2020 marks the 25th anniversary of the Department of Political Governance of St. Petersburg State University. During the existence of the department, the scientific activity of its employees and graduate students led to the formation of the St. Petersburg scientific school of the theory of public governance and policy. The article describes the main thematic and theoretical issues that are in the field of research interests of the school’s participants. A number of challenges that public policy and governance face in the context of growing diversity, mobility and uncertainty of social development are noted. The role of historical traditions in studying public administration at St. Petersburg University is emphasized. The main ideas, notions and concepts developed by the school’s participants are revealed: the concept of a coordinating state, the development of the theory of administrative and political networks, the principle of cooperation, a cognitive approach to public administration, the theory of public governability and the formation of institutional for- mats of digital governance. It is highlighted that the development of governance research was based on the formation of scientific cooperation networks and financial support from a number of national foundations.

The article reflects the main directions in scientific activity of Valery Mokienko, Doctor of Philology, Professor of the Department of Slavic Philology and Scientific Director of the Interdepartmental Dictionary Office of Saint Petersburg University, who is celebrating his 80th anniversary. The author traces the scientific career of this slavist, phraseologist, lexicographer, the founder of a scientific school and organizer of young researchers, presents his main monographs and lexicographic works. The total number of V.M. Mokienkos works is more than 1200. The report refers to the unique dictionary projects implemented under the guidance of V.M. Mokienko that have no analogues in the world lexicographic practice. The results of V.M. Mokienko's scientific cooperation with foreign universities and international scientific communities, highly appreciated by foreign awards, are shown. Special attention is paid to the achievements of V.M. Mokienko in the field of phraseography, for which he was awarded the Gold Medal named after V.I. Dal.

Introduction. Currently, globalization and market economy have led to the necessary improving competitiveness of the universities. The parameters of academic efficiency along with reputation indicators become the main criteria for inclusion in international and domestic rankings and thus affect the financial well-being of the university.The objectiveof this study is to compare the indicators of scientific activity of the largest Russian medical universities and the foreign non-English speaking university that conducts training in medicine, according to data obtained from scientometric databases and to determine the prospects for including Russian medical universities into the leading international rankings.Material and methods.The publication activity of 9 largest Russian medical universities for 5 years was analyzed: the number of articles and the number of citations. For comparison, we used data from a similar number of employees of a foreign university that trains students in medicine, included in international rankings. The sources were the Scopus database, as well as international rankings: Times Higher Education, Academic Ranking of World Universities and QS World University Rankings.Results. Only two Russian medical universities are mentioned in the bottom lines (1000+) in the THE ranking and none of them fall into the QS WUR ranking. However, while maintaining the current trends of increasing the number of publications in Scopus, in the next 2–3 years there are prospects for inclusion in the THE ranking of «Pavlov First Saint Petersburg State Medical University» and «A. I. Yevdokimov Moscow State University of Medicine and Dentistry».Conclusion. Based on the analysis of publication activity of the largest medical universities in Russia, it can be noted that it is necessary to develop international scientific cooperation and develop strategies for improving self citation in universities, and also need to work more actively with graduates and their employers.

The article presents an analysis of the laboratory’s activities on the problems of higher education of the Transbaikal State University for a twenty-five-year period, carried out by a team under the leadership of doctor of pedagogical sciences, professor – Bordonskaya Lydia Aleksandrovna. At the university level, the laboratory successfully solved urgent problems in all main areas of activity: conceptual substantiation of the development of a pedagogical university to the level of a humanitarian-pedagogical university; the revival in 2008 of the scientific journal “Scientists notes” (1957–1971), which is published as the journal “Scientific Notes of the Transbaikal State University” and is included in the base of the State Commission for Academic Degrees and Titles journals; training of highly qualified personnel; development of international cooperation and stimulation of joint scientific research; improving the quality of education at the university. The laboratory staff worked out the problems of the development of education in general and the content of natural science and environmental education, in particular, the problems of regionalization and integration of education, improving the professional growth of teachers, accompanying talented and gifted children, and the development of modern didactic tools. In a fertile scientific environment, over the years of the laboratory’s activity, dozens of doctoral and candidate dissertations have been prepared and successfully defended, in which innovative pedagogical experience on the problems of higher, general and additional education is summarized. The laboratory staff published textbooks and monographs, prepared and published articles in the journals of the Higher Attestation Commission, Scopus databases, etc. various formats (offline and online: scientific show, scientific meeting, festival, etc.) within the framework of the Science Festival in the Transbaikal Territory. The laboratory team obtained scientific results on topical problems of education development at all levels, taking into account the tendencies of humanization and humanization, integration and regionalization of education, which today are the basis for further scientific research, taking into account modern socio-cultural conditions. Local self-government, as one of the most basic forms of the constitutional order, can be credible only in case of its practical coexistence with the public authorities. Local self-government, as a special form of people power, guarantees non-interference of the State in addressing local affairs. The constitutional-legal model of local self-government in Georgia is based on the renewal of democratic traditions of self-organization of the population and territorial self-government. This is primarily due to organizational specificities of local self-government. In addition, the constitutional norms establish a high level of independence of local self-government in addressing local affairs. However, the influence of the State at the level of local democracy persists in any case. In the current context, local self-government is an integral part of a unified system of public relations, which is organizationally, institutionally and functionally closely linked to other levels of public administration. We believe that a task of local self-government, unlike the pubic authorities, is not to try to regulate everything, but to coordinate and harmonize the governance «from above» and self-regulation «from below». In public administration there is a need to align people’s and the self-government’s interests. Public governance is intended to take into account the existing reality, to objectively assess the role and place various norms and carry out governance activities only on that basis. Nearly thirty years of experience in public-political governance in Georgia have demonstrated that in post-socialist Georgia, clearly, there is a gradual redistribution of power from the legislature to the executive branch. In addition, the country is witnessing a transformation in public-political governance.

