Analyzing organization competitiveness by production costs is an important analytical step for units of agroindustrial complex (AIC). Such importance can be explained by specific features of markets, where AIC units operate: produce is uniform and standardized or poorly differentiated, price competition plays the essential role, therefore organizations with low costs are leaders on market. In this situation one of the most important parameters of strategic standing of the organization is its capability to compete by costs. Topicality of using the value chain is stipulated by importance of managing processes of raising competitiveness by costs and realizing strategy in general. The article studies practical and methodological issues of strategic analysis of production costs. It shows results of empirical research on managing processes of forming costs in AIC units and identifies key problems that can impact their successful development in the long run. Special attention was paid to changing approaches to managing processes of forming costs and potential profit, the shift of searching for opportunities of competitiveness by costs from internal environment to outer one. Recommendations on using value chains in AIC strategic management on state level were worked out. It was shown that effective cooperation of state and private AIC units could promote attainment of strategic goals of AIC development.

Abstract The actualization of the issues of developing the potential of agribusiness in the regions has revealed problems in the field of methods of effective management of this potential. Due to the significant differences that take place not only between the federal districts of the Russian Federation, but also within individual regions, the importance of conducting research at the State level increases, allowing to form basic recommendations not only for standard strategies for effective management of the agro-industrial potential of regions, but also for subsequent evaluation of the effectiveness of this kind of management. The problem developed in the current paper is relevant and timely in the framework of contributing to the speedy solution of the general problem of the development of the country’s agro-industrial complex. The main purpose of the study is to develop a standard procedure for evaluating the effectiveness of the use of agricultural potential in the formation of strategies for the growth of agricultural potential of the regions of the Russian Federation. The main results of the study are: firstly, the author’s definitions of “the agricultural potential of the region” and “the basic resource potential of the region”, and secondly, the sequence of stages of strategic management of the development of the agricultural potential of the region, based on the consideration of the synergetic effect, is presented and justified; thirdly, an approach to the grouping of indicators for assessing the agro-industrial potential on the example of land is formulated. The practical significance of the conducted research lies in the fact that the formulated proposals can be used in the formulation of strategies for the development of the regions of the Russian Federation.

The article is devoted to the aspects of strategic management of public-private partnership implementation in order to develop the agro-industrial complex of Ukraine. The main possible directions of public-private partnership in agroindustrial complex are considered. It is substantiated that public-private partnership in the field of agro-industrial complex should become the object of strategic management within the framework of the general economic policy of the state. The importance and feasibility of implementing partnerships in the field of agriculture are proved. The measures of strategic management of public-private partnerships implementation to agriculture are proposed. The stages of Strategy of public-private partnership in the agro-industrial complex of Ukraine are considered.

Strategic management of agriculture is determined by the characteristics of agro-industrial production, as well as the specifics of its constituent industries. Since all the elements of agriculture are interconnected sequentially, that is, each subsequent relationship is a consumer of the results or products of the previous relationship, which must correspond both in volume and structure, since the strategic plans of agricultural producers must take into account the development prospects of their partners. Currently, more attention is paid to the development of agriculture, including at the state level. The forecast of scientific and technical development of the agro-industrial complex of the Russian Federation for the period up to 2030 has been developed. The National Technology Initiative (NTI) also focuses on issues related to information technology in agriculture, as indicated in the FoodNet and AeroNet roadmaps. Within the framework of the NTI, it is planned to attract 3.3 billion rubles for priority projects related to the implementation of the concept of “smart” agriculture. — both in the form of subsidies and reusable investments from the state budget, and in the form of private investments. The article considers the aspects of developing a strategic model for the livestock and crop production industry, summarizes the best practices of Russian scientists in the field of accounting and agricultural economics.

Problem statement. The main problem is that the existing methods and mechanisms of strategic management of the MIC are not in line with to the new harsh external conditions due to sanctions, with the acceleration of scientific and technological progress, with the need of MIC transition to innovative development, with the development of military-civil integration processes.Objective. Determining the principal ways to develop the system of strategic management of the MIC of the Russian Federation.Results. Typical approaches to the formulation and solution of the development problems of the strategic management system of the defense industry are described – conservative and pivotal, and the need to implement a pivotal approach is shown. The main ways of creating a promising defense industry management system that meets modern requirements are shown.Practical implications. The need to develop and implement at the state level a comprehensive large innovative and institutional project for reforming the management system for the MIC is determined.

