Today, in the field of healthcare of the leading countries of the world there is a technological breakthrough due to the use of modern electronic systems. Thanks to the use of medical electronic technologies, it is possible to improve the quality of medical and pharmaceutical care for all segments of the population. The eHealth system provides opportunities for direct participation of patients in their health, which involves organization of a healthy lifestyle and disease prevention. The aim of the study was to analyze the experience of implementation of mobile medical applications and electronic medical systems within eHealth in the healthcare systems of the leading countries of the world and Ukraine. Materials and Methods of the Ministry of Health of Ukraine, FDA, WHO, NHS, ABI Research and other open information databases and statistical agencies were used in the work. The analytical, comparative and generalization of scientific information methods were chosen for the research. Results and Discussion. Modern reformation and further development of the healthcare system of Ukraine provides for the introduction of not only government programs of reimbursement, but also the introduction of electronic information systems, mobile applications for medical, pharmaceutical workers and patients at all stages of medical and pharmaceutical care. The integrated implementation of eHealth determines availability of the necessary healthcare management information system, which should have the following components: registers of medical institutions, services, doctors, patients, diagnosis coding system and electronic medical documentation (electronic medical records and prescriptions). Currently, 1472 medical institutions, 24506 doctors and 21068249 patients have joined eHealth in Ukraine. Conclusions. It has been determined that information electronic technologies allow not only to reduce government spending on the healthcare, but also to achieve a reduction in the number of errors in prescriptions, visits to doctors without the necessary needs and decrease the total number of deaths. The introduction of electronic technologies, in particular mobile applications for the national healthcare system in Ukraine should be controlled by state authorities and independent international organizations on the control and development of information electronic systems.

This article seeks to review the Australian healthcare system and compare it to similar systems in other countries to highlight the main issues and problems. A literature search for articles relating to the Australian and other developed countries’ healthcare systems was conducted by using Google and the library of Victoria University, Melbourne. Data from the websites of the Commonwealth of Australia, the Australian Institute of Health and Welfare, the Australian Productivity Commission, the Organisation for Economic Co-operation and Development and the World Bank have also been used. Although care within the Australian healthcare system is among the best in the world, there is a need to change the paradigm currently being used to measure the outcomes and allocate resources. The Australian healthcare system is potentially dealing with two main problems: (a) resource allocation, and (b) performance and patient outcomes improvements. An interdisciplinary research approach in the areas of performance measurement, quality and patient outcomes improvement could be adopted to discover new insights, by using the policy implementation error/efficiency and bureaucratic capacity. Hospital managers, executives and healthcare management practitioners could use an interdisciplinary approach to design new performance measurement models, in which financial performance, quality, healthcare and patient outcomes are blended in, for resource allocation and performance improvement. This article recommends that public policy implementation error and the bureaucratic capacity models be applied to healthcare to optimise the outcomes for the healthcare system in Australia. In addition, it highlights the need for evaluation of the current reimbursement method, freedom of choice to patients and a regular scrutiny of the appropriateness of care.

Today the whole world continues to look at the surrounding reality through the prism of the coronavirus. A few months ago, in our relatively prosperous life without quarantine, the world-famous Bloomberg agency compiled another rating of countries according to the health index, on top of which were Spain and Italy. When compiling this rating, the average life expectancy of the population, the level of economic development, geographical location, prevalence of bad habits, the availability of clean drinking water, etc. were taken into account. The combination of these indicators provides data for the formation of a health index, which in Spain amounted to 92.8, and in Italy - 91.6. It is believed that the main factor contributing to the high health index in these countries is the favorable climate and the ability to keep to the Mediterranean diet, which is based on olive oil, seafood and a large amount of fruits and vegetables. However, as the tragic reality shows, countries with the best organization of the healthcare system in the world were not able to withstand the epidemic. What is the situation in the country that is the third of the top three in the ranking compiled by Bloomberg - Iceland? There is neither a favourable climate, nor olive oil, nor fresh shrimps, and the average temperature in the summer months there is +10°C. Nevertheless, in terms of life expectancy, this country left behind all the Scandinavian countries and came close to Singapore and Japan. And if we talk about the prevalence of coronavirus, then as of early April, as a result of testing of 4.7% of the population 1364 cases were found in the country, and the number of deaths was only 4. A mass examination of citizens, notably free of charge for everyone, immediate tracking of the routes of infection and isolation of the ill allowed the Icelandic authorities to take control of the situation from the very beginning of the epidemic, even without the introduction of strict restrictive measures [1].

