The Tomsk region has a poorly developed road network of federal, regional and local significance, which has a negative impact on the development of the resource sector that plays a key role in the local economy. The article offers an approach to assessment of transport accessibility of distant and remote settlements of the Tomsk region taking into account the specifics of road infrastructure and complex natural hazards. It gives a unified set of climatic factors limiting the functioning and development of the road transport system of the taiga zone of Western Siberia. The authors have analyzed the criteria characterizing the level of functional component of accessibility, as in the case of distant and remote areas of the Verkhneketsky district of the Tomsk region. It is concluded that the low degree of transport accessibility of the Tomsk region depends largely on the economic conditions and transport infrastructure. It includes the unavailability of year-round use roads, the lowest share of paved roads, a long period without river crossings, destruction of bridges and high transport tariffs.

The transport infrastructure influenced the wildlife and landscapes by the direct destruction of biotopes. The main impacts are paving the road or water canal, chemical pollution of the environment by vehicle engine emissions, petrol, oil and lubricant, flushing of contaminants and anti-ice chemicals with rainwater and dust forms of chemical compounds; isolation of individual parts of biotopes, populations, organisms or dividing ecosystems into parts (fragmentation); collisions of living organisms with vehicles; changing of landscapes, influencing the hydrological network; oppression of internal species. It is indicated that each mode of transport pollutes the environment, but a significant advantage - 85% of all the pollution is carried out by road transport. Accordingly, the main measures to prevent the negative impact of transport on the environment should be the following: improvement and implementation of the legal mechanism regulating the reduction of harmful effects of mobile sources on the air and effective public administration to reduce mobile sources' harmful effects air. This strategy should be focused on the basic principles of sustainable development. It is proved that satisfaction of transport needs should not conflict with environmental and health priorities and disrupt future generations' interests.

The article considers the problem of heavy cargo transporting as an integral part of functioning of industry in the country. The transportation of such types of cargo is regulated by the legislation related to the national transport infrastructure. There have been considered the ways of transporting heavy sea containers by road transport in the Russian Federation. Definitions of the divisible and indivisible cargo, the maximum mass of the road train have been given, the indicators of the maximum permissible mass of the vehicle and the axle load on the roads of Russia, approved by legislative acts of the Russian Federation, have been presented. The issues of the correct choice of freight vehicles and compliance with the rules for transportation of heavy cargo, in particular compliance with the permissible total weight and axle loads, have been considered. There has been proposed the method for calculating axle loads and the solution to the problem of redistributing axle loads by moving the seat of the towing vehicle, transporting a heavy sea container by train being used as the example. The obtained values make it possible to estimate the possibility of carrying heavy cargo without violating standards approved by the legislation of Russia

In recent years, the state of the road transport infrastructure in Ukraine has deteriorated significantly. With the process of urbanization and the expansion of the transport infrastructure, the ecological danger of the functioning of these strategically important objects increases, which requires effective methods of detailed study of the state of environmental components in areas of urban pollution in order to prevent negative consequences. Working with the problematic, using robots, we analyzed the methods to monitor the environmental situation around the road transport infrastructure for the development of recommendations for advancing efficiency. An algorithm for assessing the environmental situation around the objects of motor transport infrastructure is considered, based on monitoring the impact of these objects on the components of the environment and determining the main factors of this influence. The regularities and dependences of the influence of the motor transport infrastructure from the standpoint of environmental safety have been established. The indicators of pollution of the components of the environment in the study areas and methods of their production are analyzed. It has been concluded that a complex combination of chemical research methods with biodication is observable, makes it possible to analyze the effect of vehicles on various components of the environment (atmospheric air, soil and soil solutions, plants, animals, surface waters, etc.) and to establish the level of anthropogenic load. Abstract Pavement structures, layers, and parameters must meet the strict requirements of applicable standards and regulations. The thickness of layers and the choice of materials depend on the factors involved, i.e., the traffic load and climatic factors (changes in temperature, water, rain, snow); they are also dependent on the geological environment at the road construction site and the parameters and properties of the embankment (the subgrade of the pavement). In some cases, the capacity of the existing transport infrastructure is on the edge of sustainability. The increase in the traffic load and the use of lower-class roads by freight transport, together with insufficient maintenance, has resulted in a deterioration of road conditions, thereby causing many deficiencies and failures. The required serviceability and operational performance of roads can be ensured by the choice of suitable quality materials and technological construction processes. Technologies that are environmentally acceptable and economically efficient should be preferred.

