Thrace had and has relatively favor conditions for substantial development, that is, good and adequate physical, environmental and cultural resources, but paradoxically remains the poorest Greek region. What missed was the smart, consistent and effective regional development policies, capable of counterbalancing the disadvantages. Some not well-designed policies, based on generous financial incentives after 1976, contributed very little to its growth because they were fragmentary without focus and cohesion. They supported a shallow growth, unable to create a good/stable and sustainable basis for cost, quality and functional competitive advantages. Our empirical research proves well- documented the insufficiency of regional policies followed the last 40 years, 1976-2015. In this context, we suggest some indicative new regional policies that will have to be based on both, in smart incentives, supporting smart/flexible specialization well-branded globally and in intelligent production systems capable of supporting effectively, either outsourcing production via long term cooperation, or domestic production for niche markets.

The present study aims to present, evaluate and identify the factors required to measure the prosperity and sustainability of Romania’s economy over the specific period 2000–2020 in light of sustainable regional development assessments, and examines how the main factors—as considered by the authors—may be integrated into regional development policies. The focus throughout the study is on the need to permanently support the development of Romanian regions in direct relation to the sustainable indicators presented within the model—through the use of data from empirical analysis—which are measures of Romania’s economic prosperity and long-term economic growth. Therefore, the study intends to assess the progress of each region of the country, showing the evolution and selection of factors that are related to sustainability, namely, child survival, poverty and education, with implications for regional development strategies and local initiatives that must promote wider sustainable regional development. Furthermore, the aim of the study is to analyse the influence of sustainable inflows on economic prosperity, reflected in the Gross Domestic Product (GDP) per capita for each region in Romania, considering factors related to sustainability and the major differences between the regions, depending on the effectiveness of these public policy applications. With this approach, our goal—considering all the macroregions of the country—is to emphasize the significance of two main aims in sustainable regional development: a better allocation of the means which actively aim to decrease the unemployment rate and a better infrastructure for public services. National, regional and local administrations play important roles in promoting coherent sustainability in economic, social and environmental activities. Regardless of the level at which development policies are devised—local, county or regional—they must take into consideration and monitor the determinants of sustainable development in cases where development is the ultimate goal.

Five years development plans are prepared by State Planning Organization (former name), Ministry of Development. Development Plans are significant policy documents including information about resources of development goals in long term and related regulations to be made in Turkey. Ten different development plans including the years between 1963 and 2018 were prepared. The common basic goal of these plans is: Ensuring a fortunate and prosperous life for Turkish citizens, raising life standards to higher levels. Reaching more prosperous life standards is possible through a long term and systematic development effort. Regions including cities (except metropolis), districts and villages are called rural areas. Efforts for increasing the economic level of people living in rural areas by using and supporting natural resources in these areas are named regional development policies. Regional development policies are firstly determined and shaped in development plans. Economic activities in rural areas are mostly based on natural production resources. Regional development is only possible through efficient use of these local resources. The basic goal is to decrease the difference in the level of economic, social and cultural development between development priority regions and the others. The goal of this study is to present the preparations that should be made and focus on present and future problems. Qualitative design document analysis technique is used in this research; local development policies that are mentioned in ten development plans are analyzed. Findings, results and suggestions are presented at the end of the study.

This exhibition is dedicated to the regional development of two administrative districts in Bulgaria. These are the districts of Shumen, which is located in Northern Bulgaria and the district of Sliven in Southern Bulgaria. The two districts have similar problems and regional problems. As on the basis of geo-economics analysis, assessment of their demographic potential, their infrastructural security is made a characteristic of both areas and their regional potential. Relevant problem areas, opportunities for conducting targeted regional development policies and recommendations for improving regional policies are presented. The comparative analysis of such spatial units gives us the opportunity to subject to regional analysis separate administrative units and to propose measures for their regional development.