After the outbreak of COVID-19, the world economy and people’s health have been greatly challenged. What is the law of the spread of COVID-19, when will it reach its peak, and when will it be effectively controlled? These have all become major issues of common concern throughout China and the world. Based on this background, this article introduces a variety of classic computational intelligence technologies to predict the spread of COVID-19. Computational intelligence technology mainly includes support vector machine regression (SVR), Takagi-Sugeuo-Kang fuzzy system (TSK-FS), and extreme learning machine (ELM). Compare the predictions of the infection rate, mortality rate, and recovery rate of the COVID-19 epidemic in China by each intelligent model in 5 and 10 days, the effectiveness of the computational intelligence algorithm used in epidemic prediction is verified. Based on the prediction results, the patients are classified and managed. According to the time of illness, physical fitness and other factors, patients are divided into three categories: Severe, moderate, and mild. In the case of serious shortage of medical equipment and medical staff, auxiliary medical institutions take corresponding treatment measures for different patients.

Background: One of important subject in the operations' management fields is partitioning matter that was investigated in the study. This topic has recently received more attention from researchers of the healthcare management systems' field. This subject is important because planning about improvement of the healthcare system structure is considered as one of the most important management problems in each society. The goal of solving this problem was to district a society into several areas, so that each area can cover its  health services completely. Methods: This fundamental-applied study was conducted based on the Genetic optimization algorithm, particle swarm, and differential evolution to improve the current structures with regard to the existing health structure in Iran. Moreover, the health system strategic model was applied to categorize the population regions into 10 partitions. According to nature of the investigated problem, the objective function is maximizing the equilibrium amount in each district. The constraints included exclusive assignment and not-existing unusual assignment. Unusual assignment is defined as existence of no contiguity and holes in partitions. Results: According to the obtained results, the particle swarm algorithm had the most efficiency, while differential evolution had the lowest efficiency. However, the stated constraints were satisfied completely in all algorithms, which represented appropriate efficiency of the modified algorithm in the generation solutions. Conclusion: The results obtained from solving this problem can be used as a useful tool in improving the existing healthcare system in Iran.

The mobile applications industry has had significant growth in the last few years. Mobile phones are everywhere since we use them in every part of our daily lives for entertainment, communication and other various uses. Unfortunately, there was also a substantial increase the number of autism cases in kids around the world, which has prompted for a dire need of a therapy method that is cheap, reliable and accessible for everyone who needs it. Researchers have tried several methods, like robotics and virtual reality, to help in the therapy of autistic children. While their results were promising, these technologies are still out of reach of most users due to their high cost. Mobile phones, however, are much more accessible since everyone has one, and they have a wide array of useful gadgets that can be used in making the therapy sessions more engaging and fun such as cameras, accelerometers, speakers, microphones and others. This project aims to design and implement an interactive learning environment based on a mobile application for teaching kids with special needs.

The purpose of this article is to study the share of women involved in healthcare management at various levels. Results: The women engaged in top management are 28%. The share of women at the middle level of management is nearly twice larger (53.4%). In operational management such as the management of healthcare establishments, women’s participation is 36%. Conclusion: Women’s representation in the management of the healthcare system in Bulgaria (35.9%) falls behind European countries’ indicators (41%). Bulgaria is applying a gender equality policy but a lot remains to be done.

