Tambov Governorate Library and the development of librarianship in Tambov in 1920–1937

We consider the stage of development of library business in the Tambov region during the formation of Soviet power. We describe the systematization in the funds of state and trade union libraries of books nationalized from private collections, the reconstruction and expansion of the network of local (district and sub-district) libraries, reading rooms, mobile libraries that contributed to educational work among the population of the region. The activities of the new government on administrative regulation of the system of relations between libraries, libraries with other cultural and educational institutions and local authorities are studied. The work shows the activities of the management of the Central Governorate Library (CGL) to improve labor discipline, the level of education and political literacy of librarians. We describe the management of the Central Governorate Library and its policy of hiring employees, the fight against the manifestation of per-sonal conflicts of librarians in the workplace, the theft of books and careless attitude towards them. Mass events that were practiced along with the distribution of books in the library are considered: meetings of political education, excursions for pioneer children, atheistic anti-religious evenings. We describe the creation of children’s and youth departments that contributed to the development of education. It is shown that the library staff created a developed system of libraries in the region, which allowed to meet the cultural needs of the population.

The article analyzes the problem of forming patriotism and citizenship during the period of students ’ education in higher educational institutions. Educational work is considered as an integral part of the educational activity of a higher educational institution. The goals and objectives of legal and civil patriotic education, its role in the formation of a fullfledged citizen and patriot of their country are formulated. The article reveals the successful experience of individual educational institutions in organizing mass events of a civil-patriotic orientation among students, as well as the difficulties and problems in conducting them. Special attention is paid to the experience of the Kazan National Research Technological University.

The Subject: Organization of entertainment practices for students’ youth at higher educational institutions. Summary. The article deals with the analysis of the peculiarities of organization of entertainment practices of students youth at the institutions of higher education. It is noted that proper organization of entertainment of those who get higher education is an important task at today’s stage of development of the contemporary society. Attention is paid to the fact that higher educational institutions are to become one of the principal subjects of organization of students’ living space, not only at tuition time but also during free time. Students do need some qualitative and meaningful leisure, oriented, first and foremost at personal and professional development of youthАbstract. Introduction. Organization of educational and tuition process at higher school must correspond to the requirement of time, as well as the requirements and needs of the students. Both organization of the process of tuition at higher school and how students spend their free time acquire some importance. The task of higher educational institutions is to set up such entertainment practice for their students, which will develop personality and promote the required professional competences, increasing the level of youth competitive strength on the contemporary labour market. Analysis of publications. A lot of investigations may be found in pedagogics, devoted to youth education at higher educational institutions, particularly, the works by such scholars, as G. Averyanov, B. Vulfov, A.Davidyuk, R.Kapralov, A Nikitin , to name but a few. At the same time the system of development of entertainment practices within the framework of educational work at higher educational institutions is yet to be theoretically and technologically substantiated. Purpose. The objective of the work is to analyze the peculiarities of social and educational work in respect of forming various entertainment practices for students’ youth, including those for volunteers at higher educational institutions. Results. Students’ youth is a special social and demographic group. Entertainment time of this group is very often dedicated to an intercourse in youth groups, companies of the same age, or in social network. Negative revelations, occuring in the domain of entertainment often happen due to its bad organization, hence, the need to define the ways of regulating the leisure sphere of youth activity. According to the results of the social research “The city as students see it”, performed at Priazovskyi State Technical University SHEI in November 2017 the students need qualitative and meaningful leisure, with orientation on personal and professional development of the younger generation. So, the activities of higher educational institutions in this direction seem to be of special importance. The university spares no efforts for its students to be able to spend their free time being busy with some useful and interesting matters, including those, connected with volunteers’ movement. Conclusions. The contemporary conditions of the society’s development require implementation of new forms of educational activity at higher educational institutions. Volunteering could be one of such forms. Such activities allow generating some important traits, like tolerance, humanism, activity, initiative and creativity in students’ youth. Still, it can be realized only in case of correctly organized and controlled process. Volunteers’ activity and other entertainment practices of students’ youth ought to be organized and managed by the educational institution within the framework of fulfillment of the plan of educational work.

The dynamics of several demographic indicators of Russia - child and teenage cohorts in 1970-2000, life expectancy in 1995-2000, migration flows among federal districts in the period between two censuses of 1989 and 2002 - are considered in the article. The author puts forward the hypothesis about the influence of these indicators on the level of education in narrow and broad senses - in educational institutions and the society as a whole. He estimates the perspectives of regional higher educational institutions under conditions of absence of plan distribution of graduates and the double cyclical fall in the number of high school graduates. The agenda for the development of a two-stage system of higher education corresponding with international integration processes is formulated.

