In the process of the execution of consolidated budgets of the subjects of Federation in 2018  here were such positive events as strong revenues’ growth, significant budget surplus indicators in the most of the regions and the total reduction of the debt burden. But all these events did not lead to the evident growth of real incomes of the population. Profit tax revenues grew most significantly in the past year due to the increasing energy prices. Federal grants to the budgets of subjects of the Russian Federation increased considerably. The latter took place together with the shift from the goal-oriented kinds of support to regions (subsidies, subventions and other transfers) to the non-conditional kinds of grants. In the same time these is a shift from formalized to non-formalized categories of grants. In 2018 Russian regions succeeded to preserve the tendency towards the increase of the social expenditures. Significant volumes of consolidated budget surplus of several regions are a matter of grave concern because the high level of budget surplus exists in these regions together with serious decrease of real incomes of the population.

Correlation coefficients between the results of political parties in the 2016 State Duma elections in the Russian Federation as a whole and in 26 regions, as well as in the elections of regional parliaments of 35 subjects of the Russian Federation in 2012–2015 were calculated. For the 2016 State Duma elections, data was used at all levels – regions, single-member electoral districts, TEC and PEC. It is noted that the “United Russia” correlations with all major parties are generally negative. A fairly high level of correlation is observed between the liberal parties. The main focus is on correlations between parliamentary opposition parties and parties with similar names. The correlation coefficients between the results of parties and candidates in the State Duma elections of 2011 and 2016 and the Presidential elections of 2012 and 2018 were also calculated, showing the stability of the geographical distribution of the electorate of the main parties. Regional differences in the nature of correlations between the main political parties are noted. It is assumed that correlations between parties reflect not so much their ideological closeness as the social closeness of their electorate. In this regard, it is noted that a positive correlation between the results of ideologically distant parties (“Yabloko” and the Communist party or “Yabloko” and “Rodina”) is associated with their reliance on the urban electorate and, perhaps, its most educated part. The reasons for voting for spoiler parties and the role of these parties in reducing the results of the main participants in the elections are discussed.

The paper features some sociocultural and legal aspects of social activity executed by various subjects of the credit relations in the Russian Federation. The focus is made on the banking sector. The authors use culturological and activity approaches to legal and illegal actions of credit institutions and demonstrate some specific traits of administrative offenses in this sector. The paper also describes the culture of credit loans, in particular, that of microfinance institutions. The authors believe that this kind of activity is aimed at gaining and can be characterized as immoral. They studied behavioral stereotypes of borrowers and credit institutions to classify the social activities of the credit relations subjects. A high level of social activity of borrowers is directed to satisfaction of physiological requirements and security needs. The social activity of credit institutions is mostly limited by its respect for legal standards and improving the level of culture of loan granting. Hence, if the social activity of credit relations subjects that meets cultural and legal standards, it contributes to the development of national economy.

The high level of differentiation of the constituent entities of the Russian Federation determines different approaches to the policy of budget investment. The purpose of the paper is to identify common regional trends in the implementation of capital investments at the expense of budget funds, interregional differences and interpret it. In the study, horizontal and vertical analysis of budget investments has been made, the lack of a significant relationship between the level of budgetary security of the constituent entity of the Russian Federation and the scales of its budget investments has been shown. It has been shown that the investment activity of the constituent entities of the Russian Federation is not a determining fac tor, but an important factor of their investment attractiveness. The materials of the article can be used as an information base for further theoretical and applied research on the expenditures of regional budgets in general and the problem of budget investment in particular.

The article is devoted to the study of a very complex economic and legal phenomenon —inappropriate spending of budget funds. The article presents economic and legal arguments substantiating the need to counteract this kind of delinquent-criminal behavior as a dysfunction of the modern economy. The substantiation of the social and legal conditionality of the criminalization of misuse of budget funds is proposed. A high level of blanketness of the disposition of Article 2851 of the Criminal Code of the Russian Federation. The most controversial examples of misappropriation of budgetary funds are demonstrated, within the framework of which the most frequent problems of qualification of this kind of socially dangerous behavior arise.

