In article the reasons and need of transition to digital economy, the main characteristic features of digital economy are considered, the classification scheme for definition of the purposes and risks at introduction of digital economy is provided, the conceptual model of subject domain “decision-making (goal-setting) in the conditions of uncertainty” which tools are offered to be used for the analysis of goal-setting at design of digital economy is given.Objective of this research is:1. Justification of need of transition to digital economy.2. Judgment of the main characteristic features of digital economy.3. Identification and the analysis of the purposes which should be realized upon transition to digital economy and also the forecast and a research of the arising risks.4. The logical analysis of the concepts making a goal-setting basis at creation of digital economy.As materials of a research various publications about transition to digital economy, legal documents the connected with digital economy, methodological materials by the principles of goal-setting and decision-making during creation of difficult systems are used.As methods of a research the system analysis of the materials stated above and synthesis on this basis of representations of authors on target questions of a research was used.Statement of representations of authors on the following questions is result of a research:– about the reasons and need of transition to digital economy,– main characteristic features of digital economy,– the classification scheme for definition of the purposes and risks at introduction of digital economy,– conceptual model of subject domain “decision-making (goal-setting) in the conditions of uncertainty”,– which tools are offered to be used for the analysis of goal-setting at design of digital economy.In conclusion it is possible to note the following.In work from the point of view of determinism of an economic subsystem the characteristics of digital economy which are conceptually distinguishing her from the previous development stages are considered.Advantages of introduction of information technologies to all spheres of life of society and also possible negative consequences of such introduction are described. The classification scheme of the possible purposes and risks accompanying creation of digital economy is developed.It is emphasized that decisions at creation of digital economy are made in extremely uncertain situation in this connection, the conceptual model of decision-making process including is presented:1. Semantic representation of decision-making process,2. Types of the analysis which have to accompany formation of lists of specifications of concepts of semantic network,3. Methods which have to be used at implementation of procedures of the analysis.The main conclusion which can be made of this work consists in the following. Certainly, not to stop development and introduction of information technologies in our life as it was impossible to stop technical progress during the previous eras of existence of a human civilization. It is unconditional, clear that to regulate and operate technological processes of such scale – a problem of big complexity.Certainly, risks to receive the apocalyptic scenario within all planet are big: IT technologies are more dangerous (at least, today), than any other. Therefore at decision-making, connected with transition to digital economy the special wisdom, special responsibility, the weighed, multiple-factor approach of the persons making decisions and expert community has to be shown.

Introduction: due to the active development of information technologies and the growth of their application in market relations, the issue of legislative regulation of the rules of interaction between participants in the emerging digital economy in Russia is becoming more and more relevant, as evidenced by the existence of the corresponding federal project within the national program “Digital economy of the Russian Federation”. At the same time, the creation of new regulations has a direct impact on the business environment, which forces companies to take an active part in the discussion of mechanisms for developing and implementing state policies in this area. Objectives: to analyze the decision-making process in the field of digital economy regulation through the proposed comprehensive methodology, which involves the study of formal procedures, state institutions and decision-making actors in the field of digital economy regulation in Russia. Methods: methods of applied analysis from the neoinstitutional, stadium-cyclical, and network directions of the political and managerial decision-making theory. Results: the main advisory, coordination and subordination institutions in the sphere of emerging regulation of the digital economy are systematized; the formal cycle of decision-making stages is modeled; the degree of influence of decision-making actors and network communities formed within institutional environments is assessed. Conclusions: the analysis shows that there is an imbalance of state decisions taken on a parity basis, depending on the stage of discussion and passage of the draft regulatory and legislative act. In the process of discussing and preparing draft decisions in the field of digital economy, state corporations take priority in comparison with private sector entities. Business representatives, as well as experts and development institutions, are largely focused on the initial stages of the decision-making cycle. In turn, the network analysis shows that the Ministry of digital development and the Ministry of economic development of the Russian Federation, responsible for the implementation of this national program, can play an important role as a conductor of industry interests.

The article is devoted to the study of the mental components of the decision-making process. Studies are carried out using the information and mathematical method of studying mental phenomena. Analysis of the scientific literature shows the lack of a single interpretation of the concept of "decision". Each decision is aimed at relaxing the tension of any significant situation and is associated with risk. It is established that the risk of making a decision is the higher, the less pragmatic information at the time of making a decision the individual has, and the more serious for him the possible damage from making a decision. The triune essence of decisions and the fact that the concepts of goal-setting and motivation act as an analogue of a decision are revealed. Three points of the bifurcation of the motivational process are established. The definition of a decision is given as a fact of appearance of the binary relation “motive-goal”. The results can be used in psychotherapy, and at the same time when designing machines with anthropomorphic behavior. All this is associated with the high technology of the future.

In an organization, decision making is anessential factor to achieve its goals. The decision-making process is a process of selecting the best alternative from many alternatives that systematically chosen as a way to resolve the problem. The decision is seen as a “choice between the alternatives” as well as a form of communication that fulfills the social expectations of the organization’s members. So the goal setting, onflow of information as well as individual’s values within the group affect the decisions made by the group itself. Then, the leadership-participation style in decision-making is the most important factor for creating the mutual understanding between both parties related to the decision.Dalam sebuah organisasi, pengambilan keputusan merupakan faktor penting untuk mencapai tujuannya. Proses pengambilan keputusan adalah proses pemilihan alternatif terbaik dari berbagai alternatif yang secara sistematis dipilih sebagai cara untuk menyelesaikan masalah. Keputusan ini dipandang sebagai “pilihan antara alternatif” serta bentuk komunikasi yang memenuhi harapan sosial dari anggota organisasi. Jadi penetapan tujuan, aliran informasi serta nilai-nilai individu dalam kelompok mempengaruhi keputusan yang dibuat oleh kelompok itu sendiri. Kemudiangaya kepemimpinan-partisipasi dalam pengambilan keputusan adalah faktor yang paling penting untuk menciptakan saling pengertian antara kedua belah pihak yang terkait dengan keputusan tersebut.

