Background of the study: The requirement of Archivists (archivist and records manager) in Indonesia is not equal to the quantity of graduates produced by educational institutions. In addition 4.0 with the educational requirements and the needs of stakeholders who want graduates from the archival field at the highest level should be accommodated. Therefore, educational institutions are forefront in developing archival science.Purpose: This study aims to find out how the responsibility of educational institutions in developing the knowledge of the field of archives in Indonesia in the era of information technologyMethod: This study uses descriptive qualitative, interviews, and literature studies.Findings: This study discusses the Efforts of educational institutions to improve the archival science by establishing a higher education program through the mindset of building and synergy with other elements. In addition, educational institution has responsibility in the archival field in Realizing the archival sense.Conclusion: Archival science more interpreted in a theoretical structure that supports the activities of archival practical, rather than academic disciplines. If the method is applied science, the science of archives will tend to be highly empirical making it a descriptive science. This tendency will make archival science seeks only to gather facts and less attention to the development of the concept as well as demanded by the development of science through a study. To develop scientific archives in Indonesia, the necessary synergy between archival institutions, archival professional associations, educational institutions allied, as well as among students in educational institutions. This must be done with the agreement in the field of archives that apply universally to realize the creation of the organization of archives in Indonesia better.

Problem setting. Leasing out property that is involved in educational, academic, training and production, scientific activities by the public institutions of higher education often leads to violation of the rights of other participants in educational activities. They are sure to be a result of violating the limits, established by the current legislation, of exercising the rights to leasing out property by the public institutions of higher educational. Analysis of recent researches and publications. The issues of state property lease have been studied by many scholars. Basic research in this area has been conducted by I. Spasibo-Fatieieva, O. Lipetsker, Ye.Kazarenko, V. Steshenko, M. Pronina, S. Puhinsky, T. Potapenkova, Yu.Basin, D. levenson, N. Khashchivska, N. Milovska and other scientists. Target of research. The aim of the paper is a comprehensive study and analysis of the limits of exercising the rights by the public institutions of higher education to leasing out their own property. To achieve this goal the following tasks should be solved: 1) to define the limits of exercising the rights by the public institutions of higher education to leasing out their own property; 2) to determine the legal consequences of concluding lease agreements by the public higher educational institutions in violation of current legislation. Article’s main body. The article conducts a general study and analysis of the right of the public institutions of higher education to lease property. The author emphasizes that public higher educational institutions have the right to lease out only real estate and other individually identified property. The legal consequences of concluding lease agreements by public higher educational institutions in violation of the current legislation have been studied. Conclusions and prospects for the development. Summarizing the results of the study we can formulate the following conclusions. The public institutions of higher education have the right to lease out real estate and other individually determined property in the manner prescribed by law and subject to statutory restrictions (without the right of redemption and sublease, when it does not worsen the social and living conditions of persons studying or working in the educational institution). While leasing the property, the public higher educational institution realizes primarily their own property interests, at the same time, indirectly realizing the property interests of the state. If the lease agreement of real estate and other individually determined property of higher educational institutions is recognized as invalid, it may be recognized as invalid only for the future.

