The paper substantiates the theoretical foundations of the formation of agricultural territorial-industrial cluster associations, the mechanism of their effective functioning and ensuring the competitiveness of integrated business entities. The structural model of the regional association of agro-industrial clusters and cooperatives is justified. The proposed model of regional cluster integration includes industry-specific product clusters. It is proposed to create an agricultural service cooperative at the village level, and a multifunctional service cooperative at the district level.

Topicality. World experience in regional development shows that the level of spatial development of regional economies is closely linked to their competitive advantages. In a market economy, when choosing the best region for investment in various fields of activity, a significant influence on decision-making by business structures has the availability in this region of the necessary conditions for doing business - a developed financial and credit sector, commercial organizations, economic and legal institutions, market -information structures, foreign economic organizations, etc. In this connection, there is a need to study the spatial organization of the region's economy in terms of possible strengthening of competitive positions. One of the factors of increasing competitiveness is the implementation of the cluster approach. The relevance of cluster formation in Ukraine is clearly growing, especially in the agro-industry.Aim and tasks. The purpose of the article is to substantiate the feasibility of creating an agro-industrial cluster in the Kodym district of Odessa region. It will help to solve topical issues of socio-economic development of the district, stabilize and preserve the dynamics of economic development and raise the standard of living of the population of Kodym district.Research results. The formation of agro-industrial clusters in the region is a complex process, with visible results being achieved in just a few years. However, such associations have a positive impact not only on individual enterprises in the cluster structure, but also on the economy of the region as a whole, as three sectors interact: business, institutions and government. An analysis of the Western experience of the emergence of viable clusters shows that better and faster results can be obtained when the formation of a cluster becomes the focus of the targeted activities of all stakeholders. On the example of the agro-industrial cluster, an attempt was made to integrate into one chain of interconnected activities from production to the final product in a specific territory and to ensure its sustainable socio-economic development. To this end, the prospects and adaptability of the cluster formation were evaluated and the favourable and restraining factors for the development of the agro-industrial cluster in the Kodym region were determined. The participants of the Kodym agrarian cluster are identified and the model of interaction of the enterprises of the Kodym district within the Kodym cluster is presented.Conclusion. The article substantiates the feasibility of creating an agro-industrial cluster on the example of the Kodym district of Odessa region. Formation of agrarian cluster will allow stabilization and growth of production not only of the agro-industrial complex of the district as a whole, but also of individual participants of the cluster. Based on the cluster formation, a strategy will be formed and implemented, along with this will improve the financial status of all cluster members.

Abstract Research on clusters, unlike cluster initiatives, has not been comprehensively addressed in European post-socialist countries. The aim of this paper is to explore and to analyse quantitatively the spatial organisation of economic activities in the wine industry in Slovakia, and to assess it in terms of the concept of an industrial cluster. The wine industry is considered as a production sector in which location is determined by geographical factors. The research is based on a case study of a wine region located north-east of Bratislava, Slovakia. The primary identification of the cluster potential is based on the assessment of geographic conditions and statistical analyses focused on the spatial concentration of the industry within the defined area. An extensive questionnaire survey provided data for assessing the spatial organisation of economic activities and their impact on regional competitive advantage. Despite the spatial distribution of economic activities and relations among business entities affected by socialist industrialisation and post-socialist transformation, the results show that the industrial cluster was formed in the wine industry and its performance converges with the wine clusters in traditional Western European wine regions.

