Public service advertisement is a message that offers a product or service addressed to the public through a media to increase the sensitivity of the community to the concern of sea turtles in this area whose habitat is very worrying about the activities that have been carried out by the mapak turtle sea turtle, fisheries and marine services in efforts to introduce and protect these turtles so that their habitats continue to be maintained properly by doing this design in order to attract the attention of the Lombok community and tourists. With the development of media technology is very large in Indonesia and outside Indonesia with the promotion of media as well as providing education to participate in developing. This certainly makes a change in the way to advertise the increase in the community of chilli turtles who are very concerned about the habitat of many Lombok people who are less informed or don't know. With the existence of this design as one of the results of developments that have become part of the lives of global society, the global community has exchanged information to raise the level of their knowledge. The design of this public service advertisement as one of the solutions to promote the breeding of sea turtles in Lombok and inform the public to start caring about sea turtles whose habitat is in Lombok is designed to use through this documentary film will greatly explain the things that happen to the sea turtles in Lombok assisted by the fisheries and maritime agency to provide data and participate as an activity that is about protecting sea turtles and marine biota in Lombok.

ResumenLa Administración de Operaciones es una de las tres funciones principales de cualquier organización y está íntegramente relacionada con las otras funciones de negocios. Todas las organizaciones comercializan, financian y producen, para lo cual resulta clave saber cómo funciona el área de operaciones / producción de las organizaciones. Therefore many authors have studied how people get organized to produce as well as the way in which goods and services are generated. Likewise, when deciding what decision should be taken to master the productions it becomes indispensable because it is a relevant part of the process, which can consequently turn into a critic process that contains high reper-cussions in the productivity and revenue of the organizations. This paper intervenes in debates about the construction of ‘publics' by the media. It traces the way in which one governmental genre of television programming — the public service announcement — attempts the difficult task of constructing a unified sense of ‘the public’ in Western Australia by means of appeals to a supposedly ‘universal’ discourse — that of the protection of children. The paper examines the ways in which these advertisements employ such strategies and discusses the limitations and implications of such appeals by looking at the citizens who are excluded from such a ‘public’.

Malaysian Journalism Code of Ethics was introduced in 1989 by Malaysian Press Institute (now known as MPI) and the Newspaper Editors’ Association (ONE) has paves the way for the rising of professionalism in national journalism. According to Djohn E. Drewry, there is a need to form an ethic to elevate a career into a professional. Furthermore, with the advancement of media technology and communication, it threatens the careers of journalists and requires into the debates or re-evaluation done on this topic, more so now when journalism work are easily regulated by the public. Do journalists use the existing code of ethics and what is its importance to the professionalism of a journalist’s career? This question needs to be answered by journalists as the use of this code of ethics is still less even though the importance is recognized by many scholars. This study utilises the quantitative approach, whereby 272 journalists from five Malay language newspaper were asked to answer a questionnaire. The questionnaires were distributed randomly and analyzed descriptively. This study found that the majority of journalists knew about the Code of Ethics (EKM) and its importance in elevating the professionalism of journalism in Malaysia. Findings from the study also found that journalists possess a high level of ethics according on the practice of the eight EKM.

Stranded sea turtles provide valuable information about causes of mortality that threatens these imperiled species. Many potential factors determine whether drifting sea turtles are deposited on shore, discovered by people, and reported to stranding networks resulting in successful documentation. We deployed 182 sea turtle cadavers and 115 wooden effigy drifters with affixed GPS-satellite tags to study stranding probability in the northern Gulf of Mexico (nGOM) in an effort to better understand seasonal stranding variations in this region. Public reports of beached carcasses were recorded to determine reporting rates. Season and distance from shore greatly influenced beaching results. During winter months when strandings are infrequent and sea turtle abundance is likely low in cold nearshore waters, carcasses had an 80–90% probability of beaching. Beaching probability was reduced to 37–50% during the spring, which is the period of greatest strandings in this region. During summer months when relatively few strandings are documented, the probability of a carcass beaching dropped to only 4–8%. Low summer stranding rates were coincident with higher rates of decomposition (7%) attributed to warmer water temperatures, more frequent scavenging (69% of carcasses), and shifting wind and current patterns which drive carcasses offshore or to remote locations. As waters cooled in the fall, probability of carcasses beaching increased to 40–48%, coincident with a small pulse in strandings that often occurs during this period. Only 28% of carcasses and effigies came ashore on mainland beaches and were easily available for discovery by the public, 49% were on barrier islands that are publicly accessible and 23% beached in dense salt marshes where discovery would be unlikely. The 47% of objects that did not beach included those lost at sea and carcasses that were likely scavenged or decomposed. Only 22% of beached carcasses were reported due to infrequent (11%) reporting on barrier islands. Notably, only 50% of carcasses deposited on mainland beaches were reported, which was lower than anticipated. We recommend additional efforts to increase reporting rates of carcasses by the public and use of dedicated surveys to detect stranded sea turtles, especially on barrier islands in this region.

