Second Start-up of Special Economic Zones in Russia

In this article, problems and possibilities concerning the repeated introduction of the SEZ project to the Russian economy are considered. It is suggested to improve the legal organizational regulation of this institute on the basis of negative experience investigation regarding the previous SEZ, such as free economic zones. The author shows that the success of the quickest new type zones formation process will depend on creation and implementation of a single SEZ development concept. This concept will include the issues of the SEZ formation principles determination, zones areal location, their infrastructure development, control of the access to SEZ, arranging of business and economic activity in the zones.

Subject. The article addresses the specifics of shadow economic activities in reformed Russia in the context of systemic transformations. Objectives. We focus on determining the role of shadow economy in the reproductive process, identifying and understanding the specifics of underground economic activity of the Russian economy. Methods. The study rests on general scientific methods (scientific abstraction, unity of historical and logical, analysis and synthesis, induction and deduction, comparison and analogy) and special methods of cognition (monetary methods). We employ the systems and integrated approach. The official statistics, regulations, works of leading researchers on shadow economy expansion, resources of reference and legal systems like Garant and ConsultantPlus serve as the study's information base. Results. We present a retrospective rapid analysis of the extent of shadow economic activity in the domestic economy, establishing the relationships with the processes that take place at different stages of the country's development. We also reveal the specifics of shadow economy relations in Russia, factors that play a key role in expansion for a particular period, a shift to another form of shadow economy. The study characterizes the current period of development, assesses the impact of external shocks on shadow economy expansion. Conclusions. The current period is characterized by the digitization of shadow relations, the shift of corruption to the upper echelons of power, the continued outflow of capital abroad, and increased penalties for underground activities.

Research objective: studies of economic and transport infrastructure development in the Arctic and Northern Territories of Russia. Research methodology: analysis of transport infrastructure in the Republic of Sakha (Yakutia) and the types of railways used in Russia. Results: economic development of any region is proportional to the development of the road transport infrastructure and logistics. When a conventional railway is operated in the Arctic conditions, it is not always possible to maintain a cargo turnover that would ensure its efficient use, and transshipment from one mode of transport to another is very problematic. A new type of railway is proposed, i.e. a light railway. Conclusions: the proposed new type of transport offers all the main advantages of narrow gauge railroads (high speed of construction, efficiency, etc.) and helps to eliminate their main disadvantage, i.e. the need for transloading when moving from a narrow gauge to the conventional one with the width of 1520 mm, along with a significant reduction in capital costs.

Based on air cushion belt conveyor, a new type of belt conveyor named water cushion belt conveyor is proposed. It has a wide scope of applications for its features such as stability and reliability, capability of full load start-up, and environment-friendliness. This paper studies the working mechanism and lubricating mechanism of the water cushion belt conveyor. The basic lubrication equation of the water cushion is deduced from the universal form of the Reynolds equation used to study the pressure film properties of the water cushion. The design of the key part of the water cushion device is described in details. The research can be taken as a reference in practical applications.

This paper examines the evolution of the entrepreneurial function of Russia's leading universities: the study is based on a conceptualization of a university's entrepreneurial development pathway developed by the OECD in 2009. The data on entrepreneurship development were collected in 2012 through a survey of technology transfer and innovation development managers of 18 National Research Universities. The primary data were complemented by desktop analysis of the strategy development documents of the universities surveyed. The results suggest that in the period studied, 2008–2012, a new type of university, the entrepreneurial university, has emerged in Russia. However, these entrepreneurial universities are facing serious challenges in the implementation of an entrepreneurial, innovation-oriented mission due to the lack of managerial competencies and inadequate infrastructure development. The paper has significant theoretical and practical implications in shedding light on the development of the entrepreneurial university in Russia, where the process is still in its infancy. The authors depict a trajectory of entrepreneurial transformation in and barriers to this process that, it is argued, university executives and policy makers should take into consideration.

