The article analyzes the problem of using information and telecommunications technologies in the system of public administration in the EU countries. Based on extensive statistical material, the main trends in the use of digital technologies that have begun to have a serious impact on European politics are described. It proves the need to reduce the gap between everyday life (which is firmly embedded in information technology) and traditional practices of public administration.

Purpose – the purpose of this paper is to identify how entrepreneurs from European Union (EU) use informational and communicational technologies in their business activities. We also try to identify the benefits and the challenges arisen for the European entrepreneurs in using information technologies. Research methodology – we analyze a sample of EU countries, by including them into two groups, according to the stage of their economic development. As methods, we use the logical-constructive method and also comparative methods. We also use the benchmarking method in order to estimate country indicators in the sample and compare them. Findings – the results of our study emphasize that e-entrepreneurship in developed countries is more advanced compared to developing countries. There are also significant differences regarding the use of informational technologies between types of firms by their size. Research limitations – are given by the availability of data. Practical implications – we emphasize that in order to support the development of E-entrepreneurship in the EU, government policies should pay more attention to the development of information technology infrastructure. Originality/Value – comes from grouping the EU countries into two groups, according to their stage of economic development. And, comparing the two groups as regards the use of informational and communication technologies. Keywords: information technology, e-entrepreneurship, e-business, innovation, EU countries

The technological development of the last twenty years, starting in Europe from the increased availability of Internet resources to the concept of the digital citizen, has involved our society at all levels, affecting politics, businesses, families and all forms of education and teaching at each and every level. The COVID pandemic that began in 2020 has led to further acceleration, so much so that both the Digital Agenda for information technology in public administration 2020-2022 (AGID) and the Action Plan for Digital Education 2021-2027 focus on a strong digital component in everyday life. A psychoeducational protocol for digital skills in teachers is hereby provided, tested on a sample over the course of 8 weeks. In order to be able to assess initial and final competences, a questionnaire on digital competences has been developed and validated, based on DigComp 2.1.   Formare gli insegnanti alla cittadinanza digitale per facilitare un sistema educativo sostenibile.   Lo sviluppo tecnologico degli ultimi vent’anni, a partire in Europa dalla maggiore disponibilità di risorse Internet fino al concetto di cittadino digitale, ha coinvolto la nostra società a tutti i livelli, interessando la politica, le imprese, le famiglie e tutte le forme di istruzione e didattica ad ogni livello. La pandemia di COVID iniziata nel 2020 ha portato a un’ulteriore accelerazione, tanto che sia l’Agenda Digitale per le tecnologie dell’informazione nella pubblica amministrazione 2020-2022 (AGID) sia il Piano d’Azione per l’Educazione Digitale 2021-2027 si concentrano su una forte componente digitale nella vita di tutti i giorni. Viene fornito un protocollo psicoeducativo per le competenze digitali degli insegnanti, testato su un campione nel corso di 8 settimane. Per valutare le competenze iniziali e finali è stato sviluppato e validato un questionario sulle competenze digitali, basato su DigComp 2.1.

The comparative characteristics of European public administration systems are presented. Particular attention is paid to new models of public administration in EU countries: New Public Management (NPM); New Public Governance (NPG) or New public service (NPS); Good Governance (GG). Both positive and negative characteristics of these government models are listed. Successful reform of public administration is revealed through the creation of appropriate institutions and adherence to the relevant principles, procedures, and standards of public administration and values that should be guided by civil servants. It is proved that the sphere of organization of public administration and civil service in the EU has wide experience through the implementation of so-called «soft» standards. The focus is on highlighting effective tools for reforming public administration in the EU, their main functions. The implications of NPM implementation for European regions, which were adapted by Walter Kicker’s presentation, are outlined. The key features of the new public administration and the cardinal directions of administrative reforms implemented in each EU country are identified, as well as the improvement of the main interconnected components of the public administration system, which include: institutions; rules and procedures, processes and mechanisms for coordination of cooperation; personnel potential. The realization of the reform of the public administration through the reform of administrative procedures, the development of the civil service, the process of decentralization and agencification were clarified. In modern democratic states, managerial innovations are aimed at supporting market mechanisms for democratization of public authorities; market marketing (transformation) of the work of the state with the mass introduction of methods of state managerialism. In these government models, a customer-centric approach is put in place to develop an appropriate strategy based on consumer values, meeting expectations from service providers and implementing information technology.

