This study discusses forest management by local communities and society of Nagari Garabak Data and Nagari Bukik Kanduang Solok Regency of West Sumatra Province. Nagari Garabak Data is a village located in a protected forest area with the acquisition entirely in the hands of the state while in Nagari Bukik Kanduang forest is managed and controlled by people with a form of community forests (communal forest). Principal argument of this study that differences in the management model of the village causing differences in poverty communities. The purpose of this research is to understand forest management in both villages and analyze the impact of the forest management against poverty. Key Word: Forest Management, Poverty Peoples, Ulayat, Access

This study analyzes the impact of the Indonesian government’s decentralization policy and movement on the state forest community involvement program on the island of Java from 2000 to 2014. For more than 30 years, approximately 76 percent of the state-owned forests in Java, covering 2.4 mio. hectares (5.9 mio. acres or 9,266 square miles), or 42 percent of the forests in Java, were exclusively managed by the State Forest Company (SFC). The general perception was, and largely still is, that the decentralization era reforms had little or no effects in Java, simply because the national decentralization regulations essentially maintained this dominant role. Thus, possible effects were hardly examined. This study aims to fill this gap by analyzing whether the national decentralization movement and policy affected and changed the policies and practices of involving local actors and communities in Java’s state forest governance and management. Our analytical framework follows the Policy Arrangement Approach (PAA), comprising four main analytical dimensions for assessing change and stability: The actors involved; the distribution of power and resources; the existing and applied rules; and discourses concerning the topic of research. The analysis is based on an extensive review of scholarly literature and policy documents, as well as 73 in-depth interviews with actors, from the national to the local levels, of two districts in Central Java. Overall, our findings show that the nationwide decentralization movement significantly affects the modes of collaborative forest management in Java, much more than one would expect if only looking at changes in the respective legal texts. The movement fueled changes, inter alia, by promoting discourses on sustainable forest management for local development, and triggering the revival of grassroots movements further empowered by local non-governmental organizations (NGOs), as well as by triggering the formal institutionalization of the informal norms and practices of local communities. New actors entered the arena, and the distribution of power, resources and benefits drawn from state forest management has changed in favor of district authorities and local communities at the expense of the State Forest Company.

