The relevance of the research is stipulated by the necessity for an adequate evaluation of the tourism enterprises’ efficiency and individual business processes at these enterprises in the context of the ever-growing influence of the tourism industry on the economic and social spheres of society. The aim of the research is to build a conceptual model for evaluating the efficiency of business processes of tourist enterprises. The methodological basis of the research is based on methods of abstraction, analogies, analysis and synthesis; normative and positive approaches to the study of economic processes; process and system approaches; modelling method. The article considers theoretical and methodological approaches to assessing the efficiency of tourism enterprise processes in modern conditions of tourism services market development. The main concepts of business processes were defined, the goal and criteria for evaluating their efficiency were formulated. The main factors affecting the efficiency of tourism enterprises business processes were described. The main groups of indicators for evaluating the tourism enterprise business processes efficiency were proposed. Such a system of indicators helps to comprehensively monitor the situation at a tourism enterprise, since it takes into account all key areas of activity of an enterprise and identifies priority business processes that require changes. The specifics of assessing the level the efficiency of tourism enterprises business processes depend on a number of variable factors and therefore the main trends in the development of a tourist enterprise and the relationship of its economic indicators are usually studied. Approaches to the procedure for evaluating the efficiency of business processes, as well as to the formation of a system of indicators for evaluating the specified efficiency at a tourism enterprise were studied. The main principles of forming a system for evaluating tourism enterprises business processes efficiency are defined. A number of technologies for evaluating the efficiency of business processes were described. A model for evaluating the efficiency of business processes in tourism is presented. It is noted that the main and determining role in evaluating the activities of a tourism enterprise is played by performance targets. Based on the identified features of tourism activities, problems that may arise in the process of evaluating the efficiency of business processes were considered and effective ways to eliminate them were proposed. The prospects for further scientific researches in this direction are substantiated, which are to study the improvement of the tourism companies efficiency through the introduction of innovative technologies (neuromarketing, virtual and augmented reality, as well as “green” technologies)

The article highlights the main destructive factors influencing the economic security of business, namely: risks, threats and dangers, the impact of which leads to undesirable changes in the structure, functions, parameters and effectiveness of business. In the context of scientific research on the nature and relationship of the concepts of «risk», «danger», «threat», as well as their impact on business, the work of both foreign and domestic scientists. The analysis of modern economic scientific literature made it possible to explore the theoretical and methodological approaches of both domestic and foreign scientists in the interpretation of these economic categories. In turn, this allowed us to summarize and present the most common of the existing approaches to defining the categories of «threat», «risk» and «danger» using a table. According to this study, a significant variety of approaches to these economic categories was identified, which led to an imbalance among scientific views and made it difficult to establish a single link between them. In addition, groups of scientists have been singled out, where some researchers identify the concepts of «risk», «threat» and «danger», while others distinguish them and see each other's sources of origin. Given the analysis of the essence of the definition of «risk», «threat» and «danger», we present our own author's approaches to their interpretations, established the distinctions and relationships between them. The vision of interaction of categories «risk», «threat» and «danger» is resulted by means of the scheme-drawing. The importance of a clear understanding of the nature and delimitation of each of the destructive factors, which is necessary for the implementation of research methodology of economic security of business, which allows to determine their scale and assess the impact on economic security. Thus, the identification and neutralization of potential and real risks, threats and dangers that negatively affect the state and effectiveness of entrepreneurial activity, necessitate new requirements to strengthen the economic security of entrepreneurial activity, and its level will determine the ability to resist destructive factors in the long run. Thus, in turn, the results of the research provide an opportunity to prepare a basis for further research related to the definition of methods and areas of prevention and neutralization of destructive factors affecting the economic security of business.

Subject. This article deals with the issues related to the creation and development of a new organizational and economic mechanism for the functioning of universities and the system of their budgeting. Objectives. The article aims to develop methodological foundations of the organization and mechanism for the budgeting implementation at modern universities that apply strategic planning and process-oriented organizational structure. Methods. For the study, we used analysis and synthesis, induction and deduction, systematization, and the systems and process approaches. Results. The article presents developed methodological foundations of the organization of budgeting at the university, based on advanced accounting, financial and management technologies that help determine the stages of university budgeting organization and describe their substantive characteristics. The article also defines the types of responsibility centers and budgets of the university. Conclusions and Relevance. Budgeting as the most important element of the intra-university mechanism of innovative strategic development of the university focuses on educational and research business processes. It helps plan specific goals, develop indicators of their achievement and justify the allocation of budgetary and extrabudgetary funds by the expected result of expenditure. The results of the study are intended for scientific and practical activities and training of specialists in the field of accounting and financial management.