<p><strong>SERVIÇO PÚBLICO ADEQUADO E A CLÁUSULA DE PROIBIÇÃO DE RETROCESSO SOCIAL </strong></p><p><strong>Resumo:</strong> O objetivo central do estudo é demonstrar que na perspectiva de uma constitucionalização adequada do Direito Administrativo não apenas o serviço público deve ser considerado um direito fundamental, mas também o regime jurídico de sua prestação. Neste sentido defende-se que o regime jurídico do serviço público definido no art. 6º, § 1º, da Lei n.º 8.987/95 é uma garantia que, a despeito de possuir delineamento infraconstitucional, apresenta-se como direito fundamental e, logo, este regime é protegido como cláusula pétrea e, portanto, em relação a ele, atendidos alguns pressupostos, incide a cláusula de proibição de retrocesso social de modo a estar protegido em face de legislação corrosiva futura. Os pressupostos de incidência da vedação de retrocesso social no campo do regime jurídico do serviço público seriam: (i) existência de consenso em relação à relevância do conteúdo disciplinado através da lei, (ii) que a legislação esteja a densificar um direito fundamental e (iii) que a legislação futura, ao revogar a vigente, venha a atingir o núcleo essencial do direito afetado.</p><p><strong>Palavras-chaves:</strong> Serviço Público; Regime Jurídico do Serviço Público; Proibição de Retrocesso Social; Mínimo existencial.</p><p><strong>THE SUITABLE PUBLIC SERVICE AND THE PROHIBITING CLAUSE OF SOCIAL RETROCESSION (RATCHET EFFECT) </strong></p><p><strong>Abstract:</strong> The main purpose of this work is demonstrate that, in the perspective of an adequate constitutionalization of Administrative Law, not only the Public Service must be consider as a fundamental right, but also the juridical regime for its application. In this sense, it is established that the juridical regime of the public service at the 6th article, 1st §, Law n° 8.987/95 is a guarantee that, despite it possesses "infraconstitutional" design, it is presented as fundamental right and since it is, this regime is protect as an irrevocable cause, therefore, in its relation, and once some presupposed points being responded, it claims the prohibiting clause of social retrogression in a way to protect it from a rusty legislation in the future. Prospects for political change figure prominently on the research agenda in sub-Saharan Africa, and in current debates within individual countries. Democracy is advocated not only as a goal in itself, since it is also frequently argued that elections and openness are required to make governments really responsive to the needs of the population and properly accountable for their actions. In addition, greater transparency is held to be necessary in order to make the public service behave in accordance with bureaucratic norms. Although the general principles of responsiveness, accountability, and transparency are embraced by a large number of scholars and observers of the African scene as a means of countering the detrimental effects of clientelism and personalistic rule, important nuances are found in the literature with regard to the way in which democracy is perceived to facilitate economic development in general, and presently needed reforms in particular.

The goal of this study is to deal with some ethical causes in the public administration, that aim the avoidance of negative phenomenon’s as theft, corruption, etc. In this direction, the debates about ethics are becoming more and more a global tendency, as an implement through which would be found the way to get out of the crisis. The success in the reforms of the public administrations in major part depends, on the public functionaries and their willingness to make fundamental changes in the way they work. In this direction, the State should strengthen and modernize the public service, should realize an employment system, which should reflect more the merits on its service.For this reason, the government’s attempts should be concentrated on the construction of a positive image for the state and its administration as professional objective, which is oriented to the services. Being aware for the practical restrictions of this study, we firstly chose to concentrate on the local public administrations ethics. The study will be focused on the practical comparative analysis of the city of Shkodra and Durres by the realization of a questionnaire by each of these municipalities and the Agency of Legalization and Urbanization of Informal Zones (ALUIZNI) in Shkodra.

In Romania, the management of public utility services is organized and performed in the following forms: direct management or indirect management or delegated management. In this article we have chosen as a model the public sanitation service in the commune of Bosanci and we want to highlight what is the best way to optimize this service, in direct management or delegated management. The public sanitation service in Bosanci is a public service that has been provided over time through both forms of management. The inhabitants of Bosanci were provided with the sanitation service both in direct management and in delegated management, respectively until the end of 2018 in delegated management, and starting with 2019 in direct management, and in order to highlight the advantages and disadvantages of each form we will present comparatively the way in which the domestic sanitation service was provided, which currently benefits 7400 inhabitants.
