In this article, the authors consider the key factors of increasing the strategic competitiveness of the industrial structure of the region, which determine the current trends in the spatial development of the Russian Federation. The relevance of the research is determined by its significance from a scientific and practical point of view, as it is due to the trends of globalization, the formation of Industry 4.0, the introduction of breakthrough innovations and radical technologies, and so on. To achieve the research goal, the methods of generalization of scientific knowledge, system-structural and comparative analysis, analytical and graphical interpretation of data were used. The study analyzed some structural changes in the industry of the Russian Federation, the regions of the Volga Federal District, as well as the dynamics of the development of key indicators of the economic development of the Perm Region, including the gross regional product and the structure of commodity exports of industries. Trends in the development of industrial structures in the region were identified, which the authors evaluated based on the dynamics of the industrial production index. It is determined that the specifics of the spatially polycentric industrial structure of the Perm Region are a key factor of strategic competitiveness in the face of modern challenges. The thesis is formulated about the premature deindustrialization of the economy of the Russian Federation, which must be countered by an active regional structural policy of spatial and sectoral development. Based on the systematization of the characteristic features, the directions of increasing the strategic competitiveness of the industrial structure of the Perm Region are proposed. The results of the work carried out are of a systematic nature, potentially in demand in the practice of industry and regional management

The article considers main trends in the small business of the Altay Territory according to results of 2011 and 2016 full-scale observations that follow the results of activities of small and medium-sized enterprises in 2010 and 2015.In the introduction, the author argues the relevance of the economic and statistical analysis of small business, which is essential for its support, as it is one of the government’s priority areas of activity at all levels when it comes to solving problems of socio-economic development. There are characteristics of information support of the analysis related to the implementation of the Federal Law No. 209-FZ from July 24, 2007 «On small and medium business development in the Russian Federation» and the Order of the Government of the Russian Federation No. 201-r from February 14, 2009.The body of the article successively focuses on some areas of analysis - from the general characteristics of small businesses to the factual analysis of individual aspects of activities of the economic entities under review (headcount, wages and revenues, fixed assets and the scope of investment activities). The features of small enterprises development by economic activity are analyzed separately. An integrated indicator of structural differences is used to assess the significance of structural changes in small businesses. A cluster analysis of the Altay Territory municipalities was carried out and they were rated according to the small business development level. In addition, the author assessed the contribution of small business of the Altay Territory to the development of small business in the Siberian Federal District and the Russian Federation.The final section of the article draws conclusions from the authors’ own specific analysis that points to both positive and negative trends in the development of small business in the Altay Territory.

Introduction: the identification and analysis of the causes and factors, including the gaps in the legislation, generating an increase in the capital outflow, as well as the improvement of the currency, investment and tax legislation are relevant and important issues. Purpose: to study the problems of the legal regulation to prevent the outflow of capital from the Russian Federation. Methods: the fundamental categories and principles of materialistic dialectics, the generally accepted methods of comparative law became the methodological framework for solving the tasks. As part of the study of the legal foundation to prevent the outflow of domestic capital abroad, the authors also used the methods of analysis and synthesis, functional and systematic approaches, and the formal legal and statistical methods. Results: grounded in the paper the author’s point of view is based on the study of the international conventions, treaties and agreements to which Russia is a party, and the domestic legal acts regulating relations in the field of preventing the outflow of domestic capital abroad, as well as the opinion of the competent academic community. Conclusions: the study identified the characteristic features of the process of capital outflow from Russia and developed a list of recommendations aimed at improving the measures of the state legal regulation in the field of combating the outflow of capital abroad.

The purpose of the monography is to elaborate the concept of the development of inter-regional investment cooperation by identifying the trends and features of its impact on the economic growth potential of the macro-region. The monography consists of the introduction, three chapters, conclusion and applications, as well as a list of references. The first chapter substantiates theoretical approaches to the essence, conditions and factors of regional development and the content of interregional investment cooperation in the current socio-economic conditions, analyzes the features of institutional design and the mechanisms for regulating regional cooperation for economic growth and development purposes, taking into account the Russian and foreign experience on the example of the European Union. The second chapter, basing on the economic analysis, identifies the trends in the development of the regions of the Central Federal District of the Russian Federation in terms of emerging macro-regions. A model has been proposed to assess the extent of the region’s economy’s involvement in inter-regional relations, which would allow to determine the dependence of variables such as interregional exchange, investment and gross regional product. Using mathematical modeling tools, the impact of these factors on the growth of the gross regional product of the Central Federal District of Russia, as well as its two regions — Moscow and Belgorod region — was evaluated. The third chapter identifies the prospects for the development of interregional investment cooperation in the Central Black Earth macro-region of the Central Federal District of the Russian Federation. The concept of developing inter-regional investment cooperation in the macro-region within the framework of the creation of a network of territories ahead of socioeconomic development (PSEDA) has been developed. The mechanism of inter-regional investment cooperation in the framework of the creation and development of the territories ahead of socio-economic development (PSEDA) has been adapted in order to form the points of economic growth in the macro-region. The main text of the monography is laid out on 234 pages and is illustrated with 21 drawings and 40 tables. The monography contains 4 applications. The references list includes 144 units.

