The consistency between planning and budgeting is important because it is a marker for local governments in assessing the performance of all government programs and activities, whether they are running well and according to the goals set. The difference in consistency in the Pangkalpinang City Government occurs from year to year. Still, there is a commitment from the Regional Head to build consistency between planning and budgeting to realize community welfare. This research has a purpose: to find out and analyze how the consistency between planning and budgeting in the 2018 to 2020 fiscal year is through an analysis of the planning process and the budgeting process to see what factors support this consistency. The research method used uses a qualitative approach and analysis through the Interactive Model of Miles and Huberman. The results obtained from the research are planning and budgeting process in the Pangkalpinang City Government is still not consistent. The research locus is at the Regional Development Planning and Research Agency of the Pangkalpinang City, Regional Finance Agency of Pangkalpinang City, and Regional House of Representatives Budget Agency of Pangkalpinang City. Each year, the consistency that occurs is different in the Regional Government Work Plan (Rencana Kerja Pemerintah Daerah or RKPD). The highest consistency is found at the end of the Regional Medium-Term Development Plan (Rencana Pembangunan Jangka Menengah Daerah or RPJMD), which in this research falls on the 2018 Regional Government Work Plan (RKPD).

This research entitled Analysis of Planning and Budgeting Conceptency in Pegunungan Bintang District Case Study On Department of Transportation, Communication and Informatics Year 2013-2015. In this research try to analyze consistency between planning and budgeting seen from planning and budgeting document like RKPD, PPAS, and APBD. RKPD (Local Government Work Plan), which is the result of the selection of community aspirations through the Development Planning Council (Musrenbang). Furthermore, RKPD work plan and funding are used as guidance in the budgeting process (budgeting). Budgeting begins with the preparation of Temporary Budget Priorities and Ceiling (PPAS). The approved PPAS is used as a guideline for the preparation of Regional Revenue and Expenditure Budget Plans (RAPBD) which is then ratified into Regional Revenue and Expenditure Budget (APBD). The results of the analysis are then analyzed using the Planning and Budgeting Consolidation Matrix to see how far the consistency is occurring. The results of this study indicate that the average level of consistency planning and budgeting in the field of Transportation, Communications and Informatics in Pegunungan Bintang District in 2013-2015 is quite good where the average level of consistency of programs between RKPD and PPAS ranges between 80.00%. While the average level of consistency of activities is 61.98%. This indicates that the drafting of the plan on PPAS still exists that is not guided by RKPD. The level of program consistency between PPAS and APBD has an average value of 60.64%. While the average level of consistency of activity is 63.19%. The level of planning and budgeting concessions from year to year shows a fluctuating value. In consistency the budget outline has a consistent value. Inconsistencies occur because there are activities that suddenly appear and are not contained in the previous document. This is due to delays in information activities from the central government. The study aims to determine the effectiveness of the village midterm development planning process / RPJMDes and the village government work plan / RKPDes implemented by Sidomukti Village Government, Muara Kaman District, Kutai Kartanegara District, which was evaluated based on Permendagri No 114/2014 on village development guidelines. The study uses an evaluation method with a qualitative descriptive approach, data collection through documentation and interview studies, data analysis using reduction, data presentation, and concluding. The results of the study found that in the preparation of the RPJMDes and RKPDes, the village government had not yet fully implemented the stages as stipulated in Permendagri No 114/2014, in the preparation of the RPJMDes there were 3 stages not carried out namely aligning the direction of district policy, assessment of village conditions, and village deliberations, while in the preparation of the RKPDes there were no indicative ceilings, this was due to the lack of competence of the Village Government officials in preparing the RPJMDes and RKPDes, weak administrative management, and lack of community participation.

