The authors discuss the victimization characteristics of crimes committed by women in Irkutsk and Transbaikal Regions, the characteristics of the personality of the victim of these infringements, the behavioral patterns of the criminal and the victim in the process of victimization, their relationships and social connections. The research, based on the statistical analysis and study of 250 criminal cases, allowed the authors to come to a number of conclusions, including the following ones. Victimization trends in the regions under consideration are unfavorable, the victimization level is growing, and the growth rate is higher in Irkutsk Region than in Transbaikal Region. The structure of regional victimization is dominated by crimes against property, while other types in this structure are crimes against life and health, family and minors, as well as against health of the population and public morals. Characteristic features of victims of regional female crimes are age victimity, as every second victim in Transbaikal Region and every third in Irkutsk Region has it, and a considerable victimogenic personality deformation of most middle-aged victims. Such victims show guilty (unlawful, amoral or light-minded) behavior, which is the manifestation of their personal victimity. Using the obtained results, the authors worked out a system of victimological prevention measures aimed at stopping and neutralizing the identified victimogenic factors. They suggest legal, organizational, information, educational measures, as well as measures of rehabilitation and procedural nature. Taking into account the regional specifics of victimization, the personality of crime victims, their victim-like behavior can make the practice of victimological prevention more effective.

The article deals with scientific and educational activity of Alexander Vasilyevich Konstantinov, Doctor of Historical Sciences, Professor, chairman of Transbaikal Branch of the Russian Geographical Society on the occasion of his 65th anniversary. The scientist’s contribution to the historical science of the region, especially to the study of its ancient history is presented and his role in the development of education, including the training of teachers in Transbaikal region is assessed in the paper.

Abstract Based on the studies conducted in 2012-2020 on the key plots of mixed fir tree woodlands that grow within the Ulan-Burgasy Mountain range, the authors identified a special nemoral group of lepidopterans, that typically inhabit ocean coastline mixed and broad-leaved forests. Another peculiarity of this area is the presence of species atypical for the major part of the Transbaikal Region: Spialia orbifer Hbn., Leucodonta bicoloria Den. et Schiff., Furcula bifida Brahm (Sub-boreal group); Laothoe populi L. (Central Palearctic group); and Feralia sauberi Graes. (Palearchearctic group). The comparison of Lepidoptera faunas on the key plots and other forest and forest-steppe habitats in the Transbaikal Region revealed their high similarity (more than 80%) to the Ulan-Burgasy humid forests that grow near Baikal and mixed fir tree taiga forests of the Khamar-Daban Ridge.

This article is a review of the publication “Anthology on the Literature of Transbaikalia” (Chita, 2020). It is the first of its kind, intended for students to be used in the integrated course “Transbaikal studies”. The publication was funded by Genesis Company LLC, co-authored by O. E. Nadelyaeva, head of the Competence Development Center of Genesis Company. The anthology includes works by 25 authors from Transbaikalia, including well-known names as well as less familiar ones. The anthology is undoubtedly of interest not only to students, but also to a wide audience. However, the author of the review points out that some fundamental names of Transbaikal literature are left out of the edition: Avvakum, Fedor Baldauf, Alexander Cherkasov, Nikita Sakharov, Konstantin Sedykh, Vasily Balyabin, Zhamyan Baldanzhabon, Nikolay Yashchenko, Oleg Petrov and many others. Not only authors, but the whole periods of Transbaikal history, consecrated in literary works, have dropped out of the reader’s bibliography. Thus, there is not a single work about the time of revolutions, the Civil War, or even the Great Patriotic War (apart from poems). The author notes the discrepancy between the contents of this publication and the basic regional documents (the “Concept” and “Programme”) on the regional component of education, and the need for the educational authorities to monitor the quality of the educational literature. On the positive side, the readiness of private businesses to invest in the publication of educational literature is highlighted. This publication of textbook stands out against the general background of successful development of the integrated educational course “Transbaikal Studies”. The author aims to present fundamentals of the psychological adaptation conception researching the population that were born and live in ecologically unfavourable living environment. Psychological adaptation is assumed to be a systemic characteristic of the man-living environment (natural and social) system. The empirical study revealed common but not equal in intensity decrease of psychological adaptation indices performed by subjects who were born and live in Transbaikal Region. The author believes that the discovered decrease is the consequence of the realized special – that of the strategy of minimizing adaptation.

