The article deals with main issues of foreign economic activity: the role of non-commodity goods export in development of the national economy; state stimulation of non-commodity goods export as the most important direction of foreign economic activity of the Republic of Belarus; as well as some problems connected with the improvement of the existing export promotion mechanism and institutions in modern conditions. Possible directions of the improvement of the state stimulation of non-commodity goods export in the Republic of Belarus are proposed, according to the international experience.

The main aim of this article is to research the existing scientific concepts for considering the essence of the category of «fiscal instrument» and substantiate the essence of this definition. It is noted that there is an urgent issue of deepening the provisions formed and also developing further provisions in the field of functioning of the fiscal system, searching for the optimal model when developing such a system. Thus, there is a need for the implementation of new researches in this sphere to deepen the theoretical aspects of the functioning of the fiscal system, including the need to substantiate the content of certain scientific categories and specify existing ones. The article considers the essence of the category of «economic instrument», analyzes the existing concepts of research of this definition. It is determined that this type of instruments is an integral part of the whole mechanism of the State regulation of the national economy, stimulation of the development of certain sectors of the economy, management of the State property. This allowed us to continue to study the role of various types of economic instruments in ensuring the efficient functioning of the national economy, in particular fiscal ones. It is also determined that in the vast majority of cases, using the category of «fiscal instrument», scientists often identify it with the definition of «tax instrument». In a significant number of works when considering derivative scientific concepts from the word «fiscal», it is also not enough attention to specify the content of fiscal instruments. Thus, the article proposes to consider the content of the category of «fiscal instrument» as follows: fiscal instrument – a means used to save financial resources of economic entities in order to generate the State budget revenues.

The article is devoted to one but important direction of archival documents and information use - the publication of documents of the National Archival Fond of the Republic of Belarus, which are deposited in the state archives. The article briefly discovers the legal requirements for publishing activities, including organizational aspects of the preparation and conduct of the work fixed in the rules of work of the state archives. The author notes the significant achievements of the Belarusian archivists in this area in recent years, which are supported by both quantitative and qualitative indicators. However, despite the progress made in publishing activities, a number of problems to be solved still remain. Among them, the author notes the absence of uniform rules of the publication of archival documents, the lack of a single center, which coordinates the work of publication at the national level, undeveloped Belarusian diplomatique, which creates difficulties with the publication of documents of the 14th-18th centuries, the need to develop the requirements for electronic publication. Particular emphasis is placed on the role of archival science in the development of evidence-based approaches to the selection of papers for publication, development of common approaches to the transmission of texts published, preparation of relevant guidelines.

The article discusses the implementation of economic security by the state through customs tariff regulation in various scenarios. The steps taken to ensure a stable and sustainable economy through balanced customs tariff regulation of foreign trade transactions, and their results were analyzed. The article examines the share of customs revenues in the budget, the reasons for their growth in recent years and the results.

The chapter summarizes the nature of capital and capitalism. The chapter also highlights concepts related to the role of the State in economic activity, and the nature of industrial policy. The initial concepts dealt with are that of capital as a fund, capital as structure and capital as capabilities. Capitalism necessitates socially organizing production. Assessing organizational and administrative contingencies is important for understanding capitalism. Institutions are the bedrock of capitalism. The broad roles of Government, in designing laws and regulations, building infrastructure and acting as entrepreneur, are discussed. The implementation of national industrial strategies facilitates growth. The nature of industrial strategies is highlighted. Industrial policy activities, as defined by the three facets of institutions, innovation and involvement, are discussed. With respect to India’s industrial strategy, independent India’s founders’ visions of a modern industrial society, grounded in a need to involve Government in institution building, are introduced.

Abstract This article contributes a securitisation-based, interpretive approach to state weakness. The long-dominant positivist approaches to the phenomenon have been extensively criticised for a wide range of deficiencies. Responding to Lemay-Hébert's suggestion of a ‘Durkheimian’, ideational-interpretive approach as a possible alternative, I base my conceptualisation on Migdal's view of state weakness as emerging from a ‘state-in-society's’ contested ‘strategies of survival’. I argue that several recent developments in Securitisation Theory enable it to capture this contested ‘collective knowledge’ on the state: a move away from state-centrism, the development of a contextualised ‘sociological’ version, linkages made between securitisation and legitimacy, and the acknowledgment of ‘securitisations’ as a contested Bourdieusian field. I introduce the concept of ‘securitisation gaps’ – divergences in the security discourses and practices of state and society – as a concept aimed at capturing this contested role of the state, operationalised along two logics (reactive/substitutive) – depending on whether they emerge from securitisations of the state action or inaction – and three intensities (latent, manifest, and violent), depending on the extent to which they involve challenges to state authority. The approach is briefly illustrated through the changing securitisation gaps in the Republic of Lebanon during the 2019–20 ‘October Uprising’.

