In the article, the authors have analyzed the problems of providing educational services during the pandemic. The position of the determination of the institution of education from the level of socio-economic well-being of the region is justified. The authors have substantiated the position on the formation of new challenges to the institute of education, caused by the formation of a new social reality in the conditions of isolation and restrictions of the communicative space. The social, economic and psychological factors of reducing the degree of satisfaction with educational services during the period of large-scale restrictions of full-time education have been considered. The problems of organizing a distant learning mode for the heads of educational organizations, the teaching staff and the children's audience have been identified. The authors consider the most significant problems to be: increasing stratification of the Russian regions, polarity of their economic condition, which reveals differentiation in the technical equipment of educational organizations and the availability of educational services and resources to provide a modern educational space; the polarity of the technical equipment of educational organizations; organizational and technical difficulties; the lack of knowledge of teaching staff about the rules of organizing video content.

Introduction. In the modern Ukrainian inclusive educational space, the motivation of the scientific and pedagogical employee of the educational institution in the conditions of global economic development, which is extremely relevant today, acquires special importance. Purpose. It consists in carrying out appropriate measures of effective activity and motivation of the scientific and pedagogical employee of the inclusive institution. Results. The article identifies the priority of motivation of research and teaching staff, which includes a number of components, namely: motivation of work, motivating staff to work effectively, which provides the necessary rewards and meets existing needs; motivation for stable and productive employment; motivation for the development of employee competitiveness, etc. The motivational model of the relationship between the head and the teaching staff is method of calculating the term of the contract of the subject of educational services is represented. The management of the subject an inclusive educational institution in the conditions of global economic development is analyzed. It is determined that the structure of the educational sphere in particular inclusive education as a socio-economic model has a complex many profile character, the elements of the structure of the educational space are characterized by a complex system of relationships and interdependence. The characteristics of the main components of motivation individuals of higher education subjects, which determine the behavior of providing educational services and form its motivational structure are highlighted and given. It is individual for each subject of educational services and is determined by many factors: level of well-being, social status, qualification, position, value orientations, etc. The development of the educational system of each country as a socio-economic model is characterized on the one hand by internal (national) features and patterns of development and on the other hand, the development of national systems is directly influenced by the external environment, determined primarily by global processes. It is substantiated that globalization has become a challenge for higher education in which modern higher education institutions are becoming global institutions.

The paper presents the most comprehensive and large-scale study to date on how students perceive the impacts of the first wave of COVID-19 crisis in early 2020 on various aspects of their lives on a global level. With a sample of 30,383 students from 62 countries, the study reveals that amid the worldwide lockdown and transition to online learning students were most satisfied with the support provided by teaching staff and their universities’ public relations. Still, deficient computer skills and the perception of a higher workload prevented them from perceiving their own improved performance in the new teaching environment. Students were mainly concerned about issues to do with their future professional career and studies, and experienced boredom, anxiety, and frustration. The pandemic has led to the adoption of particular hygienic behaviours (e.g., wearing masks, washing hands) and discouraged certain daily practices (e.g., leaving home, shaking hands). Students were also more satisfied with the role played by hospitals and universities during the epidemic compared to the governments and banks. The findings also show that students with certain socio-demographic characteristics (male, part-time, first-level, applied sciences, a lower living standard, from Africa or Asia) were significantly less satisfied with their academic work/life during the crisis, whereas female, full-time, first-level students and students faced with financial problems were generally affected more by the pandemic in terms of their emotional life and personal circumstances. Key factors influencing students’ satisfaction with the role of their university are also identified. Policymakers and higher education institutions around the world may benefit from these findings while formulating policy recommendations and strategies to support students during this and any future pandemics.

Traditional methods, tools and forms of training of civil servants require a significant number of additional highly qualified teaching staff, an increase in the number of educational institutions for training, retraining and advanced training, frequent and long absences from work. All this is time and money, which our country is very short of.The way out of this situation is a large-scale transition to a qualitatively new level of full-time and part-time education - distance education.The experience of the NAPA DRID shows that the use of the G Suite for Education package allows to quickly and efficiently create a single information and educational space for training and retraining of public servants in the region.

