Setting up of an educational institution is not easy and requires a lot of regulatory formalities to be completed before opening and during its operations. If it is shut down within initial phase it is painful as well as legally difficult to close it, especially in India. It has been observed that a significant number of academic institutions of technical higher education have been shut down by the promoters due to lack of financial viability, lack of knowledge of about the business, poor management, and other social factors. The present study is an attempt to find out the reasons of mass failure of many technical higher education institutions and to suggest a unique financing model in order to ensure the quality of education and long-term benefit for the promoters by maintaining financial discipline.

Introduction: the problem of diagnostics of the quality of education at a higher education institution is becoming increasingly relevant in the conditions of the need to fulfill the criteria for the effectiveness of higher education institutions, the introduction of new generation standards in higher education institutions and the modernization of the educational program management system. Diagnostics of the quality of education is considered as an important process that ensures a steady position of the university in the educational services market, the  growth of indicators for the admission campaign,  the increase of reputational capital. Diagnostics of the quality of education makes it possible to identify significant factors in determining the prospects for the development of a university, having a significant impact on the performance indicators of a university and characterizing the results achieved and the resources used.Materials and Methods:the article discusses the system for the quality of education evaluation at Minin University, it describes its key components, reveals the elements of the diagnostic complex and their systemic interconnection. The characteristics of the elements of the diagnostic complex describes in detail the issue of improving the efficiency of the university in terms of the implementation of the management model of the main professional educational programs, the description of the diagnostic procedure for each category of participants in the educational process is presented.Results:the author describes the methodology and the main stages of diagnosing the quality of education at the university using the example of  Minin University, gives integrated assessment criteria and their relationship with other elements of the monitoring system and evaluating the quality of education at the university, lists the effects of introducing a comprehensive system for diagnosing the quality of educational activities.Discussion and Conclusions:in the final part of the article, the possibilities of further improving the system of assessment of the quality of education in the educational system of higher education are considered. Arguments about the need to further expand the range of issues raised by the diagnostic process are made; the ratio of the existing positions of the university to the requirements of the legislation is made.

Abstract. The purpose of the research is to determine government measures to form a mechanism toensure the formation of the quality of education in higher education institutions. Methods. In the course ofthe research, general scientific methods and approaches, a systematic approach, general logical researchmethods (analysis, synthesis, generalization, comparison) were used. Results. The article discusses key studies of the development of education in the country; in particular, attention paid to the processes of stateregulation of the activities of higher education institutions. On the basis of theoretical and methodologicalanalysis, a general scheme of the mechanism of state regulation of higher education is proposed, which consists of subject-objective, target, instrumental and information-analytical components. It was determined thatthe stimulation of educational institutions to continuously improve the quality and availability of educationalservices in accordance with the future needs of the labor market and the economy, the production of newservices occurs through partial regulation of these processes by the state. It has been proved that comprehensive legal, organizational, resource, information support for the development of the economy, employmentand social infrastructure capable of realizing the rights of education and development of the population, aswell as meeting the needs of various industries in qualified personnel, stimulating the demographic reproduction of the population directly depends on the quality of education in country, which is the basis for theformation of professional skills of each specialist. Practical meaning. Based on the analysis of the scientificworks of domestic scientists, as well as the practice of one of the universities, a system of indicators and keymeasures of the external system for ensuring the quality of education have been determined. Most educationalinstitutions in the country can use it by implementing in their practice those indicators to which this or thatinstitution responds. Prospects for further research. The results obtained determine the need for further assessment of the impact of other indicators for the implementation of a comprehensive assessment of theinternal and external system of education quality, which will help unify those indicators that will be mosteffective for a particular educational institution.

The article describes and analyzes the methodology of rating institutions of higher education according to the Times Higher Education. The most significant indicators are the total citation of scientific publications, scientific reputation of the university in certain areas and academic reputation of each higher educational institution, including research activities and the quality of education. Analyzed are programs of educational crediting of leading Russian banks. The main problems of education in Russia: insufficient equipment of educational institutions, the need for restructuring and the creation of an independent quality control, alignment of business conditions for state and non-state institutions. The possible solutions to these problems are suggested. They are attributed the development of specific criteria for equipment institutions, differentiated by the type of educational organizations and their activities. As part of financing of equipment organizations is making the cost of equipping of educational institutions according to normative per capita funding. Considered are positive and negative effects of restructuring of educational institutions. In particular, globalization different levels of education institutions. Identified are obligatory components of independent quality control systems of education. The criteria by which subsequently will be monitored the quality of education should be developed centrally, go through public debate and be adopted by an open vote among teachers, that is, direct executors. Analyzed and summarized the results of public opinions about the quality of education in Russia. Revealed is dissatisfaction with the education system in Russia by a large percentage of the respondents. The options of the implementation of network forms of education with the creation of specialized classes in the third stage of secondary school are stressed: in-depth study of certain basic general subjects, or an introduction to the core curriculum subjects of specific areas of training for bachelors.