В статье рассматриваются разработки методов интеллектуальной поддержки процесса диагностики сахарного диабета, а также определение его типа. В последние годы количество людей, страдающих данным заболеванием, неуклонно растет, а без своевременной диагностики эта патология может нанести огромный вред организму человека. Сахарный диабет 1 типа опасен тем, что в основном возникает у людей молодого возраста. Оперативное обнаружение диабета, а также определение его типа, поможет не только избежать возможных осложнений, но и в некоторых случаях предотвратить смерть пациента. Информационные технологии все чаще используются в различных сферах деятельности для разработки новых или совершенствования существующих методов обработки данных, особенно это можно заметить в сфере медицины. В настоящее время врач самостоятельно ставит диагноз, основываясь на результатах различных анализов, однако, для ускорения процесса принятия решения, можно воспользоваться методами математического моделирования, а именно: моделями диагностики диабета на основе нечеткой логики. Для наибольшего удобства данный способ распознавания заболевания впоследствии можно реализовать в информационно-программное обеспечение, которое сможет еще больше увеличить эффективность и скорость распознавания патологии The article discusses the issues of the incidence of diabetes in the population, in particular, the definition of its type. In recent years, the number of people suffering from this disease has been steadily growing, and without timely diagnosis, this pathology can cause enormous harm to the human body. Prompt detection of diabetes, as well as determination of its type, will help not only avoid possible complications, but also in some cases prevent the death of the patient. Information technology is increasingly being used in various fields of activity to develop new or improve existing methods of data processing, especially in the field of medicine. Currently, the doctor independently makes a diagnosis based on the results of various analyzes, however, to speed up the decision-making process, you can use the methods of mathematical modeling, namely, models of diabetes diagnostics based on fuzzy logic. For the greatest convenience, this method of disease recognition can subsequently be implemented in information software, which can further increase the efficiency and speed of pathology recognition

The advent of internet-based technologies and social media has drastically affected how people communicate and share information. Electronic word-of-mouth (E-WOM) communication is one of those communication methods, and it has attracted the attention of scholars because of its effects on the consumer's decision-making process. However, there is a fragmentation of the E-WOM communication literature because of the broad range of platforms and different E-WOM formats. Therefore, the purpose of this chapter is to provide a comprehensive understanding of the antecedents, motivations, and consequences of E-WOM communication for consumers in the digital economy.

Big Data is an important topic for discussion and research. It has gained this importance due to the meaningful value that could be extracted from these data. The application of Big Data in the modern business allows enterprises to take faster and smarter decisions, achieving a real competitive advantage. However, a lot of Big Data projects provide disappointing results that don't address the decision-makers' needs due to many reasons. The main reason for this failure can be summarized in neglecting the study of the decision-making aspect of these projects. In light of this challenge, this study proposes the integration of decision aspect into Big Data as a solution. Therefore, this article presents three main contributions: 1) Clarify the definition of Big Data; 2) Presents BD-Da model, a conceptual model describes the levels that should be considered to develop a Big Data project aiming to solve a problem that calls a decision; 3) Describes a particular, logical, requirements-like approach that explains how a company develops a Big Data analytics project to support decision-making.

In the definition of the complex neutrosophic soft expert set (CNSES), parameters set is a classical set, and the parameters have the same degree of importance, which is considered as 1. This poses a limitation in modeling of some problems. This paper introduces the concept of fuzzy parameterized complex neutrosophic soft expert set (FP-CNSES) to handle this issue by assigning a degree of importance to each of the problem parameters. We further develop FP-CNSES by establishing the concept of weighted fuzzy parameterized complex neutrosophic soft expert set (WFP-CNSES) based on the idea that each expert has a relative weight. These new mathematical frameworks reduce the chance of unfairness in the decision making process. Some essential operations with their properties and relevant laws related to the notion of FP-CNSES are defined and verified. The notation of mapping on fuzzy parameterized complex neutrosophic soft expert classes is defined and some properties of fuzzy parameterized complex neutrosophic soft expert images and inverse images was investigated. FP-CNSES is used to put forth an algorithm on decision-making by converting it from complex state to real state and subsequently provided the detailed decision steps. Then, we provide the comparison of FP-CNSES to the current methods to show the ascendancy of our proposed method.

The general acceptance of sport sponsorship by corporate and sporting worlds alike has led to a situation whereby corporations receive from hundreds to thousands of unsolicited proposals annually. Despite this, there is a general lack of systematic research into sport sponsorship with little information in existence as to how corporations decide between alternative properties. In an attempt to address this situation, this paper develops a conceptual model of the sport sponsorship acquisition process based on the basic tenets of organizational purchasing behavior, contemporary literature on sport sponsorship, and the results of a qualitative study. It is anticipated that the Sport Sponsorship Acquisition Model will form the basis for further scholarly research to ascertain the precise nature of the acquisition process.
