The purpose of the establishment of the Republic of Indonesia is to protect and realize the welfare of citizens. Therefore, the main responsibility of the government is to provide protection and guarantee to every citizen to get a job and a decent living for humanity. Limitations of domestic employment, as well as the public's desire to work overseas, should be responded positively by the government, by formulating regulations both at the central and regional levels. This study will examine the roles and responsibilities of local governments as an effort the law protection against Indonesian Migrant Worker working abroad.This research is a normative legal research with approach of legislation and concept approach and analyzed qualitatively to give perspective on legal issue to the object of this research study. The results show that the responsibility of local government, especially in the pre-placement, post-placement, and empowerment phase of placement of migrant workers, while the placement of migrant workers is the responsibility of the central government. Implementation of local government responsibilities should be supported by regulations established by local governments.

Introduction. The article presents the results of a study of communication in the system of local self-government of the Republic of Tatarstan as a subject of the Russian Federation conducted by the authors in November – December 2019. The study included a survey of representatives of regional media and press services of local authorities of the Republic of Tatarstan in order to determine the model of communication in the local government system and the role of PR-activities in the regulation of social interaction in the region. Methods and materials. The main method of studying was the method of expert survey. The authors developed a questionnaire, which was used during an interview with experts. When choosing an expert – a media representative for the interview – the authors took into account three factors: the rating of the represented media, the experience of the respondent in the regional media (at least five years) and the authority to make a key decision on the publication of the material. In order to identify the experts who are representatives of local self-government bodies, the authors of the article determined the following criteria: implementation of information and analytical activities in the structure of local self-government bodies, at least 5 years of experience as a head of a structural unit (public relations / media relations department) of local self-government bodies. Analysis. The analysis showed that the development of social media accelerates the process of establishing a two-way model of communication between the government and the public. Social media have become a full-fledged source of information both for the journalistic community and for the press services of local governments. Moreover, with the help of the content posted in posts on official accounts on social networks, local governments can attract residents of the municipal territory to participate in solving local issues. Constant monitoring, responding to comments, tracking negative content on social media are becoming everyday practices in the work of press services. Results. The results of the study indicate that over the past decade in the Russian Federation the necessary prerequisites have been formed for the formation of a bilateral symmetrical model of communication between local authorities and the population. This model is aimed at providing effective feedback that allows the local government to quickly respond to the aspirations and needs of the population, monitor their dynamics, constantly monitor the attitude and assessments of citizens of decisions made on the development of the city or region.

Pemerintah pusat memberikan kewenangan kepada pemerintah daerah untuk mengelola keuangan daerah untuk menangani covid-19 di daerah masing-masing. Permasalahan yang diangkat Pertama, bagaimana hubungan Pemerintah Pusat dan Pemerintah Daerah dalam pengelolaan keuangan untuk penanganan pandemi Covid-19? Kedua, Apa peran Pemerintah Daerah dalam pengelolaan keuangan daerah untuk penanganan pandemi Covid-19? Menggunakan metode penelitian yuridis normatif dengan pendekatan perundang-undangan dan pendekatan konsep. The focus of this research study includes the influence of local government actions, leverage, weaknesses in the internal control system, and audit findings (Republic of Indonesia Supreme Audit Agency) both partially and simultaneously on the implementation performance of provincial governments in Indonesia for the 2015-2016 period. Partially, the size of local government has a positive and significant influence on the performance of local governments. Leverage, weaknesses in the internal control system and findings of the Board of Audit of the Republic of Indonesia do not have a significant effect on the performance of local governments. Simultaneously, the size of local government, leverage, weaknesses of the internal control system, and findings of the Board of Audit of the Republic of Indonesia have a significant influence on the performance of local governments with a contribution of the R square effect of 21.29. %.