The purpose of the article is to summarize the experience of developing tools for the implementation of amalgamated territorial communities. The European countries’ experience helps to improve the system of public administration in such a way that it acts in the interests of the individual-citizen and is under the control of civil society. The important factors in the dynamic development of the state is effective public administration at all levels of the administrative and territorial structure of the country are investigated. The main links in this section are the district and regional levels, within which the main socio-economic, political and cultural links are realized and estableshed. The main task of effective regional public administration is to ensure the socio-economic development of the region and to meet the needs of citizens. Methodology. The survey is based on a comparison of data from the EU countries. The competences of local governments in the EU countries are examined. Results. Implementation tools for amalgamated territorial communities have been identified to assess the socio-economic development of the community for investment attractiveness. It has been proved that the amalgamation of territorial communities should be based on the principle of multicriteria, since the main participants in the formation, functioning and further development of the community are people who are united in a team to achieve a common goal, which is to develop the territorial community in order to improve the quality of life. Practical implications. Society will be able only if each of its members clearly understands the possibility of improving the standard of living within the community than existence outside of it. The study has shown that there are the number of criteria, including spatial, temporal, demographic, labor, cultural, historical, financial, that should be considered when amalgamating territorial communities. It is proved that the main instruments of implementation of amalgamated territorial communities are area, population (including demographic structure), income level, level of spending, financing structure, structure of economic entities by types of activity and level of income, number of objects of social infrastructure, employment and community unemployment, etc.

The article deals with the phenomenon of national identity which is increasingly perceived as a crucial factor to unite the society, to ensure the citizens’ involvement in implementation of public policy’s objectives of the socio-political development and to hinder social disintegration. It is noted that a sense of common, supranational identity is spreading in the minds of the EU countries’ residents. However, as the author argues, the situation is still far from the expectations of the pan-Europeans. Moreover, it looks like that the progress of the pan-Europeanism has reached a certain limit. The problem of overcoming it becomes more and more complex.

Regulation (EU) N°910/2014 on electronic identification and trust services for electronic transactions in the internal market, adopted on 23 July 2014 (hereinafter the eIDAS Regulation) is a significant step towards providing such a predictable regulatory environment that enables secure and seamless electronic interactions between businesses, citizens and public authorities of the members of the European Union. The Regulation ensures that people and businesses are allowed to use their own national electronic identification schemes (eIDs) to access public services in other EU countries where eIDs are available, moreover, it introduces the concept of trust services and prepares for the harmonization of further areas. Unfortunately, the eIDAS Regulation together with the Commission Implementing Regulation 2015/1501 is not in perfect harmony with the established and emerging models of operations in public administration in Hungary and consequently a common foundation for secure electronic interaction could be provided only with strong limitations. To avoid this undesirable situation, the paper proposes the introduction of two registration procedures (built on the basis of the services in the scope of the Regulation) that would complement the missing data items in a transparent manner. This extension would result in the provision of all registered electronic services of the EU countries for all EU citizens.

The subject of the research is a set of institutional institutions and organizational and managerial relations that effectively regulate the financial and investment environment in the EU countries, comparing them with Ukrainian realities.The goal of writing this article is to develop practical and scientific-methodicalrecommendations on how to increase the efficiency of using financial and investment potential based on the experience of EU countries. The methodology of thework-system-structural and comparative studies (to understand the logic of thefunctioning of institutions that form the investment environment and the mechanisms of their interaction); monographic analysis (in studying the problems ofattracting investors); historical and economic analysis (in assessing the state andprospects of the European, as well as the Ukrainian economy). Results of work -it is revealed that modern European regulators are aimed at forming a holisticinvestment and financial infrastructure and investment platform at the supranational level. It was proposed to carry out further liberalization of currency regulation in Ukraine in order to transform it into a convenient and efficient electronicautomated currency exchange system and introduce the integration of the domestic depository system into the international depositary clearing system Clearstream.It was noted that the financial and investment environment in Ukraine is blockedand domestic monopolies are interested in this, thanks to lobbying in the Verkhovna Rada of Ukraine and in the executive branch they have distorted financial,investment and currency legislation for their interests and needs. Conclusions-thepresence of a holistic investment and financial infrastructure in the EU countriesis due to the gradual convergence and unification of legislation at the nationallevel to the supranational level. In addition, it is reasonably high investment positions of Ireland in the world and it was proposed to use this experience to createa favorable financial and investment environment in Ukraine. Note that the formation of the financial and investment environment in Ukraine according to European standards is hampered by: oligarchic monopolies, which parasitizes mainly onnatural monopolies; government corruption; confusing and incomprehensible legislation for investors; high tax rates and tax administration system; instability ofthe banking system, the risks of hryvnia devaluation; the insecurity of landagrarian relations; as well as armed conflict in the east of Ukraine.

The development of technology, information technology and various means of communication have a significant impact on public relations activity; especially in government institutions. Many government institutions have invested these means in their management system, in order to facilitate the goals of the institution, and ultimately the interaction between the internal and external public. In this theoretical research, I tried to explain the impact of the new media on public relations in the public administration, based on the views of specialists. The aim of the research is to know the use of the new media of public relations and how in the system of public administration, as well as, Explaining the role it plays in public relations activities of government institutions. Add to this, analyzing the way of how new media and public relations participate in the birth of e-government. In the results, it is clear that the new media has facilitated public relations between the public and other institutions, as it strengthened relations between them
