O objetivo deste artigo é apresentar e discutir algumas reflexões do pensamento pedagógico de Simón Rodríguez e propor o redescobrimento de seu pensamento e ação frente aos desafios do caráter público da educação contemporânea na América Latina, por meio de uma abordagem reflexiva sobre seu projeto de educação pública e popular, por meio de um estudo de seus próprios escritos. Como refl exão fi nal constata-se que o pensamento pedagógico de Simón Rodríguez está ancorado na defesa da educação pública para todas as pessoas, pois trouxe para o centro da legislação educacional todos os marginalizados da sociedade e que reencontrar com as ideias de Simón Rodríguez pode indicar novos caminhos em prol da educação pública latino-americana.Palavras-chave: Simón Rodríguez. As a final reflection, it can be seen that Simón Rodríguez’s pedagogical thinking is anchored in the defense of public education for all people, because he brought marginalized people in society to the center of educational legislation. O debate sobre o pluralismo jurídico no contexto político e social latino-americano não é recente, de modo que suas percepções foram renovadas a partir do movimento neoconstitucionalista operado no continente, responsável por desencadear alternativas epistêmicas para se pensar a efetividade dos direitos humanos e dos direitos de cidadania, tudo a partir da lógica de emancipação social e descolonialidade, como possibilidade de rompimento com o constitucionalismo tradicional, de cunho conservador, hegemônico e colonialista. Em termos gerais, como uma das respostas à concepção juspositivista, o pluralismo jurídico surge como modelo de pensamento para a práxis dos direitos humanos, em face de uma sociedade na qual impera a lógica das exclusões concretas em contrariedade às inclusões abstratas. Dessa forma, tomando por base a abordagem bibliográfica, este trabalho propõe oferecer reflexões a respeito do atual estado da cultura de direitos humanos instalada na América Latina, com enfoque nas contribuições epistemológicas advindas da teoria críticados direitos humanos e do pluralismo jurídico wolkmeriano.Palavras-chave: Pluralismo jurídico. In general terms, as one of the answers to the juspositivist conception, legal pluralism emerges as a model of thoughtfor the practice of human rights, in the face of a society in which the logic of concrete exclusions prevails in opposition to abstract inclusions. Thus, based on the bibliographic approach, this work proposes to offer reflections on the current state of human rights culture in Latin America, focusing on the epistemological contributions arising from the critical theory of human rights and legal Wolkmer’s pluralism.Keywords: Legal Pluralism. The article analyzes possibilities of convergence between popular education and participatory action research, taking as a reference the thought of the Brazilian pedagogue Paulo Freire and the Colombian social scientist Orlando Fals Borda. In particular, it examines these convergences in order to identify elements for the constitution of a decolonial pedagogy in Latin America. It is a research inserted in the field of the comparative history of Latin American social thought, using as primary sources several works of Paulo Freire and Orlando Fals Borda. The article defends the argument that the convergence between popular education and participatory action research is one of the most fruitful, creative and instigating intellectual contributions ever produced in Latin America, capable of pointing to a decolonial pedagogy that confronts intellectual colonialism, Pedagogical traditionalism and the authoritarianism of modern-colonial science.