AbstractWith the progress of the times and the development of science, industrial clusters have been regarded by all countries in the world as one of the important ways to enhance regional competitiveness, and become an inevitable trend of industrial development. The research on the innovation ability of industrial clusters can not only maintain sustainable development of industrial clusters and obtain sustained competitive advantages, but also provide reference for the government's policy formulation of industrial clusters. This paper aims to study the evaluation of regional industrial clusters' innovation capability based on particle swarm clustering and multi-objective optimization. This paper uses the theory of industrial cluster innovation and takes regional industrial system as the empirical research object to establish a regional industrial system capability evaluation system, which is based on the selection of indicators, combined with analytic hierarchy process and factor analysis to evaluate industrial innovation capability. On this basis, the particle swarm clustering theory is used to verify the innovation ability and evaluation index system of industrial clusters, and provide a reference for the evaluation of the innovation ability of industrial clusters. This paper divides the regional cluster innovation capability into four aspects: innovation input capability, environment support capability, self-development capability and innovation output capability, and systematically analyzes the key elements and in the composition of innovation elements and their relationships. It then constructs the evaluation index system of regional cluster innovation capability. At the same time, this paper introduces clustering analysis algorithm and swarm intelligence algorithm into regional innovation evaluation, combines particle swarm optimization algorithm and K-means clustering algorithm, and optimizes particle swarm clustering algorithm by adjusting adaptive parameters and adding fitness variance. The experimental results of this paper show that from the results of the tested innovation potential of the three industrial clusters, industrial cluster F has the strongest innovation ability, with an evaluation coefficient of 0.851, followed by industrial cluster F, which has a value of 0.623. This result is consistent with the actual innovation status of the selected industry. From this point of view, the established particle swarm clustering model for evaluating the innovation capability of regional industrial clusters is reliable and can be used to evaluate the innovation capability of different industrial clusters.

The article focuses on the theoretical foundations of the development of regional industrial clusters, as well as identifies economic aspects of improving the activities of regional clusters in strategically important sectors of the economy of the Republic of Uzbekistan. As the examples of successful clusters show, the inclusion of medium and small enterprises in them is necessary to increase the flexibility and speed of the cluster's response to external changes, thereby increasing its competitiveness. The development of the innovation environment and institutions of network interaction is also a mandatory step in the formation of clusters. У статті визначено актуальність та необхідність розробки і впровадження сучасних комплексних програм психологічної корекції для дошкільників з гіперактивним розладом і дефіцитом уваги (ГРДУ). Підкреслено неможливість надання ефективної допомоги дітям з ГРДУ без урахування їх особливих потреб, пов’язаних з освітою. Обґрунтовано теоретичні засади суб’єкт-орієнтованої моделі психокорекції гіперактивності дошкільників шляхом синтезу патогенетичного і психолого-педагогічного підходів на базі принципу інтегральної суб’єктності З. С. Карпенко. Запропонована модель психокорекції гіперактивності пояснює гальмування і деформацію психосоціального розвитку дошкільника затримкою розвитку його суб’єктності в сенсомоторному, атенціональному, мнемічному, афективно-конативному, мовленнєвому, комунікативному аспектах. Аргументовано необхідність здійснення комплексного підходу до психологічної корекції, виховання і навчання гіперактивних дошкільників і впровадження спеціальних програм психоедукації для батьків. The paper highlights the topicality and need for elaboration and implementation of up-to-date comprehensive programs of psychological correction for preschool children with Attention Deficit/Hyperactivity Disorder (ADHD). Failure to provide effective aid for children with ADHD without regard to their special educational needs has been underlined. Theoretical foundations of the subject-oriented model of psychocorrection of preschool children’s hyperactivity by means of synthesis of pathogenic and psychological-pedagogical approaches on the basis of Z. S. Karpenko’s principle of integral subjectivity have been validated. The proposed model of psychocorrection of hyperactivity explains developmental impairment and deformation of psychosocial development of preschoolers by a delay of their subjectivity in terms of sensomotor, attentional, mnemic, affective-conative, speech and communicative aspects. The need for actualization of a complex approach towards psychological correction, upbringing and education of hyperactive preschoolers and implementation of special programs of psychological education for parents has been reasoned.

From the perspective of the interactive cooperation among subjects, this paper portrays the process of cooperative innovation in industrial cluster, in order to capture the correlated equilibrium relationship among them. Through the utilization of two key tools, evolutionary stable strategy and replicator dynamics equations, this paper considers the cost and gains of cooperative innovation and the amount of government support as well as other factors to build and analyze a classic evolutionary game model. On this basis, the subject’s own adaptability is introduced, which is regarded as the system noise in the stochastic evolutionary game model so as to analyze the impact of adaptability on the game strategy selection. The results show that, in the first place, without considering subjects’ adaptability, their cooperation in industrial clusters depends on the cost and gains of innovative cooperation, the amount of government support, and some conditions that can promote cooperation, namely, game steady state. In the second place after the introduction of subjects’ adaptability, it will affect both game theory selection process and time, which means that the process becomes more complex, presents the nonlinear characteristics, and helps them to make faster decisions in their favor, but the final steady state remains unchanged.