Представлены новые и разнообразные проекты редизайна и реновации образовательной среды. Расширено представление о функциональных возможностях пространств образовательных организаций. Продемонстрирован образовательный и социальный потенциал новых пространств образовательных организаций. Обобщен опыт организации и проведения Городского фестиваля инфраструктурных решений (далее – Фестиваль) Московского городского педагогического университета как одного из способов, с помощью которого можно привлечь команды образовательных организаций к тематике масштабных изменений образовательной инфраструктуры. Благодаря Фестивалю выявлены и представлены лучшие практики инфраструктурных решений по эффективному использованию пространства образовательных организаций Москвы, реализующих общеобразовательные программы дошкольного образования, начального общего образования, основного общего образования и среднего общего образования. Участники Фестиваля получили опыт и вдохновение в изменении школьного пространства, а также узнали о современных отделочных материалах и оборудовании для школ. Полученные выводы имеют прикладное значение и могут быть использованы при определении стратегий развития школьной инфраструктуры. Typical architecture and design of school spaces is often not related to its pedagogical concept and does not reflect the identity of the teaching staff and students. In this regard, there is a request to involve participants of educational relations in the design and development of an educational environment in which the capabilities of teachers and students would be most fully revealed. The relevance of the article lies in the emergence of new and various projects of redesign and renovation of the educational environment, expanding the understanding of the functional capabilities of the spaces of educational organizations, demonstrating the educational and social potential of new spaces of educational organizations. The article summarizes the experience of organizing and holding the City Festival of Infrastructure Solutions of the Moscow City University as one of the ways that can be used to attract teams of educational organizations to the topic of large-scale changes in educational infrastructure. On the Festival it were identified and presented the best practices of infrastructure solutions for the effective use of the space of educational organizations in the city of Moscow, implementing general educational programs of preschool education, primary general education, basic general education and secondary general education. Festival participants gained experience and inspiration in changing the school space, and learned about modern finishing materials and equipment for schools. The conclusions drawn by the authors have the practical importance and can be used to determine strategies for the development of school infrastructure.

Among the key goals of the National Project "Healthcare" is provision of State (municipal) medical organizations with qualified medical personnel. Achievement of this goal largely depends on the quality of medical personnel training. At the same time, noticeable changes have been taking place in the medical education system in recent years: they concern regulatory and legal framework of medical and educational activities, technical equipment and conditions of economic activity of universities, etc. The changing socio-economic context has an impact on both university applicants, their motivation, and those who train future doctors. The article presents an analysis of the results of the study "Development of the human resources potential of the Moscow healthcare" carried out in 2019 under the auspices of the Moscow Healthcare Department, which addressed both the quantitative aspects of the staffing of medical organizations subordinated to the city, and the quality of medical personnel issues concerning professional training. Information on the quality of graduates from medical universities and the factors determining it was obtained through a series of in-depth structured interviews with experts, who were representatives of the capital's medical universities and chief doctors of medical institutions. In the course of the survey, experts expressed their opinion about all factors affecting the quality of medical education: the level of training and motivation of applicants; characteristics of the teaching staff; organization of the educational process, etc. Analysis of the expert opinions testifies to ambiguity of the situation in medical education. The positive aspects include the growing interest in obtaining the profession of a doctor and the demand for knowledge, as well as some improvement in the remuneration of university workers, which has a positive effect on the filling of pedagogical vacancies and the social well-being of teachers. At the same time, practically in each of the components of the quality of medical specialists training — in methodological support, technical equipment, the possibility of obtaining practical skills by future doctors — there have been found problems that require solution.

Much is hypothesised but little is known about the effects of early adversity on school experience, academic attainment and career aspiration for children and young people adopted from care. Drawing on data from Wave 1 of the Youth (10‒15 years old) Questionnaire (n = 4899) from the United Kingdom Household Longitudinal Survey (UKHLS), also known as Understanding Society, this study explored differences between young people adopted (n = 22) and a matched comparison group (n = 110) on measures of educational and occupational aspirations and psychological well-being. Adopted young people reported higher externalising and total difficulties scores (based on the SDQ, Goodman, 1997 ) than the general population comparison group, but equivalent internalising symptoms. Adopted children were more likely to show an intention to seek full-time work at the end of compulsory schooling. These findings align with previous research regarding the psychological well-being of adopted children, contribute new knowledge about the aspirations of young people adopted from care and highlight methodological issues when utilising large-scale panel survey data for narrowly defined sub-groups.

Resumen:En el presente artículo se establece la necesidad de desarrollar competencias emocionales en el profesorado no universitario. Se presenta el diseño, implementación y evaluación de un programa de Educación Emocional, como estrategia de formación permanente, para la promoción de competencias intra e interpersonales que favorezcan el desarrollo emocional y por consiguiente, la mejora del bienestar personal y social de los docentes. El objetivo de este trabajo ha sido constatar la eficacia del programa en la promoción de competencias emocionales, así como la necesidad percibida y la satisfacción que el profesorado muestra hacia este tipo de formación. Aplicamos un diseño de investigación evaluativa de tipo pre-experimental (sin grupo control) con medidas pretest-postest. Las variables seleccionadas de medida de impacto se han operativizado y registrado través de pruebas validadas previamente. La muestra ha estado constituida por profesores en activo en dos centros de titularidad privado-concertada (47 profesores). Los resultados obtenidos tras la aplicación del programa, muestran niveles superiores estadísticamente significativos (n.s. 0,05) en las distintas dimensiones de la competencia emocional. Además, se observa un grado de satisfacción alto por parte del profesorado hacia este tipo de formación. Concluimos, por tanto, que los profesores perciben los beneficios de este tipo de formación, constituyéndose un paso previo y fundamental para favorecer estas competencias en el alumnado, siendo coherentes con los objetivos del modelo educativo actual, en el sentido de favorecer una educación integral y de calidad. Abstract:This article it is based the need for work to emotional competencies improves in not university teaching staff. It´s present the implementation of Emotional programme education, such as lifelong learning strategy, for promoting competencies intra e interpersonal to emotional development and, therefore, improve teachers social well being. The aim of this paper is verify the effectiveness of the programme in emotional competencies development, such as need perceived and t satisfaction with the teaching faculty show to this type of training. We have a pre-experimental research design (As we do not have control group) by pretest and posttest measures. The sample is formed by 2 schools private- subsidized, having a total of 47 teachers. The results achieved show higher levels in different dimensions of emotional competence, remain favourables to posttest and high degree of satisfaction by teachers to this type of training. We conclude, therefore, that teachers perceived benefits of this type of training, constituting a previous and fundamental step to promote this competencies in students, should be coherent with the current educational model aims, in the sense of improve a comprehensive and quality education.