O presente artigo objetiva compreender as várias identidades sobrepostas, por vezes contraditórias ou confluentes, na canção Tercer Mundo do conjunto Secos & Molhados. A canção é a primeira faixa do lado A do disco Secos & Molhados II (1974). A letra é um fragmento da Prosa del Observatório (1972) do escritor Julio Cortázar. A prosa trata, no plano metafórico, da insuficiência da razão para compreendermos o mundo. A canção, no rastro das ideias da prosa, mobilizou referências que se alinhavam a essa perspectiva, mesclando elementos estético-ideológicos de ideias que previam uma união latino-americana, ibérica, terceiro mundista e ligada à contracultura. Dessa forma, diante desse quadro complexo, seguimos um caminho de análise que visa identificar o público consumidor e como essas identidades se configuravam e, dependendo do caso, se uniam ou excluíam.Palavras-chave: América latina. Identidade.AbstractThe present article aims to understand the various identities, sometimes contradictory or confluent, in the song Tercer Mundo by the group Secos & Molhados. The song is the first track on side A of the album Secos & Molhados II (1974). The lyrics are a fragment of the Prosa del Observatorio (1972) by the writer Julio Cortázar. At the metaphorical level, the prose deals with the insufficiency of the rationalist paradigm to understand the world. The song, in the vein of prose ideas, mobilized references that aligned with this perspective, mixing aesthetic-ideological elements of ideas that foresaw a Latin American, Iberian, third wordlist, and linked to the counterculture union. Thus, in the face of this complex picture, we follow a path of analysis that aims to identify the consumer public and how these identities were configured and, depending on the case, were united or excluded.Keywords: Latin America. In Medellin, Pope John XXIII’s wish – that the face of the conciliar Church be that of the Church of the poor – was finally concretized. O artigo analisa um tema pouco abordado na literatura brasileira de relações internacionais: a atuação das políticas externas do Brasil e do México para a criação do Grupo de Contadora (1983), Grupo de Apoio à Contadora (1985) e do Grupo do Rio (1987). Esses grupos tiveram papéis importantes nas tentativas de estabilização dos problemas políticos, econômicos e sociais da América Central a partir dos anos 1980. O artigo está dividido em quatro partes: i) compreensão da criação do Grupo de Contadora, do Grupo de Apoio à Contadora e a atuação do Brasil e do México, ii) destaque aos principais objetivos desses dois grupos, iii) explica o “dilema” das políticas externas do Brasil e do México diante das ações estadunidenses para a América Central e iv) e descreve a criação e os objetivos do Grupo do Rio. Por meio de uma pesquisa explicativa, onde é fundamental reunir informações sobre vários assuntos para entender de forma mais abrangente um tema específico, o artigo faz uso de fontes secundárias que analisam as relações internacionais da América Latina e os processos decisórios das políticas externas do Brasil e do México na década de 1980, além de algumas fontes primárias, como documentos oficiais dos acordos celebrados e declarações presidenciais disponíveis em arquivos dos sites eletrônicos da presidência ou chancelaria dos países. Conclui-se mostrando que os dois países foram fundamentais para o processo de estabilização política, principalmente na região centro-americana, não só pela importância histórica, política e econômica de cada um, mas também pelo fato de que a formação desses grupos foram importantes para dirimir litígios, acelerar a resolução de conflitos entre os países do continente, além de ter sido um período de aproximação e fortalecimento da relação bilateral Brasil-México.         ABSTRACT: The article analyzes a theme little addressed in the Brazilian literature of international relations: the performance of the foreign policies of Brazil and Mexico for the creation of the Contadora Group (1983), the Contadora Support Group (1985) and the Rio Group (1987). These groups played important roles in attempts to stabilize the political, economic and social problems of Central America from the 1980s onwards. The article is divided into four parts: i) an understanding of the creation of the Contadora Group, the Contadora Support Group and the actions of Brazil and Mexico, ii) highlighting the main objectives of these two groups, iii) explaining the "dilemma" of the foreign policies of Brazil and Mexico in the face of US actions for Central America, and iv) describing the creation and objectives of the Rio Group. By means of an explanatory survey, where it is essential to gather information on various subjects in order to understand more comprehensively a specific theme, the article makes use of secondary sources that analyze the international relations of Latin America and the decision-making processes of the foreign policies of Brazil and Mexico in the 1980s, in addition to some primary sources, such as official documents of the agreements signed and presidential declarations available on the archives of the electronic sites of the presidency or chancellery of the countries. It concludes by showing that both countries were fundamental to the process of political stabilization, especially in the Central American region, not only because of their historical, political and economic importance, but also because the formation of these groups was important to settle disputes, accelerate the resolution of conflicts between the countries of the continent, and was a period of rapprochement and strengthening of the bilateral relationship between Brazil and Mexico. The article was originally published without an abstract, short summary by Michal Gilewski The article studies what is causing women to join guerillas in Latin America. The participation of women in such militant groups started with the leftist guerillas of the second half of the 20th century. The article describes different backgrounds and different reasons for the women to join armed struggle groups. It also describes how women functioned in the social, ideological and biological dimensions of guerillas. Śniadecka-Kotarska suggests that, although the guerilla movement failed to achieve its goals of socio-political transformation of Latin American societies, it made an important contribution to the emancipation of women in these societies.

<p>El objetivo de este trabajo es analizar el efecto de la liberalización comercial sobre la productividad, la distribución del ingreso y el crecimiento económico, además de examinar la capacidad de absorción que este proceso ha concedido a los países ante choques externos, como el Covid-19. Empíricamente, tomamos pie en la taxonomía de crecimiento y desigualdad de Fajnzylber (1990) y en un modelo panel para evaluar esta relación en Asia, América Latina y Europa durante el periodo 1990-2019. Los principales resultados muestran: 1) co-movimiento entre crecimiento y equidad en Asia, mientras que en América Latina hay rezagos significativos, y 2) la productividad y la competitividad no precio constituyen el factor dinamizante en Asia y Europa.</p><p align="center"><strong> </strong></p><p align="center">ECONOMIC GROWTH AND INEQUALITY IN ASIA, EUROPE, AND LATIN AMERICA, 1990-2019</p><p align="center"><strong>ABSTRACT</strong></p><p>The paper’s aim is to analyse the effect of trade liberalization on productivity, income distribution and economic growth. The ability of a free-market oriented economy to fence off an exogenous shock such as the Covid-19 pandemic is also dealt with. Following Fajnzylber’s (1990) taxonomy of growth and inequality, we assess the relationship between trade liberalisation, growth and income distribution for a sample set of Asian, Latin American, and European countries over the period 1990-2019. Our main empirical results show that there exist: 1) a co-movement between growth and equality in Asia, but significant lags in both respects prevail in Latin America; 2) productivity and non-price competitiveness are the dynamizing factors in both Asia and Europe</p>

Latin America is home to more than 600 million people and has considerable natural and human resources. However, investment in science and technology (S&T) lags far behind that in developed countries. This gap represents a barrier to the development of economies based on knowledge and hampers the region's ability to tackle environmental and social problems. This lack of investment is evident in the extreme case of Venezuela, where much of the science workforce has fled economic chaos, but also in every Latin American country, including science powers such as Brazil and Argentina, where federal budgets in science, technology and education have been drastically reduced in recent years. Investments in S&T foster cooperation, commerce and good will and enhance resilience in the face of environmental and social turmoil. Therefore, scientists must start to actively engage governments and encourage long-term spending in S&T to support the development of Latin American societies.
