The really working effective mechanisms for the formation and development of innovative industrial clusters in various regions of the world have been investigated. The essential advantages and disadvantages of these mechanisms are analyzed. The national specificity of Ukraine in this matter has been taken into account. On this basis, an "ideal" cluster strategy for the innovative development of Ukraine at all levels of its economic system has been formulated. It has been proved that for the innovative development of the Ukrainian economy it is necessary to: develop a law on state participation in the process of innovative cluster industrial development of Ukraine; improving the procedure for the formation and implementation of the most important cluster innovation projects of state importance within the framework of national target programs for innovative cluster development; development of measures of state support for innovative cluster entrepreneurship; formation and implementation of cluster pilot projects for innovation in the regions. The strategy of innovative cluster industrial development of Ukraine should provide for the development and growth of human capital as one of its main priorities. The content of the strategy of innovative cluster industrial development of Ukraine is to conduct research and development aimed at creating scientific and technical innovations, their practical application in the production and sale of a product, as well as in the field of services carried out within innovative industrial clusters or their direct participation. This strategy is a part of the state development strategy, which includes the main goals, principles, directions and ways of the state's influence on the participants of innovation activity - through state support for the widespread creation and functioning of innovative industrial clusters. Solving the problem of structural restructuring and transition of the national economy of Ukraine to the sixth technological mode is possible only if the strategy of innovative cluster industrial development is implemented, based on using the potential of innovative industrial clusters to continuously update the technical base of production, improve its technological structure, generate and introduction of innovations that provide cost savings or create conditions for such savings. The main purpose of innovative cluster industrial development of Ukraine is to create (with the help of clusters) economic, legal, financial, organizational and other conditions that provide accelerated development and development of new competitive products and modern environmentally friendly, safe, energy and resource-saving technologies. basis - the transition of the country's economy to higher technological systems.

The subject of the study is to substantiate classifications of the factors of innovation development of the industry: according to the priority, traditional, barrier, according to the hierarchical level of innovation, the nature of supply demand for innovation, the peculiarity of the influence of factors on the market environment, the influence of factors on innovation localization, importance of innovations, the effect of innovation, nature of the impact, the power of influence, the type of competition, and other classifications of factors of innovation development of the industry. The need to intensify the development of Ukrainian industry in an innovative way requires the identification of the impact on these processes of various factors. To group these influences, the assessment of these factors should be done in the context of separate classes. For this purpose, it is necessary to develop a classification of innovative factors of industrial development. The purpose of the paper is to investigate and systematize the defining conditions for the activation of innovative development in the industrial sphere. The following methods were used in the work: dialectical method of scientific knowledge, analysis and synthesis, comparative, as well as the method of data generalization. It is proved that the complex non-use of these classifications for the substantiation of innovative development of the industry will improve the quality of planning and forecasting documentation and provisions of industrial policy. The applied meaning arising from the criteria for the classification of factors is based on their specific spatiotemporal and situational application, in particular, in conditions of imperfect competition. The classification of innovative factors of industrial development according to their priority is given. In this classification, the priority is determined by the importance and relevance of innovative industry development tasks on the basis of conclusions made as a result of the literature review. Summarizing the factors of innovation development in the barrier classification allows us to distinguish three aggregated groups of factors: socio-political and managerial, socio-economic, and financial. Our socio-economic analysis of innovative development factors of industry also allowed us to identify the following their classification attributes: the hierarchical level of innovation implementation, the character of demand for innovation, the nature of the impact on the market environment, the type of impact, the time horizon of action, impact on the area of innovation localization, the economic essence of innovation, the nature of the significance of innovation, innovation effect, the nature of effective impact, the power of influence, the type of competition.

The scientific and practical relevance, timeliness and practical and applied relevance of the selected research topics are empirically substantiated by the processes of sustainable development of world labour markets, improving the quality of human resources, increasing the importance of scientific and educational activities, acquiring unique competencies, knowledge and skills by workers of modern business entities, deepening specialization and differentiation of science-intensive enterprises, permanent scientific and technological progress and acceleration of the pace of formation of industrial-industrial clusters and venture business. The theoretical and practical goals of the publication are to study the socio-economic mechanisms for solving the theoretical and practical-applied problems of sustainable innovative development of the industrial economy and the implementation of science-intensive projects characterized by high production and economic uncertainty and significant socio-economic risk, which are not amenable to formalization. The theoretical and methodological basis of the publication was the scientific works of domestic and foreign scientists-researchers of socio-economic algorithms for the development of domestic and world economies of industry, as well as venture business. Scientific novelty lies in the critical rethinking of such a constructive and creative result of the venture business as the formation of public-private partnerships and the author’s interpretation of strategically significant science-intensive segments of the industrial economy (telecommunication technologies, medicine, microbiology, production of substitute products, innovative energy trends, the search for alternative sources of energy supply, etc. etc.). The practical significance of the results obtained lies in the comparative characteristics of the American and Eurasian strategies for the innovative development of industry, as well as the empirical argumentation of their socio-economic advantages and disadvantages. The article reveals a reduction in costs and a regression of transactions between production and economic services of American companies, savings due to the narrow focus of scientific and production processes with a simultaneous absence of material incentives for labour activity and the occurrence of costs due to the regulation of labour functions of workers. The use of a progressive system of remuneration of labour and bonuses to personnel of Eurasian companies has been established in the context of a simultaneous increase in resource and raw materials and monetary costs and the liberalization of in-house management, which are of priority importance for the formation of a strategy for the development of the Russian industrial economy

