The "“State program for the effective involvement of abundant agricultural land in the use and the development of the reclamation complex of the Russian Federation” for 2021–2030" assumes the return of 12 million hectares out of 44 million hectares of all abandoned agricultural land (AAL) in the Russian Federation. The costs of 12 million hectares survey can be considered productive, while the costs of surveying the remaining 32 million hectares should be considered unproductive. The application of the new geoinformation database of “Soils of agricultural lands of the Russian Federation” (DB SALRU) developed by the Federal Research Centre “V.V Dokuchaev Soil Sience Institute” allows reduction of unproductive costs. By the example of the Vladimir region, a typical Russian region with AAL, the option of ranking AAL by their quality was demonstrated to determine the order of their return to agricultural use. The soil quality criteria are the bonitet and the normative yield of grain crops, which are part of the DB SALRU. It is proposed to consider the expenditures on the survey of AAL for the soils, which are first to be returned to agricultural use, as productive costs. These soils occupy 25% of the AAL of the region. The best quality soils are characterized by more than 40 points of bonitet and the standard yield of grain crops of more than 20 centners/ha. The cost of surveying the lands of the first order of returning to agricultural use is 10 million 80 thousand rubles. Survey of AAL soils of II–IV orders of involvement in agricultural use, with relatively poor quality compared to the soils of the first order, is proposed to be conducted in the case of expansion of the State program in the future. This would save the unproductive expenses for the survey of AAL for the Vladimir region by 30 million 165.5 thousand rubles. The application of the proposed GIS-approach makes it possible to reduce unproductive expenses for the survey of AAL in the Russian Federation nearly by 5.600 million rubles.

The author offers mapping and geoecological analysis of the Russian Federation regions presence in the state program “Environmental Protection”. The unequal distribution of the program’s targets and activities in different regions is revealed. A considerable number of relevant environmental problems for several mentioned regions have not been reflected in the program. It is important to increase the area of specially protected natural areas for a significant number of subjects of the Russian Federation. The status “part of the territory occupied by specially protected natural territories of Federal value in the total area of the subject of the Russian Federation” is recommended to be assigned all regions of Russia. Identification and elimination of objects of accumulated environmental damage that threat to the Volga river is relevant, at least for all the regions in which the Volga flows. Not all regions with a high level of air pollution and/or large masses of air pollutants have the indicator “reduction of total emissions for the reporting year”. It is necessary to increase the Program of measures for the protection of rare and endangered species of plants and to expand the list of regions in which it is planned to protect rare and endangered species of animals.

Issues related to state support of the agro-industrial complex are relevant for all countries of the world, including the Russian Federation. The article deals with the key problems of the agro-industrial complex, which are mainly caused by the features of agriculture. The necessity of state support for the agro-industrial complex of Russia on the basis of the identified problems is substantiated. The article analyzes the directions and measures of state support in Russia, the differences between the stated goals in the state program for the development of the agro-industrial complex and the results in practice. The lack of a comprehensive approach to solving existing problems and proper control over the implementation of the state program, ill-considered and insufficient funding of individual programs, lobbying by large agricultural holdings of their interests and the monopolization of agricultural production do not allow to rely on the development of small agribusiness and rural areas.

By the end of 2012, the Government of the Russian Federation is to approve the State Program Development of the Pharmaceutical and Medical Industries for 20132020, which includes the current Federal Target-Oriented Program Pharma-2020. One of the objectives within the State Program prepared by the Ministry of Industry and Trade is to increase the share of domestically produced drugs and medicinal products in overall consumption by the public healthcare services of the Russian Federation by 48%. However, the term domestically produced drug still remains to be legislatively defined. According to the draft resolution issued by the Ministry of Industry and Trade in May 2012, a domestic drug should mean a drug whose production cycle in the territory of the Russian Federation starts from a substance or a ready-toconsume formulation. Until 2014, the Ministry was ready to regard even those drugs whose packaging was made in Russia as Russian ones. However, no further steps followed. Therefore, the question pertaining to which drugs and which produced by which pharmaceutical companies should be regarded as domestic drugs remains open. Actors of the Russian pharmaceutical industry share their opinions.

The study is devoted to the analysis of the implemented measures in relation to the healthcare sector in the Russian Federation, which are designed to improve the standard of living of citizens. In particular, the state program of the Russian Federation «Development of Healthcare» is considered. The paper analyzes the quantitative statistical indicators that most representatively reflect the results achieved at the present stage. The aim of the work is also to identify how the Russian healthcare system is currently being transformed and what prospects are provided by the state. The purpose of the study: To analyze the process of implementation of state programs in the field of healthcare in terms of quantitative and qualitative characteristics of their implementation. Materials, methods and conditions of research. The materials of the implementation of the state program «Development of Healthcare», the national project «Healthcare», the statistical yearbooks of the Federal State Statistics Service for 2018–2020, as well as statistical information from the databases of Rosgosstat of the Russian Federation were studied. Objectives of the study: to analyze and evaluate the state of ongoing transformations in the Russian healthcare system, by identifying the main directions of development, as well as analyzing relevant statistical data. Research perspective. At present, the problem of health development is more urgent than ever, and the problem is becoming particularly acute, against the background of the spread of the COVID-19 virus pandemic. For rapid response and elimination of hotbeds of infection, it is necessary to provide the population with sufficient basic parameters for providing medical services. Therefore, it is important to analyze how effective the actions of the state are to increase the ratio of the number of doctors to the number of the population. At the same time, it is necessary to consider the opportunities for motivating employees in this field, which are currently created.

Federal Law № 172-FZ "On the strategic planning in the Russian Federation" envisages the creation of a unified system of state strategic planning. Effective functioning of the system, includ-ing in the field of forest relations, is especially actual in times of economic crisis and federal budget deficit, when priority is to determine the priorities of the industry. For this purpose, the use of the method of value analysis is proposed to justify the choice of the most significant events of the state program "Development of Forestry" for the period of 2013-2020, its indicators. Differentiation is made on the performance of the first order (priority indicators - woody territory of the Russian Fed-eration, the amount of payments to the budget of the Russian Federation on the use of forests, the ratio of the actual amount of timber to set the allowable volume of wood removals); as well as indi-cators of the second and third orders, directly affecting the achievement of the three priority indica-tors. A mechanism is proposed to optimize the costs of priority forest management activities through increased funding through internal reallocation of resources within the state program. For example, increasing the "investment" attractiveness of forest areas for potential tenants can be achieved in the following way: an increase in funding for forest management will provide additional updating on state forest areas, which will increase the area of leased forest areas. In this way it is possible to achieve cost of saving from the federal budget for forest management activities on the forest plot (performed at the expense of the tenant) and - an increase in revenues in the fiscal system of the country. In order to justify the cost of the planned work in determining resource support activities of the state program it is recommended to create a unified system of standard costs for forestry works and services.

The article reviews new rules on allotment of land plots to citizens and legal persons. The State Duma included these rules into the Land Code of the Russian Federation in summer 2014. Now they have come into force. The article focuses on the following issues. 1. How do these rules affect the land legislation in general? 2. What are the changes in the powers of public authorities of subjects of the Russian Federation and bodies of local self-government in regulating the order of land plots’ allotment and in implementation of such allotment? 3. How justified is the fact that now auctions are the only possible form of a land tender? The author believes that it is necessary to preserve competitive bidding for cases when same agricultural land plots are allotted to citizens and legal entities. Also there remains a problem associated with the transfer of power on allotment of lands from local governments of municipal areas to the level of rural settlements.
