Purpose of this study was to find out and understand the profile of Higher Education Human Resources (PT), the quality of Human Resources for Higher Education, and determine the quality of Higher Education in Kopertis III in the Jakarta Region by using data from 2015 to 2017. The method used in this analysis is a study of documentation and surveys. In addition, key performance indicators (IKU) were used from the Kopertis III Education Strategy Plan for the Jakarta Region in 2015-2019 to assess the quality of Higher Education. The results show that there are 332 Higher Education under the auspices of Kopertis III in the Jakarta Region, which consists of PT Private institutions in the form of Universities of 57 Universities (17.17%), in the form of 15 Institute institutes (4.52%), in the form of Colleges 125 (37.65%), in the form of academies, 121 (36.45%) and 11 polytechnics (3.31%). but the students are only 58.39% and the lecturers are 71.83%. Based on 7 indicators, the feasibility of teaching lecturers was only 37.65%, permanent lecturers were 67.82%, professorship professors were 3.59%, senior lecturers were 19.84%, and most teaching staff of SM graduates were 34.82% . Based on 5 composite indicators selected, the quality of PT is only 49.85, meaning less than half. Based on the results of the analysis of the authors, it is recommended that further research be carried out regarding PT data collection, especially lecturers with all the details and whether the composite indicators used are appropriate to measure the quality of PT.

Higher education plays a crucial role in the economic and social development. In order to fulfill its role, mission, and vision, as well as enhance competitive advantages in the global integration context, universities have to put quality as the top priority. Recently, many universities nationwide have been developing quality assurance system, conducting self assessment, and pursuing accreditation in both program and institutional levels. This process aims at developing suitable action plan for quality improvement based on determined strengths and weaknesses. However, this process requires a huge effort to collect and analyze data. In order to enhance the effectiveness and efficiency, the key performance indicators (KPIs) are proposed to evaluate the quality of higher education programs in many aspects. Those KPIs can be considered as a set of statistical measures of how higher education programs are performing. This paper, therefore, provides some general definitions and proposes some KPIs in order to measure the quality of higher education programs in engineering and technology. However, findings of this study can be used as references for other programs.

National development that  lasts  all the  time,  then the  development of higher education is still prioritized by the government to continue to grow, including the role and  duties of lecturers. Strategy  setting is part  of long-term development. The goal is in the most appropriate way in the future to be able. Improving the quality of higher education can not be separated from the quality of human resources owned. Therefore, improving the quality of the behavior and behavior of lecturers as teachers through education channels and  effective training programs in their  work is needed. With qualified human resources, it is expected that  higher education will become an institution capable of effectively facing the challenges of the future.

The article presents the main directions of the transformation of the Polish higher education system to meet the growing needs of the national economy and the labor market. It is emphasized that the state reforms of higher education aimed at improving the quality of education and its orientation to the growing new society were carried out in line with the Bologna process. Characteristics of the most important principles for the creation of a single pan-European educational and scientific space are given. The process of creating state higher professional educational institutions, which have become an addition to universities and polytechnic institutions, has been considered, due to which the population’s access to free higher education has increased. The specific differences between the educational programs of Polish higher vocational schools and unified university programs are assessed. It is shown that, in accordance with the principles of building a unified European educational and scientific space in the country, unified university programs are divided into two- and then three-level cycles. Particular attention is paid to the functioning of the management systems of the process of improving the quality of higher education, presents an analysis of internal and external systems, as well as criteria for parametric evaluation of the quality of the learning process. The leading role of teaching staff in the formation of a quality culture of training is substantiated. The maxims of the teacher of the higher school are given. It is shown that the parametric assessment of the quality of teachers’ work contains both formal legal and thematic elements. Teachers of Polish universities are subject to parametric evaluation at least once every four years, the criteria and procedure for evaluation are defined in the charter of the training organization. Regardless of the official certification, each university teacher exercises self-evaluation with the help of a multi-criteria scale. It should be emphasized that the work of the university teacher on improving the quality of higher education is largely individual, and at the same time regulated by law, both national and EU. Legislation defines the rights, tasks and responsibilities of teachers and quality standards are defined in this area.

Ensuring and enhancing the quality of higher education has become a concern of every country because the quality of higher education is the foundation for the development of high quality human resources, the source of sustainability in socio-economic development. Within the framework of the paper, the author presents the main contents of engineering training in terms of capacity, some issues in the management of local universities and proposes a system of measures to improve the management quality with orientation of capacity approach. Measures proposed not only to ensure the quality of output, but most importantly to achieve the goal of comprehensive development of personality qualities, practice skills in applying knowledge in practice to prepare for the learners the ability to deal with situations raising during their life and occupation

