Hunters is an arresting exploration of tourist trophy hunting in southern Africa. It is not difficult to appreciate the beauty of the pictures and their settings. But it is difficult to agree with the book’s thematic. Primarily relying on portraiture, both in the field and in the hunters’ homes and trophy rooms, Chancellor delves into a controversial and lucrative subculture. Despite the fact that his camera never shies away from blood, the gore is at a notable minimum. Instead, the tension that fills each frame is drawn from his subjects – the foreign hunters, their families, the local guides and the very land to which they have come seeking their prey. One can see the pride, the glee, the almost orgiastic facial expressions resulting from the kill. This is the hunter feeling her/himself to be on top of the world, at the apex of creation. S/he decides. S/he kills. A show of supremacy over nature. Most pictures speak for themselves. Even though Chancellor does not take a position (it seems he never hunted himself ), it should be clear from the images that there is little pride to be taken from killing these animals. Trophy hunting is a small-scale massacre. Every animal killed is a decrease in its population. Full stop. I know there are people who argue that hunting, and trophy hunting more specifically, helps to control wildlife, that it helps to maintain much-needed and often precarious equilibria. Chancellor seems to think that trophy hunting would appear to be a more sustainable and environmentally friendly way of wildlife control than ‘mere’ hunting for fun. Populations are monitored and local communities survive on the income they earn from tracking, and accompanying the white hunters. But at the end of the day hunting is and remains a brutal, inhumane activity. While the pictures do convey the brutality to some degree, they also express an aesthetic that is scenic and beautiful.

From its ancient origins in small-scale gaming sites in local communities, gambling in the 21st century has become a global industry and an increasingly standardized pastime across the world. The growth started in the early the 20th century, and accelerated in the past few decades. The history of gambling is a history of regulation. Gambling has always been controlled by political powers and still is in both democratic and non-democratic countries. Islamic and communist regimes have been most negative for moral reasons. Countries dominated by Protestant Christian faith have been critical, because of the value they have placed on work and honesty, even when they have not seen prosperity as a sin. Since the 1980s gambling has been de-regulated in many countries, with the justification that gambling is legitimate economic activity and problem gambling should be the policy target.

Opening ParagraphIn recent years increasing attention has been given to the question of developing small-scale industries in the Colonial Dependencies. It is now generally agreed that such a development is essential in the interests of the territories themselves and for the ultimate benefit of Great Britain and, the world. So enthusiastic indeed has been the acceptance of this new policy that there is now a danger that adequate attention may not be given to the needs of the local communities themselves, the service of which is the main justification for the establishment of these industries. However important it may be for world prosperity that the purchasing power of the peoples of Africa should be raised, it is no less important that every scheme of industrialization should be related to the requirements of the peoples of Africa, and the organization of the industries must be in harmony with local traditions. If this is not done the new industries, whether they are built up on local traditional crafts or are completely ‘exotic’, may prove to be socially disruptive. Every development of this kind has social and political consequences which are as important as the economic results, and which may, indeed, override financial and economic considerations. An increase in the material prosperity of Africa would be paid for too highly if the price should prove to be the disintegration of African society.

Green tourism is defined as environmentally friendly tourism activities with various focuses and meanings. In a broad term, green tourism is about being an environmentally friendly tourist or providing environmentally-friendly tourist services. The green tourism concept would be highly appealing to tourism enterprises and operators owing to increasing governmental pressure to improve environmental performance by adopting effective and tangible environmental management techniques. Green tourism is a form of tourism involving visiting fragile, pristine, and relatively undisturbed natural areas, intended as a low-impact and often small scale alternative to standard commercial tourism. Its purpose may be to educate the traveller, to provide funds for ecological conservation, to directly benefit the economic development and political empowerment of local communities, or to foster respect for different cultures and for human rights. Green Tourism has been considered a critical endeavour by environmentalists, so that future generations may experience destinations relatively untouched by human intervention. Furthermore, the achievement and promotion of internationally recognized environmental awards would be instrumental to the tourism enterprises in marketing their services. As a result, many concerned and responsible parties put forward recommendations for green tourism products to regulate tourism’s negative impacts. This conceptual paper attempts to discuss the green tourism concept its processes as well as explain approaches of green tourism industry can legitimately open up new areas for the more discriminating and wider range of the market, and tourists or visitors can enjoy the holiday they want with a clear conscience. Responsible green tourism programs and plans include those that minimize the negative aspects of conventional tourism on the environment and enhance the cultural integrity of local people. Therefore, in addition to evaluating environmental, social and cultural factors, an integral part of green tourism is the promotion of recycling, energy efficiency, water conservation, and the creation of economic opportunities for local communities. For these reasons, green tourism often appeals to advocates of environmental and social responsibility. Marketing people -all in public, government and private level specialists- working in the tourism sector, should configure the best green solutions for the current and future strategies. The real green alternatives are needed to suggest a new perspective(re-thinking process) about tourism marketing strategies.