Transport infrastructure of the city affects the cadastral value of real estate. Transport accessibility of real estate affects the investment attractiveness of land. Transport accessibility increases the market value of the property. Modeling changes in the market value of real estate is an urgent task. Increasing the cadastral value of real estate and tax payments forms a model of investment in transport infrastructure. The article describes an example of modeling the increase in the price of land near the Central bridge of the city of Novosibirsk. The construction of the Central bridge is planned in 2019–2022. The new bridge increases the value of real estate. The cost of land increases by 50–100 %. The scheme of location of price zones is made. The increasing coefficients in the range from 1 to 2 are determined. Investors are given information about the increase in the value of land after the construction of the bridge. The payback period of construction projects is calculated.

The author describes the performed GIS-analysis of the Central Asian transportation systems. The road transportation infrastructure of the whole region and its individual countries (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan) has been studied. The overview of the factors, influencing the formation of regional transportation systems, including historical, political and natural, has been done. The road network of Central Asian countries has been modeled using GIS network analysis toolset, with spatial data provided by OpenStreetMap. The so-called topological tiers of the network have been identified, showing the uneven provision of the studied area with road transport infrastructure. The proposed research method makes it possible to note a high degree of the road network integration between the countries. The areas with low transport accessibility, as well as autonomous parts of road network have been visualized. The research categorizes the countries’ transport networks configurations types formed under the influence of economic, social, agricultural, climatic and topographical factors.

The level of transport infrastructure development directly affects the rate of economic growth. In 2018, in Russia, 67.1 % of the total volume of transported goods were delivered by road transport. However, we cannot talk about the full realization of the road transportation system since 57.6 % of public roads do not meet regulatory requirements. The available statistics indicate that, first of all, attention should be paid to the condition of the roads. The article analyzes the system for road maintenance in the constituent entities of the Russian Federation, considers the main regulatory documents governing the activities of road work suppliers and executive authorities in the field of road maintenance. The article examines and analyzes the advanced foreign experience in the field of technologies for servicing roads in the winter. As the result of analysis, the authors propose introducing performance-based contracts into the field of the road sector. The creation of an economically feasible form of performance-based contracts can lead to a decrease in the cost of road maintenance by 10-40 %.

Purpose A road network provides arterial arrangement to facilitate business, transport, social integration and economic progress of any nation. During the last seven decades after independence, road transport infrastructure in India has expanded manifold, both in terms of spread (total length and density of road) and capacity (number of on-road registered vehicles, and volume of passenger and freight traffic handled). But, with the enrichment of road transport network in India, the number of traffic accidents and total cost for maintaining the road infrastructure also keeps on increasing. It becomes necessary to evaluate state-wise performance of the Indian roads using some mathematical tools. The paper aims to discuss this issue. Design/methodology/approach In this paper, using preference ranking organization method for enrichment of evaluations (PROMETHEE) and geometrical analysis for interactive aid (GAIA) approaches, an attempt is made to appraise the state-wise performance of Indian roads based on 12 critically important criteria. A geographic information system method and a hue-saturation-value color coding scheme are also employed to identify the influence of individual criterion on the overall rank of 29 Indian states. Findings It is observed that amongst all the considered states, the road conditions in the states of Mizoram and Arunachal Pradesh are really satisfactory, whereas Bihar and Uttar Pradesh are the lagging states requiring governmental intervention and support to enhance their road network infrastructure. Practical implications This analysis would help the decision makers to identify the strengths and deficiencies of each Indian state with respect to its road conditions so that proper promotional and growth actions can be implemented. Originality/value From the review of the existing literature, it is quite evident that till date, no research work has been conducted in order to evaluate the performance of roads, and their conditions and characteristic features in the Indian context. In this paper, the state-wise performance of the Indian roads is appraised based on several identified parameters using a combined PROMETHEE-GAIA approach.
