Political feedback in conditions of social digitalization

Feedback is one of the most significant elements for political system’s functioning. Not only social and political stability depend on the effectiveness of its channels and mechanisms, and the extent of it being taken into account in the political process, but also resilience of the political system constructed. During the digital age, when the political processes in society are much more intensive in the society and the process of opinion exchange is more open, authorities, on the one hand, have significantly more opportunities for monitoring, analysis and consideration of feedback in order to correct the political course being pursued, and on the other hand, rapid response and decision making are required from authorities. It is primarily connected to the great degree of penetration of the online-environment into peoples’ lives. Here emerged many threatens and risks for authorities connected with the possibility of destructive impact on public opinion and attempt to manipulating it. For this goal the article tries to define the essence of political feedback and its significance for today’s political process; its basic components and their role in political system’s functioning are stated; the potential of political feedback from the point of view of enhancing the effectiveness of decision made by the authorities and adequate response to the public enquiries and demands; finally, the main possible barriers on the way of realization of political feedback.

In the field of scientific research is the selection and use of approaches for analyzing the state of the political system of society. The collapse of the colonial system, the socialist camp led to the formation of a significant number of states by transitional political regimes. Intensive globalization processes accelerated the already contradictory socio-political processes in transitional and quasi-democratic states. Despite the lack of experience of statehood in some countries, or the lack of democratic political traditions and practices, led to the formation of contradictions between formal and informal rules by the institutions of transitional societies. In the context of the study of the interaction of formal and informal institutions, the question of the use of situational analysis and the synergetic approach, in the process of studying the causes, consequences and the essence of political stability of the instability, is actualized. In cases of situational analysis, it is especially important to note that the essence of the method consists in studying both formal institutions (organizational forms) and informal (practices, models and rules of the game) - as the main subjects and objects of the political process. At the same time, if the situational analysis simply states the presence of certain formal or informal designs, the synergetic approach allows us to trace the dynamics and development of political processes. Considering the political system in which energy acts as the information produced by such formal institutions as political parties and organizations, the synergetic method allows us to consider the system as a self-regulating organization capable of arming the manifestations of political instability. Or vice versa - as a system artificially restraining social entropy, and therefore doomed to destruction, as a result of the action of attractors: economic, political, social, environmental, in the cases of our research.With the help of general scientific (historical, systematic, functional, sociological), general logical methods (analysis, synthesis, induction, deduction, analogy, abstraction) and the methods of politological theoretical and applied learning (institutional, structural comparative, comparative, axiological, behavioral), the analysis of the influence of non-institutional factors on the procedural, organizational and structural aspects of the political system is performed. Research allows us to reveal the essence, structure and consequence of existing processes in the political system. The synergistic method and situational approach details the existing processes, enabling to conduct a correct analysis of the relevant processes. Thus, it can be concluded that these two methods make it possible to qualitatively evaluate and demand. This allows us to correct the actual political practice, towards stabilizing the political environment.

It is a long-established commonplace in any debate on immigration that immigrants should integrate into their receiving society. But integrate into what precisely? Into the labor market, into the legal order, into the political system, into a national culture whatever this might comprise? The Article tries to approach the question from the legal point of view and looks for hints or clues in the constitution which might help us with the answer. For this purpose, it explores the general theory of the constitution as it has been shaped by its professional interpreters as well as by political actors, the media and the public. The main intuition is that “constitution” is not only a written document, a text with a predefined, though maybe hidden meaning; instead, it is a social practice evolving over time and thereby reflecting the shared convictions of a political community of what is just and right. Talking about constitutional expectations toward immigrants then also tells us something about ourselves: about who we are and what kind of community we want to live in. As it turns out, we may not have a very clear idea of that.

