The article considers creating regional clusters to develop peripheral regions on the example of the Sumy region (Ukraine). The purpose of the paper is to determine the possibility of creating a medical engineering cluster in the city of Sumy and Sumy region, which will potentially increase the level of socio-economic development of the region. The urgency of solving this scientific problem lies in eliminating the disparity in the economic and social development of the regions. It is especially critical for peripheral regions, which are significantly inferior to industrial centers. It leads to some negative consequences, including a decrease in the region’s investment attractiveness, the outflow of intellectual capital, and a negative balance of population growth. If this problem is not solved, it will lead to the formation of depressed regions and the deepening of social problems, the need to solve which will create additional burdens and state and local budgets. Systematization of literature sources and approaches to solving the problem of creating industrial clusters allows identifying key issues that should be taken into account when analyzing the existing conditions and prospects for building clusters. It also allowed us to determine the algorithm for creating an industrial cluster. The methodological tools of the study were taxonomy to systematize approaches to the analysis of industrial clusters and SWOT analysis to identify strengths and weaknesses, opportunities, and threats that exist concerning the creation of medical engineering cluster in the study region. The study of the possibility of creating a medical engineering cluster on the Sumy and Sumy region territory in the article is carried out in the following logical sequence. First, the theoretical and methodological approaches to the definition of «cluster» and their classification are systematized. Second, the key benefits of stakeholders from building an industrial cluster are identified. Third, the cluster creation cycle is formed. Fourth, an analysis of the current state of development of industrial production, health care, and the scientific and educational potential of the region. Fifth, SWOT analysis of the creation of a medical engineering cluster in the Sumy region was carried out.

Increased productivity and new investment are two methods for the development of industry, and one of the differences between advanced industrial countries and developing countries is to pay particular attention to development through increased productivity. In recent years, new models have been developed in the industry sector, dating to less than fifteen years; one of them is the model of industrial cluster development. Industrial clustering is being carried out today in almost every country in the world. In Iran, the industrial cluster issue is considered in scientific and decision-making centers, as well as in the development plans of the country. The purpose of this research was to identify and prioritize the effective factors on the development and creation of industry cluster of rail industries in the Markazi Province using the network analysis technique. In order to identify cluster creation factors, library studies and the Delphi method were used with the cooperation of the expert group. In the following, we examined the relative importance of these factors using the network analysis technique and the factors were prioritized by Super Decision Application. The results showed that the indicators of geographical concentration and environmental factors are included in the most important factors and the communication index is the least important factor in the creation and development of industrial clusters of rail industries in the Markazi Province.

This article addresses the meaning and significance of the “world revolution of 1968,” as well as the historiography of 1968. I critically interrogate how the production of a narrative about 1968 and the creation of ethnic studies, despite its world-historic significance, has tended to perpetuate a limiting, essentialized and static notion of “the student” as the primary actor and an inherent agent of change. Although students did play an enormous role in the events leading up to, through, and after 1968 in various parts of the world—and I in no way wish to diminish this fact—this article nonetheless argues that the now hegemonic narrative of a student-led revolt has also had a number of negative consequences, two of which will be the focus here. One problem is that the generation-driven models that situate 1968 as a revolt of the young students versus a presumably older generation, embodied by both their parents and the dominant institutions of the time, are in effect a sociosymbolic reproduction of modernity/coloniality’s logic or driving impulse and obsession with newness. Hence an a priori valuation is assigned to the new, embodied in this case by the student, at the expense of the presumably outmoded old. Secondly, this apparent essentializing of “the student” has entrapped ethnic studies scholars, and many of the period’s activists (some of whom had been students themselves), into said logic, thereby risking the foreclosure of a politics beyond (re)enchantment or even obsession with newness yet again.

The excavation of Merovingian-period cemeteries in France began in earnest in the 1830s spurred by industrialization, the creation of many new antiquarian societies across the country, and French nationalism. However, the professionalization of the discipline of archaeology occurred slowly due to the lack of formal training in France, weak legal protections for antiquities, and insufficient state funding for archaeological endeavors. This chapter identifies the implications of the central place occupied by cemeterial excavations up until the mid-twentieth century and its impact on broader discussions in France of national origins and ethnic identity. In more recent years, with the creation of archaeological agencies such as Afan and Inrap, the central place once occupied by grave remains has been diminished. Rescue excavations and private funding for new structures have brought about a shift to other priorities and research questions, with both positive and negative consequences, though cemeteries remain an important source of evidence for our understanding of Merovingian society.

