The business environment in which russian organizations operate is complex due to the intense competition between business partners. In such conditions, organizations are forced to adapt to the imperfections of the legal framework, search for qualified personnel, solve issues related to the physical and moral deterioration of fixed assets, lack of current assets and cash, imperfect tax policy, insolvency of business partners, etc.to ensure their own economic security. Economic security is considered at two levels: at the macro level, that is, as the security of the state, and at the micro level – as the security of the organization. In this study, we will understand the economic security of an organization as a condition in which it is protected from external and internal threats, as well as aimed at obtaining a stable income in an uninterrupted operation and using all the resources available to it. Economic security can be characterized not only by qualitative, but also quantitative indicators. The most significant quantitative indicator is the level of economic security, which is an assessment of the state of use of the organization's resources according to certain criteria. Economic security management is a complex mechanism on which the well-being of an organization depends. In turn, to implement such a mechanism, it is necessary to create a system for managing the organization's economic security. At the same time, the organization's economic security management system consists of a set of organizational and managerial, regime, technical, preventive and propaganda measures aimed at protecting the organization's interests and property from both external and internal threats. In many cases, enterprises create their own security system to manage and ensure economic security of their financial and economic activities. However, it should be taken into account that it is impossible to create a universal system of economic security suitable for any organization, since each organization is unique, with its own characteristics of work, capabilities, potential and is focused on a specific market segment.

In the conditions of the financial system destabilization in Ukraine, caused by such negative phenomenaas military actions in the East, the economic downturn, political and financial crises, population disappointment inthe institution of power and loss of the people’s confidence in power structures and so on, market mechanisms arenot able to ensure the restoration of the national financial market and to encourage its professional participantsto use mechanisms of protection their own assets and the assets of their clients from external and internal threatsactively. State interference in the functioning of financial institutions is necessary, especially for those of their types,whose bankruptcy may have fatal consequences for the welfare of the population and cause the liquidation ofeconomic entities of the domestic economy. Among them are: banks, insurance companies, credit unions, andother institutions of credit co-operation, investment companies, in particular, joint investment institutions (unit andcorporate investment funds), non-state pension funds, leasing, factoring, and other financial companies, pawns,etc. Therefore, it is expedient to consider the possibility of the influence of state regulators in financial servicesmarkets on the state of their participants’ economic security. However, the study of the realities of the financialmarket of Ukraine development has made it possible to assert that for a number of financial institutions, the conceptof economic security is something abstract, and the understanding by their top management the importanceof economic security management, taking into account the negative market trends, is completely absent.So, the purpose of this study is to diagnose the level of financial institutions preparedness for the implementationof economic security management into their common system of management. The high level of financial marketparticipants’ readiness for safe-oriented management will allow regulators to rapidly implement in their practicea list of recommendations that will minimize the threat of bankruptcy and liquidation of domestic financialinstitutions. Methodology. In the process of preparing a scientific article, a great number of literary sources wasconsidered. Some of them were developed using the method of theoretical generalization and the monographicmethod. The theoretical results presented in the research materials were obtained on the basis of the study ofworks of such scientists as Amadae S. M., Baily M. N., Elliott D. J., Ismail Z., Johnson K. N., Mirtchev A., Nelson J. A.,Raczkowski K., Schneider F., Sidek Z. M., Ula M., Whalen C. J., Wierzbicka E., Yong J. To confirm the reliability of thescientific results presented in the article, the authors used the Delphi method and expert evaluation. The list ofindicators for assessing the level of financial institutions readiness for the implementation of a mechanism formanaging economic security in the following five areas is formed. These areas are: the availability and conditionof the economic security system, the state of information and analytical support for the adoption of managementdecisions in the field of economic security, the state of intellectual and personnel management provision ofeconomic security, reserves of financial support of economic security, the level of external influence on the stateof economic security (state regulation and supervision). In May 2018, representatives of the top management ofvarious types of financial institutions, scientists, researchers, and analysts who were interested in the issues ofeconomic security management of the financial sector were interviewed. Their answers were analysed and the levelof readiness for managing the economic security of the most common types of financial institutions in the financialmarket of Ukraine was determined. Using the graphical method, the obtained scientific results are presented ina convenient and understandable form for the perception of all interested persons. Results of the survey. The necessityof carrying out diagnostics of the readiness to manage economic security at the level of state regulatory bodies andat the level of top management of financial institutions in the near future is substantiated. A large-scale analytical work was carried out on determining the parameters of financial institutions readiness for the continuous and professional economic security management, which should be carried out with the use of a systematic approach. Based on expert opinions, a preliminary assessment of the various types of financial intermediaries’ readiness to integrate security-oriented management into the financial institutions’ common management system was made. Practical implications. The proposed methodological approach for assessing the level of financial institutions readiness to manage their own economic security should be used by the state regulators of the financial market, in particular, by the National Bank of Ukraine and the National Commission, which performs state regulation in the field of financial services markets, to monitor the activities of professional financial market participants in order to conduct advisory and consultative work with their owners and managers, as well as for the development of strategic guidelines for the provision of the state financial security. It is desirable to implement into the practical activities of financial intermediaries our proposals for increasing the readiness for implementation of the economic security management mechanism in the existing systems of management. Value/originality. For the first time, a scoring methodology was prepared for assessing the level of financial institutions readiness for the implementation of economic security management as an independent direction of management, and not as one of the tasks of other types of their management activity. At the theoretical level, the substantive interpretation of the notion of the readiness of financial institutions to manage their own economic security is proposed. The reasons for the impossibility of the modern financial institutions to manage their own economic security effectively are identified, and a few suggestions to minimize their number in the near future were made.

