This article seeks to understand the empowerment issues of persons with disabilities. Various development programs have been implemented to reduce stigma, prejudice and stereotypes that impede persons with disabilities from having greater access to education, employment or the labor markets and public services. However, research findings showed that many interventions and strategies to address disability issues focus more on individual or medical models. As a consequence, public stigma and social exclusion of persons with disabilities continue to occur, preventing them from participating in various activities in the society including in the tourism sector. The purpose of this study is to identify social reasons that lead to exclusion and lack of empowerment, as well as to establish programs at the community level to increase the engagements of persons with disabilities in tourist attractions and tourist destinations in Malang. The result of the study shows that the insufficient skills and knowledge of the community members of Desa Kalisanga (nicknamed Kampung Cempluk) in communicating and interacting with persons with disabilities cause the lack of awareness in regard to disability issues. Using macro perspective, this study exhibits community-based approach which requires participation of community members in the planning and organizing an inclusive arts and music festival in Kampung Cempluk. The community was successfully provided various accessibility facilities needed by persons with disabilities to participate, both attending and performing at the festival. This study shows that community-based approach could be employed as a model or strategy to empower persons with disabilities by providing them with equal opportunities to participate in tourist attractions or other activities in the society and wider access to tourist destinations and other public facilities.

Various sectors seem to ignore the existence of persons with disabilities, including the tourism industry. The majority of tourist destinations have not provided accessible facilities for them. Transportation services also do not accommodate the mobility needs of persons with disabilities. This study focused on Ojek Difa in Yogyakarta. Through observation and interviews, qualitative data was obtained to see the recreational needs of persons with disabilities and how the roles of Ojek Difa. The study found that people with disabilities have different ways of defining tourism activities. Ojek Difa offers Difa City Tour to provide services for disabled people who want to take a tour in the city or visit other tourist destinations. The existence of Difa City Tour in the Ojek Difa organization shows the importance of involving service providers from groups of persons with disabilities in the tourism sector, especially in serving disabled tourists.[Berbagai sektor tampak mengabaikan keberadaan difabel, termasuk industri pariwisata. Mayoritas destinasi wisata belum menyediakan fasilitas yang aksesibel bagi difabel. Layanan transportasi juga kurang mengakomodasi kebutuhan mobilitas difabel. Penelitian ini terfokus pada Ojek Difa di Yogyakarta yang memberikan layanan mobilitas bagi para difabel. Melalui observasi dan wawancara, data kualitatif diperoleh untuk melihat kebutuhan wisata para difabel. Penelitian menemukan bahwa para difabel memiliki cara berbeda dalam mendefinisikan kegiatan wisata. Ojek Difa menawarkan Difa City Tour untuk menyediakan layanan bagi para difabel yang ingin melakukan tur dalam kota atau mengunjungi destinasi wisata lainnya. Eksistensi Difa City Tour dalam organisasi Ojek Difa menunjukkan pentingnya melibatkan pegawai atau penyedia layanan dari kelompok difabel di sektor pariwisata terutama dalam melayani para wisatawan difabel.]

The purpose of this study is to know: a) how the development of tourism sector in the city of padang, b) what development programs undertaken by the cultural and tourism office of the city of padang, and c) obstacles faced by the culture and tourism office of the city of padang in developing tourism object . Technique of collecting data in this research is done by interview, observation also literature study. The analytical method used is 31 descriptive qualitative analysis that is digging information from the source about the development of tourism sector in Padang city. The results showed that a) Tourism sector in the city of Padang has experienced a good development. This is evident from the increase in the number of visitors who come to the tourist attraction of the city of Padang, especially Padang Beach attractions and Sweet water Beach has become a favorite tourist destination for local and foreign tourists. In addition, the municipal government of Padang together with the tourism office also continues to make development efforts by revitalizing the 5 selected tourist objects, namely padang beach, siti nurbaya, heritage, old town, and waterfront, b) development program undertaken by the culture and tourism office the city of Padang through various activities such as tourism destination development programs, partnership development, regional tourism product development, promotion of tourism in social media sharing and web, c) Constraints faced in the development of urban tourist attraction is limited budget funds, community mindset is still primitive and yet modern, the education of the tourism actors is still low and not well managed infrastructure in some tourist attractions such as beaches sweet water, sand jambak and others.