Problem of setting. Public government – it political practice of power which is carried out within the limits of the constitutionally political system and has a direct influence on all industries of life of socium is important. An effective public management in Ukraine must provide the state of stability, implementation of social obligations the states, deserving a condition for realization of congratulatory, financial, spiritual and social necessities of citizens; but him high-quality indexes far imperfect and characterized the plural of problems. Recent research and publications analysis. The questions of modernization and reforms of the system of state administration, constructions of the legal, social state, social and political processes are actively probed in the scientific mind of Ukraine, by the necessity of achievement of balance between the vital necessities of societies and interests of the state. Quite a bit Ukrainian scientists were engaged in researches of these questions - V. Kostytsky, І. Kostytska, O. Koban, A. Kovalenko, O. Batanov, I. Reznik, G. Chapala, M. Pukhtinskiy et al. Paper objective – ground of position, that a public management in Ukraine, which is carried out by public organs, local self-government, political parties and groups of political influence, must correlate with public resonance, to support the legitimity and answer to the innovative tendencies. Paper main body. A management in the public sphere of the state is very difficult professional activity, and foresees state and legal responsibility and account of public interests and expectations. However, disfunctions and destructions of public management can draw social and political instability, cutback of economic activity or regress, even weakening of sovereignty of the state. The criteria of political modernization matter very much for modern Ukraine: capacity of the political system for perception of innovations and mobilization of resources of power, structural and functional perfection of institutes of policy, powerful «social elevators» for equal access of people to imperious positions, effectiveness of principle of «equality all before a law». To Ukraine, as to the young state which passed by democratic transit, naturally peculiar strategy of reforms. Reformation is a not workaday situation for a country, it generates calls and problems. Among them most difficult is destructive of political power, what democratic development of country and becoming of civil institutes is braked through. Sociological researches rotined that a population considered: «The state must take more responsibility in providing of life of citizens» (68,6%). Stably negative is attitude of people toward a department judicial, which loses a «social capital» through inability to the just legal proceeding and mercenary political interests. In the end, unique reform 2014, that purchased positive social resonance is the process of decentralization the public power and strengthening of local self-government, which is mainly approved by citizens. Conclusions of the research. Problems of public management and collision of reforms are the sign of modern democracies which are modernized. The political system and public management can be effectively modernized at the maintainance of their integrity, institutional memory and, at the same time, harmonious relationships with a social environment.

The article is relevant, since it provides an assessment of anti-corruption policy as a political process at the regional and local levels. Purpose of the article: to identify the stages of the political process on anti-corruption policy focused on the prevention of the negative consequences of corruption. The levels of the political process, as substantiated in the article, are associated with the development of socio-economic and political differences between regions. The identification of these levels is the scientific novelty of this study. In the modern period, there is a crisis of international relations, globalization and the strengthening of national trends, including in the dynamics of the development of political processes. The fight against terrorism, the COVID-19 epidemic, environmental problems, and anti-corruption policies are not united in a global perspective, but “disintegrate” into national apartments and become problems of individual countries, not the entire modern community. This is the specificity of the political process at the global and national levels. The article is devoted to the problems of managing economic security, and combating corruption of the Ministry of Internal Affairs of the Russian Federation for the Transbaikal Region (hereinafter UEBiPK UMVD of Russia for the Transbaikal Region), further which is part of the police. This organization is an operational subdivision that carries out, within its competence, operational-search activities directed against crimes in relation to state power, the interests of the civil service and service in local government bodies. The specificity of the activities of the UEBiPK UMVD of Russia for the Transbaikal Region is the identification and documentation of economic, corruption malfeasance, as well as the implementation of operational support for anti-corruption policy. Anti-corruption policy as a political process in the Transbaikal Region is unstable, taking into account the cross-border specifics and has four levels: detection, response, prevention and evaluation of effectiveness. This conclusion is a scientific achievement of the authors. In addition, the author analyzes the political stability that is necessary for the implementation of the anti-corruption policy of the Transbaikal Region. The main thrust of this policy is economic crimes committed using information and communication technologies. The article describes the effectiveness of anti-corruption policy in the Transbaikal Territory