PurposeThe purpose is to analyze and discuss the sustainable development (SD) and financing risk assessment (FRA) of resource-based industrial clusters under the Internet of Things (IoT) economy and promote the application of Machine Learning methods and intelligent optimization algorithms in FRA.Design/methodology/approachThis study used the Support Vector Machine (SVM) algorithm that is analyzed together with the Genetic Algorithm (GA) and Ant Colony Optimization (ACO) algorithm. First, Yulin City in Shaanxi Province is selected for case analysis. Then, resource-based industrial clusters are studied, and an SD early-warning model is implemented. Then, the financing Risk Assessment Index System is established from the perspective of construction-operation-transfer. Finally, the risk assessment results of Support Vector Regression (SVR) and ACO-based SVR (ACO-SVR) are analyzed.FindingsThe results show that the overall sustainability of resource-based industrial clusters and IoT industrial clusters is good in the Yulin City of Shaanxi Province, and the early warning model of GA-based SVR (GA-SVR) has been achieved good results. Yulin City shows an excellent SD momentum in the resource-based industrial cluster, but there are still some risks. Therefore, it is necessary to promote the industrial structure of SD and improve the stability of the resource-based industrial cluster for Yulin City.Originality/valueThe results can provide a direction for the research on the early warning and evaluation of the SD-oriented resource-based industrial clusters and the IoT industrial clusters, promoting the application of SVM technology in the engineering field.

Aim. The presented study aims to substantiate a structural model for developing a sustainable development strategy in agricultural production, making allowance for changes in the level of impact of environmental factors.Tasks. The authors determine the reasons why the Russian agro-industrial complex (AIC) is lagging; identify the specific aspects of forming a strategy for the sustainable development of regional AICs; formulate urgent problems of sustainable development for the agri-food sector of the Russian economy at the federal, regional, and enterprise levels.Methods. This study uses a reasonable and objective approach to the problem of applying strategic management as a foundation for the sustainable development of agricultural production based on the knowledge of the laws of development of socio-ecological and economic systems and a study of multidirectional factors of the external and internal environment. The methodological basis for the sustainable development of agricultural production includes the concept of sustainable development as a priority at the macroeconomic level; strategy as a planning tool based on consistency with programs implemented at the federal, regional and municipal levels of public administration; methods and tools of strategic management at AIC enterprises.Results. The key aspects of the institutional-synergetic approach to the sustainable development of the AIC include the need to coordinate all factors by forming coherent goals not only among economic and financial institutions, but also for technopolises that combine scientific, industrial, financial, and entrepreneurial capital into one system cluster structure. The authors formulate the stages of implementing a strategy for the sustainable development of regional AICs, making it possible to come up with measures aimed at reorganizing the structure of the agricultural sector and to overcome the negative manifestations of crises in the Russian economy, thus minimizing their consequences.Conclusions. During the development of a strategy for the sustainable development of regional AICs, a multiplicative effect arises, making it possible to activate innovation policy and boost the development of other sectors of the economy, improving the population’s quality of life. When developing a strategy at the microeconomic level, it is necessary to make allowance for the specifics of the industry and the mission of a modern agro-industrial enterprise and to focus on solving problems formulated based on the trinity of goals of social, environmental, and economic long-term sustainable development.

Industrial clusters are increasingly seen as essential in effectively combining, developing and enhancing like-minded businesses. Industrial clusters irrespective of their location are providing positive outcomes for ecological derivatives in supporting effective industrial developments. This perspective is addressed within this paper via employing the ‘Logistic Model of Ecology’; through the application of differential equations. This paper explains key interspecies relationships; competition, predation and symbiosis, operating within a regional cluster in the Jilin Province in the north-east of The Peoples’ Republic of China. The paper draws the conclusion that ‘intense competition’ is the key factor contributing to the successful existence of the cluster.