Subject. This article deals with the issues related to the economic advancement of the subjects of the Far Eastern Federal District of the Russian Federation. Objectives. The article aims to identify trends in the economic advancement of the subjects of the District on the basis of changes in gross regional product and analysis of the investment component. Methods. For the study, I analyzed the Russian Federal State Statistics Service data. Results. The article classifies the subjects of the Far Eastern Federal District by volume and dynamics of gross regional product for 2001–2017. It identifies possible changes in the economic situation of the Far Eastern Federal District entities, taking into account the calculated investment ratio. Conclusions and Relevance. The volume of investments has a significant impact on the production of the gross regional product of the Russian Federation. Therefore, there may be changes in the placement of forces in the economic space of the Russian Far East. The results of the study can be taken into account to develop and adjust State programmes and development strategies of the Russian Far East.

The Federal District, as the highest link in the economic zoning of the Russian Federation, is the most important element of the national economic system, which largely determines the features of its functioning. The article provides an overview of the internal differences of the federal districts of the Russian Federation in terms of gross regional product. This indicator is one of the most important indicators of the specificity of the socio-economic development of the regions, and also, to a certain extent, reflects the possibility of their balanced functioning. Based on the official data presented on the website of the Federal State Statistics Service, the federal districts of Russia were ranked according to the indicator under study and their typology was presented. Within the framework of this typology, groups are identified that reflect the differences between the constituent entities of the Russian Federation in the distribution of gross regional product per capita in federal districts with its value above or below the average Russian level, respectively. Within each federal district, entities with maximum and minimum values of gross regional product per capita were identified. On this basis, an intra-district imbalance coefficient is calculated, reflecting the degree of the gap in the levels of socio-economic development of the constituent entities of the Russian Federation within the corresponding federal district. A brief description of the federal districts belonging to two different types is given in terms of the balance of their socio-economic development. The general trend of dependence of the coefficient of intra-district imbalance on the level of regional development is shown. There are some features that need to be taken into account when formulating development programmes and strategies at the federal district gape.

The article is dealt with economic and social development of the regions on the basis of progressive structural shifts in sectoral, spatial and functional systems, restoration and strengthening of effective cooperation of regions, reduction of inter-regional disproportions, sustainable use of economic potential of each region and improvement of legal and institutional base of regional policy. It is noted that indicators of economic activity of various regions indicate a deep structural imbalance in the system of national economy; There is a significant differentiation between regions in terms of the gross regional product structure, differentiation according to the results of industrial activity, differentiation of territories according to the level of social and economic development and living standards of the population and disproportion in the budget provision of the subjects of the Russian Federation. We consider different approaches to the evaluation of interregional differentiation here. When examining the differences between the regional economies, it is proposed to use a comprehensive approach that allows us to assess not only the differentiation in different directions of the social and economic state of the territories but also the structure of these differences. It is proposed the estimation technique including: definition of the optimal set of indicators reflecting the main aspects of economic and social development of the regions (industrial, innovative, social and labor components); the choice of statistical characteristics on the basis of which the assessment will be made; identification of differences between regions in the above areas; analysis of the significance of the differences using the Ryabtsev index and identification of factors for smoothing differentiation in each of the regions. We propose to use the range of interregional asymmetry, the variation of regions and the coefficient of regional asymmetry as the coefficients for assessing interregional differentiation. It is proposed to carry out an analysis of the materiality of interregional differences using the Ryabtsev index. It is completed an estimation of interregional differentiation between the regions of the Central Federal District by the index "Index of industrial production by subjects of the Russian Federation". It is performed the analysis of the materiality of inter-regional differences in the indicator "The share of innovative goods, works, services in the total volume of shipped goods, performed works, services" between the Kursk region and the subjects of the Central Federal District. It was noted that dynamics is observed to reduce interregional asymmetry, gradual smoothing of differentiation between the regions of the Central Federal District occurs.

