This study aims to find out how to implement E-budgeting at the Sidoarjo Regency Regional Secretariat in the COVID-19 Pandemic Era. This is a qualitative descriptive study that uses an interpretive study to achieve maximum results.This study uses a system that has several programs to support the success of e-budgeting including: RDS (Regional Development System) and SIKSDA (Regional Financial Information System).The results of this study indicate that the implementation of E-budgeting at the Regional Secretariat of Sidoarjo Regency has been carried out well. The COVID-19 pandemic that occurred had an impact on all aspects, including in the field of Government, so that it could affect the budgeting process. One of them is by seeking budget effectiveness. The Sidoarjo Regency Regional Secretariat as one of the Government aspects in the Sidoarjo Regency Regional Government also received an indicative ceiling from the Regional Planning Board to refocus the budget. By already using e-budegting at the Sidoarjo Regency Regional Secretariat, this is very helpful in accelerating the implementation of budget refocusing. So that the planning process and budget changes can be carried out effectively and efficiently.

At present the development of technology and information has reached a very rapid level. Technology and information are used as a service media in the government environment which is also known as e-Government, one of which is the service of public information disclosure. The central government through Law No. 14 of 2008 concerning Openness of Public Information, encourages all Public Agencies including the Sleman Regency Government to make transparency in the administration of the state by utilizing information technology. This research is a qualitative descriptive study which aims to describe the reality that occurs. The object of research in this study is the official website of the Information and Documentation Management Officer (PPID) of Sleman Regency with the domain https://ppid.slemankab.go.id then the Sleman Regency Communication and Informatics Office as the organizer of the public information disclosure program. The data collection technique itself is carried out by means of interviews, documentation studies, and field observations (observations). After collecting and presenting data, then the data will be reduced first then analyzed and concluded. From the results of the study, in general the researchers concluded that the Sleman Regency PPID website had reached the level of qualification to become a quality website, however there were still some improvements and evaluations that had to be done by the relevant agencies in order to be better, namely (i) the website was still being assessed as a one-way service (ii) There are still many OPDs that are not ready to implement PPID (iii) data and information are still not updated (iv) lack of responsiveness of services in requests for information.

AbstractThe so-called Buchanan report, commissioned by the Irish government and published in May 1969, comprised a set of proposals for regional industrial development in Ireland over the period 1966–86. The main thrust of the report was the concentration of the great bulk of new industrial employment creation in Dublin and eight proposed ‘growth centres’. The plan provided for the creation of powerful planning authorities to oversee development in the regions. The government rejected these proposals and opted instead to continue with the existing policy of widespread dispersal of new industry. While meeting with initial success, this policy proved unsustainable in the long term. The paper reviews the implications of the Buchanan report experience for the regional planning process in Ireland, arguing that failure to learn from this experience served to undermine the National Spatial Strategy, with a similar fate likely for the forthcoming National Planning Framework.

Describe the implementation of the fingerprint electronic absence policy on the discipline and performance of civil servants as well as the impact it has on implementing the fingerprint electronic absence policy. Qualitative descriptive method describes various conditions and situations as the object of research. The data collection techniques used were observation, documentation and interviews. After the implementation of fingerprint electronic attendance, discipline increases and obligations as employees have been carried out in accordance with applicable regulations. The application of sanctions in the regional government of seluma regency is in accordance with the regulations of civil servants and the provision of rewards for employees who excel has been carried out properly, to inspire other employees, so that they can work better.