Abstract The fishing port as the basis for the capture fisheries sector has a very important role in the national economy. Since the inauguration in 2016 until now, Untia Makassar Fishing Port has not shown an increase in activity as expected. This research objective is to make an inventory of the regulations related to the Untia Fishery Port Management Policies and how is the implementation of the Untia Fishery Port Management Policies. This research uses a descriptive method with a qualitative approach. The sampling technique used was purposive sampling. The method of data collection is done by interview, participatory observation, documentation, and questionnaire. The results show that the Decree of the Minister of Marine Affairs and Fisheries of the Republic of Indonesia Number 74 / KEPMEN-KP / 2016 concerning the Management of Untia Fishery Ports has not succeeded in becoming a tool in increasing fisheries activities. Therefore, it is necessary to coordinate immediately with the Ministry of Administrative Reform - Bureaucratic Reform (Kemenpan-RB) so that the nomenclature of Untia fishery port managers can be immediately determined so that additional human resources and budgeting resources can be added. The efforts must be made so that policy implementation can be maximized in the community, namely (1) local government support for the initiation of the 30 GT ship to facilitate it to the fishery port for use and (2) local government support in the form of regulations for industrial entrepreneurs both in the ship supply industry as well as the marketing and distribution of fishery products to grow the fishery industry at the port of Untia.

Many problems faced by Indonesian migrant workers and a comprehensive protection are the reason for the government to ratify Law No. 18 year 2017, The Protection of Indonesian Migrant Workers. The regulation provides protection by not only the central government, local government but also village government. It is expected to provide protection in pre-departure stage, during or after placement. The existence of village of migrant workers which has protection for migrant workers by: doing procedural administration, strengthening migrant workers’ rights, empowering migrant workers. The strengthening of the rights of migrant workers is done by conducting socialization, training of case and studying the regulations of the destination country. By strengthening the rights of migrant workers, it is expected that migrant workers understand their rights, know what they are doing when they are experiencing problems and understand the rules. It is expected that with a pre-procedural placement process and readiness to understand the rights of migrant workers, it can prevent the occurrence of cases while working in the destination country.

Natuna regency is a rich area of natural resource products, but still includes underdeveloped areas in Riau Islands Province. Local governments have to make fundamental changes in building the infrastructure aspects, economic, and human resources to eliminate underdevelopment and reduce dependency on central government. The aims of this research are: (1). to evaluate the effectiveness and stakeholders’ perception of the CD program, in terms of participation and partnership; and (2) to formulate a strategy for synergizing the CD Program of Star Energy with the local government’s development program. The analytical methods that are used in this research are descriptive analysis and SWOT analysis. This research was undertaken in Palmatak Sub District and Siantan Sub District of Natuna District of Kepulauan Riau Province, from June until October, 2008. The results indicated that the government stakeholders perceived that the participation of the CD program’s beneficiaries was adequate, and that the partnership between Star Energy and the local government was inadequate. The result of SWOT analysis suggested that Star Energy needs to focus its CD program on sustainable activities, such as economic development and education programs. The strategy for increasing synergy with the local development programs is to intensify communication between the company and the local government through the formation of community development partnership forum.Keywords: Community Development (CD), Effectiveness, Policy Strategy

The budgeting process is central to every administration be it the central government, local governments and the private sector because financial control is perhaps the most effective coordination tool. The scope and nature of government operations as a whole are determined by the allocations for the various programs. In fact, human nature has never been proven compared to when humans struggle to get a larger than usual share of the funds. This paper examines budgeting at the local government level, its preparation, problems and prospects. The study found that there was a wide gap between the budget plan and its implementation which resulted in the failure to fulfill political promises and the increasingly high expectations of society. The widespread dissatisfaction of the masses with the local government contributed greatly to the slow pace of local community development. This paper makes several recommendations that will reduce the incidence of budget deficits in the Government.