Pademi global Covid-19 telah menyebar ke banyak Negara dan benua, termasuk Indonesia. Salah satu Provinsi yang menerapkan PSBB dalam mengurangi dampak penyebaran Covid-19 adalah Provinsi Sumatera Barat. Dalam penangaanannya tidak hanya bisa dilakukan oleh Pemerintah sendirian dan mesti melibatkan berbagai element masyarakat untuk berpartisipasi di lingkungan masing-masing. Kegiatan pengabdian kepada masyarakat ini bertujuan memberdayakan masyarakat melalui partisipasi komunitas peduli warga terdampak Covid-19 di Nagari Pulakek Koto baru Kecamatan Sungai Pagu Kabupaten Solok Selatan.  Metode pelaksanaan kegiatan meliputi sosialisasi, edukasi dan pengumpulan serta penyerahan donasi kepada warga terdampak. Hasil kegiatan yaitu terlaksananya persiapan pelaksanaan kegiatan yaitu pertemuan dengan wali nagari, relawan desa dan perwakilan komunitas peduli. Pengumpulan donasi yang berasal dari warga peduli sebanyak  Rp. 6.000.000.- dan penyerahan paket sembako kepada warga terdampak  sebanyak 60 paket sembako kepada 60 kepala keluarga terdampak yaitu 56 KK dari warga sekitar komplek perumahan bukit pematang permai Jorong Mantirai Indah dan 4 KK berasal dari luar Jorong Mantirai Indah namun sehari-sehari bekerja di keluarga yang tinggal di Perumahan Bukit Pematang Permai. Bantuan diserahkan seminggu sebelum Hari Raya Idul Fitri 1441 H sehingga terasa sangat bermanfaat bagi warga terdampak.  Disamping penerahan donasi juga dilakukan edukasi dan sosialisasi kepada warga terdampak tentang pentingnya mematuhi protocol kesehatan.       Kata kunci: Partsipasi, Peduli Warga Terdampak, Covid-19  ABSTRACT The Covid-19 global academy has spread to many countries and continents, including Indonesia. One of the provinces that have implemented the PSBB in reducing the impact of the spread of Covid-19 is West Sumatra Province. The handling is not only done by the Government alone and must involve various elements of society to participate in their respective environments. This community service activity aims to empower the community through community participation in caring for residents affected by Covid-19 in Nagari Pulakek Koto baru, Sungai Pagu District, South Solok Regency. Methods of implementing activities include socialization, education and collection and delivery of donations to affected residents. The result of the activity is the implementation of preparations for the implementation of activities, namely meetings with the village guardian, village volunteers and representatives of the caring community. The collection of donations from caring residents is Rp. 6,000,000.- and the handover of 60 basic food packages to the affected residents to 60 affected families, namely 56 families from residents around the Jorong Mantirai Indah Pematang hill housing complex and 4 families from outside Jorong Mantirai Indah but working daily in family who live in Bukit Pematang Permai Housing. The aid was handed over a week before Idul Fitri 1441 H, so it was very beneficial for the affected residents. Apart from distributing donations, education and outreach was also carried out to affected residents about the importance of complying with health protocols. This chapter explores the enduring symbiosis between the village motif, social justice, and populist politics in Iran during the first three decades after the revolution. At first, it briefly highlights the evolution of the allegorical village in classical and contemporary Persian poetry. The focus will later be shifted towards the representation of the village in revolutionary poetry. We will see that it has remained a recurring motif in Persian poetry of the post-revolutionary period, employed by a variety of writers and state institutions for a range of means. As a symbol, it has been a conduit into which any ideology can be poured; the village allegory can be manipulated to both condemn and support the official politics of the state. The chapter examines the key socio-political influences behind the evolution of rural themes, the work of official poets, and the impact of the village on the cultural doctrine of the Islamic Republic.

As instituições dos estados do Nordeste que assumiram a gestão florestal foram diagnosticadas pelo Ministério do Meio Ambiente em 2009. Decorrente deste estudo regional, o presente trabalho tem como objetivos: i) Caracterizar os instrumentos de política e de gestão florestal no estado do Maranhão; ii) Analisar o atual modelo de gestão florestal estadual. Os dados foram obtidos de fontes secundárias na rede mundial de computadores e através da aplicação de questionários em dois Seminários realizados no próprio estado. Os instrumentos de política e gestão florestal foram classificados segundo suas características legais, econômicas e administrativas afetas ao tema. O modelo de gestão florestal foi analisado com base no modelo de excelência em gestão pública, adaptado para o estudo. As principais conclusões foram: há conflitos legais de competências da gestão florestal no estado, entre a SEMA e a SEAGRO; a SEMA é responsável pela política e pela gestão florestal maranhense; uma Superintendência de Gestão Florestal, ainda não institucionalizada, estava, na prática operando a gestão florestal; planejamento, execução e controle da gestão florestal foram avaliados, de modo geral, em situação insatisfatória, tanto pelo público interno da SEMA quanto pelos seus usuários.Palavras-chave: Modelo de gestão florestal; descentralização; Nordeste do Brasil. AbstractForest management in the State of Maranhão, beyond decentralization. The institutions in the Northeastern states that assumed forest management were diagnosed by the Ministry of Environment in 2009. Due to this regional study, this paper aims to: i) characterize the fundamentals of policy and forest management in the state of Maranhão, ii) analyze the current model of state forest management. Data were obtained from secondary sources on the World Wide Web and through questionnaires in two seminars held within the state. The fundamentals of policy and forest management were characterized on the basis of legal instruments, administrative and economic sympathetic to the issue. The forest management model was analyzed based on the model of excellence in public management, adapted for the study. The main conclusions were: conflicts of legal jurisdiction in the state of forest management, and between SEAGRO and SEMA.SEMA is responsible for forest management policy and Maranhão, a Superintendent of Forest Management, not yet institutionalized, was in practice the operating forest management, planning, execution and control of forest management were evaluated, in general, an unsatisfactory situation, both the public and internal SEMA by its users.Keywords: Forest Management model; decentralization; Northeast of Brazil.

