The research features the Khanty-Mansiysk hostel market as a promising area of small business. The main objective of the study is to develop practical recommendations for the opening of hostels in the city of Khanty-Mansiysk. To achieve this goal, the following problem issues were studied: foreign experience in the development of hostel market, evaluation of supply and demand for hotel business in Khanty-Mansiysk, pricing in the hotel services market, and business climate for the development of the hostel market. The authors used the methods of statistical and comparative analysis, special methods of economic analysis, as well as the method of strategic planning SWOT-analysis. As a result of the research, the authors formulated proposals for the opening of hostels in Khanty-Mansiysk. The recommendations can be used by entrepreneurs engaged in the local hotel business. The proposals can also be useful to Khanty-Mansiysk administration in developing a strategy for the social and economic development of the municipality.

The paper considers the formation of entrepreneurial climate in the conditions of social and economic development of the region. At present, one of the priority directions of social and economic policy of the region is the development of small businesses. In turn, the entrepreneurial or business climate acts as a paramount component of small business development. The study of the current state of entrepreneurial climate in the region makes it possible to define current problems of its development and ways to solve them. The social mechanism of entrepreneurial enterprise climate formation in the region is directly focused on the formation of certain motives, ideas, behavior patterns of all business subjects (business community and authorities). This is revealed through the following principles: state support, priority objectives, equal conditions, diversification, partnership, social responsibility, social protection, public representation, exchange of experience, competitive advantage. For successful formation of entrepreneurial climate in the sphere of small business as a factor of social and economic development in the region it is critical to use such methods as monitoring, ranking, public-private partnership, business partnership, social support, multilevel training, multi-purpose competition, social selection, social cooperation in order to ensure interaction of small enterprises based on the principles of mutual aid, transparency and autonomy.

Usaha mikro dan kecil merupakan usaha yang mampu menjadi lokomotif perekonomian daerah, penyedia lapangan kerja dan mengurangi tingkat kemiskinan. Namun perkembangan usaha mikro dan kecil menghadapi berbagai permasalahan dan tantangan yang harus segera dibenahi oleh semua pihak. Tujuan dalam penelitian ini yaitu menghasilkan strategi pengembangan usaha mikro dan kecil, dan tahapan implementasi strategi pengembangan usaha mikro dan kecil. Metode penelitian menggunakan pendekatan kualitatif deskriptif dengan teknik analisis SWOT. Teknik pengumpulan data menggunakan wawancara. Adapun populasi dalam penelitian yaitu seluruh usaha mikro dan kecil di Kabupaten Sukabumi. Banyaknya jumlah sampel dalam penelitian menggunakan snowball sampling dengan metode penarikan sampel menggunakan judgement sampling. Hasil penelitian ini yaitu strategi pemberdayaan usaha mikro dan kecil meliputi optimalisasi sertifikasi produk, ketersediaan bahan baku, dan pembiayaan usaha, manajemen usaha secara professional, pengembangan sarana dan prasarana pendukung, perluasan pangsa pasar, membangun kemitraan usaha, pembaharuan dan pemetaan database, penguatan payung hukum dan kelembagaan, dan iklim usaha yang kondusif. Sedangkan tahapan dalam mengimplementasikan strategi pemberdayaan terdiri dari lima tahapan yaitu tahap tahap identifikasi, tahap pengenalan, tahap pengembangan, tahap percepatan, dan tahap penguatan. Micro and small businesses are businesses that are able to become the locomotive of the regional economy, provide employment and reduce poverty. However, the development of micro and small businesses face various problems and challenges that must be addressed by all parties. The purpose of this study is to produce a strategy for developing micro and small businesses, and stages of the implementation of micro and small business development strategies. The research method uses a descriptive qualitative approach with SWOT analysis techniques. Data collection techniques using interviews. The population in this study is all micro and small businesses in Sukabumi Regency. The large number of samples in the study using snowball sampling with the sampling method using judgment sampling. The results of this study are micro and small business empowerment strategies including optimizing product certification, availability of raw materials, and business financing, professional business management, developing supporting infrastructure and facilities, expanding market share, building business partnerships, updating and mapping databases, strengthening the legal umbrella and institutional and conducive business climate. While the stages in implementing the empowerment strategy consist of five stages, namely the identification stage, the introduction stage, the development stage, the acceleration stage, and the reinforcement stage.

This article considers the social and economic situation of the Aktobe region as well as discusses the prospect of industrialization growth. The paper presents a SWOT-analysis that determines strengths and weaknesses of the development of the Aktobe agglomeration. The results can be used by school teachers in teaching a special course in local history, in the activities of architecture department, in the akimat for planning the economic development of the city. In the course of the study, a differentiated assessment of social and economic factors of the Aktobe city was provided.