Participatory planning is a necessity. Unfortunately, participatory planning has various problems that make it ineffective. Human resource capacity as an input factor for participatory planning is still inadequate. The participatory planning process has not optimized the best way of producing the outputs that are needed by the community. Spatial aspects of planning, activities in the space, and budgeting must be aligned. However, empirical facts show the inconsistency of development planning. The purpose of this study is to analyze the relationship between community participation in planning and regional development performance through spatial planning, development, and budget planning alignment, as the mediating variable. This study explore measurement of all three variables using quantitative indicators. The results of this study, using SEM PLS, indicate that the direct relationship of community participation and the performance of infrastructure development is significant if it does not include the mediation variable.  Process, results of participatory planning, alignment of spatial and development plans, and alignment of strategic plans with work plans are significant variables. Therefore, local governments need to make efforts to improve participation processes in spatial planning and development so as to improve the regional development planning alignment and performance

As a primary material carrier of Chinese farming civilization, traditional villages have the dual attributes of villages and heritage. The traditional village cannot be regenerated if they were destroyed. Therefore, it is urgent to find a suitable development model and way out in the context of high-speed urbanization. The proper planning of traditional villages mainly covers two aspects of protection and development for a long time. The preparation and management of various types of planning are also intertwined and even contradictory. “Multiple-planning” is an effective way to solve the conflicts between different administrative departments and different types of planning in the current planning process, and also provides a practical planning idea and method for the future of traditional villages. Firstly, the research analyzes the existing planning types of traditional villages and points out that because of the difference of objectives, strategies, and executives, there come three common problems: The protection measures are not easy to implement; The development strategies are unsustainable; The planning and implementation are not connected. These problems directly affected the implementation of planning. They not only hinder the effective conservation of cultural heritage but also restrict the revitalization of the village's economic development. Furthermore, the research discusses the necessity and feasibility of “Multiple-planning” in the conservation and development of traditional villages and proposes a conservation and development planning framework for traditional villages from the perspective of “Multiple-planning.” Finally, the research is taking a traditional village conservation and development planning of Liugou in Yanqing District of Beijing as an example. Accomplished valuable planning in the perspective of “Multiple-planning” through objective and systematic status analyzing, exceptional and feasible conservation planning, scientific and sustainable development planning.

This exploratory review of the literature provides a comprehensive overview of the settings that are available to the planner when managing participatory strategic planning of spatial socio-economic development on the local level. We contextualize individual potential configurations of participation in local development planning practice, documented in a number of case studies from different parts of the world, in order to reflect the multidimensionality of the participatory planning process. These reflections are used to build a participation plan model, which aimed to help local planners, especially local governments, to optimize the participation of local stakeholders, according to the specifics of the local environment. The paper evaluates the options of planners to manage the participation from perspective of the organization of participation, the determination of its scope, selection of stakeholders, methods and techniques of communication, decision-making and visualization, as well as the deployment of resources, or the possibility of promotion and dissemination of information. As a practical implication of this review, we compose a participation matrix, which is intended to be an auxiliary tool for planners to establish own locally-specific participation plans and that can serve as tool for education, or life-long learning of planners.

<p><em>Open Data</em><em> (OD) </em><em>is data that is publicly available and free for anyone to use, reuse and redistribute.</em><em> </em><em>The Bandung</em><em> City</em><em> Government is the first </em><em>municipality</em><em> government in Indonesia to implement OD programs as a form of public service in the digital era. Although E-government practices have been applied to public services provided by various Central and Regional government agencies in Indonesia, in general there are still obstacles related to the extent to which the data can be accessed </em><em>and used-reused </em><em>by the public for various purposes. The study conducted in the Bandung </em><em>Municipality</em><em> Government was directed at efforts to find an effective OD innovation management model in the public sector by using qualitative methods with a case study strategy. Based on field findings, the OD program carried out at the Bandung Government is a collaboration of multiple actors and stakeholders (communities, private sector, NGOs) starting from the initiation stage up to its implementation. In this case, the Bandung City Government together with the various parties involved built an Open Data ecosystem that aims to produce credible data for decision making, and create a more transparent and accountable government.</em><em> </em><em>The implementation of this program has not been fully effective because the implementation has not been optimally integrated in Public Information Services (LIP). This has implications for the mechanism of unclear and non-smooth coordination and communication between fields and between Regional Government Work Units (SKPD) which are responsible for implementing OD and LIP. </em><em>The stuation</em><em> raises different views on the selection and display of data published (information dissemination). </em></p>

