The Focus of this study is crowdi.ng out effect and public choice mechanism i.n determination of education expenditures of local government. Education spending has risen significantly over three last decades. Indonesia 2001's decentralization is rapidly moving the country from one of the most centralized system in the world to one of the most decenualized. The country has embarked on a program of fiscal, administrative and political decenu-alization at the same time. It has been asserted that larger education expenditures have caused local governments to spend less on other types of government services. Using panel of districts-level data for the period of 2001-2005, this study provides a test of the hypothesis that education spending has crowded out other types of spending and ties to find out which party in Indonesia that have preference in education. The results indicate that,for the period studied, there is evidence that i.ncreased local government education expenditures resulted in lower levels of speding on other categories of local government provided good and services. Only four parties that pro education are Golkar,Partai Keadi1an,Partai Persatuan Pembangunan(PPP) and Partai Kebangkitan Bangsa (PKB). Other results showed that districts located in Java spend higher education expenditures than out of Java and districts with natural resource revenue shares have higher education expenditures as well.

Education is one of the important factors of economic development. In recent implementation, the education cannot be obtained equally by the people of Indonesia. Based on Law no. 23/2014 on Local Government, education is the responsibility of the local governments, and there is a potency of inequality in the implantation of the education development, due to the different budget capabilities in each region. This study aims to determine the level of convergence of local government budgets in Indonesia. Using statistical estimation models, and data covering of 33 provinces in Indonesia, the study finds that the convergence on total revenue will occur on all Indonesian region for a long time but not in education spending. The policy implications on education in Indonesia are different across regions.

Improvement of services is one of the principal objectives of reforms introduced into local governments, although this objective does not always guide the formulation of the contents of these reforms. A more rigorous analysis of the implications of service improvement should concentrate on local public goods, on their nature and, above all, on their supply and production—aspects hitherto only slightly developed. To start, one can try to infer certain local institutional characteristics which would be the most suitable for the purpose of service improvement. Certain authors who adopt this course anticipate a quasi-market model for local government services. A critical examination of this model shows that it is no longer suitable and that a preferable model is one which we can call “community co-responsibility.”

Expenditure on education helps in improving the skill formation and raises the ability of individuals to produce and work. It is said to be an investment in human capital which is closely connected with the economic development. Government education spending is of great importance to national development and plays a prime role in assisting growth and knowledge deepening. The aim of this study is to build on the established theories of public policy analysis on education and to empirically investigate and analyze the determinants of public expenditure on education in Malaysia. For the occasion of this study, it is posited that education expenditure is determined by multidimensional determinants. A number of theories are therefore incorporated regarding economic-demographics and political concept which have been used in the study. The results reveal that the education policy in Malaysia is mainly determined by budget deficit and the revenue collected by the government with a significant coefficient variables of -0.22and 0.15 percent respectively. Besides, unemployment has an inverse but insignificant impact on total educational expenditures. These results imply that the Malaysian government mainly takes into account only certain factors and neglect to incorporate the importance of other factors, such as demographic and educational indicators, when allocating education expenditures. Whereas Malaysian government education expenditure doesn’t focus on the political factor which is well described by the insignificant level of 0.80 percent of the dummy election cycle variable.

This study aimed to assess the strategies that have been implemented by the central and regional governments in handling COVID-19. There are ten regulations related to the research objectives that have been reviewed. The method applied is normative legal research. Second level data is used in this study. The literature reviewed is used to solve researchers' questions. From this study it was revealed that the local government was obliged to decide on the policies that had to be taken in handling COVID-19 with normal basic health service conditions. In the situation of the COVID-19 pandemic, the appropriate regulations were enacted not the Law on Regional Government, but the Law on Health Quarantine. The conclusion of this study, in the condition of public health emergencies there is uncertainty at the local government level, because with the decentralization in the field of health causes basic health service standards vary according to the commitment and fiscal capacity of local governments. Strengthening the role of local government is a major factor in overcoming COVID-19. Health services in the regions must be ensured by the central government to conform to the COVID-19 handling standard. With the current state of public health emergencies, it is hoped that the division of roles of the center and the regions will be expected to ensure the safety of citizens.

Abstract The purpose of this paper is to analyze the factors influencing opinion determination by the Supreme Audit Agency (BPK) based on the application of Government Accounting Standards (SAP) in South Sumatra Province. Using qualitative descriptive method based on Local Government Financial Statement (LKPD) data from South Sumatera Province from 2010 until 2016. The result of the research indicates that the determination of opinion on Local Government Financial Report (LKPD) South Sumatra Province based on several factors such as: (1) The existence of internal control system, (2) Presentation of financial statements not yet in accordance with Government Accounting Standards (SAP) Lack of Human Resources (HR) financial managers to local governments.