The article aims at formulating a concept for the social tourism development strategy in Ukraine, taking into account the European experience and national realities. The article proves that the main function of social tourism is to create and maintain appropriate conditions that allow people to participate in the tourism process, i.e. provide them with access to recreation and the effective recovery of physical, emotional and spiritual strength. The study presents a generalized structure of the social tourism system in Europe, enumerating the supply and demand factors together with their key elements. Based on foreign experience, the work identifies three main systems of social tourism services, such as: specialized accommodation; holiday checks; charitable donations. The article suggests a concept for social tourism development strategy in Ukraine, providing for a number of measures to form social tourism in Ukraine. To specify the measures needed, it is necessary to use the SWOT-analysis data and results. It has been found out that these measures comprise several groups, such as: organizational measures; measure related to participants’ work in social tourism; specific steps for social tourism promotion. The author comes to conclusion that social tourism can be considered the basis for domestic tourism development in a country, because a high development rate of domestic tourist flows will provide a new qualitative level of development for the national tourism industry, which, in turn, will contribute to placing the focus of tourism on tourists, both domestic and foreign ones.

The article deals with the issues of socio-economic development of Ganja as one of the major cities of Azerbaijan and the main directions of local social policy related to the social problems of post-Soviet development. It is determined that there are positive changes in the improvement of the city, the expansion of its administrative borders, consistency in addressing issues of enhancing the quality of education and health, the development of tourism, services, and social assistance to vulnerable segments of the population. Meanwhile, the issues of providing jobs for various segments of the population, improving infrastructure, and regulating internal migration, including one as a result of the Nagorno-Karabakh conflict, are still to be resolved.

The holding of such large-scale world events as the Olympic Games, Universiades, and championships require major capital investments in the development of infrastructure of the host city, which in the future becomes the so-called heritage. The article analyzes the experience of utilization of heritage after holding major sports events in other countries and Russian cities, examines the planned and actual use of the heritage of the XXIX World Winter Universiade held in Krasnoyarsk in March 2019 with regards to sports facilities built, reconstructed or renovated for the World Student Games afterwards.  The novelty of this research consists in the analysis of utilization of the heritage of the XXIX World Winter Universiade held in Krasnoyarsk in March 2019 almost two years after the competition. The conclusion is made that the sport facilities built for the World Student Games are actively used by the city residents for public skating or skiing, professional sports, as well as commercial events, such as concerts, exhibitions, etc. The developed sports infrastructure created for the World Student Games allows Krasnoyarsk hosting all-Russian and world athletic events. The XXIX World Winter Universiade had a positive impact upon the social and economic development of Krasnoyarsk.

The City Strategic Area (KSK) is a strategic area compiled by the City in developing the area as seen from aspects of the Economy, Social Culture, the environment and others. Medan City Government through the Regional Planning and Development Agency of Medan City Establishes several Strategic Areas in Medan City through the 2016-2021 Regional Spatial Plan (RTRW) of Medan City including the Social and Cultural Strategic Area (KSK). This study uses a research method with a qualitative descriptive approach.Among them are Identification of Potential and Problems, Program Identification and using P3 (Arrangement, Supervision and Coaching). The research results show that the Medan City Government has implemented P3 through the elaboration of the RTRW trip that has been running for 4 years. However, it is still constrained by the process of guidance and supervision. Because some of these regional assets are not fully owned by the City Government but are owned by tribes and companies. Based on SWOT analysis Strength 1.26 while weakness factor 1.23 and Opportunity with a total score of 1.84 while Challenge 1.85, then the placement of cartesius diagrams of several Strategic Cities that are the locations of research are in Diversification Strategy which means the City Strategic Area Supervision (SCC) has the potential to be developed but still some need to be prepared strategically and improve management by the Medan City Government.

Considerable attention is paid to the study of the influence of financial decentralization on the social and economic development of the regions. It is noted that the practice of decentralization reforms is ambiguous and differentiated. It also depends on many factors: budget structure of the state, financial provision of regions, peculiarities of economic development, etc. The obtained results allow formulating practical recommendations for improving the effectiveness of the formation and implementation of financial policy development of the regions of Ukraine.

There are few resources amongst contemporary Chinese literary criticism that manage to weave such insightful literary readings and incisive historical research as Kristin Stapleton’s Fact in Fiction: 1920s China and Ba Jin’s Family. The book accomplishes three feats, as set out by Stapleton in her introductory chapter, simultaneously incorporating a history of twentieth-century Chengdu (and its relevance to the developments in China during this period, more broadly) alongside the author’s biography of Ba Jin’s formative years in the city and the historiographical context of his novel Family. Such an undertaking by a less skilled author would have, perhaps, produced a work which simplifies the rich historical underpinnings of Ba Jin’s Family to supplementary readings of the novel, coupled with incidental evidence of the political and social machinations of the city in which its author grew up. Not so under Stapleton’s careful guidance. By reading the social and economic development of early twentieth-century Chengdu as much as its fictional counterpart in Ba Jin’s Turbulent Stream trilogy, Stapleton provides a perceptive reading of Family which invites the reader to consider how fiction can enrich and enliven our understanding of history.