Large-scale Social Limitation (hereinafter referred to as PSBB) is one form of concern. The government and local governments are Pendemic throughout Indonesia and the world, namely Pandemic Corona Virus Disease (Covid-19). Bogor Regency, which is one of the buffer cities of the Republic of Indonesia, is an area that is quite vulnerable in spreading the Corona virus. Why? because many DKI Jakarta employees / laborers live in Bogor Regency, whose mobility is very high. With the birth of Regent Regulation No. 16 of 2020 concerning Implementation of Large- Scale Social Restrictions in Handling COVID-19 in order to conserve the use of Covid 19. The purpose of this study is to analyze the Implementation of Large Scale Social Limitation Policies in the Government of Bogor Regency. This research method uses Qualitative Methods with Literature Study research methods. (Huberman, Miles, 1994). The technique of inviting data is by searching Scientific Journals, Online Mass Media, Legislation and Books. The technique to determine Online Media by Pusposive, while for data analysis using Nvivo 12 Plus. Test the validity of the data by testing the data source. The results of the study show that the implementation of the Large-Scale Social Limitation Policy in the Bogor District Government has not yet proceeded, starting from the clash of authority between the Central Government and the Regional Government so that it cannot make improvements, and many more are in accordance with the provisions of Covid-19 and its distribution. AbstractBecoming an Indonesian Migrant Worker is one solution to reduce unemployment at home. But this has instead become a new problem. This relates to the lack of protection from the government due to the lack of coordination between the government and the private sector as a party that bridges Indonesian Migrant Workers and Employers. This is because of the many problems in the Placement Agreement. This is also because the Laws that have been made by the Central Government do not immediately have new implementation rules in accordance with what was promised. The purpose of this research is to find out and analyze what sanctions will be obtained by the Indonesian Migrant Worker Placement Company if the Placement Agreement is not carried out also whether it is permissible if Indonesian Migrant Workers can work if it is not in accordance with their placement. Hal ini dikarenakan banyaknya masalah dalam Perjanjian Penempatan. Hal ini juga dikarenakan Undang-Undang yang sudah dibuat oleh Pemerintah Pusat tidak segera memiliki aturan pelaksanaan yang baru sesuai dengan yang diperjanjikan. Tujuan dari penelitian ini adalah untuk mengetahui dan menganalisis sanksi apa yang akan didapatkan oleh pihak Perusahaan Penempatan Pekerja Migran Indonesia apabila Perjanjian Penempatan tidak dilaksanakan, juga apakah diperbolehkan apabila Pekerja Migran Indonesia dapat bekerja jika tidak sesuai dengan penempatannya. Untuk menjawab permasalahan tersebut, penulis menggunakan penelitian hukum dengan Pendekatan Konseptual (Conceptual Approach), dan Pendekatan Kasus (Case Approach), dan Studi Kasus (Case Study).Kata Kunci: Pekerja Migran Indonesia; Perusahaan Penempatan Pekerja Migran Indonesia; Perjanjian Penempatan.

The current administration of the Republic of the Philippines is seen as an ardent advocate of federalism. This research study purports to explore the appreciation and understanding of the youth – specifically the Liberal Arts students in higher educational institutions who have the knowledge on the government forms, laws, and history of our system of government as regards a possible shift in the system of government. This study utilized descriptive qualitative design through Collaizi’s method of data analysis. Findings show that informants having perceived the possible shift on the system of government of the Philippines, have led to three clustered themes namely: (1) federalism defined, (2) benefits of federalism, and, (3) possible challenges during the transition period. Moreover, it is concluded that informants defined federalism as a system of government where powers are being decentralized to the local government and the latter being independent from the national / central government. Standardized local legislation, increased economic status, and responsive local government were identified as the benefits of federalism. Lack of proper knowledge, constitutional proceedings and amendments, and, costly and time-consuming were cited as the possible challenges during the transition period on the shift in our system of government. We suggest that, in order to actualize federalism, there is a need to enhance governance capabilities through transparency and accountability and a clearer definition of local autonomy should be observed.