This paper reviews the various elements that enter into the relation between higher education expansion and income distribution. Contrary to the prevailing ideology, the paper suggests that under certain conditions the mass expansion of higher education can contribute to greater income inequality. These conditions are related to three important variables not usually considered in the education-income distribution model: rising returns to university education relative to secondary and primary education, decreasing public spending differences between higher and lower levels of education, and increasing spending differences between elite and mass universities. All three appear to be increasingly common features of educational expansion in developing countries, including large ones such as China, Russia, Brazil, and India, although researchers are just beginning to observe such changing patterns of spending within higher education systems. The paper discusses the role that such payoffs and government education spending patterns can play in contributing to changes in income distribution using suggestive data from the developing countries.

<p>ABSTRACT<br />This study aims to provide an alternative decision to field surgical aid distribution in the village especially the Village Senganan . Currently the determination of beneficiaries surgical konvensioal still done by the local government assessment team . For the purposes of data collection for the selection of the applicant required an assessment made at the village level before submission to the local government level . Data from the prospective applicant eligibility assessment and then be submitted to the local government level . The basis of this research is the absence of a standard assessment submission acceptance surgical assistance at the village level . Assessment of prospective applicant for submission to the local government level only to the extent of the team estimates only village officials . Saat ini penentuan penerima bantuan bedah rumah masih dilakukan secara konvensioal berdasarkan penilaian tim pemerintah daerah. Untuk keperluan pendataan kelayakan calon pemohon diperlukan suatu penilaian yang dilakukan di tingkat desa terlebih dahulu sebelum pengajuan ke tingkat pemerintah daerah. Data hasil penilaian kelayakan calon pemohon baru kemudian di ajukan ke tingkat pemerintah daerah. Hal yang mendasari penelitian ini dilakukan adalah belum adanya standar penilaian pengajuan penerimaan bantuan bedah rumah di tingkat desa. Penilaian calon pemohon untuk pengajuan ke tingkat pemerintah daerah hanya sebatas perkiraan saja dari tim aparat desa. Hasil yang diperoleh dalam penelitian ini adalah mendapatkan informasi yang akurat dalam mendata pemohon pengajuan bantuan bedah rumah ketingkat pemerintah daerah.<br />Kata Kunci: bantuan bedah rumah, standar penilaian, kelayakan</p>

Education on local government taken into consideration within the scope of the study was from the higher education domain offering in programs/majors in associate, bachelor, and graduate degrees in Turkey. Today, there are a number of textbooks studied in local government program, which contained 43 associate, 3 bachelors, and uncounted non-thesis or thesis master studies and a doctorate program. Therefore, it is crucially important to analyze local governments textbooks taught across these departments. Especially when significance of visual design of textbooks in student success and learning process is considered, materiality of this study could clearly be recognized. In the study, the concerned resources were accessed through library and internet, and then document analysis was carried out on masthead of textbooks and their physical and content characteristics. Also, NVivo 12 Quantitative Data Analysis Software was utilized in analysis of content characteristics.

This study aims to determine the Level of Efficiency in Education Expenditures in 34 provinces in Indonesia. The type of data used in this study is the cross-section data for 2017. The use of budget input as an input variable and student-teacher ratio (RGM) as an output variable. This study uses descriptive analysis with analysis of Data Envelopment Analysis using the assumption of the Return to Scale (VRS) variable and the model used for input (input-oriented) input. The results of this study indicate that the general facts of large provinces in Indonesia are still very few that reach the level of efficiency in technical costs. Already 3 provinces have achieved efficiently. This proves there is still waste in education spending suggestions that can be submitted in this study about the local government to evaluate the use of education which must be adjusted to the number of teacher and student ratios in each region so there is no need to waste and local government can improve. Keywords:     Efficiency, Education Expenditures, Data Envelopment Analysis, Cost Technical

Using Barro regression analysis, this paper finds evidence that per capita state spending on education converged from 1977 to 2006 across the U.S. states. Convergence was conditional on a states passage of a lottery for education during that time period. Despite evidence that the convergence of state education spending was conditional on the passage of an education lottery, the relative increase in education spending among many states that passed education lotteries was much greater than the revenue from the lotteries themselves. So, education lotteries seemed to be part of a larger bundle of policies in low spending states to increase education funding. Of all the functions of state and local government, education is both the largest and the most important. In 2006, state and local government direct expenditures were $2.12 trillion dollars. Direct expenditures on education were $728 billion, just over one-third of the total spending. No other single category of spending in state and local government finance rivals education in the number of dollars spent. There is clear competition among states over education funding. Legislatures and advocacy groups in states lagging behind their neighbors often will cite this fact as a reason to increase education spending. A popular choice among states recently has been to initiate a state lottery with the proceeds earmarked for education. From 1977 to 2006, sixteen states either started lotteries, which dedicated net proceeds exclusively for education, or redefined their existing lottery to earmark net proceeds to education. In every case, the lottery was hailed as a resounding success, but have these sixteen states that passed lotteries for education recently seen a relative increase in funding verses the other states? This paper addresses that question.