AbstrakPada tahun 2020 ini, Menteri Pendidikan, Nadiem Makarim, mengeluarkan kebijakan Merdeka Belajar-Kampus Merdeka. Hal yang menarik perhatian dalam kebijakan ini adalah kegiatan belajar di luar kampus. Terdapat delapan contoh kegiatan pembelajaran di luar kampus, yang meliputi kegiatan magang atau praktik kerja, proyek di desa, mengajar di sekolah, pertukaran pelajar, penelitian, kegiatan kewirausahaan, studi/proyek independen, dan proyek kemanusisaan. Aktualisasi kegiatan ini memerlukan sebuah referensi nyata yang dapat dijadikan pedoman. Film “Sokola Rimba” menawarkan konsep kegiatan-kegiatan ini dalam penceritaan filmnya. Oleh karena itu diperlukan penelitian secara mendalam terhadap film “Sokola Rimba”. Penelitian ini bertujuan untuk mendeskripsikan sinopsis film “Sokola Rimba” dan mendeskripsikan konsep pendidikan yang memerdekakan. Penelitian ini adalah penelitian deskriptif kualitatif. Subjek penelitian ini adalah film “Sokola Rimba”. Metode pengumpulan data yang digunakan adalah metode observasi dan studi literatur. Hasil penelitian ini menunjukan terdapat tiga kegiatan yang divisualkan dalam film dari delapan contoh kegiatan kegiatan belajar di luar kampus, yaitu proyek kemanusiaan, proyek di desa, dan mengajar di sekolah.Kata Kunci: pendidikan, memerdekakan, film sokola rimba. AbstractIn 2020 the government issued a policy on “Merdeka Belajar-Kampus Merdeka”. The thing that attracts attention in this policy is learning activities off campus. There are eight examples of off-campus learning activities, internships or work practices, village projects, school teaching, student exchanges, research, entrepreneurial activities, independent studies / projects, and humanitarian projects. Actualization of this activity requires a real reference that can be used as a reference. The film "Sokola Rimba" visualizes the concept of these activities in the film's story. Then research is needed on the film "Sokola Rimba". This study aims to describe the synopsis of the film "Sokola Rimba" and describe the concept of liberating education. This research is a qualitative descriptive study. The subject of this research is the film "Sokola Rimba". Data collection methods used are the method of observation and study of literature. The results of this study indicate there are three activities visualized in the film from eight examples of activities outside the campus learning activities, such as humanitarian projects, projects in villages, and teaching in schools.Keywords: education, liberation, sokola rimba films.

The condition of the corona virus pandemic (covid-19) in Indonesia has an impact on religious life for Muslims, such as Friday prayers. The government issued a regulation on Friday prayers at mosques in areas where the distribution of the prayers was controlled with a prayer distance of one meter to prevent the spread of the virus, resulting in the mosque being unable to accommodate many worshipers at a time. The purpose of this study is to describe the opinions of the scholars regarding the two waves of Friday prayer in one mosque and the Friday prayers in addition to the mosque during the Covid-19 pandemic, and also aims to respond to community questions about these two issues in order to find the right answers so that the community can perform worship calmly. This type of research is a qualitative descriptive study using a literature review method with a normative approach. The results of this study are that the scholars disagreed about the law of the two-wave Friday prayer in one mosque during the covid-19 pandemic. A strong opinion is that it is permissible to carry out two waves of Friday prayers in one mosque, due to emergency or urgent conditions such as the covid-19 pandemic conditions, with the condition that the mosque is narrow and there is no other representative place to accommodate worshipers, the number of worshipers in the second wave is as much as the number of pilgrims in the first wave, as well as getting approval or permission from the government. The implementation of this research is expected to provide theoretical and practical contributions to scientists and society in general.

The consistency between planning and budgeting is important because it is a marker for local governments in assessing the performance of all government programs and activities, whether they are running well and according to the goals set. The difference in consistency in the Pangkalpinang City Government occurs from year to year. Still, there is a commitment from the Regional Head to build consistency between planning and budgeting to realize community welfare. This research has a purpose: to find out and analyze how the consistency between planning and budgeting in the 2018 to 2020 fiscal year is through an analysis of the planning process and the budgeting process to see what factors support this consistency. The research method used uses a qualitative approach and analysis through the Interactive Model of Miles and Huberman. The results obtained from the research are planning and budgeting process in the Pangkalpinang City Government is still not consistent. The research locus is at the Regional Development Planning and Research Agency of the Pangkalpinang City, Regional Finance Agency of Pangkalpinang City, and Regional House of Representatives Budget Agency of Pangkalpinang City. Each year, the consistency that occurs is different in the Regional Government Work Plan (Rencana Kerja Pemerintah Daerah or RKPD). The highest consistency is found at the end of the Regional Medium-Term Development Plan (Rencana Pembangunan Jangka Menengah Daerah or RPJMD), which in this research falls on the 2018 Regional Government Work Plan (RKPD).