The COVID-19 pandemic has reduced or even temporarily halted tourism worldwide. The lack of tourists has huge consequences not only for the tourism industry, but also for the tourism economy. Health tourism enterprises are also affected by this problem, but their situation is somewhat different from other tourism enterprises, as the relationship of these enterprises with the healthcare system provides an opportunity to continue operations, albeit in a different role than the tourism function. The diagnostic objective of this article is to assess the impact of the pandemic caused by the SARS-CoV-2 virus on the activities of tourism and medical tourism enterprises operating in spa destinations after 12 months of the pandemic situation. The cognitive objective, on the other hand, is to identify the roles that these companies play in reducing the impact of epidemic risks. The article presents the results of the research conducted in 19 tourism and medical companies, covering 115 sanatorium facilities, run in Polish health spas. The results indicate that although their economic situation is difficult, it is at the same time stable. Two reasons in particular stand out: (1) financial support from government anti-crisis programs; and (2) implementation of rapid organizational changes that enable the implementation of epidemiological prevention tasks, relieving the burden on infectious diseases hospitals by operating an isolation center, a vaccination center, or a quarantine facility for asymptomatic patients. This use of tourism infrastructure contributes to promoting it as open innovation in tourism.

The subject of the study is the theoretical and practical aspects of the implementation of financial security and taxation of tourism in Ukraine. The purpose of the work is to identify the features of financial activities and the specifics of taxation of tourist enterprises and the development of practical recommendations for their improvement. Methodological basis of the article became as general scientific, and special methods of scientific knowledge. Were used methods: dialectical, monographic, historical, system-structural analysis and synthesis, problem and program-target approaches, definition of financial results and tax standards. Results of work. The article describes the features of achievement and taking into account the financial results of the activities of tourism enterprises, operators and agents. The specifics of taxation and types of taxes, their disadvantages and advantages are revealed. The directions of improvement of financing, taxation and general activity are grounded in order to increase the efficiency and competitiveness of the tourism industry in the national, European and global dimensions. The field of application of results. Conclusions and results of the article can be used in the educational-scientific process of the economic faculties of higher educational institutions. It is expedient to transfer them for practical use in the management of tourism activities at the enterprise level, in the administration of taxes, in the activities of public organizations, rural communities. Conclusions. It was determined that shortcomings in the process of financing tourism enterprises and administration of taxes led to the emergence of a set of problems of their development. This is a low level of tax culture as a result of the disrespectful attitude of taxpayers towards their payment; widespread use of tax evasion schemes; significant budget arrears of VAT refunds. Therefore, measures for the development and improvement of the tax system for tourism companies should take into account the identified shortcomings and build on the concept of increasing tax discipline by taxpayers on the one hand, as well as reducing their quantity, volumes, unification from the side of the fiscal service and other institutions on the other. This will increase their competitiveness, including in the global dimension.


The article examines the theoretical and practical principles of business process management in the field of tourism. The factors are given and their influence on creation of qualitative tourist service is investigated; the most essential quality criteria influencing activity of the enterprises of tourist sphere are resulted. The subject of the article is the aspects of business process management of modern tourism enterprises, the management of which should be aimed at ensuring the competitiveness of tourism services. To this end, attention is focused on the quality of tourist services in view of the strengthening of individualization of demand. Objective: to consider the structuring of tourist services, to identify general and specific components that are inherent in the tourist offer, to explore the features of the process approach to business process management in the tourism industry through the prism of interpretations of modern scientists. The following general scientific methods were used in the research: analytical, descriptive, comparative, systematic, systemic. The following results were obtained: it was proved that the process approach is a modern, powerful and effective means of managing the activities of a tourist enterprise and significantly improves the quality of tourist services. However, in practice, due to the specifics of the tourism business, the separation of business processes of the tourism enterprise is a difficult task. Conclusions: the main essential properties of the business process of a tourist enterprise are separated, which characterize it as a set of interconnected operations, including organization, interdependence, efficiency, continuity, convenience, application of Internet technologies to increase efficiency and effectiveness of business processes of tourist enterprises. . The business process inherent in the tourist enterprise that distinguishes it from set of the enterprises of other spheres is offered.

The article considers the clustering trends in ukraine's tourism sector, aimed at a further rise of the tourism industry, overcoming its negative effects of the COVID-19 pandemic and achieving sustainable development. The need to create tourism clusters and other topics on the organization of tourism with state executive authorities as well as professional tourism associations on attracting investment and providing institutional and consulting assistance to small tourism enterprises is being investigated. The foreign experience was analyzed, as well as the distribution of tourist groups in Ukraine by tourist types in the period 2019-2020. Method: analysis and synthesis, systematization of materials, historical and logical, comparative, systemic and structural, which allowed to study the trends in the tourism industry. Conclusions. The grouping of the sphere of tourism in Ukraine must be developed under the close attention of the government, state and local authorities, public figures, civil society, companies, because it requires not only the containment of the pandemic, but also the development of forms of tourism competitiveness, investment in this industry, the provision of jobs for workers dismissed during the pandemic, the use of the most advanced innovative technologies for the development of creative tourism industries, which will help to get the industry out of the crisis.


