By methods of analysis and synthesis the article studies the problem of developing closed cycle economy in the field of hard communal waste treatment (HCW). Dynamics of waste making up was analyzed and its physical and mechanic properties and chemical composition were provided. The article gives economic tools, functions and classification of these tools that are necessary to organize the process approach to management. The authors put forward a promising scheme of treating HCW built on the basis of European experience and worked out the acute functional-structural scheme of the treatment system by the HCW complex, which demonstrates key business processes and tools of management. Such complex approach to describing the system of HCW treatment can simplify digital modeling of multi-variant business processes, such as burial of waste at waste-grounds, utilization at waste-burning plants, sorting and recycling at waste-recycling enterprises. Digital modeling with successful automated functional and cost analysis can give an opportunity to decrease uncertainty in the field of economic efficiency of managerial decision-making for rational HCW treatment and development of closed cycle economy in this sphere. A correct choice of approaches to the development of closed cycle economy in the field of HCW treatment can reduce the load on nature and support health of people.

The life of a modern person today cannot be imagined free from an urgent and urgent problem – the problem of waste recycling. At the same time, the environmental situation in large cities, including industrial enterprises, is mainly determined by the state of the waste treatment system. These include solid municipal waste, as experts call the garbage that is formed daily in everyday life and makes a long way from the garbage chute to the yard container and further to the city dump.At the moment, the infrastructure for collecting and processing secondary raw materials (glass, plastic, paper, batteries, etc.) is developing on the territory of many CIS countries, including Russia, while there are no reception points for textile waste of production and consumption in sufficient quantities, unlike in European countries. There are retail outlets that accept unnecessary textiles from the population, and in return provide discounts on their products. However, taking into account the volume of textile waste generation (about 4.2–4.8 million tons per year), the existing textile waste collection system, which collects only about 0.4% of textile waste, is clearly insufficient. Based on the identified problems, the authors of this article give a socio-ecological and economic assessment of the problem of handling textile waste of consumption in Russia. The analysis of the relationship of the problems of textile waste management to the UN Sustainable Development Goals is carried out. The international experience of applying the principles of the closed-cycle economy in relation to textile waste is considered and recommendations for the transition of the Russian textile industry to a closed-cycle economy are formed.

Abstract The simple digital filters are not sufficient for digital modeling of systems with distributed parameters. It is necessary to apply more complex digital filters. In this work, a set of filters, called the digital function filters, is proposed. It consists of digital filters, which are obtained from causal and stable filters through some function transformation. In this paper, for several basic functions: exponential, logarithm, square root and the real power of input filter, the recursive algorithms of the digital function filters have been determined The digital function filters of exponential type can be obtained from direct recursive formulas. Whereas, the other function filters, such as the logarithm, the square root and the real power, require using the implicit recursive formulas. Some applications of the digital function filters for the analysis and synthesis of systems with lumped and distributed parameters (a long line, phase shifters, infinite ladder circuits) are given as well.

Subject. This article examines the business processes of treasury control in the course of authorizing budget expenditures of the subject of the Russian Federation. Objectives. The article aims to develop recommendations for improving the business processes of treasury execution of budget expenditures of the subject of the Russian Federation. Methods. For the study, we used the methods of formalization, analysis and synthesis, induction and deduction, comparison, observation, and other general scientific theoretical and empirical research methods. Results. The article identifies reserves for increasing the potential of treasury control of the financial body of the Russian Federation subject by modifying the functionality of the budget process automated information system. It offers recommendations to increase the number of transactions for which extensive documentary control is carried out, while reducing the labor costs for performing the same type of current operations. Conclusions and Relevance. The proposals to optimize treasury control are in line with the solution of common tasks for the development of modern technologies for budget execution based on digitalization and automation of budget procedures. The results obtained may be of practical interest to the financial authorities of the Russian Federation constituent entities (municipalities) that implement their budgets independently through the current budget account opened at the Federal Treasury.

Processes of collection, processing, removal, storage and utilization of solid household wastes and garbage are analyzed. Problems associated with their organization were aggravating in Ukraine during the transition to the market-based economic model radically changing the waste treatment mechanisms operated in the period of administrative and command system. It is demonstrated that Ukraine still has no well-functioning management system enabling for the civilized treatment of household wastes, including their recycling and utilization. The process of household wastes and garbage removal is disorganized and erratic. The chaotic way of collecting household wastes and garbage, used in many countries as a resource supportive to the economic development, needs to be firmly rejected. The global practices show that the problems of utilization and reuse of household wastes and garbage can be dealt with through intensive innovating and intellectualization. The effectiveness of solutions to the above problems is also conditional on two key actors: local self-governance bodies and citizens concerned with the matter. Assurance of social and environmental benefits is their necessary component. By the current organization and economic principles, enterprises active in processing, utilization and storage of household wastes and garbage are assigned the key role in treatment of household wastes. The advanced organization and economic principles for collection, storage and utilization of household wastes and garbage in Ukraine can be introduced once the nation-wide conceptual model for the development of this economic activity is elaborated. It needs to rely upon the Keynesian model that accounts for not only the interests of capital, but conforms, in many ways, to the human values concerned with environmental protection. The mechanism for collection, removal, storage, utilization and processing of solid household wastes and garbage needs to be organized as a full-fledged component of the social reproduction process. The key problem which solution will help adopt the new organization and economic principles for utilization and disposal of wastes is to create the conditions for constructing waste recycling fact ories, including the system of preferences. As shown by practices of many developed countries, they ensure effective processing and recycling of household wastes and garbage and reduce the land areas required for wastes and garbage placement.