The Covid-19 pandemic has caused a downturn in the tourism sector, especially community-based tourist attractions, namely tourist villages. One tourist village that has experienced a downturn is the Kandri Tourism Village in Semarang, which has been recorded since March 2020 that it has not received visits from group or individual tourists who wish to travel in that place. This crisis makes Kandri Tourism Village have to carry out proper branding and promotional media in order to attract tourists to visit again. The aim of this article is to implement a visual storytelling model on the @desawisatakandri Instagram account in order to increase tourist visits in Kandri Tourism Village. This research uses descriptive qualitative research methods. The results of this study indicate that through Instagram @desawisatakandri, the implementation of visual storytelling through photos and videos is a branding strategy for Kandri Tourism Village. The content uploaded in social media includes brand positioning for segmentation of tourists by group or teams. Brand identity describe on logo with the tagline “Kandri Wae”, and the Brand personality can be seen in activities that are characteristic of Kandri Tourism Village.

Provision of safe water on reserves is an ongoing problem in Canada that can be addressed by mobilizing water knowledge across diverse platforms to a variety of audiences. A participatory artistic animation video on the lived experiences of Elderswith water in Yellow Quill First Nation, Treaty Four territory, was created to mobilize knowledge beyond conventional peer-review channels. Research findings from interviews with 22 Elders were translated through a collaborative process into a video with a storytelling format that harmonized narratives, visual arts, music, and meaningful symbols. Three themes emerged which centered on the spirituality of water, the survival need for water, and standoffs in water management. The translation process, engagement and video output were evaluated using an autoethnographic approach with two members of the research team. We demonstrate how the collaborative research process and co-created video enhance community-based participatory knowledge translation and sharing. We also express how the video augments First Nations community ownership, control, access and possession (OCAP) of research information that aligns with their storytelling traditions and does so in a youth-friendly, e-compatible form. Through the evaluative process we share lessons learned about the value and effectiveness of the video as a tool for fostering partnerships, and reconciliation. The benefits and positive impacts of the video for the Yellow Quill community and for community members are discussed.

This paper brings to the fore an assessment of institutional determinants for effective community participation in development programs for the case of Tanzania. It is highly acknowledged in various scholarly literature that there is a strong link between community participation and development programs.  In fact, literature shows that community-based development programs that have allowed community members to be fully involved in various programs have been successful when compared to those where community members are seen as spectators.However, in order for community members to take part in the programs, there are several determining factors, ranging from socio-economic, socio-cultural to institutional based factors.This study therefore sought to assess institutional determinants with the aim of identifying the major institutional determinants capable of influencing effective community participation in development programs. The study used four programs that were categorized as Locally Funded, Government Funded, Donor Funded and Joint Funded development programs. A combined sample size of 316 participants from all the four programs was employed. Collected data were analyzed through the within-case analysis and the comparative analysis approaches.Results of the study revealed that program benefits, objectives and leadership were the major institutional determinants for promoting effective community participation in development programs. when compared to methods used in the other three examined programs. Hence, the study concluded by emphasizing on the need to ensure these institutional based factors (program benefits, objectives and leadership) should always be given due attention in any development program.

Belitung Island is aggressively pushing the tourism sector as a main sector. One of the attractions that many tourists are starting to see in Belitung is Tanjung Kelayang Beach. This beach has become a mass tourism attraction that is routinely visited in Belitung. Tanjung Kelayang Beach is not only known for its clean coastal scenery and clear waters but also as a starting point for island hopping activities. Now, Tanjung Kelayang Beach has to compete with other tourist destinations that have a stronger image and have been known by tourists for a long time. Tanjung Kelayang Beach has great potential to become a beach with a better known brand but there are still limited aspects of tourism support that is still lacking and promotion efforts that have not been effective. This study aims to provide a proposed strategy that refers to the components of destination branding to strengthen the image of the destination and build the competitive side of the tourist destination. The study was conducted using qualitative and quantitative approaches with descriptive analysis methods. The results of the study produced a proposed strategy to strengthen branding from various aspects, namely landscape, infrastructure, stakeholders and city behaviour such as the addition of diversity of new tourist attractions and tourist facilities, increasing the role of community and community participation and service quality as well as proposing promotional efforts in the form of selecting promotional media and types of tourism products. Keywords:  Branding; Strategy; Tourism DestinationAbstrakPulau Belitung sedang gencar mendorong sektor pariwisata sebagai sektor andalan. Pantai Tanjung Kelayang tak hanya dikenal akan pemandangan pantai bersih dan perairan jernihnya saja namun juga sebagai titik start penyeberangan untuk melakukan kegiatan tur pulau. Kini Pantai Tanjung Kelayang harus bersaing dengan destinasi wisata lainnya yang telah memiliki citra yang lebih kuat dan telah dikenal wisatawan sejak lama. Pantai Tanjung Kelayang memiliki potensi yang besar untuk menjadi pantai dengan brand yang lebih dikenal namun masih terdapat keterbatasan aspek penunjang wisata yang masih kurang serta upaya promosi yang belum efektif. Studi ini bertujuan untuk memberikan usulan strategi yang mengacu pada komponen-komponen destination branding untuk memperkuat citra destinasi dan membangun sisi kompetitif destinasi wisata. Studi dilakukan dengan menggunakan pendekatan kualitatif dan kuantitatif dengan metode analisis deskriptif. Hasil studi menghasilkan usulan strategi penguatan branding dari berbagai aspek yaitu lansekap, infrastruktur, stakeholder dan sikap kota seperti penambahan keragaman atraksi wisata baru dan fasilitas wisata, peningkatan peran partisipasi komunitas dan masyarakat dan kualitas pelayanan serta upaya promosi berupa pemilihan media promosi dan jenis produk wisata yang akan dipromosikan.