Introduction. Higher education has been constantly upgrading, competition in the educational services market is intensifying in recent years. This leads to an increase in the role of marketing in the activities of higher education institutions. It is necessary to constantly look for new ways to improve the efficiency of the management of higher education institutions. Such an opportunity exists only with the constant use of marketing and the improvement of its tools. In connection with the mentioned, important and actual tasks of the present time is research and improvement of the methodology of developing an advertising campaign of higher education institutions in order to enable educational institutions to overcome existing problems in their marketing activities and develop this trend in the future. Methods. Commonly used methods of research are used in the course of the research: dialectic, monographic method, abstract and logical, method of scientific generalization, and specific methods of statistical processing of information. Results. The article deals with the general situation on the domestic market of educational services. The specifics of advertising activity of educational institutions are revealed, in particular, the necessity to study this issue, due to its urgency and lack of elaboration, is substantiated. Advertising activity is considered as a necessary condition and factor of sustainability, the competitiveness of the educational institution and its success in the education market. It is indicated on the preconditions of reorientation of priorities of educational activity into the sphere of improvement of marketing activity and advertising process of an educational institution, as well as tasks, which should carry out advertising activity in the field of educational services. Discussion. Further research is planned to be carried out in order to assess the effectiveness of the use of modern marketing tools by higher education institutions. We consider the issues of ensuring personal safety measures for cadets and students of educational institutions of higher education of the system of the Ministry of Internal Affairs of Russia during practical classes in academic disciplines of Tactical and Special Training Department. The significance and importance of observing personal safety measures in the preparation of cadets and students are shown. The main measures aimed at ensuring the personal safety of cadets (students) during practical classes in academic disciplines of Tactical and Special Training Department are highlighted. The training program for cadets and students of an educational institution of higher education of the system of the Ministry of Internal Affairs of Russia has a capacious system of directions. Of course, tactical and special training plays an important role in this system. The proper provision of measures for the personal safety of students can have a fruitful effect on the proper training of cadets and students in the disciplines of Tactical and Special Training Department.

Behavioural economics have become hot topic in research and debate in last few decades. In the context of behavioural economics, it is possible to summarize resemblances and create a system based on predication and regularities of errors, by analysing consumer’s behaviour, which allows to solve issues of future process development. In paper “Applying behavioural economics in education: study of undergraduate practices of selecting educational institutions” the authors identify key factors which influence undergraduates to choose higher education institution. The purpose of this paper is therefore to identify key elements of the behavioural economics that can be used to influence undergraduate selection development in favour of higher education institution. Additionally, within the framework of the study are applied insights of behaviour economics, which help guidance general understanding of undergraduate decision making. Particularly focusing on heuristics, that undergraduates are using to ease the complexity of decision making, which can lead to systematic errors and bias. This study per se synopsizes the definite findings of developing behavioural economics, which allows to apply this knowledge to study undergraduate choice in selecting higher educational institution. In this study were used numerous methods, including literature review, interviews with representatives of higher education and behavioural economics experts and surveying undergraduates.

The article provides a classification of pedagogical conditions of realization of inclusive education in the higher education system and their analysis in six universities in Moscow. The study involved 212 students from 1 to 4 year studying in different majors and levels of training. The study was conducted by surveying. To study the teaching conditions two groups were identified in a contingent of students: students with disabilities, and without deviations in health. For the analysis of the data we used correlation and factor analysis. The results of the study confirmed the theoretical structure of the classification and showed differences in the estimates of pedagogical conditions of implementation of inclusive education of students with disabilities, and without them. The theoretical framework for the analysis and classification can be used in practice for the study of pedagogical conditions of implementation of inclusive education in educational institutions of different tupes.