The article is aimed at making an outline of the revival process experienced by professional Ukrainian blacksmithing art, development of which resumed in the 1970s, after an imposed pause that had lasted for over half a century. The facts from the history of development and further evolution of blacksmithing are publicized, as well as the reasons that caused almost complete distinction of traditional blacksmithing handicraft and professional blacksmithing art as a result of suppression by the Soviet power. The objective of the research is a real-time coverage of the stages of revival of blacksmithing craft, art, and education. Extermination of the traditional blacksmithing education that existed in Ukraine since the 16th century and up till 1917 took its toll. Young blacksmiths were trained in the forges where they worked as assistants. The first departments of artistic blacksmithing were established in the colleges, technical schools, institutes, and academies only in the late 1980s. Lack of specialized education was a drawback for Ukrainian blacksmithing comparing to the European states where there was no gap in training practice. In the article, the most well-known modern Ukrainian blacksmithing educational institutions are analyzed on the basis of historical method, chronological and cultural approaches.

Unity is one of the fundamental tools for social security in human life and Islamic Educational institutions in Cameroon are not excluded. The present study aimed at identifying the main roles and Educational needs of Islamic Educational institutions in Cameroon in bringing about Intellectual unity. The descriptive analytical approach was used as a research methodology. The research has come up with the following findings: The spread of misconceptions among individuals is the main cause of weak and limited results of educational work. Due to this, the relationship between those institutions and the society in its formal framework remains negative. The Islamic Educational institutions in Cameroon have been playing an important role in the service of religion and society in order to preserve peace and unity, but despite its tangible achievements they still face challenges in some aspect, such as academic challenges, scientific developments, and Educational supervision, which were identified as obstacle to functional integration. In conclusion, it is recommended to develop a strategic and effective programs in which all the Islamic Educational institutions of Cameroon are involved in order to erase the misconceptions causing intellectual disunity. These should involve dissemination of pure Islamic values, modern technical and professional educational courses, besides promoting solidarity, religious and cultural cohesion in order to address the diverse challenges of the enemies of religion and society.

Анализируется современное состояние профессионального образования, которое рассматривается как социальный феномен. Представлены характеристики профессионального образования как составляющей образовательной системы. Отмечается, что современное состояние профессионального образования находится на уровне модернизации в пользу использования инновационных образовательных технологий. Акцентируется внимание на главной тенденции современного профессионального образования – его цифровизации. Ситуация, вызванная COVID-19, привела к тому, что образовательные учреждения были вынуждены перейти на новые форматы обучения (дистанционное и онлайн-обучение). Основными факторами, повлиявшими на данную ситуацию, названы пандемия COVID-19, накопленный международный опыт, современные потребности общества и рыночной экономики. Несмотря на технологические и организационные трудности, выработаны общие подходы к профессиональному обучению дистанционно и онлайн, создана база образовательного контента. The article analyzes the current state of vocational education. Vocational education is considered as a social phenomenon. The characteristics of vocational education as a component of the educational system at the present stage of development are presented. It is noted that the current state of vocational education is at the level of modernization in favor of the use of innovative educational technologies. Attention is focused on the main trend of modern professional education – its digitalization. Integration of the Russian vocational education system into the world educational system is one of the priorities of the state educational policy. It is noted that the basis of modern vocational education is at the level of modernization in favor of the use of innovative educational technologies. The principles underlying modern education are highlighted: continuity, practice-orientedness, integration, continuous professional development, learning “online + offline. The situation caused by the coronavirus COVID-19 led to the fact that educational institutions were forced to switch to new formats of education (distance and online learning). The main factors that influenced this situation are the COVID-19 pandemic, the accumulated international experience, the modern needs of society and the market economy. It is noted that, despite the technological and organizational difficulties, common approaches to professional training remotely and online were developed, a database of educational content was created.

The article shows the difficulties and risks that arise when implementing the HACCP system in Russian enterprises of the food industry. An expert group of specialists of different profiles and competencies identified the risks using the brainstorming method. An analysis of the risks that arise during the development and implementation of a food safety system based on the principles of HACCP showed that according to the source of occurrence, they are divided into two groups: external and internal. External risks include the risks posed by the state, which, according to experts, are the most significant. These include: poor educational work; lack of explanatory materials on the preparation and implementation of the system; lack of harmonization of HACCP requirements with the regulatory framework of the Russian Federation; complex terminology, complex presentation of information, etc. Internal risks include risks from the management and personnel of catering enterprises: a formal approach to the creation and implementation of the system, a low level of education for linear personnel, an imperfect incentive system, non-compliance with discipline in maintaining records and documents of the system, etc. The article describes actions to minimize the identified types of risks.