Tourism is a promising industry in the countries of African continent. It contributes to their economic growth and improves the living conditions of the population. The subject of the study is the tourism market in Africa. The purpose of the article is to show Africa’s place at the world tourism market and to analyze trends of tourist activity in the region in the context of globalization. To achieve the goal, the following tasks were solved: to show factors affecting tourism activities in Africa, to analyze main parameters and trends of international tourism development in the region and its subregions in comparison with the world, to identify the impact of tourism on the economy of African countries. The following methods were used: comparative; historical – to identify trends in development of international tourism in Africa, statistical – to study the interdependence between quantitative indicators of tourism development in African countries; analysis and synthesis – to identify the relationship of processes occurring in tourism markets, systematic approach – to reveal the features of international tourism development in the context of globalization. The following results were obtained: periods of decline and growth of tourism activity in the continent as a whole, its macroregions and individual countries were identified; main areas of tourism and travel, main problems of tourism development were identified; connection between GDP and tourism development indicators in African countries was calculated; impact of COVID-19 on tourism business development in Africa was shown. Conclusions: international tourism is actively developing in Africa, making a significant contribution to GDP and employment. However, level of tourism development depends on a number of internal and external factors and lags behind the world average and other tourism subregions. There is a need to develop effective tourism policies in each country of the continent and its subregions.

Introduction. The success of the creative development of the tourism industry in a pandemic lockdown and in the post-quarantine period is closely related to the quality of a number of factors that shape the level of creative activity of its subjects and provide competitive advantages. Adequate choice and scientific substantiation of strategic alternatives for the development of the tourism industry highlights the need for a targeted study of the parameters of its creative renewal. Methods. Methods of scientific abstraction, analysis and synthesis are used, technologies of structuring and systematization are applied during construction of logical-structural decomposition of creativity of tourist destinations and structural model of management of tourist cluster. The SWOT analysis was used to evaluate strategic alternatives for the development of tourism entities. Results. The generalization of research on the peculiarities of the functioning of the tourism sector in the context of the socio-economic crisis caused by pandemic constraints, suggests that the restoration of effective business entities should be managed, targeted action of all participants. At the same time, ensuring the efficiency of the tourism industry requires the implementation of creative technologies in management algorithms at all stages of overcoming the crisis. Qualitative goals of post-pandemic recovery of the industry can be generalized in the form of two main directions: 1) creation of creative tourist offer (including tourist experience and offer of original tourist product) on the basis of high-quality entertainment industry, introduction of European market trends, with emphasis on authentic values ; 2) building a clear identity of domestic tourism enterprises, which would synergistically connect micro-destinations, emphasizing the creative benefits in the minds of potential tourists. Discussion. Further research on the possibilities of creative management to overcome the crisis in the tourism industry should cover the problems of creating unique tourism products based on authentic values, reducing the seasonality of domestic resorts, modernization of tourism infrastructure and integration of tourist inactive regions in creative projects. The subject of the research is theoretical aspects and practical recommendations for improving the labor resources of tourism enterprises by motivating and stimulating employees. The purpose of the work is to determine the peculiarities of labor resources of tourism enterprises and to improve the management of their development on the basis of the development of incentives and motivation of employees. Methodological basis of the article became both general scientific and special methods of scientific cognition. During the research methods were used: abstraction and scientific generalization, dialectical, monographic, system-structural analysis and synthesis, groupings. Results of work. The article identifies the socio-economic features of the labor resources of tourism enterprises, motivation and stimulation of their employees. The essential peculiarities of labor resources of tourism enterprises, requirements and expectations about it are determined. Validated evaluation criteria and standards of use. The need to develop a system of motivation and incentives for employees at the level of enterprises in the tourism industry is revealed. Their main components are proposed. The field of application of results. The findings and recommendations can be used in the training of management, economics and tourism professionals; in the management of tourism enterprises, in rural green tourism. Conclusions. In the process, it was found that labor potential is of particular importance in the development and enhancement of competitiveness of tourism enterprises. Its exceptional role is explained by the leading role in the provision of tourist services and the identification of their quality and level of provision directly with employees. Therefore, employees must have special skills, know the psychology of communication, be not only managers, but also psychologists, marketers and advertisers. Tourism enterprises, for their part, must develop systems of material and moral incentives and motivation for work.

Purpose – The tourism industry service network (TISN) is considered to be one of the largest components of tourism in the modern Vietnamese economy. The Vietnam National Administration of Tourism (VNAT) is currently developing a long-term plan to diversify the country’s tourism industry and to improve the destination image of Vietnam. To successfully implement this plan, the Vietnamese tourism industry must employ effective promotional strategies. Design – This study designs to determine the necessity of measuring the effectiveness of the promotional activities of tourist destinations and to decide upon a promotional strategy that appropriately parallels the desired destination attributes and destination image. Methodology – This study proposes to address tourism promotional efficiency using the analytical hierarchy process (AHP) methodology, a decision-making method based on pairwise comparisons between criteria, and constructs an evaluation structure with criteria-associated weights for factor selection. Approach – In accordance with AHP design, this study selects participants who had been in charge of or served in the Vietnamese tourism industry for a number of years. Findings – This study finds that “government policy”, “service staff” and “tourist satisfaction” are the three most important factors impacting tourism promotional effectiveness. Surprisingly, “tourist loyalty” and “tourism infrastructure” are considered to be the least important factors affecting tourism promotional efficiency. Originality of the research – This study provides valuable information and knowledge of tourism promotional effectiveness to be fully shared and passed on in the tourism industry, resulting in a corporate cultural atmosphere that creates the innovative impetus of destination attributes and images.