Potential of sustainable wood production in Swiss forests In the Swiss National Forest Inventory (NFI), the data collected in the three inventories (NFI1 1983–1985, NFI2 1993–1995, NFI3 2004–2006) provide the basis not only for analysing the present state of the forest and how it has developed up to now, but also for assessing, with the help of models, how it might develop in future. The scenario model «Massimo 3», developed at the Swiss Federal Institut for Forest, Snow and Landscape Research, is an empirical and stochastic simulation model. It relies on data from the NFI and forecasts the development of the forest according to how it is managed. Six scenarios with different management regimes were defined according to the economic, silvicultural and ecological aspects considered. In three scenarios the growing stock is kept constant at the level of NFI3, but different management strategies are used (Scenario A: basis [business as usual], Scenario E: even-aged forests are transformed into uneven-aged forests, and Scenario F: near-natural percentages of conifers are promoted). In two scenarios forest management is partially abandoned for either ecological reasons (Scenario B: reservations, 10% of the forest area is left unmanaged) or for economic reasons (Scenario C: harvesting costs, 40% of the forest area is left unmanaged). Scenario D (rotation periods are shortened) was used to study the effects of augmenting the annual harvesting amount. A forecasting time period of 100 years was selected to assess the long-term effects of the scenarios. Scenarios A, D, and E show that the sustainable harvesting potential of merchantable wood lies in a relatively narrow range of 7.1 to 7.3 million m3/year, even though in Scenario D the growing stock is reduced from 360 m3/ha to 305 m3/ha. In Scenario F regeneration is systematically established with near-natural percentages of conifers, the long-term harvesting potential is slightly less: about 6.5 million m3/year of merchantable wood. If forest management is abandoned for economic reasons on as much as 40% of the forest area (Scenario C, harvesting costs), the impact on the wood reserves is very negative.

There is a current trend towards decentralization of forest management, particularly among developing nations. Nepal has taken a lead in initiating innovative policies of community forestry. Although these initiatives have been largely deemed successful in the mountains, within the Terai lowlands, there is considerable debate about their outcomes. This research evaluates forest condition within recently declared community forests, national forests and protected areas in the Nepal Terai, using plot mensuration techniques and interviews with local users. The initial condition of forests that were handed over to local communities for use was significantly poorer than those retained as national forests. Protected areas had the highest levels of plant abundance, biomass and biodiversity, which is not surprising, given the level of funds and manpower input to managing these limited areas. In the context of current controversy about the outcome of community forestry in the Nepal Terai, the poor initial condition of forests handed over to local communities is highly significant, and needs to be factored into evaluations of community forest management. This research underscores the need for benchmark studies for evaluating the future outcomes of forest policies in the Terai, provides a valuable addition to the limited information on forest conditions under different management regimes in Nepal, and indicates some of the difficulties that local communities face while dealing with community forestry in practice.