Abstract: This paper highlights similarities and different features of the category of kinesics “hand gestures”, its frequency usage and acceptance by different individuals in two different cultures. This study shows its similarities, differences and importance of the gestures, for people in both cultures. Consequently, kinesics study was mentioned as a main part of body language. As indicated in the article, the study kinesics was not presented in the Kyrgyz culture well enough, though Kyrgyz people use hand gestures a lot in their everyday life. The research paper begins with the common definition of hand gestures as a part of body language, several handshake categories like: the finger squeeze, the limp fish, the two-handed handshake were explained by several statements in the English and Kyrgyz languages. Furthermore, this article includes definitions and some idioms containing hand, shake, squeeze according to the Oxford and Academic Dictionary to show readers the figurative meanings of these common words. The current study was based on the books of writers Allan and Barbara Pease “The definite book of body language” 2004, Romana Lefevre “Rude hand gestures of the world”2011 etc. Key words: kinesics, body language, gestures, acoustics, applause, paralanguage, non-verbal communication, finger squeeze, perceptions, facial expressions. Аннотация. Бул макалада вербалдык эмес сүйлѳшүүнүн бѳлүгү болуп эсептелген “колдордун жандоо кыймылы”, алардын эки башка маданиятта колдонулушу, айырмачылыгы жана окшош жактары каралган. Макаланын максаты болуп “колдордун жандоо кыймылынын” мааниси, айырмасы жана эки маданиятта колдонулушу эсептелет. Ошону менен бирге, вербалдык эмес сүйлѳшүүнүн бѳлүгү болуп эсептелген “кинесика” илими каралган. Берилген макалада кѳрсѳтүлгѳндѳй, “кинесика” илими кыргыз маданиятында толугу менен изилденген эмес, ошого карабастан “кинесика” илиминин бѳлүгү болуп эсептелген “колдордун жандоо кыймылы” кыргыз элинин маданиятында кѳп колдонулат. Следовательно, здесь было упомянуто понятие “кинесика” как основная часть языка тела. Как указано в статье, “кинесика” не была представлена в кыргызской культуре достаточно хорошо, хотя кыргызский народ часто использует жестикуляцию в повседневной жизни. Исследовательская работа начинается с общего определения “жестикуляции” как части языка тела и несколько категорий жестикуляции, таких как: сжатие пальца, слабое рукопожатие, рукопожатие двумя руками, были объяснены несколькими примерами на английском и кыргызском языках. Кроме того, эта статья включает определения слов “рука”, “рукопожатие”, “сжатие” и некоторые идиомы, содержащие данных слов согласно Оксфордскому и Академическому словарю, чтобы показать читателям их образное значение. Данное исследование было основано на книгах писателей Аллана и Барбары Пиз «Определенная книга языка тела» 2004 года, Романа Лефевра «Грубые жестикуляции мира» 2011 года и т.д. Ключевые слова: кинесика, язык жестов, жесты, акустика, аплодисменты, паралингвистика, невербальная коммуникация, сжатие пальца, чувство восприятия, выражение лиц.

There is a culture of disengagement from social consideration in engineering disciplines. This means that first year engineering students, who arrive planning to change the world through engineering, lose this passion as they progress through the engineering curriculum. The community driven technology innovation and investment program described in this paper is an attempt to reverse this trend by fusing community engagement with the normal engineering design process. This approach differs from existing project or trip based approaches – outreach – because the focus is on local communities with which the university team forms a long-term partnership through weekly in-person meetings and community driven problem statements – engagement.