Introduction. In recent years osteopathy has been rapidly developing as an individual medical specialty in the Russian Federation. A growing number of specialists are studying this specialty and represent it in Russia and abroad. A large number of studies clearly demonstrating the effectiveness of osteopathic treatment are being conducted. In addition, the Russian Federation has a regulatory framework according to which osteopathy is regulated by the government. However, many medical doctors, lecturers and students of medical universities do not have a clear understanding of osteopathy and put in question the effectiveness of osteopathic treatment. The goal of research — to study student′s knowledge about the principles, methods and scope of osteopathic treatment in order to develop a program for disseminating relevant information about osteopathy with regard to individual social characteristics.Materials and methods. We conducted an anonymous survey among students of Pavlov First St. Petersburg State Medical University using special forms. We also used the online tool Google Forms in the social network Vkontakte. 73 respondents took part in the survey. 8 communities from the social network Vkontakte, with the target audience being students of medical Universities, were reviewed. The search for references to osteopathy was made by the keyword «osteopath». A special questionnaire with 22 questions was developed in order to collect the necessary information. The first part of the questionnaire contains 16 questions about the specialty «osteopathy»; the second part (6 questions) allows to study the respondent′s personal characteristics: age, gender, year of studies, presence of medical doctors among family members, participation in the student′s scientific society (SSS). 14 questions from the fi rst part of the questionnaire were dichotomous and 2 questions had 3 or more answer options. 12 questions from the first part were aimed at studying students′ ideas about osteopathy. The correct answer was rated 1 point, the wrong answer — 0. The points obtained during the survey were summed up. In the subsequent processing of the results, the indicators of the respondent′s opinions, evaluated on a 12-point scale, were ranked into 3 groups: from 1 to 4 points — a low level of knowledge, from 5 to 8 points — an average level, from 9 to 12 — a high level.Results. It was found that 66 % of respondents have a low level of knowledge about the specialty «osteopathy», 30 % have an average level of knowledge, only 4 % of respondents have a high level of knowledge. The results indicate insufficient and extremely low level of awareness about the specialty «osteopathy» among students. Due to the lack of reliable sources of information within the system of education in higher medical educational institutions there is a spread of misconceptions about this specialty. It was established that students involved in SSS had a significantly higher level of knowledge about osteopathy than students who were not involved in SSS, and that students who had medical doctors in their families had a significantly lower level of knowledge about osteopathy than students who did not have medical doctors in their families.Conclusion. It is necessary to use different ways of informing students about the new medical specialty taking into account their individual characteristics, as well as to introduce awareness-raising about osteopathy (lectures, practical sessions) into the training system within the framework of an optional and/or elective courses, to improve the work of the student scientific society.

The article is devoted to the assessment of changes in the budgets of the constituent entities of the Russian Federation that are part of the Ural Federal District, which they have undergone in connection with the change in the macroeconomic situation in the country and regions. The article provides an overview of scientific research on the topic under consideration. On the basis of open official data, using general scientific methods, the influence of the introduced restrictive measures related to the fight against the spread of coronavirus infection on the regional budgets of the constituent entities of the Russian Federation of the Ural Federal District is shown. The analysis is carried out in the context of the structure of sources of formation of budget revenues, as well as in the areas of spending financial resources of the regions of the Ural Federal District, an assessment of the balance of the studied budgets is given. Comparative analysis was carried out for the first half of 2019 and 2020. The results obtained indicate that in the revenue part of the studied budgets of the constituent entities of the Russian Federation, tax revenues from profits and incomes have significantly decreased. All the regional budgets under consideration show an increase in gratuitous receipts. In the expenditure part of the budgets, the increase is mainly noted in the sections "Healthcare" and "Social policy". Thus, measures of state support in the first half of 2020 made it possible to maintain a budget surplus in four of the six subjects of the Russian Federation of the Ural Federal District. However, the current situation with the spread of coronavirus infection does not allow making optimistic forecasts for the further filling of the revenues of regional budgets. The situation is similar with the expenditure side – they will increase due to the growth of social expenditures, which will affect the balance of regional budgets.

One of the most pressing issues in financial law is the determination of the place of expenditure obligations for the social sphere in the structure of the regional budget. Expenditure obligations of a social orientation are legally fixed in the Budget Code of the Russian Federation, as well as in the legal acts of the subjects of the Russian Federation regulating budget relations for the financial year and the planning period. The analysis of the content characteristics of expenditure obligations in the social sphere and the practice of their consolidation in regional budgets, indicates the priority nature of their financing, as indicated by both conducted sociological studies and developed and tested methods, in particular, the assessment of the elasticity of expenditures on budget revenues.

