" is generally welcomed by medical students and has achieved good teacher-student interaction, and is effective in understanding and remembering difficult knowledge points. Conclusion The "Hand as Foot teaching method" is a novel teaching method that can be applied in clinical teaching. This image teaching method improves the teaching effect, enlivens the classroom atmosphere, and enhances the interaction between teachers and students, which makes students’ learning process from abstract to intuitive, from simple rote memorization to comprehension and memory, and achieves satisfactory results. It can complement each other with the traditional teaching method of pure PPT + teaching aids model, and to some extent it is worth promoting in the motion system injury courses.

The objects of the research are networks and information interactions in low-orbit satellite constellations performing tasks of remote sensing of the Earth. Research of network creation questions in this case is a necessary condition as opportunities and efficiency of information interaction directly depend on opportunities of a network. DTN (Delay-and-Disruption Tolerant Networking) technology is a basis of the network creation and CGR (Contact Graph Routing) approach is a basis of message routing. DTN technology and CGR approach are originally developed and used to provide communication with spacecraft located in a deep space. Therefore, the article discusses issues and problems arising in the context of their use in relation to low-orbit satellite constellations. The purpose of the information interaction study is development of effective interaction schemes (protocols). In the paper, the schemes of information interaction that can be used by a group of satellites in case of autonomous planning are considered. Along with autonomous planning, the paper also considers information interaction that can be used to implement network control of a satellite constellation in the case of ground planning. The effectiveness of the information interaction schemes are assessed by efficiency of orders’ execution. Measurement of efficiency is estimated via simulation of the communication network and the corresponding scheme of information interaction.