The development of an entrepreneurial environment and entrepreneurial initiative is a priority task for the socio-economic development of the country as a whole and its individual regions. Its implementation is possible, among other things, by supporting and developing entrepreneurial initiatives from the state. At the same time, the sustainability of economic growth in individual regions is largely determined by the effectiveness of the implementation of the economic development strategy adopted at the regional level and the practice of activities of economic entities operating on their territory. The article presents the materials of theoretical studies of areas of activity and empirical studies of the results of the activities of federal institutions created to activate innovative processes and implement investment projects in the regions. The presented results of the analysis of the activities of such institutions, expressed in the types and volumes of state support for economic entities, made it possible to identify and formulate the following conclusions: 1) enterprises of the Volga Federal District actively interact with such organizations and institutions as the autonomous non-profit organization Agency for Strategic Initiatives to Promote New Projects, State Corporation Bank for Development and Foreign Economic Affairs (Vnesheconombank), “AO Russian Export Center”, “AO Russian Venture Company”, Industrial Development Fund, Fund for Assistance to Small Innovative Enterprises in Science and Technology, RUSNANO Group; 2) due to active participation in the programs and projects of these organizations, the Volga Federal District is in the group of leaders in terms of the main economic indicators. The practical significance of the obtained research results lies in the formation of an idea of the mechanisms and instruments for the implementation of state support for entrepreneurial initiative, based on the interaction of economic entities with federal development institutions.

In a dynamically developing world space, the issues of economic security of enterprises are very relevant. Today, in the Ukrainian realities, service enterprises have to work in an uncertain and unstable market environment. The difficulties of the Ukrainian economy are manifested in a decrease in both production volumes and the quality characteristics of the products offered. Competitiveness is becoming a determining factor in ensuring the economic security of the economic system and its sustainable development. The transition to an innovative development model is not only a state task, but also a real, objectively existing need for any enterprise operating in a market economy. For an enterprise that wants not only to maintain its position in the market, but also to strengthen it, it is necessary to introduce innovative approaches in all areas of production and economic activity. One of the main threats in modern conditions of the functioning of economic entities of economic security of an enterprise is low innovation activity. This is due to the use of outdated technologies, imperfect methods and forms of organization of production and management, the lack of approved mechanisms of innovation, an ineffective scheme of interaction between scientific institutions and innovative structures, etc. financial, personnel, material and technical, informational, etc.). However, in order for these resources to be focused on the implementation of specific innovative technologies, it is necessary that the enterprise be able to effectively use these resources. This ability can be provided at the state level through organizational and managerial influence. Consequently, it is necessary to form an economic mechanism for increasing the innovative activity of enterprises in the real sector of the economy. Thus, today the innovative orientation of enterprises is a key instrument of their competitiveness and economic security. To increase the level of economic security of an enterprise, it is necessary to apply an innovative development strategy, which will allow to form and strengthen business relations, take advantageous market positions and increase the level of business activity of the enterprise. The company's innovative strategy should be aimed, first of all, at the production of competitive services (products), increasing production efficiency, carrying out correct sales activities, obtaining high profits and forming an insurance reserve, the presence of which is a mandatory factor in the company's economic security.

The article identifies the problems of state regulation of innovation in construction and substantiates the main directions of improving its efficiency. The Bloomberg Innovation Index was used to assess the general state of innovation in Ukraine. Dynamic analysis of Ukraine's position in the ranking of the Bloomberg Innovation Index as a whole and by individual sub-indices of 2018–2020 revealed such problems as the reduction of production of high-tech goods, labor productivity, intensity of research and development. The study of innovation management was performed using a situational approach. It is established that the state regulation of innovation is mainly based on the methods of indirect influence. It is emphasized that in the conditions of economic crisis it is expedient to prefer methods of direct state regulation. The analysis revealed a range of problems related to forecasting and programming of innovation development, organization and coordination of relevant bodies in the implementation of innovation policy, regulation, financial and investment support for innovation, insufficient stimulation of demand for innovative products, unsatisfactory state of protection of intellectual property rights. The problems of state management of innovation activity are specified. The imbalance of the branch, national and regional programs of innovative development coordinating was revealed. Problems and directions of development of infrastructure of innovative activity are defined. Perspective directions of technological renewal of construction are defined, in particular development of resource-saving, energy-efficient technologies, introduction of Building Information Modeling technologies. The organization of public and private mortgage funds is offered, which will allow to receive financial resources at a low interest rate. It is established that the underdevelopment of the financial market of Ukraine most slows down the solution of problems of financing innovative activities in construction through the attraction of credit, venture capital, state budget funds for innovative development of the construction sector.