The purpose of this study was to determine the level of capability and proposed recommendations for improvement of academic information systems polytechnic MoH RI Padang particularly manage service agreements (process APO09) using the COBIT framework 5. This research is a qualitative descriptive study using the COBIT framework 5. The procedure of this study begins by observation, interviews, literature review, gave questionnaires to the parties involved in the management of academic information systems. The survey results revealed that the level of capability for academic information system Poltkekkes MoH Padang to APO domain on APO09reached level 1 with category Largely Achieved (60.00%). The results of processing this data to base recommendations for improving the management of academic information system Poltkekkes MoH Padang to reach the target level 3. As the leader of the implementation of governmental affairs which become the authority of regional government, based on the mandate of Law Number 23 Year 2014 on Regional Government, the Head of regional government is obliged to prepare Regional Government Administration Report (RGAR) which by the central government will be used as material for evaluation and guidance to implement the administration of regional government. Batang Regency is the only Regency which for the last respective three years (2016, 2017 and 2018) has been in the 5th rank (the lowest five) in Central Java. The results of this evaluation are used as material for the Ministry of Finance in determining the Regional Incentive Fund and for the Ministry of Home Affairs in approving additional income for state civil apparatus. However, Batang Regency has not yet optimized its reporting system and Evaluation of Regional Government Administration Performance. Due to this unoptimal evaluation results on the implementation of regional Government, organizational capacity and the evaluation of the Governmental Division at Batang Regency regional Secretariat as the division who conducted the report preparation activities became the focus of this research. Qualitative descriptive method was used to describe all the symptoms / conditions which exist during the research. Moreover, the analysis was carried out through data reduction, display data and conclusion drawing / verification. Based on the results of this research, it can be concluded that the Organizational Capacity of the Government division of the Regional Secretariat of Batang Regency which involves some resources (human resources, infrastructure, technology and financial resources) and management (leadership, program and process management as well as cooperation and relationships among organizations) needs to be improved, such as conducting job analysis, increasing the quantity and quality of human resources, making more detail activities planning and budgeting as well as defending them during budget discussions, making Terms of Reference and improving effective communication skills.

Regional management information system application is a computer application program that is integrated and can help the process of the administration of the local government from the provincial level, city level until the sub-district level. SIMDA consists of 26 separate application that can be distributed to construct the SKPD with  ntegrated database system so that the output can be used by the regional government to help the decision making process. The purpose of this research is to know the Applying of Regional Management Information System Regional Assets on Financial and Asset Management Agency of the city of Manado. The analysis method used is qualitative descriptive method. The results of the study showed that the applying of the SIMDA-BMD on BPKAD had run well, starting from planning, procurement, use, administration, utilization, maintanence and deletion are well under way, but there is a weakness in this application which cannot be used on windows 10.Keywords: Regional Management Information System, Regional Assets.

The spread of COVID-19 has an impact on various aspects of life, not only material losses but has claimed many millions of lives. Each country has made various policies in tackling and further outbreaks of the virus. The government has issued policies related to health protocols to solutions by vaccinating the entire community, but after vaccination many people ignore health protocols. This study is a descriptive study with the aim of describing people's tasikmalaya city behavior after vaccination and viewed from a policy perspective on health protocols. Based on research, it shows that people who have vaccinated both stages one and two, pay less attention to health protocols, especially in using masks, as well as the increasing number of people's activities that ignore health protocols, coupled with weak supervision from each Regional Government with the Covid-19 task force so that the community is more lax to carry out various activities without paying attention to the applicable provisions