The aggravation of the crisis phenomena in the national economy and its further recovery are related to the management of the mechanisms to strengthen economic security, which should be based on the improved methodology of accounting and analytical support as the main source of the relevant and reliable information as to the risks of the business environment. The purpose of the research is to establish the institutional factors of accounting and analytical support of economic security management and justify their possible impact. The authors’ definition of economic security has been given and its place in the system of accounting and analytical support has been characterized. The spheres of the institutional influence on accounting and analytical support of economic security management and their manifestations have been determined. It has been assumed that the most fundamental factor that forms the foundation of economic security management on the basis of accounting and analytical support is the effectiveness and vector orientation of the system of strategic management of the enterprise, as the result of which the multidimensionality of accounting and analytical support in the process of strategic management has been characterized. Possible groups of factors that form economic security and the system of its accounting and analytical support have been considered. It has been established that accounting as a source to achieve trust, understanding and manageability of the economic environment and information support of the management processes embodies the features of an independent institution of socio-economic development. The decomposition of the institutional factor influence of accounting and analytical support of economic security management at the macro, meso and micro levels has been substantiated, which allows predicting the vector of changes and form a theoretical foundation for the development of the theory, methodology and organization of accounting and analytical support during the development of the measures to strengthen economic security of the enterprises.

The situation in the construction complex of the state and crisis phenomena in it are shown. It is proposed to return to the basic components of system management of the industry, lost due to spontaneous pseudo-market processes. Problems that need to be overcome are systematized, they are the following: attracting investments, increasing effective demand in the domestic market, strengthening the competitiveness of production, the predominance of innovative technologies, increasing the quality of products and facilities, bringing the legal framework to European standards, training of employees and managers. The state of the housing market, the importance of its openness, transparency, systematization and regulation are described. The special importance of the regulatory function of the state in the current situation is pointed out. The importance and role of comprehensive activities for housing construction economic growth is emphasized. The need to create conditions for increasing the volume of products sold under international agreements through investment and interstate projects is noted. The relationship between the results of the construction industry and the effective use of human capital is given, for which each company needs measures to improve work with staff, improve their skills, financial incentives and social security. The expediency of introducing the mechanism of energy service in construction, which is part of the management system with subsystems of planning, organization, regulation, motivation and control, is proved. The role of methods for evaluating the effectiveness of innovative activities of enterprises to ensure quality and effective management of production processes is analyzed. The information on development schemes of the organization at registration of the allowing documentation, financing, designing, market research, selection of participants, accounting, construction, property management is provided. The function of settlements' territories as separate objects at construction of inhabited premises is defined. Award on the need for construction and reconstruction of "sleeping" areas in cities, which requires significant investment, development of building structures, as well as established close relationships with industrial, commercial, cultural, entertainment and other facilities.