Budget is a blueprint of the existence of a State and is a future directive. The Local Government Budgeting Process should be a benchmark for achieving the expected performance, so that regional budget planning should be able to clearly describe the performance objectives. With the preparation of a good budget, can be easily obtained information in decision-making. Local governments are responsible for the management of local finances. In the implementation of regional financial management, the regional head holds the general power obliged to carry out in accordance with the Rules that have been determined. In order for the implementation of local financial management carried out in an orderly and obedient to the applicable legislation. The purpose of this research is to know how the process of budget preparation and how the financial performance in Sonder District of Minahasa regency. Data collection method used is qualitative descriptive analysis that is by describing the preparation of budget and financial performance of local government in subdistrict sonder. The results of the research show that the process of Budgeting Process in Sonder District starts from the preparation of the Local Government Work Plan (RKPD), KUA / PPAS up to the Working Budget Plan of Local Government Work Unit (RKA-SKPD) Then presented to the Implementation Document of the Budget of Work Unit of Regional Region (DPA-SKPD). Budgeting and financial performance of local government in Kecamatan Sonder is quite effective. where the budgeting is done using the Planning, Programming, and Budgeting System (PBBS) approach, and the financial performance in the preparation of the budget goes well despite the delay but the implementation is still good and under control. This can be seen from how the process of preparing the budget and strategic plans that are set in the long term.Keywords: Budget Drafting Process, Financial Performance

The aims of the study is to explore the results of the audit opinion given by Badan Pemeriksa Keuangan on the local government financial statement in North Sumatra by using financial documents for the 2014 fiscal year. This research is a descriptive study which reveals the results of the auditor's opinion on the local government financial statement.  The research population is the object of local government in the province of North Sumatra in 2014 fiscal year. The research sample consisted of 33 local government financial statement documents in North Sumatra. The type of data used is secondary data. Based on the audit report conducted by the auditors from the audit findings of the local government financial statement in Nort Sumatra, the results such as the auditor’s opinion reasonable without any exception as many as 13 local government; the auditor’s opinion is unqualified with an explanatory paragraph consisting of two local governments; the auditor’s opinion is reasonable with the exception consisting of 15 local governments; the auditor’s opinion doen not provide an opinion consisting of three local govenrment. The findings obtained that the dominance of auditor opinion is reasonable with the exception, and there are three local governments with opinions not giving opinions. Consistenly with these findings, the regional government in North Sumatra must be able to improve and commit to transparency in the use of regional finances, so that the auditor's opinion in the future is better and more beneficial to the community.

The Regional Medium-Term Development Plan (RPJMD) as a mandatory document in the planning process carried out by local governments is one of the vital documents that determines the future development direction of an area. The purpose of this study was to determine the policy evaluation strategy aimed at the Regional Medium Term Development Plan (RPJMD) for the 2011-2016 period, with the locus of Cianjur Regency. The strategy that can be carried out by the Cianjur Regency government refers to the Priority scale pattern which is based on the calculation results of the Analitycal Hierarchy Process (AHP), which essentially follows the pattern; (1) dimension of perception equation, (2) dimension of accuracy, (3) dimension of equalization, (4) dimension of responsiveness. (5) the dimension of adequacy, (6) the dimension of efficiency, (7) the dimension of effectiveness. The results showed that in order to increase people's purchasing power and create a prosperous South Cianjur community, the Regional Government and DPRD of Cianjur Regency are expected to be able to increase synergy, both in the form of coordination and collaboration, especially in relation to the preparation of the Regional Medium-Term Development Plan in the coming period by making road infrastructure development one of the Cianjur Regency Development Missions. This is very important to do, so that road infrastructure development gets serious attention from various stakeholders.