The article discusses the formation of legislation on higher education in Russia. The sphere of education is the most important condition for the spiritual, professional formation and development of the individual, the social well-being of society, political and economic formation of the state. An analysis of the historical and legal experience of regulating public relations is a prerequisite for building modern legislation in the field of education. The relevance of the study of the Russian features of legislation on higher education of the XVII-XVIII centuries is that modern social relations in the field of education are not fully regulated. This is evidenced by a range of legal problems. Particular attention should be paid to the legislative regulation of certain powers of participants in public relations in the field of higher education, by-law legal regulation, as well as the implementation of certain legal norms of the Federal Law of 29.12.2012 № 273-FZ. The need to resolve these problems updates the relevance of theoretical problems. The answer to the above questions is an analysis of the historical foundations of Russian legislation on higher education. In the pre-revolutionary Russia, sufficient experience in managing higher education, as well as regulating relevant social relations was in place. The completeness of the study of the subject of public relations in the field of education in the historical context is closely related to the analysis of the activities of Russian universities. The article considers the reasons for the appearance of educational institutions in Russia. The first domestic educational institutions appeared at the end of the 18th century - at a historical moment when the expansion of Western European ideas for organizing university education reached the Russian state. Russia had an urgent need to train specialists in the field of public administration - officials, theologians - to strengthen the Orthodox faith, teachers - to educate and promote morality. The authorization of the first regulatory and legal sources in the field of higher education was associated with attempts to create the Slavic-Greek-Latin Academy in Moscow. The revival of the ideas of education in Russia objec'tively accelerated the process of creating domestic educational institutions. The further development of legislation on higher education is associated with the implementation of new ideas about the establishment of universities under Empress Elizabeth Petrovna and Catherine the Great . In the final part of the work, it is noted that in connection with the creation of the first educational institution in Russia, the first normative legal act regulating legal relations in the field of higher education is published - "Privilege for the Academy." During the XVII-XVIII centuries Russian legislation on higher education contained personal regulatory legal acts. They were strictly targeted and regulated the activities of the educational institution, its officials, teachers, students, as well as other participants in academic social relations.

The article deals with the creation of unified information-educational environment of an educational institution, requirements to it, the organization of the educational process based on it, as well as all its constituent parts presented in an educational institution. A promising field of research of the problem of information technologies usage in students' learning activities can become the experimental study of the beliefs of students, scientific-pedagogical and pedagogical staff of higher education institutions on e-learning tools and their application in the educational environment. Moreover, it is worthwhile to mention that the problem of effective use of modern ICT disciplines is studied by many professors of higher educational institutions. However, its incorrect usage leads to the substitution of the learning objectives. Nowadays it is possible to reduce the educational process in universities not only by knowledge mastering, but also teaching students to learn and apply their new knowledge and information as effective, as it is possible. Numerous theoretical and practical research characteristics of the information technology in the students’ educational process claim that this approach is a response to students’ social demands and needs, since it contributes to the formation of professional competence of future professionals. One of the most important factors that significantly effects the quality of education is the usage of modern information technologies. Modern graduate students should have special professional tools and solve working problems, using information systems. Thus, the introduction of innovative information technologies in higher educational institutions enables future professionals to expand their potential abilities and encourages active learning.

The article describes the humanistic paradigm of Ivan Ziaziun on the harmonious synthesis of art and pedagogy in teacher training. In particular, the philosophical and pedagogical and organizational and managerial ideas of a scientist- philosopher and teacher, a long-time rector of Poltava V. G. Korolenko State Pedagogical Institute have been discovered. Pedagogy of humanity of Academician I.   Ziaziun through the system of professional training in Poltava V. G. Korolenko State Pedagogical Institute – the formation of a person, the formation of a strategy for person’s development and self-development, the basis of which is the value-semantic constituency of a man have been estimated from the diachronic-synchronous positions. A significant feature in the research is given to the ideas of the personal subject-subject and environment approaches to the training of the future teacher, the idea of forming the image of a higher educational institution as a leader of the region, self-management and autonomy of higher education institutions. Moreover, the system of professional training (careful selection and individual work with young people who show a tendency to pedagogical activity) through the establishment (on the initiative and with the direct participation of Ivan Ziaziun) a comprehensive target program «Teacher» (School – teacher – school), and its implementation into schools with the help of introduction of an optional course «Young teacher», with the help of selecting institutions that interviewed university entrants, and recommended those who are capable to study in higher educational institutions. The constituents of Ivan Ziaziun's humanistic conception are presented in the projection on the basis of the continuity of education postulates: formal, nonformal, and informal. In this aspect, the following priorities were determined such as training at Poltava Pedagogical Institute, first of all through the introduction of the special course «Fundamentals of Pedagogical Teaching Excellence», the opening of blended majors, additional qualifications at the Faculty of Public Professions, through the development of informal artistic and educational activities in higher education, which has its contemporary creative sustainable development. Exclusive attention was paid to Poltava Pedagogical Institute as a leader of higher educational institutions during the rectorship of Ivan Ziaziun and the rector himself.