Purpose. The aim of the article is generalization of theoretical and methodological approaches to determining the effectiveness of innovative activities of the enterprise, the study of requirements, criteria and evaluation indicators. Methodology of research. General scientific and special methods are used in the course of research, in particular: monographic, analysis and synthesis – at research of concept of efficiency of innovative activity and approaches to its estimation; system analysis – in determining the state of innovation in industrial enterprises; tabular – for visual presentation of the analysed statistical data; abstract and logical – in determining the possible areas of innovative activity of enterprises of different sizes. Findings. There is an unstable trend of increasing the share of industrial enterprises that have implemented innovations (products and / or technological processes) in the total number of industrial enterprises, and an increase in the cost of innovative activity for the analysed period. It is determined that the best result is observed when implementing new or significantly improved low-waste, resource-saving technological processes, which indicates the dominance of process innovations. It is proved that the main source of funding for innovative activity is the own funds of enterprises, whose costs are growing annually and whose share is 87.7%. At the same time, most funds were spent on the purchase of machinery, software and equipment, iюeю on the renewal of material and technical base and modernization. There is an increase in the number of profitable enterprises, which indicates an increase in efficiency, as well as an increase in operating profitability and all activities of enterprises, but much higher rates are typical for micro and small enterprises, indicating their higher innovation activity and efficiency of modern development. Originality. Methodological approaches to determining the effectiveness of innovative development of enterprises have been improved, which, unlike existing ones, are based on incurred costs for innovation, volumes and sources of funding, reinvestment of profits, innovation activity, share of innovative products and increase profitability to substantiate possible directions of innovative development and implementation of measures to implement the results of research and development, taking into account the specifics and size of the business entities, the state and dynamics of the internal and external environment. Practical value. The use of generalized systematized methodological approaches to determining the effectiveness of innovative development of enterprises will allow to assess the results of the enterprise in each area of innovation based on the implemented innovative solutions in the current period and in the medium and long term. The problems of supporting small and medium-sized businesses are relevant for both developed and emerging economies. The level of business development depends on the effectiveness of state policy, which affects the rate of economic growth, GDP dynamics, and innovation activity. The article emphasizes the positive impact of strategic planning at the state level, the inclusion of projects for the development of small and medium-sized businesses in Federal and national projects, state programs. However, the article highlights the problems of increasing the effectiveness of state support. The author analyzes the directions of state support for small businesses, as well as support for individual sectors and sectors of the economy, such as energy. The growth of public investment in the construction of state property objects is emphasized. The development of the transport system, energy, construction of major facilities, and innovative development require state support. A comparative analysis of the forms and directions of support in Russia and other countries is provided. There is a need for state support tools that exclude simple spending of budget funds, and there is a need for clearer conditionality of receiving funds and reporting. For innovative development of economy it is necessary to provide such support tools that would increase the level of innovative activity, effectiveness of R & d, commercialization of intellectual property, the development of technological innovation.

The development of South Korea, due to relevant and effective industrial policies, is unique in the modern history of industrialization. Within one generation, the country transformed itself from a poor agrarian society into a modern industrial power, all the more remarkably in that its rapid economic development was broad-based and supported by all stakeholders. From 1962, the South Korean government aggressively pursued an economic development strategy that centred on manufacturing-sector growth, driven largely by industrial complexes. Lately, more than 900 industrial clusters account for 62 per cent of the country’s manufacturing production and 80 per cent of total exports. South Korea’s policies designate physical sites and facilitate growth platforms that reinforce cooperation and coordination between industries, academia, and research. This chapter reviews the path of industrial development that South Korea took, with attention to the industrial complexes and clusters scattered across the country, and the measures and policies that enabled them.

This article is concerned with researching the strategies for innovative development of business structures. The article is aimed at developing a classification of strategies for innovative development of various business structures. The publication discloses the essence of the innovation development strategy, taking into account three approaches. Conclusions have been drawn on the essence of the strategy for innovative development of business structures. According to the results of the critical analysis of the literature, the classification of existing business structures was carried out and the main directions of strategic innovative development were determined. The research highlights two key areas of strategic innovation development based on active and passive positions. An active innovative strategy involves the use of new technologies that have not yet been used in the market. This strategy can be followed by all business structures without exception, but depending on their type, achieving the goal will be more difficult or easier. In particular, business structures with a mixed form of ownership are more likely to stay in the market using active innovative strategies. At the same time, business structures formed by one person will experience much more difficulties in implementing active innovative strategies in the market. Another type of strategy is passive (imitation), which consists not in the development of new technologies, but in the use of already developed ones. The main conceptual task in building such a strategy is to study the market, competitive advantages and disadvantages of completed innovative technologies in order to enter the market with a similar but more market-adapted solution. We can confidently say that developed business structures can more easily implement the imitation strategy, since it requires a quick reaction and development, more rational solutions, which is associated with the use of more resources. However, despite this, innovation is the only way to enter and hold on to the market with a unique product, since they do not depend on the size of the enterprise, its finances or the number of personnel.