Abstract A widely debated topic during the last decades focuses on the companies’ opportunities to acquire corporate competitiveness due to research, innovation and development. Thus, in the context of increased competition and current global challenges, fostering creativity and innovation is a way to boost economic growth and welfare of European countries. New and original ideas, skills, competencies and innovations they all could enable to achieve competitive advantages. Creative ideas and innovative solutions are crucial for the European countries in order to overcome the current economic crisis. This paper aims to study the impact of stimulating creativity methods used by companies on innovative performance of the country. The study is based on identifying correlations between using stimulating creativity methods – such as brainstorming sessions, financial incentives for employees to develop new ideas, job rotation of staff, multidisciplinary or cross-functional work teams, non-financial incentives for employees and training employees on how to develop new ideas or creativity – and, by the other hand, innovative performance of European countries, synthetically expressed by Summary Innovation Index. It also quantifies and scales the intensity of influence using each stimulating creativity method. The results of this study can be a real help for companies to identify the most appropriate stimulating creativity methods in order to increase the innovative performance. Thereby, the main output of the study consists in the fact that using the most effective methods of stimulating creativity the companies will be able to increase their innovative potential and they could obtain long-term competitive advantages.

Subject. This article analyzes the imbalances in the social and economic development of the subjects of the Russian Federation, and examines the issues of forming a policy of equalization and development of competitive advantages. Objectives. Analyzing the intraregional imbalances in the development of the subjects of the Russian Federation, the article aims to identify the internal causes of development imbalances and the dysfunctional subsystems. Methods. For the study, I used the methods of logical and statistical analyses. Results. The article reveals certain disparities in the social and economic development of a number of Russian entities, where one of the areas of development dominates. The article proposes certain theoretical provisions of the system for studying the intraregional imbalances in regional development. Conclusions. Since the level of socio-economic development of Russia's regions is characterized by significant differentiation, in order to improve the effectiveness of regional development policies, an analysis of internal imbalances in the development of the country's subjects is needed.

Abstract: in the context of contemporary politico-economic higher education institutions have been revalued and came to be regarded as one of the crucial actors in the development of a particular region or location. The present study sought to investigate whether the expansion of higher education, in the 1995-2014 period, has contributed to the regional development of the State of Goiás and if there have been joint social policies with regional policies. For both, the bibliographical research and exploratory socioeconomic profiles-Central Goiás State, Brazil. To get greater familiarity with the object of study, were observed some threads involving higher education short term both as long-term. Apparently, the short-term (expenditures-backward linkages) were successful, but those of long term (knowledge-forward linkages) had a result quite insignificant when compared with the efforts expended. Para tanto, utiliza-se a pesquisa bibliográfica e exploratória dos perfis socioeconômicos do Estado de Goiás. Ao buscar maior familiaridade com o objeto de estudo, foram observados alguns encadeamentos que envolvem a educação superior tanto de curto prazo quanto de longo prazo. Ao que parece, os de curto prazo (dispêndios - backwards linkages) foram exitosos, porém aqueles de longo prazo (conhecimento – forward linkages) tiveram um resultado bastante insignificante ao serem comparados com os esforços despendidos. Da mesma forma, acredita-se que estes poderiam, no período analisado, se as políticas sociais e regionais fossem mais articuladas, gerar maiores externalidades positivas que viessem a promover prolongado e acumulativo desenvolvimento regional e local.La Expansión de la Educación Superior en el Estado de Goiás: Nuevas Posibilidades para el Desarrollo Regional?Resumen: en un contexto político-económico contemporáneo las instituciones de enseñanza superior fueron revalorizadas y pasaron a ser consideradas como uno de los actores cruciales en el desarrollo de determinada región o local. El presente trabajo buscó investigar si la expansión de la educación superior, en el período 1995-2014, ha contribuido al desarrollo regional del Estado de Goiás y si ha habido articulación de las políticas sociales con las políticas regionales. Para ello, se utiliza la investigación bibliográfica y exploratoria de los perfiles socioeconómicos del Estado de Goiás. Al buscar mayor familiaridad con el objeto de estudio, se observaron algunos encadenamientos que involucran la educación superior tanto a corto plazo como a largo plazo. Por lo que parece, los de corto plazo (desembolsos - backwards linkages) fueron exitosos, pero aquellos de largo plazo (conocimiento - forward linkages) tuvieron un resultado bastante insignificante al ser comparados con los esfuerzos gastados. Currently, at the end of the programming period 2014–2020 and in the view of the new programming exercise, 2021–2027, knowing where South-Muntenia is positioned on the path to sustainable regional development and how the main determinants can be integrated in regional development policies in order to continuously support the development of the Romanian regions becomes even more important. In this context, the paper aims to evaluate the progress made by the South-Muntenia region towards sustainable regional development for the period 2010–2017 highlighting the main implications for regional development strategies and revealing local initiatives promoting broader sustainable regional development. Thus, more in depth, the paper aims to identify the main determinants of sustainable regional development at the level of South-Muntenia counties using multiple principal component analysis (MPCA), to build an advancement sustainable development index based on panel data for the period 2010–2017 and to reveal the main sustainable development poles at the county level for the year 2017 using hierarchical clustering technique. The empirical results revealed the importance of business environment, public services infrastructure, education, and social protection as main determinants of South-Muntenia sustainable regional development. The advancement composite index pointed out that South-Muntenia recorded a slow but continuous advancement in terms of sustainable regional development, almost doubling its performance in these seven years. At the county level, if Prahova, Argeș, and Dâmbovița exhibited a so-called stagnation, Ialomița and Teleorman were still behind, registering an advancement over the period but remained only halfway on the path to sustainable development, while Calarasi and Giurgiu tried to recover the huge gap, registering very low rates of sustainable development index. On the path to regional economic development, the relevance of two main sustainable regional development drivers can be highlighted—a better allocation for active measures with the reduction of unemployment as a target together with a better infrastructure of public services. National, regional, and local administrations play an important role in promoting sustainability in the economic, social, and environmental activities, in a coherent manner. Regardless of the level at which development policies are designed, local, county, or regional, they must take into account and monitor the sustainable development determinants if the ultimate goal is the overall regional development of South-Muntenia.