The relevance of the research is stipulated by the necessity for an adequate evaluation of the tourism enterprises’ efficiency and individual business processes at these enterprises in the context of the ever-growing influence of the tourism industry on the economic and social spheres of society. The aim of the research is to build a conceptual model for evaluating the efficiency of business processes of tourist enterprises. The methodological basis of the research is based on methods of abstraction, analogies, analysis and synthesis; normative and positive approaches to the study of economic processes; process and system approaches; modelling method. The article considers theoretical and methodological approaches to assessing the efficiency of tourism enterprise processes in modern conditions of tourism services market development. The main concepts of business processes were defined, the goal and criteria for evaluating their efficiency were formulated. The main factors affecting the efficiency of tourism enterprises business processes were described. The main groups of indicators for evaluating the tourism enterprise business processes efficiency were proposed. Such a system of indicators helps to comprehensively monitor the situation at a tourism enterprise, since it takes into account all key areas of activity of an enterprise and identifies priority business processes that require changes. The specifics of assessing the level the efficiency of tourism enterprises business processes depend on a number of variable factors and therefore the main trends in the development of a tourist enterprise and the relationship of its economic indicators are usually studied. Approaches to the procedure for evaluating the efficiency of business processes, as well as to the formation of a system of indicators for evaluating the specified efficiency at a tourism enterprise were studied. The main principles of forming a system for evaluating tourism enterprises business processes efficiency are defined. A number of technologies for evaluating the efficiency of business processes were described. A model for evaluating the efficiency of business processes in tourism is presented. It is noted that the main and determining role in evaluating the activities of a tourism enterprise is played by performance targets. Based on the identified features of tourism activities, problems that may arise in the process of evaluating the efficiency of business processes were considered and effective ways to eliminate them were proposed. The prospects for further scientific researches in this direction are substantiated, which are to study the improvement of the tourism companies efficiency through the introduction of innovative technologies (neuromarketing, virtual and augmented reality, as well as “green” technologies)

Information and Communication Technology (ICT) has taken the center stage in almost every aspect of human endeavor. ICT help companies to improve the efficiency and effectiveness of services offered to customers, and thus enhances business processes, managerial decision making, and workgroup collaborations, thus strengthening their competitive positions in rapidly changing and emerging economies. This paper considers the impacts and trends of ICTs on core sectors of the Nigerian economy. Three core industry sectors of the Nigerian economy were examined namely: Banking Industry, Oil and Gas Industry, and Agricultural Industry in order to examine the level of impact ICTs have on the overall Nigerian economy.

Recycling waste synthetic resins, including rigid and film plastics, is a pressing issue worldwide due to the issues associated with waste treatment. Using products originating only from plastic wastes could be a promising way to improve the waste recycling rate and address plastic consumption. This study presents the applications of waste plastic films (WPFs) in urban infrastructure and construction materials, especially bearing loads. WPF-recycled products (WPF-RPs) were evaluated for mechanical properties, including strength (compressive and tensile), thermal expansion coefficient, accelerated weathering, dynamic stability, and environmental aspects, such as the presence of hazardous substances. Subsequent tests confirmed moderate strength, good weathering stability against solar irradiation, and superior road pavement vehicle load through wheel-tracking tests compared with the standards for asphalt. Additionally, hazardous substances were mostly not detected or were under permissible limits in the composition and leachate contents of WPF-RPs. After using temporary pavement blocks (TPBs) from WPFs at a field site for one month, we conducted slip resistance tests which gave a result of ~33 British pendulum number, indicating the possible application of WPF-RPs in low-speed driving sections, according to the Korean standards of the Ministry of Land, Infrastructure and Transport. Moreover, it was confirmed that fastening structures installed between the TPBs can improve backfilling and compaction defects. This practical research highlights the possible applications of products produced from WPFs for infrastructure development, such as filling materials for burial pipes or tubes; however, these potential aspects should be tested further.

This article deals about the application of the Six Sigma methodology by using modern methods in various stages of the DMAIC improvement model. The change management of business processes in terms of quality is determined by the correct choice of methods and tools for reducing discrepancies and non-productive costs. The evaluation of selected processes of furniture production through defects per million opportunities, efficiency, capability and sigma level before the change and after the change in the quality process provides relevant information for ensuring continuous quality improvement. Implementation of assessing changes in the process is a source of information for continuous improvement of process performance. Today digital economic environment penetrates deeply in different spheres and industries of economy. Now doubt that digital transformations deal not only with outer environment of company functioning but also with their internal business-processes. The outer elements of digital transformation include such business-spaces, which in their essence were born as global, i. e. they are not connected with geographical location or specific segment of buying audience. We mean the development of the so-called digital platforms – ecosystems of digital business, where participants of different profiles or lines of commercial activity can be present, such as logistics, production, finance, marketing, sales, etc. Due to active emergence of outer aspects of digital transformation internal businessprocesses in such digital spaces are also subjected to transformations. These transformations in some cases are inevitable because of rising competition among companies inside one industry on the level of product range being sold and among related industries on the level of services that determine the company value for customers. In the digital business environment classical process approach undergoes serious changes due to transformation of business-models of business running, altered information opportunities, emergence of new digital competences of experts and technological breakthrough. The goal of the research is to develop a competence model of manager for decision-making in conditions of digital environment with regard to factors influencing the process of decisionmaking and advanced methodologies of management, such as Agile. The article shows conditions of digital transformation penetration in the business environment of present day companies, identifies factors of digital transformation impact on decision-making in management within the frames of the process approach, substantiates opportunities and threats of business-process digitalization in managerial decision-making and demonstrates new competences necessary for efficient functioning of business-processes. The authors put forward a complex model of decision-making in digital business environment, which gives an opportunity for companies to make the most effective managerial decisions.
