Fast growing network of national contacts in the Sino-Italian affairs builds the important layer of subnational bilateral relations. The main purpose of this paper is to analyze the role of paradiplomatical cooperation between Italian and Chinese regions. This paper contains a short overview of bilateral Italian-Chinese relations in political, economic and social terms. Furthermore there is a description of competences of the regions in the Italian foreign policy in term of legal environment for the autonomous activities of Italian regions in the international arena. Moreover this paper contains the analyses of existing links between Italian and Chinese regions on the basis of a survey conducted among regional authorities from all Italian regions. Finally it contains the case of Umbria, as a region that active cooperation with China goes well beyond economic relations.

The article discusses the political, economic and cultural cooperation of Pakistan with France in the twenty-first century. Attention is drawn to a peculiar bias towards France in the frequency of political and diplomatic visits by representatives of Pakistan. Due to the fact that France is a traditional donor of the Pakistani economy, attention is drawn to the desire of the parties to increase the role of public diplomacy in the development of trade and economic relations. Meanwhile, France is Pakistan’s long-standing export partner, one of the top ten countries in which Pakistan exports its goods. The importance of developing such areas of cooperation as energy and transport is emphasized. Military-technical cooperation is singled out as a traditional area of cooperation between Pakistan and France. The role of France in the creation and development of the naval forces of Pakistan is indicated. The complicated relations between countries on the issue of nuclear cooperation are shown. The article also discusses security issues, namely, current bilateral documents, joint efforts to combat terrorism, and there gime of non-proliferation of nuclear weapons are presented. Interaction in the field of culture is presented on the example of the work of the three centers of the French public organization Alliance de Frances. Separately, attention is drawn to the interaction of state structures of the two countries regarding the return of relics illegally exported from Pakistan. In conclusion, it is concluded that Pakistan’s orientation towards France is quite justified, since this European state has always been friendly to it, is powerful in its economic potential and resources, and the development of relations with this country does not conflict with the orientation towards the United States.

This piece of paper analyzes post-1991 Ethio-China political and economic relations by raising the following questions: What is the nature of the bilateral political and economic relations? What are the factors which enhanced the bilateral political and economic relations between Ethiopia and China? What are the arguments raised by different scholars about Ethiopia and China relations? There are a number of factors that contributed to the growth of bilateral relations. Ethiopia needs China for economic assistance; as an alternative source to the west and China’s development is generally considered as a role model for Ethiopia to follow. China also supports Ethiopia on different international issues. On the part of China, there are also several factors egging China to look towards Ethiopia especially in terms of Ethiopia’s strategic importance and market potential. Ethiopia could be a commercial launch pad for Chinese companies and China is also getting diplomatic support from Ethiopia for its policy on Taiwan among others. There are also common factors both from Ethiopia and China’s side which enhanced the bilateral relations. However, there are many arguments raised following Chinese deep engagement to Ethiopia. Among others on the economic front the bilateral relations are imbalanced; dumping of low price export; underbidding local companies and ideological differences among others.Generally, the paper agues the ethio-Chinese relations motivated by political and economic factors.

Abstract Public Diplomacy as a part of soft power has been the main principle of Indonesia’s diplomacy under President Yudhoyono. Due to the ineffectiveness of Track 1 Diplomacy, Government-to-Government (G2G) relations, in promoting the positive image of Indonesia, the role of public diplomacy becomes important. Thus, public diplomacy practice which involves all aspects of society; Government to Government (G2G), Government to People Contact (G2P), and People to People Contact (P2P), is relevant in order to promote Indonesia to American society and strengthening its bilateral relations as well. This research, therefore, is trying to discuss the role of public diplomacy in strengthening the RI-US bilateral relations and its benefits to Indonesia’s foreign policy. The findings show that public diplomacy contributes in strengthening RI-US bilateral relations by the use of public diplomacy instruments such as cultural and educational exchanges, official visits and social media. One of the consequences of the collapse of the Soviet Union was the outbreak of several conflicts in the post-Soviet area and the emergence of the so-called para-states. Based on the systemic method of treating parastates as a system, internal and external influence factors will be indicated. The article aims to present the reasons for creating para-states and analyze internal and external determinants, i.e. attributes of their statehood as factors that guarantee their operation and ensure continued survival. In this context, the thesis was made that Russian political, economic, and military support for para-states ensures their functioning. Moreover, the article indicates the role of para-states in the Russian Federation’s foreign policy towards the post- Soviet area, with which the central thesis of the article is related. It says that supporting para-states politically, financially, and militarily is one of the instruments of Russia’s policy towards the post-Soviet area and is intended to keep it within the Russian sphere of influence.

