Ecological Impact of a 4-km Causeway on an Arctic Environment

The Prudhoe Bay Causeway is a gravel-fill structure that extends 4 km into the Beaufort Sea at Prudhoe Bay, Alaska. Concern over the impact of this structure on the marine Arctic environment prompted regulatory agencies to require owners of the causeway to sponsor a multidisciplinary monitoring program that encompasses the physical and biological realms of possible impact. This paper describes how such concerns are being addressed and also includes results of the initial studies of possible environmental impact of the causeway.

In developing countries, as is the case of Brazil, solutions proposed for sewage and sludge treatment and disposal must meet not only public environmental demands and obey proper legal regulations, but also take into account the availability of funds for new investments and operation of existing systems. Brazilian federal regulations allow ocean disposal of sewage and solids, according to certain water quality criteria and specific standards. On the other hand, federal regulations require that submarine outfalls must be studied by means of an Environmental Impact Assessment, and that a Report on the Environmental Impact be produced. Such studies must demonstrate that the site will be protected and that ocean disposal will not impair the environment and the beneficial uses, such as fisihing, recreation, navigation, or propagation of marine life. The State of Rio de Janeiro has monitored its Ipanema Submarine Outfall since 1974, one year prior to going into operation. Present flow is 6m3/sec (140 mgd) of bar-screened domestic sewage. The submarine outfall is a 2.4m diameter concrete pipe, 4.3 km (2.7mi) long, and discharges at a depth of 27m (89ft). The paper presents and discusses existing regulations and data on the seawater monitoring program which is still in practice, having produced more than 90,000 analyses. Discussion covers the period 1974 - 1988, and shows that no adverse ecological impact has been noted on the marine ecosystem.

The planning, design and construction of two offshore exploratory drilling islands, constructed in the Alaskan Beaufort Sea during the summer of 1980, is described. Emphasis is given to areas of the work that are either unique to the Alaskan Beaufort Sea or involve modifications to the artificial island technology developed in the Canadian Beaufort Sea. The construction of the islands using a land gravel source, transport and handling of the gravel by highly efficient equipment, and placement of the gravel using the limited marine equipment available at Prudhoe Bay is described. The development of an economical slope protection system, with a design life of 3 yr, in Arctic environment and the monitoring and maintenance program planned to minimize the propagation of anticipated damage and maximize the effectiveness of the slope protection system is described, and knowledge gained to date is also included.

ABSTRACT A method for making dispersant use decisions on the basis of environmental impact considerations has been developed. It involves formulating and then comparing predictions of the impact of a given spill if treated with dispersants or if left untreated in order to determine whether the use of dispersants might reduce the overall effects of the spill. A workbook describing the method has been used in numerous workshops in Canada and the U.S.A. to train environmental managers, and has served as a basis for the development of a quick, map-based, decision-making system for the Canadian Beaufort Sea. A similar system is currently being developed for the U.S. Gulf of Mexico.

An exergoenvironmental analysis has been developed that reveals to what extent each component of an energy conversion system is responsible for the overall environmental impact, and identifies the sources of the impact. The approach of the exergoeconomic analysis is modified to deal, instead with an economic problem, with an evaluation of the ecological impact. The basic idea is that exergy represents a proper basis for assigning both costs and environmental impact in energy conversion processes. As a case study, an energy conversion system consisting of a high-temperature solid oxide fuel cell integrated with an allothermal biomass gasification process has been analyzed. The exergoenvironmental analysis allows to identify the environmentally most relevant system components and provides information about possibilities for design improvements. A special focus is laid on the role of exergy destruction. It is shown that the location of the exergy destruction in the process has influence on the resulting environmental impacts. A certain amount of exergy destruction leads to a different extent to environmental impacts depending on the position of the component where the exergy destruction occurs. The exergoenvironmental analysis reveals the thermodynamic inefficiencies that have the greatest environmental impacts.

Combined cycle power plants fueled with natural gas have been increasingly preferred by regulatory agencies for new power generation projects, compared with traditional coal-fired plants. With growing concerns about water resource availability and the environmental impact of wet cooling systems, there has been an increasing trend for new combined cycle projects to incorporate dry cooling, often as a mandate for regulatory approval of the project. There appears to be little consideration given to the impact of less efficient dry cooling systems on unit efficiency, and particularly on increased fuel requirements and therefore carbon dioxide (CO2) emissions for a given power generating output. The trade-off between reduction of water use and increased fuel requirements with dry cooling should be included as part of the decision on the selection of cooling systems for new fossil plant construction.

The management of mobility in large cities is a complex issue of great interest due to its economic, social, and environmental impact. In this work, the interurban mobility of engineering students from two campuses of the University of Seville is studied. Specifically, this work carries out an analysis of the preferences of students in terms of mobility to their study centres and determines the environmental impact of such mobility in terms of kg of CO2 per student. Three constructs can be found to describe the motivation for their choice of transport: those related to comfort and speed, those related to sustainability and price, and those related to safety. Based on the responses obtained, groups of students are established that enable the design of specific actions in accordance with each of the profiles. From the analysis of the results obtained, recommendations are made for policymakers, and a reflection is given on the impact of the COVID-19 pandemic on this issue.

This article explores a much under-researched field of ethics: the impact of information technology (IT) on the environment. Reducing the ecological impact of IT requires a holistic approach including better design of computers, the development of non-polluting manufacturing processes, and effective management strategies. The latter have received much attention in recent years. The three main areas of management focus have been the problems of hardware disposal, the energy consumed by computer technology in operation, and paper usage by printers and photocopiers.

The main environmental problems associated with fish farming in Denmark are attributable to the dam, the “dead reach” and nutrient and organic matter discharge. The environmental regulation of fish farming in Denmark started with the Environmental Protection Act of 1974, the Statutory Order of 1985 forbidding wet feed, and the Action Plan on the Aquatic Environment of 1987. In the case of freshwater fish farms, the latter was implemented through the measures stipulated in the 1989 Statutory Order on Fish Farms. The impact of Danish legislative measures to reduce and regulate the environmental effects of freshwater fish farms can be summarized as follows: - the number of fish farms has been reduced from about 800 in 1974 to about 500 at present; - production has tripled since 1974 and has been stable since 1989; - a change from wet to dry feed has reduced the environmental impact of the farms; - the national goals of the Action Plan on the Aquatic Environment of 1987 for reducing fish farm discharges of organic matter, nitrogen and phosphorus have been fulfilled. The main remaining problems are that: - the local impact of fish farms on downstream stream quality is still much too high in about 15% of cases; - the problem of the passage of migrating invertebrates and fish is still unsolved at some farms; - the problems posed by “dead reaches” are still unsolved. It is concluded that sustainable fish farming is possible in Denmark, but with the present technology production will have to be significantly reduced.

The impact of coastal development in Kuwait is to be assessed as per the following environmental conditions: water circulation, sediment behavior, water quality, and marine ecology and fisheries. The objectives of this assessment are to identify and predict the environmental impact associated with coastal development and the various activities involved in any coastal project. These activities and their associated impact can be grouped into two categories: those that occur during construction (short-term effect), and those that occur after construction (long-term effect). This paper attempts to present the fundamental issues related to the environmental measures and the practical experience required to evaluate the potential environmental impact of coastal development in Kuwait. The conclusions and general considerations regarding the environmental feasibility of coastal development are given, and measures to minimize the adverse impact on the environment are recommended.
