Problem statement. The main problem is that the existing methods and mechanisms of strategic management of the MIC are not in line with to the new harsh external conditions due to sanctions, with the acceleration of scientific and technological progress, with the need of MIC transition to innovative development, with the development of military-civil integration processes.Objective. Determining the principal ways to develop the system of strategic management of the MIC of the Russian Federation.Results. Typical approaches to the formulation and solution of the development problems of the strategic management system of the defense industry are described – conservative and pivotal, and the need to implement a pivotal approach is shown. The main ways of creating a promising defense industry management system that meets modern requirements are shown.Practical implications. The need to develop and implement at the state level a comprehensive large innovative and institutional project for reforming the management system for the MIC is determined.

The main objective of the article is to substantiate a systematic approach to the introduction of all types of innovations in the development of the military-industrial complex of the Russian Federation. The relevance of the study is due to the fact that in the modern world it is especially important to ensure the national security of the country and the defense industry plays a crucial role in this. At the same time, one cannot but note the importance of the defense industry in the production of high-tech civilian products and dual-use products, which enhances the country's competitiveness in the world market. In addition, the relevance of the topic is due to the presence of rather serious problems in the Russian defense industry, which require immediate resolution. The article uses the methodology of structurally functional analysis, the institutional approach and the method of comparative assessments. The authors conclude that technological innovation alone will not be able to achieve strategic results for ensuring national security, only in conjunction with organizational, product, social and marketing innovations, the domestic defense industry is able to solve its tasks.

Abstract The actualization of the issues of developing the potential of agribusiness in the regions has revealed problems in the field of methods of effective management of this potential. Due to the significant differences that take place not only between the federal districts of the Russian Federation, but also within individual regions, the importance of conducting research at the State level increases, allowing to form basic recommendations not only for standard strategies for effective management of the agro-industrial potential of regions, but also for subsequent evaluation of the effectiveness of this kind of management. The problem developed in the current paper is relevant and timely in the framework of contributing to the speedy solution of the general problem of the development of the country’s agro-industrial complex. The main purpose of the study is to develop a standard procedure for evaluating the effectiveness of the use of agricultural potential in the formation of strategies for the growth of agricultural potential of the regions of the Russian Federation. The main results of the study are: firstly, the author’s definitions of “the agricultural potential of the region” and “the basic resource potential of the region”, and secondly, the sequence of stages of strategic management of the development of the agricultural potential of the region, based on the consideration of the synergetic effect, is presented and justified; thirdly, an approach to the grouping of indicators for assessing the agro-industrial potential on the example of land is formulated. The practical significance of the conducted research lies in the fact that the formulated proposals can be used in the formulation of strategies for the development of the regions of the Russian Federation.

In modern conditions, an integrated quality management system (ISMC) that meets the requirements of several international standards and contributes to improving the efficiency of enterprise management, creating conditions for its sustainable development, as well as the competitiveness of the enterprise and its products is becoming more and more popular. The monograph considers theoretical and methodological approaches to quality management at the enterprise. The relevance of the application of an integrated quality management system, including at the enterprises of the military-industrial complex (MIC), consisting in the most effective management of the enterprise, energy efficiency and resource conservation, is justified. The assessment of the use of quality management tools at the defense industry enterprises was carried out, the trends in the development of defense industry enterprises were substantiated, a marketing approach was applied to the classification of defense industry enterprises, in particular by market type, which allows identifying potential consumers of enterprises ' products, the degree of production diversification. Organizational and economic approaches to the formation of an integrated quality management system are presented. The procedure for creating an ISMC is considered. The methodology and criteria for evaluating the effectiveness of ISMC are substantiated. The presented material is of practical importance and can be useful to specialists in quality management, graduate students, researchers, teachers.

The paper presents the results of determining the priority directions of development of science, technologies and technics in interests of defence and state security, based on open sources of information, methods and tools of forecasting of development of science, equipment and technologies used in the formation of promising scientific and technological directions of development of military-industrial complex (defense industry). The authors analyze documents that determine the priorities of scientific and technological development of the Russian Federation, show the criteria for selecting a list of strategic priority areas for the development of science, technology and technology, and consider the methodology for substantiating promising areas of scientific and technological development of the defense industry. The paper shows that scientific and technical forecasting is an integral part of the formation of policy in the field of defense and security of the state. They are formed in close connection with critical technologies approved by the President of the Russian Federation. The authors reveal in detail the key trends in the development of science, technology and engineering that ensure the formation of the scientific and technological Foundation for the creation of promising samples of VVST.

The paper formulates the main areas of human capital development in the Russian military-industrial complex in the context of digital transformation. To remedy the current situation, it is necessary to change the system of training of employees of the defense industry, including scientific and pedagogical personnel and specialists. To do this, it is necessary to change the regulatory framework that determines the training of personnel for the defense industry enterprises, to develop methodological recommendations for a comprehensive assessment of the state of human resources in the defense industry; to develop new training programs that take into account the needs of the digital economy, to ensure a close connection of educational institutions with the employer of the military-industrial complex, to form a system of corporate training, a knowledge management system.

The relevance of the research topic is due to the task set by the President of the Russian Federation to increase the share of civilian and dual-use products, due to the need to increase the capacity utilization of defense enterprises in the context of a decrease in the share of the state defense order. Nowadays, leading world companies widely use methodology, standards, and project management tools in many areas of project-oriented activities, including investment, innovation, and information projects. Last years the implementation and functioning of the country’s enterprises’ project management system have been actively discussed in Kazakhstan.This work aims to identify critical processes of project management planning that affect the effectiveness of projects at the enterprise of the military-industrial complex of Kazakhstan. For this purpose, a survey of top managers of defense industry companies was conducted. A total of 28 respondents were interviewed, working at 18 enterprises of the military-industrial complex of the Republic of Kazakhstan and directly participating in the implementation of projects. Data were personally collected by a questionnaire survey conducted during 2019. To verify the formulated model’s assumptions and success, correlation analysis, and other relevant tests were used. Using the model of project management planning quality (PMPQ), process efficiency has been assessed, and critical factors for the effectiveness of defense industry projects have also been identified. The results show that the Republic of Kazakhstan’s defense industry complex projects has a low level of efficiency and an average score for the use of project planning processes. Project efficiency evaluation has also revealed critical knowledge areas for defense projects like human resource management, schedule development, and define scope. The research expands knowledge in PM, revealing the importance of planning processes for the defense industry that need more focus to achieve top-level success and effectiveness of projects. В статье рассмотрен гособоронзаказ как драйвер развития предприятий оборонно-промышленного комплекса, требования обеспечения финансовой устойчивости предприятий при исполнении ими гособоронзаказа. Диверсификация оборонно-промышленного комплекса РФ и конверсия производства предприятий, входящих в данный комплекс, ориентированные на производство продукции двойного назначения, а также повышение объемов продаж в среднесрочной перспективе рассматриваются как факторы повышения их финансовой устойчивости. The article considers the defense procurement and acquisition as a driver for the development of enterprises of the military-industrial complex; the requirements for ensuring the financial stability of enterprises when they perform a state contract under the state defense order. The diversification of the Russian military-industrial complex and the conversion of production of enterprises included in this complex, focused on the production of dual-use products, increasing sales in the medium term, are considered as factors for increasing the financial stability of enterprises in the military-industrial complex.