The article considers the aspects of changes in the economic and geographical position (EGP) of the Transbaikal Region at different territorial levels, and the factors that determine it. The aim of the study is to analyze the changes in the EGP of the region in historical retrospect, as well as to determine the possible influence of traditional factors and new factors of the institutional environment on these micro-level processes. It was revealed that there was a change in the emphasis on the importance of the Transbaikal Region at the macro and micro levels: the mineral and geological importance of the region in the country significantly decreased with the transition to market relations, while opportunities for cross-border cooperation with China and Mongolia opened up. Currently, special attention is drawn to factors of an institutional nature that can have a certain impact on the economic development of the territory. The focus of the study is on the micro-level of the region, where the Udokan field development project in the north of the Transbaikal Region is currently being implemented within the framework of the concept of the Territory of Advanced development (TOP) project «Northern Transbaikalia». The authors hypothesize that informal norms determining the economic behaviour of the population can resist state institutions that can influence the change in EGP. This confrontation has not been studied either in the Transbaikal Region or in other subjects of the Far East, where new mechanisms of state administration are being implemented. A fundamental factor in the development of the model territory of the north of the Transbaikal Region is its high resource availability. A significant role in the process of changing the EGP is played by the state Institute of the Territory of Advanced Development (TOP) «Northern Transbaikalia», which corrects the effect of traditional factors due to administrative and tax preferences. Informal institutional factors may be the environmental consequences of the development of the field and their possible impact on the traditional nature management of the indigenous small – numbered peoples of the north of the Transbaikal Region – the Evenks

Within the framework of this article, the method of forming a strategy for the activity of a regional dealer network for the sale of cars is considered. Based on the analysis of existing approaches, the authors proposed a block diagram of the development and implementation of the strategy. The methodology defines the sequence and content of the stages of forming the strategy of the dealer network for the sale of cars. The algorithm presents the interaction of strategic and tactical planning systems, which allows tracking the implementation of strategic tasks in the implementation of tactical plans. Application of this algorithm made it possible to develop a strategy for the dealer network for the sale of cars. “Sadko Motors +” operating in the Transbaikal Region. The strategy is designed for the period from 2020 to 2023. The chosen strategy allows improving the performance of the network and ensuring a stable competitive position of car dealerships that are part of its dealer network

The article is relevant, since it provides an assessment of anti-corruption policy as a political process at the regional and local levels. Purpose of the article: to identify the stages of the political process on anti-corruption policy focused on the prevention of the negative consequences of corruption. The levels of the political process, as substantiated in the article, are associated with the development of socio-economic and political differences between regions. The identification of these levels is the scientific novelty of this study. In the modern period, there is a crisis of international relations, globalization and the strengthening of national trends, including in the dynamics of the development of political processes. The fight against terrorism, the COVID-19 epidemic, environmental problems, and anti-corruption policies are not united in a global perspective, but “disintegrate” into national apartments and become problems of individual countries, not the entire modern community. This is the specificity of the political process at the global and national levels. The article is devoted to the problems of managing economic security, and combating corruption of the Ministry of Internal Affairs of the Russian Federation for the Transbaikal Region (hereinafter UEBiPK UMVD of Russia for the Transbaikal Region), further which is part of the police. This organization is an operational subdivision that carries out, within its competence, operational-search activities directed against crimes in relation to state power, the interests of the civil service and service in local government bodies. The specificity of the activities of the UEBiPK UMVD of Russia for the Transbaikal Region is the identification and documentation of economic, corruption malfeasance, as well as the implementation of operational support for anti-corruption policy. Anti-corruption policy as a political process in the Transbaikal Region is unstable, taking into account the cross-border specifics and has four levels: detection, response, prevention and evaluation of effectiveness. This conclusion is a scientific achievement of the authors. In addition, the author analyzes the political stability that is necessary for the implementation of the anti-corruption policy of the Transbaikal Region. The main thrust of this policy is economic crimes committed using information and communication technologies. The article describes the effectiveness of anti-corruption policy in the Transbaikal Territory