Forests in South Africa are harvested by local communities for multiple purposes and this affects the animals that inhabit them. The tree hyrax (Dendrohyrax arboreus) has a restricted distribution and utilises various tree species as dens and a source of food. In this article, we determined, through a series of interviews in the communities surrounding the Pirie forest, which plant species are harvested by local people and whether these overlap with those used by the tree hyrax. In addition, we determined the extent to which tree hyraxes are hunted by these communities. Of the trees used by the hyrax as dens in the Pirie forest, Afrocarpus falcatus, Schotia latifolia, Andrachne ovalis, Teclea natalensis and Apodytes dimidiata are important resources for local communities. But as these are harvested at relatively low levels, it is unlikely that current harvesting has a large impact on the tree hyrax. Opportunistic hunting occurs, but the hyrax is not targeted by hunters. Very limited commercial harvesting of A. falcatus has been taking place in the Pirie forest since 1975, but its impact on the hyrax population, although undetermined, is also unlikely to be high. We recommend that the Pirie forest tree hyrax population should be monitored by forest management in order to ascertain the impact of both commercial and community harvesting over the past quarter-century.Conservation implications: Tree hyrax populations in the Pirie forest should be actively monitored by management on an annual basis.

<p><br />Bogor regency has an area of 16,945 hectares’ community-forests or 22% of the forest area in the regency. Institutional problems of community-forest management include weak interaction of actors within the organization. Since the organization is part of the institution, its existence becomes an important technical part in securing the operation of the institution. Objectives of this research on analyzing actors and the institution in the community-forest area are: (1) to determine the dominant key actors in community-forests action arena; and (2) to formulate community-forests development institutional models. Qualitative descriptive analysis of actors and institutions employs content analysis. Key actors analysis utilized ISM (Interpretive Structural Modeling) analysis methods. Results of the analysis identified seven key actors in community forest management, namely UPTD BP3K, landowners who lives outside the village, farmer landowners, land tenants, farm labors, lumbermens, and middlemen. Of the seven key actors, four key actors are the most dominant in the community-forest action arena, which are farmer landowners, farm labors, lumbermens and middlemen. There are three models of community-forest management institutions for capacity development actors, namely the institutional model related to venture capital, handling waste of resources, and coordination. This study recommends the necessity to strengthen dominant actors at site level according to the criteria of efficiency, equity, and sustainability. The policy makers need to optimize the capacity and coordination function of government agencies through the institutional coordination model.</p>

Ecotourism activities and the community-based ecotourism model are not new in Bintan District. Some coastal villages such as the Village of Kuala Sempang through Ballond Mangrove Tour and the Village of Pengudang through Pengudang Bintan Mangrove are even able to promote the mangrove forest ecotourism activities managed by the local communities. The success in promoting tourism potential through the concept of ecotourism in these villages certainly brings the hope of empowerment to the communities. Some studies even emphasize that tourism with the concept of ecotourism and community-based ecotourism models can contribute positively and can be used as a means or tool for community empowerment, especially for economically marginalized local communities. However, so far, studies on tourism in Bintan District are more focused on aspects of managing ecotourism activities, evaluating the development of ecotourism, and studying the potential of mangroves, while studies on community empowerment through ecotourism activities are needed to be encouraged to provide understanding based on empirical evidence of the impact and benefits of ecotourism activities for community empowerment, especially in coastal villages. Therefore, this study aims to describe how ecotourism activities empower the communities in coastal villages in Bintan District.

Community Forest (HKM) is a community development schemes through strengthening factors of production of non-timber forest products in the form of access to forest lands, protected primary forest. It is not yet known impact of women's participation in community forest management on family income in the village Tribudi Syukur and Tribudi Makmur. To the end, the research conducted in order to know the impact of demographic and participation of women in community forest management on family income in the village Tribudi Syukur and Tribudi Makmur, Kebun Tebu sub district, West Lampung, Lampung province. This research was conducted in the Community Forest, at Village Tribudi Syukur and Tribudi Makmur. Data retrieved using the method of data collection simple random sampling. Analysis of data used linear models was assisted using Minitab 16 software for parameter optimization. The results showed that the factor land size and income of women farmers with a significant effect on the income of women's participation in community forest management. Meanwhile, the chief factor of the family, the woman's age, the age of the male, female participation rates, female education, male education, number of dependents, and the distance to the arable land were not significantly associated with women's participation in the management of the community forest income.