Abstract There is an ongoing debate over the ethical permissibility of using biomedical enhancement interventions. This debate has generated a variety of concerns; one worry that stands out in this regard is the question of coercion. Curiously, although pointed out by many, this concern has not received close scrutiny. The aim of this paper is to begin addressing this conceptual gap. In order to explore this concern, I employ Alan Wertheimer’s understanding of coercion. According to Wertheimer’s account coercion involves a wrongful threat in which one has little choice but to succumb. Moreover, the wrongfulness of the threat stems from the fact that it violates the coercee’s rights. I suggest that if one accepts this account, it follows that coercing people to enhance would be impermissible. Using this framework, the paper assesses the claim that competition over jobs, goods, and positions coerces people to enhance. I argue, however, that competition pursued within a proper legal framework cannot be coercive since it neither involves a wrongful threat nor violates a person’s rights. Nonetheless, I propose that although competition is not coercive, enhancing because of competitive pressure can be morally problematic as it could restrict personal autonomy and harm well-being. The paper explores strategies the State could devise in order to address both these concerns. The paper then examines whether there are noncoercive permissible ways to induce people to cognitively enhance. Using a number of hypothetical cases, I delineate criteria that could be used to determine whether a particular enhancement should be considered mandatory or otherwise encouraged. Specifically, I consider the circumstances under which it would be justified to use incentives and penalties in order to induce people to enhance.

The article develops theoretical and methodological foundations for the formation of the concept of food security management of the state in terms of investment and innovation development of the agricultural sector. It is determined that the essence of food security is the economic state of the country, in which, regardless of market conditions, the population can be guaranteed and stably provided with food resources, have free access to them in sufficient quantities, range and at reasonable prices, with this corresponds to the normatively justified parameters and medical standards. It is established that the concept of economic security of the state involves the effective functioning of all its constituent subsystems, which must ensure efficient and rational use of all relevant resources to eliminate possible external and internal threats, ensure the stability of the national economy and direct protection of state interests. Stimulating the development of agricultural production and reducing the negative impact of its systemic indicators will ensure the stability of food security and food independence by increasing the sustainability of agricultural production and food quality and income, expanding exports and imports, increasing food stocks, improving greening, improving the legal framework, realization of production potential of agriculture. The paper notes that food security is one of the most important indicators of socio-economic development of the country. It is provided primarily by the level of agricultural production, saturation of the market with its own agricultural products, which promotes its independence and meets the main groups of indicators defined in world practice (level of availability and consumption of food, availability and sufficiency of food, quality and safety of food). The development of agricultural sectors depends on the intensification of investment strategies, state support in financing and investing, promoting the competitiveness of agricultural producers in the domestic market and protecting their interests in foreign economic activity, the introduction of credit mechanisms as an option to update the material base, improve the mechanism pricing, completion of land reform and direct control over the quality of production and use of natural resources.

Forecasting plays a significant role in organizing the economic activities of executive authorities using the example of customs authorities, since this is associated with the ongoing policy of optimizing customs payments administered by customs authorities, ensuring the economic security of the state, improving the quality of customs services and compliance with customs legislation. A wide range of forecasting methods allows them to be applied on the basis of assessing the feasibility of applying one method or another to forecast the main economic indicators of the activities of executive authorities. The analysis of the scientific and methodological base made it possible to form and propose a generalized algorithm for forecasting the indicators of the economic activity of executive authorities. Goal is to develop a generalized algorithm for predicting the indicators of the economic activity of executive authorities using the example of customs authorities.

The article is devoted to the actual issues of determining the role of national interests in ensuring the economic security of the state. Established in the field of economic security, the priority national interest is the development of the national economy and the growth of the welfare of citizens. The researchers' views on the definition of the concept of «national interests» are researched and generalized that national interests are a systemic, synergetic concept that reflects the vital values of the Ukrainian people as the bearer of sovereignty and the sole source of power in Ukraine, the defining needs of society and the state, the realization of which guarantees state sovereignty of Ukraine and its progressive development. It is noted that national interests are realized through state interests, where the population of the country acts as the subject of interests, and the state through the state institutions implements and protects these interests. The main components of national interests include the provision of military-political sovereignty, economic well-being and cultural needs of the population. The military-political, socio-economic situation in Ukraine and the impact of globalization processes have made it possible to formulate a number of national interests, including: protection of state sovereignty; ensuring economic stability through self-sufficiency, stability and competitiveness of the national economy; polyvectorality of the country's foreign policy and the establishment of Ukraine as a reliable international partner; creation of conditions for the development of the spirituality of the population, improvement of the physical health of the nation; preservation of intellectual and scientific potential of the country, regulation of the issue of youth mobility. It has been proved that democratization processes require the involvement of citizens and civil society institutions in this process in order to form national interests through the maximum coverage of all spheres of society's life for the protection of human rights and citizen and acceleration of socio-economic development and modernization of the national economy. The most acute threats to national interests in the field of national and economic security are formulated. It is summarized that in the field of economic security, national interests reflect the vector of economic development of the state, its aspirations for economic independence and the effective use of economic benefits.