From the perspective of the interactive cooperation among subjects, this paper portrays the process of cooperative innovation in industrial cluster, in order to capture the correlated equilibrium relationship among them. Through the utilization of two key tools, evolutionary stable strategy and replicator dynamics equations, this paper considers the cost and gains of cooperative innovation and the amount of government support as well as other factors to build and analyze a classic evolutionary game model. On this basis, the subject’s own adaptability is introduced, which is regarded as the system noise in the stochastic evolutionary game model so as to analyze the impact of adaptability on the game strategy selection. The results show that, in the first place, without considering subjects’ adaptability, their cooperation in industrial clusters depends on the cost and gains of innovative cooperation, the amount of government support, and some conditions that can promote cooperation, namely, game steady state. In the second place after the introduction of subjects’ adaptability, it will affect both game theory selection process and time, which means that the process becomes more complex, presents the nonlinear characteristics, and helps them to make faster decisions in their favor, but the final steady state remains unchanged.

PurposeThe purpose is to analyze and discuss the sustainable development (SD) and financing risk assessment (FRA) of resource-based industrial clusters under the Internet of Things (IoT) economy and promote the application of Machine Learning methods and intelligent optimization algorithms in FRA.Design/methodology/approachThis study used the Support Vector Machine (SVM) algorithm that is analyzed together with the Genetic Algorithm (GA) and Ant Colony Optimization (ACO) algorithm. First, Yulin City in Shaanxi Province is selected for case analysis. Then, resource-based industrial clusters are studied, and an SD early-warning model is implemented. Then, the financing Risk Assessment Index System is established from the perspective of construction-operation-transfer. Finally, the risk assessment results of Support Vector Regression (SVR) and ACO-based SVR (ACO-SVR) are analyzed.FindingsThe results show that the overall sustainability of resource-based industrial clusters and IoT industrial clusters is good in the Yulin City of Shaanxi Province, and the early warning model of GA-based SVR (GA-SVR) has been achieved good results. Yulin City shows an excellent SD momentum in the resource-based industrial cluster, but there are still some risks. Therefore, it is necessary to promote the industrial structure of SD and improve the stability of the resource-based industrial cluster for Yulin City.Originality/valueThe results can provide a direction for the research on the early warning and evaluation of the SD-oriented resource-based industrial clusters and the IoT industrial clusters, promoting the application of SVM technology in the engineering field.

The paper substantiates the theoretical foundations of the formation of agricultural territorial-industrial cluster associations, the mechanism of their effective functioning and ensuring the competitiveness of integrated business entities. The structural model of the regional association of agro-industrial clusters and cooperatives is justified. The proposed model of regional cluster integration includes industry-specific product clusters. It is proposed to create an agricultural service cooperative at the village level, and a multifunctional service cooperative at the district level.

Актуальность данных исследований обусловлена недостаточной проработанностью механизма управления процессами в сфере обеспечения продовольственной безопасности территории, что значительно снижает эффективность их регулирования и приводит к нерациональному использованию ресурсов (природных, трудовых и др.), возникновению негативных последствий и угроз. В рамках данных исследований разработан управленческий цикл продовольственной безопасности территории в виде структурно-функциональной модели, которая, наряду с субъектным и объектным блоками, состоит из комплекса взаимосвязанных подсистем. Оценку регионального уровня продовольственной безопасности предполагается проводить с помощью общепринятых критериев и показателей самообеспеченности, независимости (зависимости), достаточности, доступности и качества продукции. Основу метода моделирования в цикле составляет неотъемлемая его часть – наличие условий проверки, что не только способствует изучению сложившейся ситуации в продовольственной системе, но и позволяет спрогнозировать развитие этой системы при заданных условиях в кратко-, средне- и долгосрочной перспективе. В статье определено основное содержание, смысл и функциональное назначение подсистем, которые в совокупности создают все предпосылки для проведения системного мониторинга, выработки управленческих решений, определения текущей ситуации в обеспечении продовольственной безопасности и возможной координации действий в сфере ее обеспечения. Разработанный цикл имеет практическую значимость при выборе взаимоприемлемых мер и действий по устранению или смягчению критических ситуаций в сфере продовольственной безопасности. В данном цикле для каждой подсистемы определена специфика географических знаний, объединенных пространственным аспектом исследования. В заключение отмечается, что логическая взаимосвязь подсистем в цикле позволила получить целостное представление о потребностях управления продовольственной системой территории в геоэкологических знаниях, которые имеют экспертное и предметное значение. The relevance of these studies is due to the insufficient elaboration of the mechanism for managing food processes in the field of ensuring food security of the territory, which significantly reduces the effectiveness of their regulation and, in turn, leads to the irrational use of resources (natural, labor, etc.) and the emergence of negative consequences and threats. Within the framework of these studies, a management cycle of food security of the territory has been developed in the form of a structural and functional model, which, along with the subject and object blocks, consists of a complex of interconnected subsystems. As a method for assessing conditions, the use of modeling and foresight methods, an integral assessment of the level of food security and methods of strategic planning, in particular the situational method of SWOT analysis, is proposed. The assessment of the level of food security at the regional level is supposed to be carried out using generally accepted criteria and indicators of self-sufficiency, independence (dependence), sufficiency, availability and quality of products. The basis of the modeling method in the cycle is its integral part – the presence of conditions for checking the situation, which contributes not only to the study of the current situation in the food system, but also makes it possible to predict the development of this system under given conditions in the short, medium and long term. The article defines the main content, meaning and functional purpose of the subsystems, which together create all the prerequisites for conducting system monitoring, developing management decisions to enhance food security resulting from the iterative food process, to determine the current situation in ensuring food security and possible coordination of actions in the sphere of ensuring food security. The developed cycle is of practical importance in choosing mutually acceptable measures and actions to eliminate or mitigate critical situations in the field of food security or to enhance food security. In this cycle, for each subsystem, the specificity of geographical knowledge of natural-social relations, united by the spatial aspect of the study, is determined. In conclusion, it is noted that the logical interconnection of subsystems in the cycle made it possible to obtain a holistic idea of ​​the needs of managing the food system of the territory in geoecological knowledge, which have expert and substantive significance.