Local government as a political, legal and social institution finds itself in a very difficult period of development in Russia. The long-established tendency of its subordination to the state has intensified today in connection with the newly adopted constitutional amendments. At the same time, it seems obvious that further “embedding” of local government into the state management vertical, in the absence of any positive effect in terms of solving socio-economic and infrastructural problems, will inevitably lead to other hard to reverse, negative results both for local government institutions and the system of public authority as a whole. The normal functioning of local government requires, however, not only the presence of its sufficient institutional and functional autonomy from the state, but also an adequate territorial and social base for its implementation. To ensure the formation of viable territorial collectives, especially in urban areas, it seems appropriate to promote the development of self-government based on local groups at the intra-municipal level. Such local groups can independently manage issues of local importance on a small scale (landscaping, social volunteering, and neighborly mutual assistance), and provide, within the boundaries of a local territory, due civil control over the maintenance by municipal authorities of more complex and large-scale local issues (repair and development of infrastructure, removal of solid household waste and more). At the same time, the development of local communities can by no means be a self-sufficient and substitutional mechanism, whose introduction would end the need for democracy in the full scope of municipal structures overall. In this regard, the experience of local communities’ development in Germany, a state with legal traditions similar to Russian ones, with a centuries-old history of the development of territorial communities and a difficult path to building democracy and forming civil society, seems to be very interesting. Here, the progressive development of local forms of democracy and the participation of residents in local issue management are combined with stable mechanisms of municipal government, and the interaction of municipalities with the state does not torpedo the existing citizen forms of self-government. At the same time, the experience of Germany shows that the decentralization of public issue management which involves the local population can only be effective in a situation where, in addition to maintaining a full-fledged self-government mechanism at the general municipal level, relevant local communities are endowed with real competence and resources to influence local issue decision-making. The role of formalized local communities in urban areas, as the German experience shows, can not only facilitate the decentralization of solving public problems, but can also help in timely elimination of triggers for mobilizing citywide supercollectives with negative agendas. This experience seems useful and applicable in the Russian context.

Psychological research in small-scale societies is crucial for what it stands to tell us about human psychological diversity. However, people in these communities, typically Indigenous communities in the global South, have been underrepresented and sometimes misrepresented in psychological research. Here I discuss the promises and pitfalls of psychological research in these communities, reviewing why they have been of interest to social scientists and how cross-cultural comparisons have been used to test psychological hypotheses. I consider factors that may be undertheorized in our research, such as political and economic marginalization, and how these might influence our data and conclusions. I argue that more just and accurate representation of people from small-scale communities around the world will provide us with a fuller picture of human psychological similarity and diversity, and it will help us to better understand how this diversity is shaped by historical and social processes. With fanfare befitting the arrival of a god of the Western material world, U.S. President Bill Clinton toured Southern Africa imparting “words of wisdom” along the way. His aim, we were told, was to see that the United States becomes Africa’s “true partner.” The reason being, according to Clinton, “[a]s Africa grows strong, America grows stronger ... Yes, Africa needs the world, but more than ever it is equally true that the world needs Africa.” To this end, the United States would pursue a mix of political and economic policies that included the African Crisis Response Initiative and the Africa Growth and Opportunity Act, both designed to foster “stability” and “prosperity” on the continent. Lofty goals, to be sure, but ends whose means are badly in need of interrogation. This article does just that: To wit, does Clinton, on behalf of U.S. policymakers, mean what he says? If so, in naming “peace” and “prosperity,” can he make them? Put differently, does the Clinton administration have the power to introduce order where there was chaos? Or will it only compound existing problems and visit new ones upon those who had few to begin with?

Five years ago, women in Africa moved to the center stage of the continent. The U.N. Decade for Women Conference held in Nairobi brought together women from all over the world to exchange ideas and discuss future strategies. African women turned out for the meeting in force. Women representing governments, non-governmental organizations (NGOs) and grass-roots women's clubs converged on Nairobi to tell their story to other women in the common struggle for equality, justice and peace.