Purpose of study: The aim of the study is to systematize theoretical approaches to the consideration of the nature and structure of the strategic potential of the organization of the agro-industrial complex, since its effective management has a huge impact on the achievement of the organization’s strategic goals of its development and the competitiveness of the organization as a whole. Methodology: The theoretical and methodological basis of the study are the works of foreign and domestic economic scientists, who present approaches to the study of the strategic potential of the organization of the agro-industrial complex. General scientific methods, such as analysis and synthesis, induction and deduction, detailing and generalization, comparison, formalization, analogy, historical, logical and systematic approaches, were used as research tools in the present work. Main Findings: The feasibility of applying an effective target approach to determine the essence of the organization’s strategic potential has been determined. The definition of the strategic potential of the organization of the agro-industrial complex is formulated and its characteristics are determined. The necessity of using the resource-functional approach to determine the structure of the organization’s strategic potential has been proved. Applications of this study: The main provisions of the scientific article are the basis for solving practical problems of improving the management of the strategic potential of the organization of the agricultural and industrial complex and can be used directly by the head in making strategic management decisions that provide economically justified development of the organization in the future. Novelty/Originality of this study: The scientific novelty of the study is to substantiate the theoretical provisions on the essence and structure of the strategic potential of the organization of the agro-industrial complex, aimed at solving the problems of improving strategic management in the agro-industrial complex to improve its efficiency and competitiveness.

The formation of the concept of sustainable and competitive development of rural areas on the basis of a balanced socio-naturaleconomic space is studied by the authors as an object of research and management. The purpose of the article was to study scientific prerequisites as the basis for developing the concept of a balanced socio-natural-economic space of the agroindustrial complex and rural areas as a condition for their competitive and sustainable development. The tasks of the research include a critical analysis and the development of a system of categories that ensure implementation of the research goal. The ideas of the foreign scientists, accepted by the international scientific community, are generalized and adapted to the purpose of the study. These include the need to resolve the problem of sustainable development of sociobiotechnical systems in the face of global threats and risks to humanity; taking into account and reducing the risks in the developing harmonious relations between natural and social environments due to the formation of a global information space; scientific substantiation for the role of clusters in forming the competitive advantages of the countries; substantiation of the importance of digital economy in modern agriculture. Basing on generalization of the theoretical and practical provisions of the concept of agriculture multifunctionality in reproducing goods and public goods, a methodology has been developed that allows to identify and scientifically substantiate the role of a balanced socionatural-economic space of the agro-industrial complex and rural areas as the basis for their competitive and sustainable development. In the research methodology, an interdisciplinary integrated approach was used, within the framework of which the main theoretical and applied directions of the formation of a balanced, sustainable and competitive socio-natural-economic space of the agro-industrial complex and rural areas were identified. The use of a systematic approach made it possible to scientifically substantiate the state policy priority directions for creating a sustainable and competitive socio-natural-economic space in the agro-industrial complex and rural areas. As part of the study, a terminological and expert analysis was carried out on the material of the current regulatory acts of the Russian Federation. The article deals with the issues of sustainable development of the agro-industrial complex and rural areas as an object of research and management. The main current challenges in the spatial development of the rural areas in Russia are identified. The author's interpretation of the category “socio-natural-economic space of the agro-industrial complex and rural areas” has been substantiated. A new trend of radical changes in agro-industrial policy in the field of spatial development of the productive forces of the agroindustrial complex is revealed and scientifically substantiated. New approaches to assessing the competitiveness of rural areas as one of the targets of their sustainable development have been identified. It was recommended to include in the concept of sustainable development of rural areas new categories “agro-space” and “healthy food”. The main result of the study was the confirmation of the author's hypothesis and the acquisition of new knowledge about the availability of scientific prerequisites that allow developing a new concept of competitive and sustainable development of the agro-industrial complex and rural areas on the basis of a balanced socio-natural and economic space. The conclusion is substantiated that the competitive and sustainable development of the agro-industrial complex and rural areas can be effectively formed and supported through the use of strategic management. Scientifically substantiated personnel industry policy contributes to the implementation of an innovative development scenario, provides better results with reduced production costs, which determines the relevance of the studying. The main goal of the work was identified factors and indicators which have regulatory influence on the state and development of the personnel potential of the industry. Diagnostics of the labor potential of land reclamation by federal districts revealed leaders and outsiders of sectoral development. The studying made it possible to justify the steady trend of the shortage of reclamation personnel in comparison with the calculated indicators. Objective and subjective reasons and factors that hinder the effective using of the industry’s personnel potential are distinguished. The concept of industry’s labor potential is clarified. The studying of changes in labor productivity in agriculture has confirmed a twofold increasing in this indicator for the period from 2014 to 2018. Methodological approaches to the indicators of assessing the labor potential of the reclamation industry are substantiated. The groups of socio-economic indicators of the reclamation industry’s effectiveness are identified. The methodology for determining the quantitative characteristics of labor potential on irrigated lands is specified, which is depended on the area of irrigated lands. The labor potential of the reclamation industry in terms of staffing the industry is studied. The main positive and negative trends of the personnel policy and the labor potential’s formation of the agro-industrial complex’s reclamation sector of the Russian Federation are specified, the industry personnel policy is assessed as passive, which does not allow predicting the needs for industry personnel, evaluate staff activities and analyze personnel problems. Highlighted characteristic trends in personnel potential in the federal district and regions of the Russian Federation allow: to develop unified approaches to manage this industry development factor; to develop recommendations to improve the efficiency of advanced training and retraining of personnel in irrigated agriculture. The implementation of the recommendations will contribute to increase the efficiency of the managing the human potential’s process of irrigated agriculture at the level of federal, regional and municipal authorities of the reclamation sector of the agro-industrial complex of Russia.