An important aspect of the methodology of scientific research, that involves the study of foreign experience, its comparison and contrast, is the problem – how and in what forms it is possible to use / implement the learned experience. The expediency of applying to the experience of different countries, in our research – the Swedish experience in ensuring the quality of higher education – is beyond doubt. In the present circumstances, no developed country can afford to isolate itself from the international community. This fully applies to education. Investigating the problem of the quality of higher education, the analysis of normative documents regulating various areas of quality assessment category; foreign experience of this problem makes it possible to state that the quality of education is an urgent problem in many countries. Separate directions of the implementation of the experience of organizing the quality assurance system in Sweden in the practice of the work of domestic institutions of higher education are proposed in the article. The quality of education, as a pedagogical category, reflects the level of preparedness of educational institutions to provide educational services to different categories of the population. The author clearly describes the areas of creative application of the Swedish experience in quality assurance of higher education in in Ukraine, in particular: voluntary and motivational interest of each educational institution in conducting an independent expert assessment of quality; involvement of students in the evaluating the quality of higher education as an integral part of the higher education quality network; establishment of independent agencies evaluating the quality of higher education; the introduction of a single university test in institutions of higher education in Ukraine; the availability of necessary practical work experience (especially for students who study part-time or distance learning); the obligatory introduction of university rankings in the system of external quality evaluation. It is noted, that the indicated directions of implementation the Swedish experience are possible under the condition of implementation a number of tasks, which are formulated by the author in the article.

At the present stage of development of society, institutions of higher education (HEI) strive to occupy stable ranking positions among competitors at the national and global levels. Increasing competition in the field of education has led to the creation of mechanisms for assessing the activities of educational institutions. The assessment of the activities of the HEI should be carried out both at the state level and by independent expert institutions, taking into account the index of academic integrity, the index of the academic reputation of the HEI, the index of employers' satisfaction with university graduates, the achievements of the educational institution, the wishes of students, scientific, scientific and pedagogical workers. Such monitoring is carried out to assure students, administration and the state that the given HEI has a high level of expert assessment. In world practice, independent organizations are engaged in the development and implementation of methods for independent assessment of the quality of education, in particular the ratings of educational institutions, using the results of international comparative research in the field of education. For example, such information holdings, with the help of which world university rankings are formed: THE World University Rankings (an annual publication of university rankings according to the Times Higher Education magazine), QS World University Rankings (a global study and the accompanying ranking of the best higher educational institutions of world significance in terms of their achievements in the field of education and science Calculated according to the methodology of the British consulting company Quacquarelli Symonds (QS), The Academic Ranking of World Universities (affiliated with the Institute of Higher Education, Shanghai Jiaotong University). The indicator of high competitiveness of the HEI is confirmed by joining the international ranking and occupying positions close to the world's leading universities. The methodology for ranking holdings consists in calculating a rating by indicators that assess key criteria. Each indicator has its own percentage of the total score. These rating systems make a significant contribution to the quality of education in countries. With the help of these information holdings, the university can show its strengths in order to have a high rate of competitiveness among the HEIs and attract the attention of prospective students, their parents, scientific and pedagogical workers, teachers and employers.

AbstractDeveloping an academic career can be exciting, rewarding and stimulating. It can also be challenging, disheartening, and highly insecure. Results from a survey of Animal Studies (AS) scholars identifies reasons why pursuing a career in AS might generate additional challenges, over and above those experienced by academics generally. For example, 44 percent of respondents stated that in their view, undertaking research in AS “creates challenges for an academic career.” This is compared to just 16 percent who thought that it is an advantage. Yet despite the challenges, there is much that is positive about AS. Participants described being in “dialogue with clever colleagues,” viewed their work as “totally engaging,” and reported feeling “morally useful.” This in turn affords AS scholars an authenticity that may be of long-term benefit in the competitive and constantly transforming world of higher education.

In recent years, higher educational institutions of the Baltic countries have become more and more popular among Russian youth wishing to get higher education (or take a certain course of professional training) abroad. The article, covering the period before the onset of the coronavirus epidemic, highlights the education of Russian students in universities in Latvia, Lithuania and Estonia. It is noted that a significant part of the students from the Russian Federation come from the Russian regions bordering on the Baltic states. The appendix presents the opinions of Russian students about the learning process and the quality of education received in Latvian, Lithuanian and Estonian universities.

Distance learning is currently one of the most topical problems at the intersection of technical and pedagogical disciplines. The widespread introduction of distance learning in secondary and higher education has revealed a significant layer of problems that should be addressed by information technologies specialists, teachers, scientists, psychologists in cooperation with officials. The article discusses the main problems that arose during the transition to distance learning, the solution of which will raise the quality of education to a new level, including after the end of the new type of coronavirus pandemic. The authors highlight the organizational, technical and social problems in the process of organizing distance learning, the totality of which can be considered as a challenge to the education system.

The quality of education is influenced by the managerialization of the universities, which refers to the introduction of substantial changes in the decision-making processes of the academic institutions, and the application of renewed information systems along with new managerial methodologies to restructure the organisational strategic relationships with stakeholders. This paper proposes a questionnaire to assess the importance of facilities in universities according to their financial budget consumed value. Semi Structured Interviews were conducted with the heads of logistic and financial departments in Egyptian universities, twenty public universities and twenty-three private universities, in order to identify criteria for the most significant university's facilities and appealing infrastructure that contributes to the quality of education.

To determine the quality of teacher performance, an educational institution must conduct a process of evaluating the performance of its teachers. MTsS YASPI College Foundation Labuhan Deli is one of the educational institutions that always improves the quality of education in schools. Teacher performance appraisal at Labuhan Deli YASPI schools is still done conventionally, so there are many assessment criteria and it takes a long time to evaluate the teacher's performance. This study aims to optimize the teacher performance appraisal process to be faster and more precise. The method used is Profile Matching. The results of this study can determine the teacher's performance more precisely by 100%. So that this research can be recommended as an appropriate system in evaluating teacher performance in schools