Perkembangan sistem komunikasi yang semakin cepat membawa dampak yang cukup besar bagi dunia periklanan pada aplikasi mobile. Hal tersebut disebabkan oleh besarnya peluang bagi perusahaan untuk memasarkan produknya dalam bentuk mobile advertisement. Mobile advertisement adalah sebuah iklan yang dapat tampil dalam berbagai bentuk, seperti musik, grafik, suara, atau tulisan melalui terminal telekomunikasi mobile. Salah satu kelebihan mobile advertisement adalah dapat melakukan one-to-one marketing dan mass marketing secara bersamaan. Pada umumnya perusahaan menjalin kerjasama dengan pihak pengembang aplikasi mobile yang telah populer atau paling banyak diunduh, dengan cara memasang iklan pada aplikasi tersebut. Hingga saat ini masih belum diketahui secara jelas mengenai tingkat efektivitas teknik pemasaran produk atau jasa melalui pemasangan iklan pada aplikasi mobile. Efek pemasangan iklan pada aplikasi mobile kepada pengguna aplikasi belum menjadi hal yang dianggap penting oleh sebagian besar perusahaan. Penelitian ini bertujuan untuk melakukan investigasi terhadap efektivitas iklan pada aplikasi mobile serta faktor-faktor yang memengaruhi sikap pengguna mobile terhadap iklan tersebut. Selain itu juga akan dihasilkan rekomendasi mengenai kriteria iklan yang baik. Penelitian ini akan dilakukan dengan menggunakan metode survey dan melihat korelasi antara beberapa parameter terkait periklanan pada aplikasi mobile. The development of increasingly rapid communications system brings a considerable impact to the world of advertising on mobile applications. This is due to the large opportunity for companies to market their products in the form of mobile advertisement. Mobile advertisement is an advertisement that can appear in various forms, such as music, graphics, sound, or text through a mobile telecommunication terminal. One of the advantages of mobile advertisement is able to perform one-to-one marketing and mass marketing simultaneously. In general, the company formed a partnership with the developers of mobile applications that have been popular or most downloaded, by placing ads on the application. Until now still not known clearly about the effectiveness of the marketing techniques of products or services through advertising on mobile applications. Effects of advertising on mobile applications to users of the application is not a thing that is considered important by most companies. This study aimed to investigate the effectiveness of advertising on mobile applications and the factors that influence user attitudes toward mobile advertising. They also produced recommendations on the criteria of a good ad. The research will be conducted using the survey method and see the correlation between several parameters related to advertising on mobile applications.

Currently, one of the most important tasks is to improve the quality of medical services, which becomes possible in retrospective register analysis of medical and organizational technologies, which include algorithms for providing medical care, continuity of medical institutions, protocols for diagnosis and treatment of diseases. The stroke register was created on the basis of medical documentation of hospitals, which are the most typical for the Podillia region of Ukraine. Statistical processing of the results was performed using the licensed statistical package "Statistica 5.5" using parametric evaluation methods. Significant differences in the organization of the medical-diagnostic process and approaches to treatment have been established between the two medical institutions of Vinnytsia in the dynamics of time. There was a positive trend in the time of stroke treatment, the use of drugs with a high degree of evidence and the coverage of patients with specialized, multidisciplinary care in a stroke

The exit of nurses from the Irish healthcare system is a growing concern especially coupled with the ageing population of Ireland. The article explores the many reasons nurses are leaving the country: mainly the disrespect by management, unfair compensation and the shortage of staff leading to professionals being overworked and eventually experiencing burnout. For many professionals, it has become an issue of their own physical and mental well-being. There are a few recommendations discussed to solve the issue of nurses, which includes a strong push to change perspectives of management and a change of policy by the government. These include retraining healthcare management, an emphasis on hiring and retaining nurses by increasing incentives and making the workload easier to carry.