Purpose. Under the conditions of strengthening of the destructive effects of the global economic crisis and the growing number of risks of agribusiness, there is a problem in finding the ways to improve accounting and analytical support as the only reliable source of the relevant and accurate information needed for economic security management. The purpose of the article is to substantiate the directions to improve the analytical basis as a component of accounting and analytical support of economic security management of the agricultural enterprises. Methodology / approach. The methodological basis of the research is a dialectical method of cognition of the complex economic phenomena. Consideration of the analytical support of complex management processes took place using a systematic approach, analysis and synthesis. Using an integral approach, a methodology for assessing and analyzing economic security of the agricultural enterprises is developed. This methodology approach includes the parameters of financial, social, resource and environmental security. Results. The analysis of the theoretical and methodological foundations of accounting and analytical support of economic security management showed a variety of the approaches to the choice of the indicators that describe the level of economic security. The situation is complicated by the need to analyze the information that may be relevant for management decisions in conditions of uncertainty. Under these conditions, it is proposed to implement a model of analytical support for economic security management under conditions of uncertainty and growing risks and threats to the business environment of the agricultural enterprises, which should be based on the use of general economic, statistical, integral and econometric approaches. It is determined that in the process of counteracting the risks and threats of the external and internal environment of the agrarian business the use of the integral methods of assessing economic security of the agricultural enterprises becomes crucial. It is substantiated that the most expedient in terms of achieving strategic goals of the enterprise, maintaining its competitive advantages and ensuring sustainable development is the use of integral assessment of economic security, which should be based on a synergistic approach to analysis of 25 indicators of financial, social, resource and environmental components. The approach was tested on the example of 24 agricultural enterprises of Kharkiv region (Ukraine) of crop specialization (2019). The model is also used to analyze the dynamics of the level of economic security under conditions of individual agricultural enterprises of different organizational and legal forms of management (2014–2019).  Originality / scientific novelty. According to the results of the research, a methodological approach to determination of the integral level of economic security of the agricultural enterprises has been improved, based on the impact of the indicators of its individual components, which, at the same time, improves the analytical support of economic security management and strengthens verification, forecasting, preventive, planning and control functions of accounting and analytical support of management mechanisms. Practical value / implications. The practical significance of the proposed approaches consists of the possibility of positioning the enterprises in terms of optimal, satisfactory, shaky and crisis economic security zones, as well as analyzing the dynamics of the integral level of economic security, which takes into consideration the causal relations of the key areas of the agrarian business under conditions of uncertainty.

Economic security is an important system-forming element of the country of laws and the well-being of the population. The negative phenomenon of crime has a significant impact on all processes taking place in the socioeconomic sphere. The purpose of the study is to determine the degree of influence of criminal activity in the economic sphere of society on the state of economic security of the Russian Federation and the southern regions of the country in particular. The study is devoted to the search of ways to prevent crimes in the economic sphere, as well as ways to improve the investigation methodology. The methodological basis of the study is presented by the methods of formal logic (analysis, synthesis and analogy), general scientific (comparison), and specific methods of cognition (statistical method, typology method). As a result of the structural analysis of the state of economic and corruption crime in the Russian Federation and Krasnodar Krai in particular, the specific vectors of its influence on the living standards of the population and accordingly on the economic situation in the country have been determined. The trend in recent years, on the one hand, is characterized by positive dynamics in the form of a decrease in the total number of committed crimes. On the other hand, the proportion of economic and corruption crimes in the structure of the total number of officially registered crimes in Russia is characterized by growth. In addition, the damage caused by crime types under analysis also grows annually. This negative trend of illegal acts in the economic sphere damages the entire organizational and managerial activity of the government and negatively affects the state of national business. On the basis of the results of the study, specific measures which prevent economic and corruption crimes are proposed, the use of which will help to achieve the necessary level of economic security of Russia as a country with a well-developed infrastructure and an attractive socio-economic climate. Besides, the use of these measures will contribute to the normal functioning of the government machine and achievement of a high level and standard of living of the population.