Improving the efficiency of agricultural production and the competitiveness of agricultural products is impossible without the creation of professional teams with a high level of productivity. The formation and development of the personnel potential of the agro-industrial complex comes to the fore in the light of ensuring the country’s food security and solving the problems of import substitution. The development of the industry relies more on the creation of a vertical education system, the development of rural territories, etc. Compilation of forecasts for the staffing of the agroindustrial complex will coordinate the efforts of educational institutions, business structures, and authorities in organizing the training and retraining of personnel for the agricultural sector.

Abstract Background Neutralizing antibodies (nAbs) against SARS-CoV-2 (severe acute respiratory syndrome coronavirus 2) can play an important role in reducing impacts of the COVID-19 pandemic, complementing ongoing public health efforts such as diagnostics and vaccination. Rapidly designing, manufacturing and distributing nAbs requires significant planning across the product value chain and an understanding of the opportunities, challenges and risks throughout. Methods A systems framework comprised of four critical components is presented to aid in developing effective end-to-end nAbs strategies in the context of a pandemic: (1) product design and optimization, (2) epidemiology, (3) demand and (4) supply. Quantitative models are used to estimate product demand using available epidemiological data, simulate biomanufacturing operations from typical bioprocess parameters and calculate antibody production costs to meet clinical needs under various realistic scenarios. Results In a US-based case study during the 9-month period from March 15 to December 15, 2020, the projected number of SARS-CoV-2 infections was 15.73 million. The estimated product volume needed to meet therapeutic demand for the maximum number of clinically eligible patients ranged between 6.3 and 31.5 tons for 0.5 and 2.5 g dose sizes, respectively. The relative production scale and cost needed to meet demand are calculated for different centralized and distributed manufacturing scenarios. Conclusions Meeting demand for anti-SARS-CoV-2 nAbs requires significant manufacturing capacity and planning for appropriate administration in clinical settings. MIT Center for Biomedical Innovation’s data-driven tools presented can help inform time-critical decisions by providing insight into important operational and policy considerations for making nAbs broadly accessible, while considering time and resource constraints.

The article presents the results of a study of the methodology of strategic management in the agro-industrial complex. In the context of dynamic changes in the external environment, the intensive development of global food markets, the accelerated introduction of digital technologies, biotechnologies, and genetic engineering, strategic management of the agro-industrial complex is an urgent scientific problem of national importance. The presented methodology takes into account the influence of the peculiarities of agricultural production on the formation of a strategic management system in the agro-industrial complex and allows the complex to function successfully in the long term.