Согласно Концепции Государственной программы улучшения здоровья населения на 2020-2025 годы в рамках дальнейшего внедрения системы ОСМС в РК одним из основных задач госудаства является повышение солидарной ответственности граждан за свое здоровье. Существующая солидарная ответственность должна побуждать пациентов развивать навыки самопомощи/самоменеджмента с целью лучшего управления собственным здоровьем. Цель исследования. Анализ роли самоменеджмента пациентов в системе солидарной ответственности за свое здоровье. Материал и методы. Данный обзор основывается на материалах ВОЗ и статей зарубежных и отечественных исследователей. Выводы. На сегодняшний день, в системе здравоохранения Казахстана одним из основных моментов является солидарная ответственность государства, пациента и работодателя. Ведь каждый гражданин должен принимать важные решения, которые оказывают существенное влияние на состояние его здоровья. Поэтому стратегии по повышению грамотности пациентов, их вовлеченность в процесс принятия решений и развитие самоменеджмента должны быть одними из фундаментальных стержней существующей системы ОСМС и политики здравоохранения. According to the Concept of the State Program for improving the health of the population for 2020-2025, as part of the further implementation of the compulsory health insurance system in the Republic of Kazakhstan, one of the main tasks of the state is to increase the joint responsibility of citizens for their health. The existing shared responsibility should encourage patients to develop self-help / self-management skills in order to better manage their own health. Purpose of the study. Analysis of the role of patients' self-management in the system of joint responsibility for their health. Material and methods. This review is based on WHO materials and articles of foreign and domestic researchers. Findings. Today, in the health care system of Kazakhstan, one of the main points is the joint responsibility of the state, the patient and the employer. After all, every citizen must make important decisions that have a significant impact on his health. Therefore, strategies to improve patient literacy, their involvement in the decision-making process and the development of self-management should be one of the fundamental pillars of the existing compulsory health insurance system and health policy.

This article examines the history of silkworm breeding, the role of silkworm breeding in the national economy of the Republic of Uzbekistan and the role of silkworm breeding in the development of the industry. This is because the interrelationship of traits of economic value is of great importance in selection and breeding work. The experiments were conducted in 2015-2017 at the Silk Research Institute of Uzbekistan. The life expectancy of the experimental butterflies was 10.9-12.8 days and the variability was 33.9-56.6%. The coefficient of variability indicates the degree of diversity in the population on this trait. Thus, it is clear from the results that the population of “Marvarid” and “Liniya 27” has the ability to carry out selection work on the sign of life expectancy of female butterflies.

The recent presidential elections in 2012 have shown that left-right cleavage was still dominant in France. The redistribution of political forces, strongly awaited by the center (but also by the extremes) did not take place. At the same time, the major issues, such the European unification, the future of the nation, the future of the Republic, the role of the state, continue to cross left and right fields, revealing other cleavages that meet other historical or philosophical contingencies. However, the left-right opposition in France structured contemporary political life, organizing political families, determining the meaning and practice of institutions. By its investment capacity and the range of social tissues to be solved, the construction industry is the most demanded by the state and society. The leading role of the construction complex is also determined by the fact that the final results can be achieved through analyzing the investment and construction complex in its regional aspect and implementing investment and construction programs and projects at the federal and regional levels. In this regard, the development of mechanisms to attract investment and ways to manage investment processes in the construction industry is the most important direction of the policy of the state and regional authorities. In this regard, it is required to clearly define and clarify the role of the regions in developing investment policies in order to increase the attractiveness of the regions’ economy for investing in the long-term perspective, since investments are the stimulus for the economic development of industries. Investments in the construction complex should become the basis for bringing the industry to a new level of development, combining public, social, and commercial interests. The investment component helps to determine the volume, structure, and sources of financing for construction projects. Therefore, it is necessary to conduct an econometric assessment of the territories in terms of investment and construction volumes.

Abstract What happened to the Republic of Letters? Its history seems to stop at the end of the eighteenth century. And yet, in the nineteenth century, there still existed a community gathered in scholarly societies, maintaining a transnational correspondence network and filling learned journals. The term indeed becomes less frequent, but does not go entirely out of use. This article traces the afterlives of the Republic of Letters in the early nineteenth century. Specifically, it investigates texts that attempt to (re)define the Republic of Letters or a cognate, the wider diffusion of the term, and the changing role of learned journals in that period. While most attempts to reinvent the Republic of Letters failed miserably, they indicate a diagnosis of the state of learning and the position of scholars in a period of transition, and in doing so they contradict an ‘unpolitical’ conception of the Republic of Letters.