The present Project contains a complete synthesis of the constitutional Spanish jurisprudence. The author considers that the right to freedom and the political rights are grouped around three or four genres. It identifies, between those, the freedom of communication that the constitutional assembly and the constitutional jurisprudence have extended to all sorts of activities. After this assumption, the project is focused on giving a view of the freedom of communication from the point of view of the differences between the freedom of information and the freedom of speech in a strict way. After defending a legal nature which protects all kinds of communications and which can be exercised by all sorts of chaps; it is rejected that the institutional offshoot explains the really different limitations that several messages introduce, wide restrictions regarding commercial speech or pornography and dropped ones regarding politics. The argument which is proposed for its justification is based on the different systematic connections that are originated between the constitutional rules by the different matter and the purpose pursued by the messages, and, when this yardstick is insufficient, it is complemented with the concept of relevance or public interest, the one which is pretended to be refined. The exercise of that freedom by journalists and maximizing the professional diligence reinforce the freedom of communication when it has to be pondered with other rights or constitutional goods. In Spain, the affair Terminello versus Chicago is considered as a worth yardstick to solve conflicts with the public order.

Abstract Individual choices and the method to aggregate them in such a way to make public decisions are the basic elements of public decision-making models.Aggregation rules can be derived either from the "Welfare*, or from the "Contractarian" models. The basic problem is the one to put forward an integrated and consistent model describing the working of collective organizations.The "Constitutional Perspective* presented by the Public Choice School is a serious attempt to analyse the political system by armonizing both the "Contractarian* and the "Utilitarian* approaches.Public choice scientists have provided an interpretation of the shift from the «Non-cooperative” to the «Cooperative* version of the prisoner's dilemma.

This study aims to highlight the role of education in a democratic society in the political philosophy of Nicolas de Condorcet. Condorcet refuted legitimising political power on the idea of general will and postulated to replace it with the notion of reason and probability of truth. This assumption tightly linked the wellbeing of democracy with a public education system which, on the one hand, was to prepare citizens to take an active role in the public sphere, and on the other, allow them to improve the political system in which they function in accordance with the progress of the human spirit.

The research is devoted to the topic of forming a political infrastructure for the safe development of municipalities, creating technologies for attracting political infrastructure participants to the development and assessment of alternatives for the optimal development of territories.We set ourselves the goal of showing territorial public self-government as a tool for increasing the openness of political decision-making and public confidence in the authorities, and identifying the transformational potential of digital technologies in the context of territorial public self-government.The methodological basis of the research was provided by such theories as: the information cybernetic model of the political system of K. Deutsch, the theory of the political system of D. Easton, the theory of deliberative democracy by J. Besset, the theory of direct democracy I. Blo, model of monitor (digital) democracy by J. Keane.The main results of this study are the following:1) the author’s definition of the concept of “digitalization” was introduced — this is a process of radical transformation of the interaction of people in all spheres of social life, the implementation of which became possible on the basis of replacing analog (physical) data collection and processing systems with new technological systems that generate, transmit and process a digital signal about your condition. This transformation presupposes the formation of a different outlook of citizens, the use of other methods of management;2) the author’s definition of the concept of “political infrastructure” is introduced — these are the types of connections between the elements of the political system. Different types of ties form various modifications of political institutions, they determine the contours of political communications carried out in the political space, including using various political technologies to influence the behavior of political forces.3) in the context of digitalization, interactive interaction of participants in the political process, the very configuration of the political infrastructure for the development of territories is changing, the political toolkit of dialogue between the authorities and society is changing, implying an increasingly widespread use of technologies to involve participants in political processes in the development and assessment of alternatives for optimal territorial development.

ABSTRACT: Religious radicalism (Islam) developed the theological thought to counter-Pancasila and the Republic of Indonesia (NKRI), it can be fought and softened with Pancasila itself. This is due to the fact that the cause of such radicalism is a misunderstanding to the Pancasila and its political system. Pancasila is regarded as a secular political ideology, whereas it actually cared pattern for the relationship between religion and state that upholds the values of divinity on the one side, and the public virtue on the other side. Deradizalisation of religion based on Pancasila can be applied with two strategies. First, proving the existence of religious dimension of Pancasila and Republic of Indonesia to undermine the secular claims from the radical groups. Second, learning the nature of politics which contained in Pancasila. These nature of politics are more in line with the political ideals of Islam, rather than the ideology of Islamism which tends to the violent. KEYWORDS: Islam, radicalism, deradicalization, Pancasila.
