In Romania, the management of public utility services is organized and performed in the following forms: direct management or indirect management or delegated management. In this article we have chosen as a model the public sanitation service in the commune of Bosanci and we want to highlight what is the best way to optimize this service, in direct management or delegated management. Among the tasks performed by the Slovenian municipalities to meet the needs of individual residents there is also the provision of local public services. A municipality provides the performance of the public services determined by the municipality itself, and the performance of the public services established by law (local public services). The legal foundations for the regulation and operation of public utility services are given primarily in the Local Self-Government Act and in the Public Utilities Act, as well as in sector-specific laws for individual services. The overview of public utility services and the modes of their performance in two urban municipalities indicate that in Slovenian municipalities, public utility services are performed primarily in two ways: in public enterprises and by awarding a public service concession. KEYWORDS: • local public services • public service delivery • municipality • concession • public enterprise • Slovenia

The article examines how to apply moral and philosophical reflection in the commission of a crime. An action is the result of solving an equation with many variables. This is overcoming legal, moral, philosophical, and emotional contradictions. However, modern legal and ethical thought closes the way for understanding its causes and motives. As an example, we examine the conspiracy and murder of Caesar in Rome in 44 BC. The article reveals objective differences in the understanding of morality in antiquity and in modern ethical science. Here we analyze the philosophical and ethical grounds that will help solve this dilemma. First of all, we considered the philosophical and political works and letters of Cicero. His reasoning about the duties of a citizen might have influenced Brutus' decision to participate in the conspiracy against Caesar and accept the moral choice as his fate. Brutus did not act as a murderer, but as an exponent of public purpose and public utility, for whom the purpose of the act was the public good, incompatible with tyranny.

The corporate charter, so restricted in its use in England, found a constantly broadening range of applications in America from the colonial period onward. The test of importance to the general welfare, originally confined to municipal, benevolent, or at most public-utility enterprises, was being applied to manufacturing ventures by the second decade of the nineteenth century.

The article focuses on the issue of landfill gas management in landfills, which are within the scope of Act No. 76/2002 Coll., on integrated prevention. Although landfilling as a way of disposing of municipal waste is in decline, the subsequent care of landfills will continue for another decade after their closure, and landfill gas must be captured even then. The article summarizes information on the method of landfill gas management obtained through the information system of integrated prevention as well as the rules for landfill gas management according to the valid Czech technical standards. According to data obtained from the public database of the integrated prevention system, 136 relevant landfills were identified. The application of a cogeneration has the largest share in the way of landfill gas management. If a cogeneration unit is installed at the landfill, it is in most cases operated by a company other than the landfill operator. It was also found that the region with the lowest population density has the largest number of landfills with low capacity. Due to the fact that the production of landfill gas decreases over time, it is possible that there will be changes in the way landfill gas is handled at individual landfills.