The aim is to show the role of professor V.G. Rudelev as a founder of Tambov Linguistic School in its formation and development. We consider the term of scientific school and its invariant features which were realized in the scientific activity of this school. The main feature is developing in the Tambov Linguistic School theoretical and information method on the phonology material inspired by N.S. Trubetskoy. This method is universal and its realization proves it on the language material of different levels of language system of the Russian language. V.G. Rudelev’s role is that he could develop a research program on this method and attract to its realization scientific community of lectures and research workers of the Derzhavin Tambov State University. Results of scientific activity of the Tambov Linguistic School differ because of their novelty, theoretical and practical relevance in researches on the Russian language.

The article presents the meaningful review of the half-century history of the scientific activity development at the Moscow State Technical University of Civil Aviation, from the date of the University establishment in 1971 up to the present. It is noted that originally the university was faced with the challenge of designing an organizational structure comprising research units, which was successfully solved, and consequently, two years later the first research findings emerged. The competent strategy of the University Authority and the Academic Senate focused on the main fields of scientific research for decades. Obtaining employment by the acclaimed Russian scientists at the University as well as involvement of gifted and promising post-graduate researchers with science facilitated the formation of the University scientific schools. The article features the most significant stages of the scientific school formation of I.S. Golubev, I.M. Sindeev, A.A. Kuznetsov, V.I. Vasiliev, V.G. Vorobyov, S.V. Kuznetsov, N.N. Smirnov, Yu.M. Chinyuchin, V.G. Tsipenko, I.V. Nikitin, V.S. Strelyaev, V.S. Shapkin, S.K. Kamzolov, A.I. Kozlov, A.I. Logvin, V.D. Rubtsov, V.V. Solomentsev, E.E. Nechaev, O.V. Repinoy, O.D. Garanina, B.P. Eliseev, V.V. Vorobyov, etc. It is noted that the international scientific cooperation; the Thesis Board activity; publications, authors’ certificates, patents, University researchers’ awards in respective fields of science, demonstrating the results of fundamental and applied research, contributed to the formation of the University scientific authority. The article deals with the key issues of the University science development during different years as well as the current day challenges. It is shown that these days the University has the considerable scientific potential, which is capable of both identifying industry-specific scientific problems and solving them.

The present article is dedicated to the problems of the organization and planning of scientific and research work of students of the University in English classes, gives grounds for the purposes and tasks of such competence-forming activity as part of the “Oriental studies” speciality program, the Russian State University for the Humanities. The article analyzes these competences, as well as forms and methods of their formation and development. The author presents demarcation of scientific knowledge and gives its characteristics: using most general qualities of a subject, objective reasoning, argumentativeness, results verifiability and reproducibility, consistency, practicality, capability to change, anticipating the future, making forecasts, methodological reflection. The author tried to analyze the reflexive component of scientific and research work of students in more detail. The article presents possible reflexive positions in the interaction between the teacher and the student and shows the dynamics of this interaction, i.e. gives a hierarchy of positions which the student can occupy in the educational process depending on how independent they are in their activity. The article also highlights the content of scientific and research work of students of the University in English classes on the basis of work with foreign texts in the macro-discourse for the “Oriental studies” speciality. The given foundations of the organization and content of scientific and research work of students have been regularly used in English language classes, as well as in optional forms of scientific activity. The students have shown good results and passion for this kind of work, which confirms the correctness of this approach.

This article is an attempt to briefly analyze the scientific activity of Mikhail Konstantinovich Treushnikov, which is carried out through the prism of his publication activity in all its manifestations. In addition, this study presents an attempt to collect a complete bibliography of M.K. Treushnikov. The significance of this study is determined both by its uniqueness, which is due to the use of information from various sources, and the presence of individual theses and conclusions formulated by the authors. Thus, this work focuses on the fact that M.K. Treushnikov, in addition to considering the problems of civil and arbitral procedural law, paid attention to the development of problems of higher education, including in terms of methodology, and that, perhaps, allowed him to create a real school of civil procedure law in the walls of the Lomonosov Moscow State University. In addition, the thesis is put forward and substantiated that M.K. Treushnikov was actively engaged in questions of the law of evidence, as well as judicial law, which were widely reflected in his numerous works published in various journals and collections, as well as embodied in monographs.