In the article, the authors analyze the functioning of special economic zones in the Russian Federation. Currently, based on the established world practice, special economic zones can act as a catalyst for attracting foreign investment and ensuring effective regional socio-economic development. Therefore, according to the authors, the issues of improving the functioning of the SEZ are of particular importance. The analysis of the results of the functioning of special economic zones in the Russian Federation shows that there is a significant potential for their development. Due to the fact that the functioning of special economic zones is inextricably linked with the conduct of foreign economic activity, and the SEZs themselves are a tool for integrating the country into global value chains, the issues of customs regulation of activities on their territory become important, which acts as an effective way for the state to influence foreign economic activity and have significant opportunities in stimulating the development of special economic zones in the Russia. In this regard, the study of the application of customs regulation measures as important factors in the development of special economic zones in the Russian Federation is very relevant. Special attention was paid to the study of the regulatory framework for the application of customs procedures in respect of goods imported into the territory of special economic zones and exported from such territories. According to the results of the study, it was found that there are significant gaps in the current legislative regulation of this range of legal relations. The article formulates specific measures that can contribute to improving the efficiency of the functioning of special economic zones in the Russian Federation.

The article presents the results of studying the level of crime in the economic sphere in the country on the basis of official statistical information from Rosstat and the General Prosecutor’s Office of the Russian Federation. Economic crimes are difficult enough to detect, and the scale of latent economic crime is very large. In addition, the complexity of research in this area is due to the lack of precisely defined and unambiguously interpreted terms: “crimes in economic sphere”, “economic crimes”, “crime in economic field” or “crimes in the field of economic activity”. Summarizing the experience of theoretical and empirical research in this area, the author identifies three approaches to the interpretation of the concept of “economic crime”: legislative (based on the provisions of the Criminal Code of the Russian Federation), departmental and research. The consequences of economic crimes inflict irreparable harm on economic entities, society, the state as a whole, and undermine national security. The systematization of statistical data and the research carried out over a long period of time made it possible to identify the main trends in the situation from the standpoint of criminalization and decriminalization of the Russian economy, as well as to identify regions with an increased level of economic crime. The criminological analysis of crime in the sphere of economic activity has shown that there is an increase in negative trends, and with the development of the economy, it is necessary to strengthen activities to suppress economic crime. The statistical analysis of empirical data and monographic analysis made it possible to determine the most effective, in the author’s opinion, directions of combating economic crime in the modern world.

Li-ion power battery which has a broad prospect of application in many industry fields is a new type of high power battery. The formation is a key process in battery manufacture. After formation, the active materials of anode and cathode in the battery can be activated. Consequently, the charge-discharge performance, self-discharge performance, reserve performance and some other comprehensive performances can be improved. Only after formation can batteries achieve the best performance. With the change of formation process, the formation and holding for a single battery has been changed to for a group. Therefor, a new type of battery parameter testing equipment needs to be designed, which can test a group of batteries automatically. This paper will introduce the design of this equipment thoroughly.

The guarantee of steady social and economic development of the country is possible within the frameworks of dynamically developing innovative progressive economy. Venture capital is the important factor of increase in efficiency of economic transformation, achieved in many countries by means of conversion of national economy into innovative way of development. In Russia importance of the development of venture financing is connected with the fact that before the domestic economy it stands the sharpest problem of the sources of capital for the development of innovation enterprises in start-up. The impulse of development of venture capital is considered to be the resolution of contradictions which become obvious in interaction of its subjects. The resolution of contradictions of venture capital development and intensification of innovative activity depend in many respects on formed institutional conditions in the country.

This article presents an analysis of the study of the relationship between the level of economic activity, employment and unemployment from the demographic structure of the population in the subjects of the Russian Federation for 2015- 2017 based on data from the Federal Service of State Statistics. The interrelation of economic growth (including the level of economic development) and welfare of the population is considered, taking into account the influence of institutional factors on the historical development of the Russian economy. It is noted that the problems of regional tension in the labor market should be addressed through the development of regional employment programs, taking into account regional peculiarities. When considering the problem of differentiation of regions by the level of unemployment and the level of economic activity, it was concluded that measures taken by the Ministry of Labor and Social Protection to promote employment programs should be considered in the context of the most depressed and lagging regions. For the analysis of regional differentiation, the cluster analysis method was used using the IBM SPSS Statistics program.
