<em>Village-Owned Enterprise (BUMDes) is pillars of village economic activities that function is as social institutions and commercial institutions. An understanding of the role of BUMDes is useful for analyzing the role of BUMDes in the development of tourist villages. The role studied is in the form, the role of awareness (conscientization), the role of community organizing, and the role of delivery of human resources (resource delivery). The objective of the study is to analyze: (1) the process of forming a tourism village (2) the role of the BUMDes in the development of a tourism village. The basic method of research is descriptive qualitative. The research location was determined intentionally, Ponggok Village, Polanharjo District, Klaten Regency. Data analysis used data reduction, data display (data display), and drawing conclusions or verification. Data validity was done by source triangulation and technique triangulation. The results of the study showed that: (1) the process of the formation of the Ponggok Tourism Village began with a pennant in Ponggok Village which was previously only used for daily needs. Over time the village government of Ponggok was aware of the tourism potential in the area. To support the development of a tourism village, the Ponggok Village government collaborated with the academy, SAR (search and rescue) team, and diving team to explore tourism potential. (2) the role of BUMDes in the development of Tourism Village seen by three things, they were the conscientization role, which was carried out with socialization activities and proof of work, the role of community organizing, channeling aspirations and the division of labor into business units, and the role of delivery of human resources (resource delivery), which was training activities carried out together with other parties such as banking and other academics.</em>

The local institution of mini purse seine is a rule in the mini purse seine group that regulates the cooperation between skipper and labor in catching fish in the waters of Buton strait. In 2010, the number of mini purse seine in Lagasa Village was 40 units and continued to decrease to 30 units in 2017, the number of mini purse seine 30 units. This happens because the skippers sell their fishing gear to the other party as they do not have labors that do fishing. This study aimed to assess the capacity and role of local mini purse seine institutions in fishing in Buton strait waters, Duruka district, Muna Regency. The method of analysis used in this study is descriptive qualitative analysis with the skippers and labors of mini purse seine as the main informant. The results showed that the institutional capacity affecting the sustainability of mini purse seine fishing equipment is the presence of labor. The lack of labor in mini purse seine is caused by low catches, autocratic and symbolic leadership style of the skipper, and violation of the rule of catch fish. The institutional group of mini purse seine has a role in forming cooperative groups in fishing, establishing fishing business units, and advising Lagga Village Government in solving fishing problems in Buton strait waters. Recommendations: The government of Muna regency and its associated elements should increase the institutional capacity of mini purse seine through the strengthening of mini purse seine organizations, institutionalization of values or norms, and resource management.Keywords: Mini Purse Seine; local institution; Bajo Tribe

The Village Financial System Application is a village financial management application system developed by the financial and development audit board or BPKP intended for village financial management. The purpose of this study is to determine the role of the Village Financial System or SISKEUDES on the performance of the village government in the village of Kapataran, the eastern Lembean district, Minahasa Regency. This research uses qualitative research. The data used are primary data in the form of interviews.The informants used were the village head and village secretary.The results showed that: (1) procedures for using SISKEUDES were carried out through 4 stages, namely planning, budgeting, administration, and bookkeeping; (2) ways to integrate low human resources (HR) through assistance and training; (3) the Village Financial System also has a purpose in assessing the performance of the village government. The SISKEUDES has important role to play in the village government which is felt directly by village officials. This is in accordance with the objectives of implementing the SISKEUDES, which is to assist work of village employees.

Smart House for general election is a means of political education from the Electoral Commission that provides information about elections from time to time. Hopefully there will be many voters who want to know about the Election through the Smart Home Elections. The purpose of the study was to analyze the role of the Semarang KPU Election Smart House as an election learning center for voters. This research uses descriptive qualitative methods, as well as data collection through in-depth interviews and direct obeservation. The informant of this research consists of the Secretariat and Commissioners, as well as visitors to the Kpu Election Smart House in Semarang City. Technical data analysis refers to miles and huberman models include, data reduction, data display and draw conclusions. The results showed that The Smart House of Kpu Semarang City elections conducts political education activities through audio visual rooms, showrooms, discussion rooms and simulation rooms. In addition, political education is carried out with radio, leaflets, web and social media such as Facebook, Twitter, Instagram and Youtube. Furthermore, make visits to schools and cooperate with universities. There are many obstacles faced in conducting political education influenced by inadequate human resources and limited budget.

