The low attention to learners, students and the public on the history as well as the withdrawal of the application of curriculum in 2013 add to the problems of strengthening the role of history in the nation’s character. This affects the poor students who want to pursue higher education studies for history or science education majors history, plus the lack of job security from the government. Government and stakeholders are obliged to fix the condition of the nation and state are already crisscrossing this. We need a breakthrough in learning activities or movements to public awareness that history is not solely belong to the ruling, but the history is the property of the entire nation of Indonesia. Public history is expected to be a breakthrough in the history closer to the people. Besides public history programs provide employment opportunities for graduates to be able to work in all areas of life, and not fixated on any one area of work. In the public program history, the public are invited to play an active role in the history of his people, so that the character of a nation is not just a slogan government alone

Purpose The purpose of this paper is to analyse the 2016 elections for Police and Crime Commissioners (PCCs) and to compare them with those that took place in 2012. It seeks to evaluate the background of the candidates who stood for office in 2016, the policies that they put forward, the results of the contests and the implications of the 2016 experience for future PCC elections. Design/methodology/approach This paper is based around several key themes – the profile of candidates who stood for election, preparations conducted prior to the contests taking place, the election campaign and issues raised during the contests, the results and the profile of elected candidates. The paper is based upon documentary research, making particular use of primary source material. Findings The research establishes that affiliation to a political party became the main route for successful candidates in 2016 and that local issues related to low-level criminality will dominate the future policing agenda. It establishes that although turnout was higher than in 2012, it remains low and that further consideration needs to be devoted to initiatives to address this for future PCC election contests. Research limitations/implications The research focusses on the 2016 elections and identifies a number of key issues that emerged during the campaign affecting the conduct of the contests which have a bearing on future PCC elections. It treats these elections as a bespoke topic and does not seek to place them within the broader context of the development of the office of PCC. Practical implications The research suggests that in order to boost voter participation in future PCC election contests, PCCs need to consider further means to advertise the importance of the role they perform and that the government should play a larger financial role in funding publicity for these elections and consider changing the method of election. Social implications The rationale for introducing PCCs was to empower the public in each police force area. However, issues that include the enhanced importance of political affiliation as a criteria for election in 2016 and the social unrepresentative nature of those who stood for election and those who secured election to this office in these contests coupled with shortcomings related to public awareness of both the role of PCCs and the timing of election contests threaten to undermine this objective. Originality/value The extensive use of primary source material ensures that the subject matter is original and its interpretation is informed by an academic perspective.

Bone Regency as part of South Sulawesi is a very interesting area to discuss. This area is not only part of the history of South Sulawesi, but also a historical flow of South Sulawesi. the existence of nobles who are so attached to the joints of the lives of the people of Bone is still interesting to be examined to this day. Based on this, the article aims to reveal the role of Bone nobility in the swapraja government system to the regency (1950 - 1960). The political development of the government during this period was seen as sufficiently influencing the political dynamics of the government in Bone Regency which continued even today. The method used is the method of historical research with four stages, namely, heuristics, criticism (history), interpretation, and presentation (historiography). The results of the study show that after the transition from swapraja to regency, the role of nobility is still very calculated. But it is no longer like in the period before the transition, where the government was ruled by the king / aristocracy. At this time the level of intelligence is also taken into account. Apart from the fact that the structure of the government is indeed different because the process of appointing head of government is also different. But in general the role of nobility after the transition was not much different, where there were still many nobles holding power.

This chapter provides an evaluation of ICT policy developments in Botswana. In particular, it highlights major advancements in areas of national ICT policy development and its implementation in the country. The country’s National ICT policy, Maitlamo, has been a significant factor in driving ICTs in the country. The chapter asserts that opportunities in ICT development in the country are evidenced by not only implementation of the policy but further by greater investment of financial resources by the government and the role of the private sector. Further, the chapter argues that while implementation of the national ICT policy has brought achievements in liberalisation and expansion of public services in rural areas, there are still a number of challenges to address if universal access has to be achieved. Among these are unavailability of ICT services in rural areas, high costs of the technology and the lack of public awareness on the use of technology. Proposals made at the end of the chapter call for the government to speed implementation of ICT policy, form stronger partnerships with the public sector and further balance the role of BTC vis a vis other players so that the playing field is leveled.