The article considers the phenomenon of federal relations in modern Russia from a theoretical and normative point of view. Studying related categories, such as federalism, federation and federal system, the author comes to the conclusion that it is federal relations, which by their nature are purely legal relations, are the core of any federal system. It is the analysis of the dynamics of development of these relations that shows the viability of a particular federal system. Using the concept of systems theory, the author reveals the structure of federal relations, which includes their subjects, objects and content. In turn, the content of federal relations can be revealed using the principles of both the horizontal and the vertical separation of powers. In this regard, not only normative regulation (the Constitution, federal and regional laws), but also judicial practice are of great importance: namely, decisions of the Constitutional Court of the Russian Federation, which handed down a significant number of decisions revealing the essence of federal relations in specific cases and resolving existing problems. The development of the federal system, and, consequently, the actual federal relations can be traced in examples of an institutional and regulatory nature. Vivid examples of this development are structural changes in the federal system associated with the formation of a new constituent entity of the federation and the adoption of a new constituent entity in the federation. Such examples have occurred in modern Russia, although in the case of the adoption of new entities in the current regulatory framework, certain problems are found that should be eliminated by making appropriate amendments to the law governing the procedure for such adoption. The COVID-19 pandemic, unfortunately, has affected virtually every nation in the world. The relationship between the federal center and the constituent entities of the federation in such an extraordinary situation has been affected too and has undergone certain changes. Their analysis cannot but lead to a correction of the normative regulation of federal relations in the event of similar situations in the future. Amendments to the Constitution of the Russian Federation have affected a large layer of public relations. Federal relations are no exception, since the “Federated Structure” section of the Constitution includes a number of rather interesting changes.

The article considers some features of the unified state registers that are the subject of a crime under Article 2853 of the Criminal Code of the Russian Federation, reveals the content of each designated feature of the concept under study, which allowed us to formulate a definition of the unified state registers. The systematization of the unified state registers is given, based on their classification on various grounds. Attention is drawn to the peculiarities of criminal law protection of relations in the field of maintaining unified state registers, for the understanding of which it is necessary to know the regulatory legislation, since the disposition of the criminal law norm provided for in Article 2853 of the Criminal Code of the Russian Federation is of a blank nature. The study shows that a clear definition of unified state registers allows us to assess from a legal point of view which of them are the subject of a crime under Article 2853 of the Criminal Code of the Russian Federation, which is reflected in the correct qualification of criminal acts that infringe on relations in the field of maintaining unified state registers. The purpose of the study is to clarify the features of criminal law protection of relations in the field of maintaining unified state registers through the prism of understanding some of the characteristic features of unified state registers as the subject of a crime under Article 2853 of the Criminal Code of the Russian Federation. The conducted research allowed us to formulate the author's definition of the unified state registers, to clearly identify the features inherent in the unified state registers, which allows us to give a legal assessment of acts containing signs of a crime under Article 2853 of the Criminal Code of the Russian Federation. The methodological basis of the work is a synergetic approach, implemented through structural analysis and effective synthesis through the study of certain aspects of the criminal law phenomenon under consideration. The practical significance of the work consists in the possibility of distinguishing the attribution of unified state registers to the subject of a crime under Article 2853 of the Criminal Code of the Russian Federation from unified state registers that are not such, which will eventually be reflected in a clear distinction between criminal acts and other illegal ones.

The article actualizes the importance of the development of the construction materials industry in the Russian Federation from the point of view of the need to level the existing imbalances in the socio-economic development of the regions. The main trends, problems and prospects of development of the construction materials industry are analyzed on the materials of the Republic of Bashkortostan – one of the leading subjects of the Russian Federation. In the 1990–2000-ies of economic reform in the construction complex of the country were destroyed centralized management structures, deformed industry and spatial structure of the complex, violated the relationship between suppliers and consumers of building materials and structures, which led to the bankruptcy of most of the largest construction trusts, reducing the volume and pace of construction and installation work. In the Republic of Bashkortostan, the share of private construction companies has increased with a decrease in the share of state-owned enterprises and enterprises of mixed ownership. Due to the crisis situation of a number of Republican manufacturers of building materials, the volume of unfinished construction is growing, the needs of the region in construction materials and structures are not covered sufficiently. The results of the analysis of development of construction complex of the region and substantiates the need for structural and technological modernization of the industry of construction materials based on the structural transformation of the economy of the region, introduction of the latest scientific and technical achievements, advanced machinery and technological processes, effective structural changes and institutional reforms. Taking into account the advanced foreign and domestic experience (Moscow, Moscow region, St. Petersburg, Sverdlovsk, Voronezh, Kaluga, Lipetsk, Novosibirsk, Samara, Saratov regions and the Republic of Tatarstan), the priority directions and mechanisms of structural modernization of the construction materials industry of the Republic of Bashkortostan through the use of the cluster approach are scientifically justified.