ABSTRAK Sebagai salah satu lembaga pendidikan yang diberikan tugas untuk mewujudkan tujuan pendidikan nasional, suatu pendidikan tinggi harus menjalankan perannya dengan baik. Komponen dalam perencanaan yang strategis paling tidak terdiri dari informasi tata letak bangunan. Pada institusi pendidikan sering kita dapati media informasi tata letak bangunan dengan bentuk standar persegi sehingga hal ini kurang mengundang perhatian orang untuk melihat media tersebut pada suatu intitusi pendidikan tersebut. Politeknik Negeri Samarinda sebagai institusi pendidikan mempunyai gedung Direktorat sebagai tempat untuk melakukan berbagai aktivitas yang berkaitan dengan kegiatan yang memiliki maket Politeknik Negeri Samarinda sebagai media informasi mengenai tata letak bangunan dari Politeknik Negeri Samarinda yang dapat dibaca oleh civitas akademika Politeknik Negeri Samarinda. Maket yang ada di Direktorat masih terdapat kekurangan. Hal itu dapat terlihat dari bentuk desain yang standar persegi. Bentuknya yang tidak estetis memiliki kekurangan yaitu terdapat sudut tajam pada bagian maket seringkali tak sengaja melukai para pengguna. Selain itu, selama ini maket yang ada di Direktorat Politeknik Negeri Samarinda tidak memiliki fungsi lain. Papan infografik yang didesain sesuai kebutuhan dan mempunyai fungsi tambahan sebagai tempat brosur sehingga lebih efektif digunakan karena lebih fungsional, lebih tahan lama dan dapat menarik minat pembaca. Components in strategic planning at least consist of building layout information. In educational institutions we often find the medium of building layout information with a standard square form so that it is less inviting people's attention to see the media on an educational institution. State Polytechnic Samarinda as an educational institution has a building Directorate as a place to perform various activities related to activities that have a maket State Polytechnic Samarinda as a medium of information about the layout of the building of State Polytechnic Samarinda which can be read by the civitas academica State Polytechnic Samarinda. The maket in the Directorate still lacks. It can be seen from the standard square design form. The aesthetic form has a deficiency that there is a sharp angle on the part of the model often unintentionally injure the users. In addition, so far the existing model in the Directorate of State Polytechnic Samarinda has no other functions. From these backgrounds, it is necessary to design the infographic board that is designed as needed and has an additional function as a brochure so it is more effective to use because it is more functional, more durable and can attract the interest of the reader. The article analyzes the role of free choice disciplines in the formation of universal or functional competencies, which are also called soft skills. It has been proven that mastering soft skills ensures both personal success in life and professional implementation, as well as further career growth of a modern graduate of a higher educational institution. Based on the analysis of scientific sources, the main approaches to defining the essence and classification of soft skills in the works of both domestic and foreign scientists are determined and characterized. The publication analyzes and summarizes the ways of forming soft skills among students in the practice of higher educational institutions of Ukraine. Among them: the creation of a special educational environment, the restructuring of the educational process, which is dominated by such types of learning as project, problem-based, etc.; variety of forms and methods of teaching; extracurricular system, etc. It has been proven that a cycle of selective disciplines or author's courses plays an important role in ensuring the formation of soft skills. A significant place among them is occupied by the course "Pedagogy of Success", which in the 2020-2021 academic year was chosen by applicants for the first (bachelor's) level of higher education. The course is aimed at increasing the productivity of independent educational work and a positive attitude towards it among students of higher educational institutions, equipping them with strategies of self-esteem, the formation of a positive "I-concept"; effective distribution of time (time management); search, evaluation and information processing; active reading; improved memorization; submitting your own educational achievements; communication, ways to ensure personal work ability, etc.