The purpose of this research is to highlight the relationship between the requirements of quality of higher education and the organizational excellence of a sample of faculties of the universities of Baghdad and Al-Nahrain. The research sought to achieve a set of objectives, the most important of which are: To recognize the nature of the requirements of quality of higher education, to demonstrate and diagnose quality requirements, Influential relations between the requirements of quality of higher education and organizational excellence. The current research started from a problem expressed by several questions, namely: (What is the nature and level of some quality requirements in the investigated universities? What is the level of recognition of the dimensions of organizational excellence by the sample members in the investigated universities?) Does quality lead to achieving organizational excellence in the investigated universities? The correlation between higher education quality requirements and organizational excellence? Is there an impact between the requirements of quality of higher education and organizational excellence?). Based on this problem and objectives, and to clarify the relationship between the variables of research, we formulated two hypotheses, which were separated by five sub-hypotheses. The questionnaire was selected as a tool for data collection and analysis, as well as personal interviews on the practical side of the research. A sample of 88 members of the departments and teaching staff at the faculties of engineering and law at the universities of Baghdad and Nahrin were selected. The research found a number of conclusions, the most important of which were: All the correlation relations for the quality of higher education and organizational excellence were strong and significant, and the relations of influence were all significant. Which indicates the role of the quality of higher education in influencing the achievement of organizational excellence of universities.

The present article explores the problems of personnel policy in the higher education system concerning the incentive role of remuneration and career development opportunities. At present, due to several major socio-economic changes, a transformation of labor relations in the system of higher education is taking place. As a result, new approaches to both the management of educational institutions and the selection of university faculty and the remuneration and career development of teachers are required. The goal of the study is to analyze individual modern trends in the development of incentive methods in higher education as a feature of personnel policy. The article demonstrates that as a consequence of the economic transformations, changes requiring an increase in the quality of graduates are occurring in university management which inevitably influences the expansion of the professional requirements for teaching staff. It is established that in modern conditions, external control is replaced by internal one, academic freedoms are displaced by the administration, and academic standards are modified and replaced by formal rules. This process is accompanied by considerable changes in the university personnel policy and the relationships between the administration and teachers. Various examples of human resources policy organizations adopted in different countries are studied. The features of labor contracts with teachers, the conditions of their work, and career opportunities are investigated. Special attention is paid to various approaches to stimulating teaching activity. The shortcomings that do not allow achieving a higher quality of higher education in Russia are identified. Proposals for improving personnel policy in higher education aimed at improving its quality are presented.

In the context of the digital economy and the globalization of the social sphere, the introduction of distance learning technologies in the educational process, as well as the legal regulation of distance education and assessing its quality are the most relevant. Mass quarantine restrictions associated with the COVID-19 coronavirus pandemic, on the one hand, challenged existing distance learning systems, on the other hand, created a serious impetus for its further development. The first goal of the study is to analyze the regulatory legal acts regulating distance education in the Russian Federation with a view to establishing its place and role in the educational process. The second goal of the study is to assess the quality of distance education in modern conditions. To achieve these goals, regulatory legal acts were analyzed, an assessment of distance education in the Russian Federation at the present stage was given, a system of indicators for assessing the quality of higher education was developed. To conduct the study, methods such as the deduction method, methods for calculating relative values and a graphical analysis method were used. Based on the study of normative legal acts, it was concluded that distance learning is an educational technology and, accordingly, can be used as a means of organizing the educational process in the implementation of the educational program for any form of training, including full-time, in accordance with local educational normative acts organization. At the same time, modern services for the implementation of distance learning have wide functional capabilities, which, if used correctly, allows achieving the proper level of quality. Based on the analysis of fundamental legal documents and available sources of information, the authors developed a system of indicators for a comprehensive assessment of the quality of higher education, which includes three groups of indicators: the quality of students, the quality of the teaching staff and the quality of the educational process.

<p style="text-align: justify;">Higher education plays an important role in providing students with knowledge and skills to enter the labor market. The quality of higher education, the satisfaction of the quality of higher education has been concerned by many individuals and organizations. The study aims to explore the factors affecting student satisfaction with the quality of higher education services in Vietnam. Research data was collected from survey results by questionnaires from 396 students of An Giang University, Vietnam National University Ho Chi Minh City, Vietnam. SPSS 20, AMOS 24 software is used for analysis and evaluation of scales through Cronbach's Alpha reliability coefficient; exploratory factor analysis EFA; CFA confirmatory factor; SEM linear regression analysis to test the hypotheses. The results of the SEM model study show that there are six factors affecting student satisfaction with the quality of higher education services in Vietnam, including teaching staff; facilities and teaching facilities; ability to serve; educational activities; student support activities; education programs. From the research results, discussions on educational administration are proposed to improve student satisfaction with the quality of higher education services in Vietnam.</p>

The effective supply of higher education is important to cultivate innovative talents and improve the quality of higher education. In the new era, China’s colleges and universities put forward to improve the quality of higher education as the goal, reasonable allocation of higher education supply resources and effectively promote the healthy development of higher education. Based on this, this paper takes the supply of higher education as the starting point, and constructs the evaluation index system of higher education supply based on the government, society and universities. It also improved the evaluation criteria for the school running standards, teaching quality, teaching staff and teaching achievements of higher education. So this paper has certain theoretical and practical significance to promote the effective supply of higher education and improve the quality of higher education supply.