Beginning in the ruins of Buddhist sacred sites in China, Richardson and Scott unearths the reconstruction of post-imperial Sino-Japanese relations through the history of Buddhist exchanges. Building on important new trends in the diplomatic history of early Cold War East Asia, Richardson and Scott move well beyond the focus on Japan-PRC economic relations to minkan religious networks which tied Japan and China throughout the 1950s and 1960s. In so doing this chapter sheds light on the central role of temple priests and religious groups such as Jōdō shinshū and Sōka gakkai, illustrating how Buddhism and religion were pragmatically deployed to bypass official obstacles to bilateral relations. Ultimately, this chapter deepens our understanding of how Buddhist religious and cultural heritages were mobilized to build trust and cooperation beyond the violence of imperial wars. In memorializing war dead, and in returning the remains of forced laborers, religious leaders played an important role in normalizing relations between Japan and the PRC.

World politics today is admittedly bipolar, and it seems destined to remain so within the foreseeable future. Beset by its sustained tension, Americans have been led to debate, sometimes acrimoniously, the proper foundations, scope, and content of an effective foreign policy. Since presumably the central theme and central purpose of this debate is the definition of what constitutes the American national interest, the first objective is to define the idea of national interest. Thereafter it is necessary to draw proper deductions relevant to the total world situation, and in turn to apply these deductions as policy to the forces there at work. These forces—political, economic, ideological, and military—in their interconnectedness collectively constitute the raw materials for assessment, judgment, planning, and action in our policy-making.Resultant differences of opinion therefore can take place at different levels. Initially there are vastly divergent concepts of the characteristics of a nation, of the role of nations in the world, and of the nature of interests proper to a nation. The scope of these divergencies is often hidden by our tendency to find in the term “national interest” connotations of particularism, of exclusiveness, of the nation as against, or superior to, the rest of the world.

The article analyzes the basis of Azerbaijan’s foreign policy at the present stage. The main attention is paid to the documentary substantiation of foreign policy, political and legal bases of foreign policy strategy, and key organizations in this area. There is analysis of the most significant areas of Azerbaijan’s foreign policy. It is noted that the Republic is trying to find a new balance in the region and the world, pragmatically maintaining contacts with the main players in the region – Russia, the United States, Turkey and Iran. Moreover, in foreign policy documents of Baku, special emphasis is placed on cooperation with the West, in particular, there is a strengthening not only in the framework of doctrinal cooperation with NATO and the EU, but also constant contacts on all political, economic and military lines. In addition, the leadership of Azerbaijan pays special attention to the problem of Nagorno‑Karabakh. The article also shows that the fundamental documents that determine the external state agenda, although they are sufficiently Westernoriented, at the same time reflect the ambition of Azerbaijan in the context of becoming a regional center of power. This process is also influenced by external actors, in particular the Republic of Turkey. It was determined that the territorial issue, logistic and military issues, regional and global political trends are indicators, thanks to which one can observe the transformation of the foreign policy of Azerbaijan. In the context of bilateral relations between Azerbaijan and Russia, it was revealed that the interaction between the countries seems significant for both states in terms of ensuring security in the South Caucasus.

The 21st century is a time of enormous development of cities as political, economic and social actors actively shaping the global scene. Among them German cities are important actors on the international political arena, as they have extensive competences to conduct foreign policy, resulting from the federal system. Over the past years, contacts of German cities with Chinese entities have experienced a particularly dynamic development. For German cities their Chinese partners have become both cooperators in terms of administrative and economic solutions, but also more and more often collaborators on educational and cultural issues.The aim of this article is, thus, to map the connections between German and Chinese cities, and then to refer to the place which international relations conducted by sub-state entities find in foreign policy implemented at the federal level. The starting point for the analysis is the presentation of the role of city diplomacy, and then results of a survey conducted among officials representing German cities inhabited by at least 50,000 people. The author will present the conditions of bilateral cooperation between cities, key areas of cooperation, determinants of success and the most common problems. In the last part, the author will analyze the role played by cities in the German political reality. In this way, the author will indicate whether the actions towards Chinese partners are coordinated with other institutions at the regional and national level.
