THE ROLE OF LOCAL PUBLIC ADMINISTRATION IN PREVENTING CRISIS SITUATIONSCrisis management is a specific area of public safety protection. Competent authorities in this area include on the one hand, Council of Ministers and on the other, territorial local authorities belonging both to local administration voivodes and local government district governors and municipal executive officers/town mayors/city presidents. The territorial local authorities play a critical role here as they are a specific structure set up for crisis management.

The paper investigates modern trends in the development of innovative systems in Russia. These trends are caused, on the one hand, by the lack of a clearly formulated concept of an innovation system, and, consequently, by the inability to determine the ways of its development, and by the active use of undeservedly forgotten program-target planning methods, on the other hand. A detailed analysis of various positions and statistical materials allowed us to prove that, contrary to the generally accepted opinion, the Russian model of public administration and financing of innovative activities has signs of cluster and state-corporate types. The article considers the existing approaches to the management of innovation and investment activities of organizations, which is aimed directly at reproduction processes, in particular, the reproduction of fixed capital. The authors substantiate the necessity of creating territorially grouped innovation systems, which is explained by the dependence of industries and sectors of the economy on each other on the technological principle and the need to create technological links between them to realize their potential advantages within the framework of the implementation and creation of innovative products.

The education system is organized in the form of cycles, each feeding the one following it with learners. They will continue their studies in the destination cycle, and their future will certainly depend, at least in part, on the quality of the skills acquired in the previous cycle. Given the divergences and disparities existing between the different cycles mainly due to the fact that each responds to its own design logic and in the absence of coordination between them, there is a huge lack of quality to gain at the interface of the cycles . The referral system that plays the role of supply service needs to be updated to strengthen educational quality, but it is not the only one. It is also necessary to help the orienting staff to assess the quality of the learners at its true value, to set up partnership links between the cycles to help each other in favor of quality, and to set up reception control systems at the entry of each cycle, supported by corrective and preventive measures.

This chapter examines the internal composition, internal powers, and internal procedures of the European Parliament, the European Council, and the Council of Ministers. It begins by looking at the role of the separation-of-powers principle in the European Union. Unlike the US Constitution, the EU Treaties do not discuss each institution within the context of one governmental function. Instead, each institution has ‘its’ article in the Treaty on European Union, whose first section then describes the combination of governmental functions in which it partakes. The European Treaties have thus ‘set up a system for distributing powers among different [Union] institutions’. And it is this conception of the separation-of-powers principle that informs Article 13(2) TEU. The provision is thus known as the principle of interinstitutional balance.

Obesity is one of the major social and health problems globally and often associated with various other pathological conditions. In addition to unregulated eating behaviour, circulating peptide-mediated hormonal secretion and signaling pathways play a critical role in food intake induced obesity. Amongst the many peptides involved in the regulation of food-seeking behaviour, somatostatin (SST) is the one which plays a determinant role in the complex process of appetite. SST is involved in the regulation of release and secretion of other peptides, neuronal integrity, and hormonal regulation. Based on past and recent studies, SST might serve as a bridge between central and peripheral tissues with a significant impact on obesity-associated with food intake behaviour and energy expenditure. Here, we present a comprehensive review describing the role of SST in the modulation of multiple central and peripheral signaling molecules. In addition, we highlight recent progress and contribution of SST and its receptors in food-seeking behaviour, obesity (orexigenic), and satiety (anorexigenic) associated pathways and mechanism.

AbstractResearch background: The development of business on a local level depends on a variety of factors, which as is often the case are shaped by the local authorities. An example of activities carried out by local governments in order to help develop businesses is the management of the spatial resources in a given municipality in such a way as to facilitate starting and developing companies.Purpose: The principal objective of this study has been to identify how local authorities and businessmen perceive the role of conditions associated with the municipality’s spatial policy in terms of starting and conducting a business.Research methodology: The research results rely on primary data acquired by conducting a survey based on a questionnaire designed by the authors.Results: The results permitted to demonstrate differences and similarities among the opinions of our respondents concerning factors linked to the spatial policy of a municipality that have an impact on decisions to set up and develop companies. Among the location factors, the most important ones, according to both local governments and businessmen, were the state of the local infrastructure, such as IT, transportation, communication, waterworks and sewers, power supply.Novelty: The confrontation of the replies provided by local authorities and by entrepreneurs concerns spatial policy, and the territorial scope of the research covering the whole of Poland, the different types of enterprises from various branches are the innovative element of the study.

