Subject. Strategic management of human resources defi nes the general direction in which the organization intends to follow, solving strategic problems and achieving the planned objectives. Such management defi nes in the long term practice of formation and development of human resources, managements of indicators of personnel work, etc. The modern competitive strategy of improvement of quality of labor in modern productions, has to be based on formation at workers of the key competences caused by branch specifics. Purposes. A main objective is to open one of human resource management approaches — marketing of the personnel representing the system of relationship of the organization with personnel. In modern conditions marketing of personnel promotes planning and realization of functional management of human resources. Methodology. For achievement of the planned results modeling methods — a structurization method are used. Results. Need of use of personnel marketing as resource-saving mechanism is proved in a personnel management system: the model of development of competences of workers and experts as one of elements of personnel marketing directed to increase in labor productivity in structural divisions of the oil company is off ered; it is provided creations of the centers of development of competences of organizational structure of large corporations and its interaction with the structural divisions which are responsible for development of a production system, the educational organizations and the companies which are carrying out the assessment of competences. Conclusions. Within the research it is noted that the model of development of competences of workers and experts has to be in the center of attention when forming the development strategy of the organization, representing one of elements based on which the organization forms competitive advantages of the personnel.

Beside traditional mechanical engineering, other engineering branches such as electronics, control engineering and physics play their specific role within the agricultural engineering field. Agricultural engineering has affected and stimulated major changes in agriculture. In the last decades agricultural engineering has also focused on environmental aspects. Nowadays knowledge and expertise generated in several agricultural and environmental engineering fields must be integrated with expertise of biological and socio-economic sciences. In the evolution towards sustainable agricultural systems important contributions can be made. The re-design of production systems and their technology can help to achieve ecologically sound and economically viable agriculture and its acceptance in the community. Mechanization and automation, structures and environment, labour and management, and energy and water are discussed.

The Law

In the article a new approach to the development of strategy of commercial organization development is offered. Authors enter the new concept “economical and technological foresight” which is understood as an expert assessment of the strategic directions of social and economic and innovative development, of identification of the technological breaks capable to make impact on economy and society in the medium-term and long term on the basis of the theory of economical and technological development of firm. It is shown how on the basis of the regularities revealed within the theory of economical and technological development of firm it is possible to prove tendencies and laws of development of last, modern and future production systems. It is shown how to use the law of alternation of economical and technological structure of firm and the law of growth of economically justified volumes of release in the development of production systems.

The really working effective mechanisms for the formation and development of innovative industrial clusters in various regions of the world have been investigated. The essential advantages and disadvantages of these mechanisms are analyzed. The national specificity of Ukraine in this matter has been taken into account. On this basis, an "ideal" cluster strategy for the innovative development of Ukraine at all levels of its economic system has been formulated. It has been proved that for the innovative development of the Ukrainian economy it is necessary to: develop a law on state participation in the process of innovative cluster industrial development of Ukraine; improving the procedure for the formation and implementation of the most important cluster innovation projects of state importance within the framework of national target programs for innovative cluster development; development of measures of state support for innovative cluster entrepreneurship; formation and implementation of cluster pilot projects for innovation in the regions. The strategy of innovative cluster industrial development of Ukraine should provide for the development and growth of human capital as one of its main priorities. The content of the strategy of innovative cluster industrial development of Ukraine is to conduct research and development aimed at creating scientific and technical innovations, their practical application in the production and sale of a product, as well as in the field of services carried out within innovative industrial clusters or their direct participation. This strategy is a part of the state development strategy, which includes the main goals, principles, directions and ways of the state's influence on the participants of innovation activity - through state support for the widespread creation and functioning of innovative industrial clusters. Solving the problem of structural restructuring and transition of the national economy of Ukraine to the sixth technological mode is possible only if the strategy of innovative cluster industrial development is implemented, based on using the potential of innovative industrial clusters to continuously update the technical base of production, improve its technological structure, generate and introduction of innovations that provide cost savings or create conditions for such savings. The main purpose of innovative cluster industrial development of Ukraine is to create (with the help of clusters) economic, legal, financial, organizational and other conditions that provide accelerated development and development of new competitive products and modern environmentally friendly, safe, energy and resource-saving technologies. basis - the transition of the country's economy to higher technological systems.

Introduction. The process of innovative development of the road industry for the period 2012-2017 is analyzed in the article. It is proclaimed that for the development and arrangement of Russian roads during 6 years would be invested more than 11 trillion rubles in comparison with 6.4 trillion in 2012-2017. Thus, the significant increase in funding would lead to the fundamental change in the approaches to the planning of the innovation process.Materials and methods. The main shortcomings in the development of the innovative strategies in industry were demonstrated. The problem that the strategies have no interrelations between the goal, resources and time is formulated. All production systems operate in different conditions and are characterized by different levels of the resources consumption and, consequently, by different efficiency. At the same time, it is very difficult to formulate a goal in the absence of sufficiently accurate predicted performance parameters of production systems.Results. As a result, it is difficult to determine the effectiveness of the funds allocated for innovative development.Discussion and conclusion. Digitalization in the form of the production function is an effective management tool to improve the validity and effectiveness of the innovative development strategy in the road sector, to carry out current calculations monitoring and evaluation of the desired parameters accuracy.