AbstractIn this article I provide a complete translation and analysis of the recently unearthed bamboo manuscript, Rong Cheng shi, from the Shanghai Museum collection. This manuscript presents a previously unknown version of China's early history from the time of legendary rulers Yao, Shun, Yu and their predecessors to the establishment of the Zhou dynasty. The narrative is critical of both the dynastic principle of rule and “righteous rebellion”, and advocates instead the ruler's abdication in favour of a worthier candidate as the best mode of rule; in addition, it hints at the unusually active role of “the people” in establishing the supreme ruler. Moreover, despite being associated with the southern state of Chu, the Rong Cheng shi presents a unitary view of the past, which rejects the multi-state world and promulgates the notion of the unified “All-under-Heaven” as singularly legitimate. The text has far-reaching significance in terms of both history of Chinese political thought and of early Chinese historiography.

Nowadays the role of social media as a communication tool is increasing. Information technologies and communication habits of society changes also the way and the form how to create communication between the government and the society in Latvia. The aim of this research study is to evaluate the role of social media in Latvian government communication by analysing the use of the social media and interaction with the public. The formation of relations between government institutions and the society is defined in different policy documents of the Latvian government. Such research methods as document analysis, content analysis and comparative analysis to measure Latvian government profiles and followers’ involvement were employed to determine how social media use contributes to co-operation between the government and the public and effective exchange of information and coordination. The ways of communication in state administration performance have been changed. It is possible to mark two important changes – firstly, the government communication goal is not just to increase public awareness, but also interaction and involvement of the public in state administration, and secondly, development of information technology and public communication habits expands and makes varied methods and forms of government communication. Different Latvian government policy documents increase the role of communication in state administration, but the communication which is implemented by Latvian state institutions is unable to overcome public distancing and the lack of interest in the state administration.

The ombusdsman originated in Sweden as a substitution for the Parliament practiced a role of superintending the administration in its beginning, but now the office operates both as a commissioner of the people and the arbiter between the government and individual and also as an institution aims at the realization of efficient redress and justice. The office is expected to practice a function of disposition of the complaints on the principle of equity with relative ease and promptitude. After the ombudsman had originated in Sweden in 1809 as a Parliamentary commissioner Finland adopted the office in 1920, but the interests in the office became widespread only after the mid-20th century and at present about 50 countries have introduced the institution. In case of our country the Public Grievances Commission thereafter described as PGC), Korean style ombudsman, was inaugurated in 4 April 1994 under the provision of the "Basic Law about Administrative Regulations and Civil Affairs Administration (hereafter described as the "Basic Law.") that has passed in a regular session of the National Assembly of 1993.

The subject of this article is the role of mas in art culture of the Silver Age as a peculiar era of the “Russian Renaissance”. The term was introduced by N. A. Berdyaev and is present in a number of hisp philosophical writings. The object of this research is the Silber Age, perceived by the author as a somewhat mythological concept. Within the history of Russian culture “Golden Age” is attributed to the time of Pushkin, while “Silver Age” is a period of the bloom of modernism at the turn of XIX-XX centuries, when creative revival coincided in the visual and scenic arts, literature, music, science, and social life. The goal of this work consists in the analysis of dynamics and interconnection between artistic pursuits of the era of Russian modernism and the role of mask in this process The research results testify to the fact that in the Silver Age art prevails the cult of mask as a so-called challenge, protest against reality, which defined its special role in the works of painters, theatrical designers, symbolist poets, avant-garde filmmakers, whose experiments were aimed at determination of the new forms of relationships between art and the public. The relevance of study is substantiated by “interchange” of eras: new trends in development of sociocultural sphere of turn of XX-XXI centuries, when mask came into the people’s everyday life, and the image (persona) becomes an intrinsic part of communication process.