The Philippines is endowed with abundant natural tourist attractions. One of the provinces in the Philippines is Iloilo wherein the town of Igbaras can be found. Igbaras is considered as one of the leading tourist destinations in the province due to its bountiful hidden attractions. Igcabugao is home to Igbaras’ several beauty spots such as Igcabugao Cave, Lapusan Cave, with an underground river, and Guiritsan Falls. This study was conducted to determine the potential of Igcabugao as a tourist destination in the southern part of Iloilo. Videos and pictures of Igcabugao were used by the researchers in focused group discussion conducted among tourism students of the different colleges and universities in Iloilo City. Qualitative thematic analysis was used to analyze the findings of the study. Findings revealed that Igcabugao have a lot of natural attractions that it could be developed as a potential tourist destination. It concluded that Igcabugao has the elements of a successful tourist destination. The cooperation of residents, local government and the tourism sector is a key to plan for and develop Igcabugao as a tourist destination. Recommendations, among others, were centered on the drafting of a Sustainable Tourism Development Plan for Igcabugao. Tourist villages are among the tourist attractions which are often visited by tourists. The development of these tourist destinations is undertaken by referring to the data of the Ministry of Tourism and Creative Economy. Currently, there are a total of 978 tourist villages in Indonesia. This number has increased sharply since 2009, in which there were only 144 tourist villages. Unfortunately, the existence of tourist villages might result in a shift in land conversion, tourism use, and clothes. Moreover, this might cause damage to cultural assets which can be reduced only by rigorous rules of the local wisdom. This research tries to improve the system adopted in the development of tourist villages using the approaches of Kansai Engineering and Macroergonomic Analysis and Design (MEAD). Based on the research findings using Kansai Engineering, there are 3 kansai words found to cause problems to the development of tourist villages, which were then repaired using the approach of the MEAD concept so that the proposed work system design is to integrate the existing components by formulating and creating visions & missions, work instructions, and Standard Operating Procedures (SOP).

Bali is one of the best tourism areas in Indonesia, as evidenced in 2016 Bali received a number of awards on the TripAdvisor Travelers Choice Award in global and Asian scope. However, the Corona virus outbreak from 2019, caused the tourism sector in Bali to decline, thus a solution is needed to restore the tourism sector in Bali, where one solution is to increase cultural tourism to the maximum, as the main attraction of tourist destinations in Bali. Bali. So the author proposes a tourism recommendation system, which aims to recommend tourist attractions that are suitable for tourists, which in this recommendation system is also recommended cultural tourism destinations that are directly recommended by the community, and there is also a mapping of tourist attractions as part of a tourist recommendation system, mapping of tourist attractions public and cultural attractions. In this tourism recommendation system, using the Naïve Bayes Algorithm to recommend general tourist destinations based on the personal motivation of tourists, which is based on the attributes of age, gender, natural interest, artificial interest, cultural interest of tourists, using 200 training data consisting of 14 classes of tourist attractions. . In addition, this tourist recommendation system is equipped with recommendations for routing tourist attractions using the Cheapest Insertion Heuristic Algorithm, to arrange a list of tourist attractions.