The article addresses one of the actual aspects of potential of educational impact on preschoolers. The subject of the research is relevant and is based on new approaches to assessing the quality of educational services provided by teaching staff in pre-school establishments. The research was conducted on the basis of pre-school establishment “Yabluchko” of Kyiv-Svyatoshinsky district and is characterized by theoretical substantiation, practical embodiment, efficiency and democracy. The purpose of the article is to monitor the dynamics of personal achievements among preschool children, in particular, senior preschool children, to assess the conformity of the results of educational activities in the institution of preschool education, with standards and regulatory requirements. Conditions for the effective solving of educational tasks in the institution of preschool education are analyzed and the essence of the qualimetric approach to the assessment of the development of the child is disclosed. Monitoring the development of children of the senior preschool age and assessing the quality of educational services provided at the “Yabluchko” Pre-school establishment, was conducted whilst taking into account the Basic component of preschool education. The basic principles of the new Basic Component of the Preschool are: recognition of the value of preschool childhood; preservation of children's subculture; creating favorable conditions for the formation of the child's personal maturity; the priority of full-time living by the present child in comparison with preparation for school life; respect for the child, taking into account the individual personal experience of the preschool child; competent approach to personality development; giving priority to the social and moral development of the individual; formation of the ability of children to reconcile personal interests with the collective; formation of the basics of world outlook among children. The best innovative approaches in assessing the quality of educational services provided by teaching staff are found in the lowest link in pre-school education. Through monitoring, the dynamics of the development of the personality of the preschool child is monitored and the factors of existing educational gaps are identified. A further action plan has been developed to eliminate it.

Conflicts in educational organizations are imminent. They are specific because of the age of participants of conflicts. They are in a special social group with special management tools. These conflicts are complex and multidimensional. Mediation technologies are being introduced in educational organizations to manage conflicts. There is no single definition of this phenomenon in regulatory legal acts. There are many models and forms of implementation of mediation technologies in educational organizations. In the Sverdlovsk region, the most common school reconciliation service, which exists in three models. Mediation technologies in educational organizations of the Sverdlovsk region are necessary and demand. The problem is the lack of understanding of mediation technologies by the administration of an educational institution and teaching staff. The regulations in this area are complex and confusing. There are not enough qualified personnel. It's connected with the lack of available training programs. Some specialists are not motivated. The key problem is the lack of targeted financing. There are no conditions for large-scale implementation of mediation technologies in educational organizations. The real implementation of mediation technologies in educational organizations is based on the enthusiasm of teachers and the administration of educational organizations.

The article considers the influence of the geobrand of Yekaterinburg and the Sverdlovsk oblast with regards to attracting foreign students to the universities in the region. It provides the statistics on the positive economic impact of the geobrand on the educational trend of foreign youth migration. What attracts foreign students is not only the university, but also the region itself. In case of Yekaterinburg, it is a well-known geobrand created historically purposefully or spontaneously. Large-scale international events held in the region contribute a lot to the worldwide recognition of the geobrand. It attracts additional resources and determines the competitive position of the area both locally and globally. With the development of digital culture, information society and the media space, it is possible to increase the region’s competitiveness and investment attractiveness. It is essential for improving its image and for its positive perception internally and externally. Since 2017 Yekaterinburg has been positioned mainly as a cultural and sports capital. Its image is transforming from that of an industrial territory to the image of a developing region. There are 39 higher education institutions located in Yekaterinburg, many of which occupy high positions in the Russian university ranking. Full-time contracts and part-time contracts with foreign students allowed the universities to receive income from the export of educational services. These universities managed to increase their total return on export of their services, which proves the interest of foreign students to studying in Ural universities. The main criteria for choosing the universities were recognition of the university diploma in their home country, interest in the region where the university is located and tuition fee. The sources of information from which they learned about the university were: Internet, World Cup and the university representatives visiting their country.