THE ROLE OF LOCAL PUBLIC ADMINISTRATION IN PREPARING THE POPULATION TO SURVIVE IN CRISIS SITUATIONSThe aim of the article is to define the scope of activities of local public administration in preparing the population to survive in crisis situations. The research included an analysis of the provisions concerning the crisis situation, which are expressed in the Act on Crisis Management and the Act on Press Law. The research was conducted using the analytical and dogmatic method. The research has shown that activities of the local authorities cover information and ensure survival of the population. These activities are interrelated and can be distinguished as direct and indirect. Every person can take action in order to survive in the time of the crisis situation, taking into account the activities of the local authorities.

The Karnataka Vikas Grameena Bank is the one of the leading RRBs in Karnataka and has occupied an unique place in the multiagency approach applied to provide agricultural and rural credit in rural areas of Karnataka. </em><em>The KVG Bank has the front runner in catering to the needs of the farmers, traders, rural artisans, Professionals, self-employed, contractors and all other sections of the society.</em></p><p><em>In this paper an attempt is made to evaluate the role of the Karnataka Vikas Grameena Bank towards priority sector lending in Karnataka, through the parameters like disbursement of loan to various priority sectors like Agriculture, allied Activities, SSI units and Trade or Services. The study reported that,</em> <em>the KVG Bank has provided highest loan to agriculture as compare to other sector of the rural area and playing the significant role towards the development of agriculture sector. Further it is noted that the priority sector advances of the bank to allied activities is insignificant reflecting its utter negligence of allied activities.</em></p></div>

The main contents of the ethical norms of public administration are the supremacy of public welfare, harmful inaction, and careful use of power, social responsibility, equal competition and enhancement of trust. Contradiction is a philosophical category reflecting the unity of opposites within and between things, and is the core content of materialist dialectics. The main social contradiction is the one that occupies the core position and dominates the society. Administration itself is not the ultimate goal, it is a series of communication channels to convey people's needs and wishes, and to ensure that these needs and wishes can be reflected and considered through state control. Similarly, these channels also play the role of the government in conveying policies and implementing tasks to the people. Therefore, if these channels are to make positive and significant contributions to people-centered development, the role of administration must adapt to the social-cultural environment and tradition.

The role of local and central public administrations in promoting sustainable development and building up a better future for society is essential. In order to fulfill this mission, employees in public administration sector must engage in long life learning processes, for the purpose of developing skills such as: anticipation, interdisciplinarity, diversity of perspectives, working with incomplete or complex information, participation in sustainable development processes, cooperation, individual decision-making capacities, empathy, solidarity, and self-motivation. The Education for Sustainable Development as a component of lifelong learning is, in this light, of utmost importance. In this spirit, this paper investigates what is the Romanian public sector employees’ perception of long life learning as an essential premise of Education for Sustainable Development, by analysing on the one hand the degree of digital maturity of public institutions in Romania, and on the other hand the interest of employees in such institutions to engage in Education for Sustainable Development function of the following disjunct behavioural/emotional states: Disappointment, Conflicts, Satisfaction/Contentment, Doubt, Exhaustion, Attachment.

Glypican-3(GPC3) is a transmembrane protein which has been found to be frequently overexpressed on the surfaces of liver cancer (LC) cells, which contributes to both the growth and metastasis of LC cells. Recently, the expression of GPC3 has been reported to be inversely associated with glucose metabolism activity in LC patients, suggesting that GPC3 may play a role in the regulation of glucose metabolism in LC. However, the role of GPC3 in glucose metabolism reprogramming, as well as in LC cell growth and metastasis, is unknown. Here, we found that GPC3 significantly contributed to the reprogramming of glucose metabolism in LC cells. On the one hand, GPC3 enhanced the glycolysis of LC cells through upregulation of the glycolytic genes of Glut1, HK2, and LDH-A. On the other hand, GPC3 repressed mitochondrial respiration through downregulation of peroxisome proliferator-activated receptor-gamma coactivator 1-alpha (PGC-1α), which has been well known as a crucial regulator in mitochondrial biogenesis. Mechanistic investigations revealed that HIF-1α was involved in both GPC3-regulated upregulation of glycolytic genes of HK2, PKM2, and Glut1 and downregulation of mitochondrial biogenesis regulator PGC-1α in LC cells. Additionally, GPC3-regulated reprogramming of glucose metabolism played a critical role in the growth and metastasis of LC cells. Conclusion. Our findings demonstrate that GPC3 is a critical regulator of glucose metabolism reprogramming in LC cells, which provides a strong line of evidence for GPC3 as an important therapeutic target to normalize glucose metabolic aberrations responsible for LC progression.