This article is devoted to financial stability assessment of regional budgets of the constituent entities of the Russian Federation in the conditions of cyclical development of the national economic system. The authors identified the regional budgets of the following regions of the Russian Federation as objects of research: Rostov region, Republic of Kalmykia and Orel region. Financial and economic performance of the administration of budgets of these territorial units for the period 2010–2019, which are reflected in the previous article (Part 1) of the authors, were taken as the subject. The purpose of the article is to reflect the features of the practical application of the methodology presented by the authors for the analysis of changes in the financial stability of regional budgets of specific regions against the background of the impact of external economic forces (decrease in world energy prices, sanctions to Russian companies and entrepreneurs). The relevance of the research topic is connected with the demand for a high-quality and objective financial analysis of the budgets of specific regions of the Russian Federation against the background of the general economic crisis affecting all the main spheres of society, as well as negatively influencing economic and social policy, both at federal and regional levels. When making generalized assessments and conclusions about the dynamics of changes in the level of financial stability of the regional budgets of Rostov region, the Republic of Kalmykia and Orel region, the authors suggested a system of indicators characterizing the budget in the following main areas: budget efficiency, financial stability, as well as the balance of the revenues and expenditures of the regional budget. On the basis of analytical research, the authors found that regions characterized as financially stable have the following features: presence of a highquality and well-functioning process of planning and administration of the regional budget; effective use of the potential of region’s industrial resource base; active investment in projects, both promising, profitable, and socially significant. In the course of the study of regions with a low level of financial independence (the Republic of Kalmykia and Orel region), the authors noted that the consistently worsening economic sphere in the Russian economy leads to an acceleration of the rates of the degradation of social and economic situation of the entire region, thereby reducing financial opportunities of the corresponding budget, what consequently results in the decrease in the quality of life of the population of the regions under analysis.

Abstract. Factorial survey experiments are increasingly used in the social sciences to investigate behavioral intentions. The measurement of self-reported behavioral intentions with factorial survey experiments frequently assumes that the determinants of intended behavior affect actual behavior in a similar way. We critically investigate this fundamental assumption using the misdirected email technique. Student participants of a survey were randomly assigned to a field experiment or a survey experiment. The email informs the recipient about the reception of a scholarship with varying stakes (full-time vs. book) and recipient’s names (German vs. Arabic). In the survey experiment, respondents saw an image of the same email. This validation design ensured a high level of correspondence between units, settings, and treatments across both studies. Results reveal that while the frequencies of self-reported intentions and actual behavior deviate, treatments show similar relative effects. Hence, although further research on this topic is needed, this study suggests that determinants of behavior might be inferred from behavioral intentions measured with survey experiments.

<div><p><em>The article analyzes the peculiarities of the format of native advertising in the media space, its pragmatic potential (in particular, on the example of native content in the social network Facebook by the brand of the journalism department of ZNU), highlights the types and trends of native advertising. The following research methods were used to achieve the purpose of intelligence: descriptive (content content, including various examples), comparative (content presentation options) and typological (types, trends of native advertising, in particular, cross-media as an opportunity to submit content in different formats (video, audio, photos, text, infographics, etc.)), content analysis method using Internet services (using Popsters service). And the native code for analytics was the page of the journalism department of Zaporizhzhya National University on the social network Facebook. After all, the brand of the journalism department of Zaporozhye National University in 2019 celebrates its 15th anniversary. The brand vector is its value component and professional training with balanced distribution of theoretical and practical blocks (seven practices), student-centered (democratic interaction and high-level teacher-student dialogue) and integration into Ukrainian and world educational process (participation in grant programs).</em></p></div><p><em>And advertising on social networks is also a kind of native content, which does not appear in special blocks, and is organically inscribed on one page or another and unobtrusively offers, just remembering the product as if «to the word». Popsters service functionality, which evaluates an account (or linked accounts of one person) for 35 parameters, but the main three areas: reach or influence, or how many users evaluate, comment on the recording; true reach – the number of people affected; network score – an assessment of the audience’s response to the impact, or how far the network information diverges (how many share information on this page).</em></p><p><strong><em>Key words:</em></strong><em> nativeness, native advertising, branded content, special project, communication strategy.</em></p>
