Subject. The article addresses scientific and technical risk and financial losses of the customer in the process of research and development works on the creation of complex technical systems. Objectives. The study aims at constructing and analyzing the dependence of scientific and technical risk and financial losses of the customer on the planned volume of development works and the financial resources invested in them. Methods. We apply methods of probability theory and mathematical statistics, system and regression analysis, risk assessment and management. The paper rests on data on completed development projects for complex technical systems creation. Results. We formulated methodological provisions for assessing scientific and technical risk, arising in the process of development works on complex technical systems. The paper presents an algorithm for calculating the expected financial losses from works implementation. The problem of minimizing financial losses associated with scientific and technical risk is formulated and formalized. The feasibility of proposed provisions and recommendations is confirmed by a practical example. Conclusions. To assess risks, it is important to consider the impact of the degree of difference between the main characteristics of developed product and its prototype on the required amount of works at development stage. This enables to build regression dependencies of the volume of works at the development stage on a specified factor, which are later used to assess the scientific and technical risk and associated financial losses.

The purpose of the article: improving the security and stability of the functioning of complex technical systems managed by critical information infrastructure objects under the conditions of a destructive information impact, using parameterized evolutionary models. Methods: synthesis of parametrized evolutionary models of significant objects of critical information infrastructure based on the Markov theory of estimation of multidimensional diffusion processes. The result: within the framework of an integrated approach to ensuring the security of complex technical systems, a parametrized evolutionary model of an object of a critical information infrastructure operating under conditions of destructive information impact has been synthesized. An approach to the development of recommendations for managing a complex technical system by means of an operational assessment of the main characteristics of the functioning of a critical information infrastructure object is proposed. A sequence has been developed for developing solutions for the operation of a complex technical system, based on an assessment of the impact level and the results of an operational calculation of the main characteristics of the functioning of a critical information infrastructure object. The results obtained make it possible to reasonably formulate technical requirements for the created or modernized means of ensuring the security of significant objects of critical information infrastructure that manage complex technical systems.

AbstractThe article describes a method for analyzing and solving problem situations with the use of Su-Field models and 76 inventive standards. These tools are part of the “Theory of Inventive Problem Solving”. The author has presented the basic concepts of Su-Field models, including in the compilation of the most commonly used substances their fields and types of interactions in Su-Field models. The inventive standards have also been presented and grouped. Attempts have been made to solve two undesirable situations that occur during the operation of a complex technical system, which is the fuel injector of the self-ignition engine. Problem situations related to insufficient impact were modelled - too low tightening of the injector spring, and negative (harmful) interaction - erosive wear of the holes in the atomizer nozzle. Using the inventive standards of Class-1 and Class-2, general solutions to these problems have been found. After the transformation, exemplary detailed ways of solving the aforementioned problems have been presented in order to improve the design of the injector for these models. A summary and comments on the applicability of the presented methodology, regarding such complex technical systems, have also been presented.

The article provides a formal description of fuzzy ontologies and features of the representation of elements of fuzzy axioms in FuzzyOWL notation. An ontological model for assessing the state of helicopter units has been developed. According to the proposed approach, the summarizing of the state of a complex technical system is carried out by means of an inference based on a fuzzy ontology. As part of this work, experiments were conducted to search for anomalous situations and search for possible faulty helicopter units using the developed approach to the integration of fuzzy time series and fuzzy ontology. The proposed approach of hybridization of fuzzy time series and fuzzy ontologies made it possible to reliably recognize anomalous situations with a certain degree of truth, and to find possible faulty aggregates corresponding to each anomalous situation.

The article presents a summary of the method for predicting the technical potential of a complex technical system. The method consists in considering the life cycle curve in the form of a group of indicators reflecting not only the technical side of the functional characteristics of the product produced or the volume sold in a short time interval, but also indicators of competitiveness and equipment of the enterprise implementing this type of products. A model for assessing industrial competitiveness, including the interpretation of interval characteristics, is presented, and a graphical representation of the life cycle curve in an enlarged composition is also presented.

In Vietnam, the construction of hydropower projects has contributed significantly in the cause of industrialization and modernization of the country. The place where hydropower projects are built is mostly inhabited by ethnic minorities - communities that rely primarily on land, a very important source of livelihood security. In the context of the lack of common productive land in resettlement areas, the orientation for agricultural production is to promote indigenous knowledge combined with increasing scientific and technical application; shifting from small-scale production practices to large-scale commodity production. However, the research results of this article show that many obstacles in the transition process are being posed such as limitations on natural resources, traditional production thinking or the suitability and effectiveness of scientific - technical application models. When agricultural production does not ensure food security, a number of implications for people’s lives are increasingly evident, such as poverty, preserving cultural identity, social relations and resource protection. Since then, it has set the role of the State in researching and building appropriate agricultural production models to exploit local strengths and ensure sustainability.

The prevention of Diabetic Mellitus (DM) and its complications is the main aim of this study, in addition to the training of lotion foot care application and the development of small scale industry. The research team delivered knowledge in the form of training on Diabetic Mellitus, healthy food, treatment and prevention of complications, and small-scale production of cosmetic products. The aim of this study was to determine the correlation between training on diabetic and lotion foot care application as preventive measures against diabetic complications on the patient's blood glucose levels in the community of residents in Banyuurip Jaya, Surabaya. It was expected from this training that the knowledge of the residents increases and people living with diabetic undergo lifestyle changes and therefore blood sugar levels can be controlled. The parameters measured in this research were blood glucose levels, the anti diabetic drug types consumed, and compliance on diabetics. This study used the data taken from 60 patients with DM over a period of one month. Questionnaires and log books was used to retrieve data and changes in blood glucose levels in diabetic patients. The results showed the demographic data of patients with type 2 diabetic of 85% female and 15% male, with the range of patients aged of 61-70 years of 46.67% and had history of diabetic (90%). The history of drugs consumed by respondents was anti diabetic drugs such as metformin (40%), glimepiride (33.37%) and insulin (6.67%). In addition, the increased knowledge of DM patients after being given the training compared to before training was shown in several questions in the questionnaire. A statistical analysis using t-test analyzed a correlation between training provided in order to enhance understanding of the patient, as well as correlation with blood glucose levels. A paired T-test showed that there was a relationship between the knowledge of trainees before and after training (p less than 0.05). An interesting result was that there was no relationship between blood glucose levels before and after training provided (p> 0.05).