Unemployment at the macroeconomic level is a variable that is one of the important indicators of the state's economic maturity. Unemployment as a phenomenon describes the waste of available human capital and brakes the regional development. In the long term, it can change the production structure of the region and become a limiting factor for its development. The paper is dedicated to unemployment in Ukraine and its impact on regional development, which reflect itself in the form of the development of regional unemployment dynamics. Primary results were obtained mainly by applying the necessary methods of regional convergence and shift-share analysis. The aim of the research was to identify trends in the development of unemployment in 2010-2019, to point out regional disparities in the dynamics of employment development and to compare the change in unemployment in 3 regions, selected by their geographical location. In Ukraine, in most of the regions, the dynamics of employment development has positive values, but there has also been a trend of more intensive deepening of disparities between lagging regions. Private-public cooperation at national, regional and local levels appears to have the greatest positive effect on minimizing unemployment. This underlines meaningfulness examination unemployment at regional level and the implementation of regional policies to mitigate the phenomenon.

The purpose of the article is to study trends and identify problems of budgetary provision of the development of Zaporizhzhia region in the context of budgetary decentralization reform. Methods of systematic and comparative analysis, graphical visualization, generalization and statistical methods were used for the study. The article examines the impact of decentralization reform on the financial provision of social and economic development of administrative and territorial units of Zaporizhzhia region. The comparative analysis of the budgetary provision of the development of Zaporizhzhya region and other regions of the Central region is conducted. The article describes the trends and problems of Zaporizhzhya region development. The following positive trends were revealed: increase of revenues to local budgets of the region; reduction of transfer dependence of the region on the state budget; formation of high-taxation CTCs. The negative tendencies of development were: increase of differentiation of financial provision of the development of the regional center and other administrative and territorial units, reduction of the growth rate of revenues to the development budget of Zaporizhzhia region. Attention is drawn to the fact that under the conditions of decentralization reform and administrative and territorial reform, consolidated territorial communities are actively being formed in the Zaporizhzhya region, most of them with high financial capacity, which testifies to the high potential of regional development. The article analyzes the regional target programs of Zaporizhzhia region and clarifies the possibilities of their integration with the Action Plans for implementation of the Regional Development Strategies. The dominance of the social component over the development of regional target programs and low level of implementation of a number of programs are emphasized.