This research aims to know how the role of village government in community empowerment in agriculture in the village of Bulo Wattang PancaRijang District Sidenreng Rappang and what factors influence the role of village government in community empowerment in the field of agriculture in the village Bulo Wattang Panca Rijang District Sidenreng Rappang. The data collection techniques that are done in this study are observations, interviews, Koesioner, and library studies. The Data is then analyzed using the frequency and percentage table. The population in this study was the farmers in the village of Bulo Wattang as much as 260, while a sample of a population of 72 farmers. Results of this research shows that the role of village government in the community empowerment in agriculture in the village Bulo Wattang Panca Rijang District Sidenreng Rappang with a cumulative result of 64% categorized as "good". The factors that influence the role of village government in community empowerment in the field of agriculture in the village Bulo Wattang Panca Rijang District Sidenreng Rappang (68%), education system (65%), open System (65), orientation to progress (66%), good synergy (66%), interest groups (66%) and quality of human resources (68%) With accumulated results of 65.5% or categorized as "good".

The Village Archives Program (Arsip Masuk Desa/AMD) is a program launched by ANRI since 2009. The objective of AMD Program is to increase the role of archives in administering village government administration in order to improve services to the village community. AMD Program targets are the increasing quality of archival management in village government in accordance with archival rules and legislation.Archival courses presented in the AMD Program includes the Making of Official Scripts, Letters Management, Arrangement and Use of Archives, and Disposal of Archives. The scope that became the object of AMD is the archive created in the Village Government, Village Consultative Board (Badan Permusyawaratan Desa/BPD), and Kelurahan. The obstacles faced in the implementation of the AMD Program stem from the inequalities of potential, conditions, and resources, including village-to-village gaps in the areas of budget and human resources, and socio-cultural differences. Alternative solutions that can be implemented in the implementation of the AMD Program include the formulation of a clear concept, mapping the condition and resources of the village, as well as the preparation of human resources and budget.

A village assistant is a competent person assigned to assist the village in the development and empowerment of village communities. The purpose of this study is to determine the form of implementation of the role of village assistants in supervising the operation of the village government as per the laws and regulations. This study uses a legal research type with an empirical approach, where data is obtained directly from the field through interviews and observations, the data obtained are analyzed qualitatively and then described descriptively. The results of the study indicate that the implementation of the role of village assistants has brought changes in the development and empowerment of village communities in Marioriwawo District, especially in equitable development and efforts to increase human resources in the village and are carried out according to the guidelines regulated in the village law along with other implementing regulations.

The assisting Village development program is an activity carried out by the Andalas University Community Service Organization to Help Nagari improve the community economy in nagari Sungai Kamuyang, Luak District, Lima Puluh Kota Regency. It was implemented to help the Sungai Kamuyang village solve problems that hinder Nagari development. The problem faced by Nagari Sungai Kamuyang is that the utilization of natural and other resources is not optimal so that the poverty rate in this village is still quite high. Meanwhile, BUMNag which has been operating since 2017 have not been able to contribute to the original income of the village and foster economic activities for poverty alleviation. The general objective of this activity is to increase the capacity of BUMNag Sungai Kamuyang in developing its business to support the achievement of an independent Nagari, while the specific objective will be to map out the overall management problems of BUMNag Sungai Kamuyang, identify potential and strategic business units that can be implemented, compile business plans. to these potential and strategic business units and conduct business training and mentoring (training and mentoring) for the Sungai Kamuyang BUMNag Management Team in order to strengthen their capacity as a professional business entity. The solution offered is to carry out activities to increase the capacity of BUMNag businesses so that BUMNag become village business entities that are able to contribute to the village government.

It takes an apparatus that has quality human resources as well. Work experience In carrying out their duties and responsibilities as community servants, the ability of the apparatus is also greatly influenced by the length of work or in terms of work experience, therefore the village government, which has been working for a long time, is demanded to be more effective and recognize what can give satisfaction to visitors and visitors. community Service facilities and infrastructure are all types of equipment, work equipment, and other facilities that function as the main or auxiliary tools in the implementation of work. This study aims to analyze the role of human resource development in developing the people's economy through social institutions. By using qualitative methods and collecting data through observation, interviews and documentation at the Al-Falah Social Fund Foundation (YDSF) Surabaya as a research sample. The results of the study explain that the development of human resources at the Al-Falah Surabaya Social Fund Foundation uses a spiritual and material approach. Through these two approaches, human resource development works with programs that aim to improve human resources both spiritually and materially. In addition, this article also explains the obstacles faced and their solutions to be implemented by the Surabaya Al Falah Social Fund Foundation in order to optimize the quality of HR.