This article examines the demographic situation in Dnipropetrovsk region and identifies the main demographic problems of the region , among which the most important are low fertility, reduced family size, high divorce rates and unregistered marriages, contimuing aging of the population, increased gender disproportion among the population, intra-regional and especially modern external migrations of the population, etc. The Dnipropetrovsk settlement system includes four industrial agglomerations: Dniprovsky-Kamianske, Kryvyi Rih, Nikopol and Pavlohrad, where more than 83.5% of the region’s population lives , indicating a high level of urbanization of the territory. It was found that the dynamics of the population of the urban agglomerations of the Dnipropetrovsk region over the past 20 years has a tendency to progressive reduction: if in 1997 the size of the existing population amounted to 3,888.8 thousand people, in 2017it amounted to 3,227.5 thousand people. It is stated that the natural replenishment of the population provides a continuous change of generations, creating the quantitative boundaries of labour resources of urban agglomerations of Dnipropetrovsk region. The current state of migration processes in the agglomerations of Dnipropetrovsk region is caused by socio-economic and political problems. This has led to an increase in labour out-migration, which now has already become catastrophic, not only in the Dnipropetrovsk region, but throughout Ukraine. Negative consequences of this are the depopulation of cities and areas of agglomerations, the outflow of high quality labour potential (and in particular qualified labour), the collapse of families, rise in crime and corruption, etc. In general, it is established that the demographic aspect, due to natural and mechanical movements, has become a determining factor inthe formation of the labour resource situation and affects not only the process of replenishmnent itself, but also the structure of the economically active population. We present the general demographic features of the population's reproduction, in the urban agglomerations of Dnipropetrovsk region from 1997 to 2017; a decrease in the total population, a negative natural population growth (mortality rates will prevail over birth rates), aging of the population, which is reflected in an increase in the number of people aged 70, disproportion in the sexual structure of the population (prevalence of women), negative balance of migration and continuous outflow of inhabitants of reproductive age, especially to the countries of the European Union.

The development of cross-border territories and the impact of integration processes on them has been considered in the article. The creation of the Eurasian Economic Union becomes an impetus for the development of both the member states of the organization and their individual territories. This integration formation is relatively young, but today it creates a common market for the movement of goods, services, labor and capital. That is the cross-border territories, as bridges between countries, which feel the effect of the processes taking place in the common economic space: the trade turnover between the countries increases, as well as the inflow of investment and labor.The study is aimed at identifying the effect of integration processes on the development of two cross – border areas-Altai territory (Russian Federation) and East Kazakhstan region (Republic of Kazakhstan). The analysis showed, that the mutual trade turnover has increased between the countries and these territories; there is a good foundation for the development of cooperation in production. However, other indicators of socio-economic development have a negative trend. The outflow of population from these territories continues. The territories do not attract a significant amount of investment.The measures to increase the attractiveness of the Altai territory and East Kazakhstan region within the Eurasian Economic Union have been offered: strengthening production ties through the creation of industrial clusters; the inclusion of territories in the implementation of the project “economic belt of the silk road”; the use of the natural potential of the territories for the creation and development of joint tourist destinations. The measures proposed in the article will strengthen cooperation between cross-border territories, create favorable conditions for increasing the integration effect in these territories, developing infrastructure and cooperating in the main sectors of the border countries, strengthening financial ties and attracting investment.
